Purpose• Evaluate Old Wellborn Road
• Evaluate Rock Prairie Cross Section
• Evaluate Alternative Routes to provide relief to the Holleman & FM 2818 intersection

Volumes
• Traffic Operational and Safety concerns due proximity of railroad and FM 2154
Old Wellborn Rd. Volumes
• Daily Traffic < 2,500 vpd
Old Wellborn Rd. Concerns• Westbound Left from Rock Prairie to Old
Wellborn• 50 feet to railroad – queuing to RR track
• Rock Prairie to be reconstructed• Old Wellborn is recommended to become right-
in, right-out and close when General Parkway is extended.
• Deacon extension to FM 2154• Would require Old Wellborn to be reconstructed
Old Wellborn and Rock Prairie Analysis• Existing analysis - Westbound queue lengths of up to
two (2) vehicles in AM and PM peak• Two vehicles would back up to the railroad and
cause safety concerns
• Future Analysis - Westbound queue lengths of up to five (5) vehicles in the PM peak based on modeling• Would cause queueing into the Rock Prairie
intersection.
• Eastbound queuing from Rock Prairie signal makes left-turns from Old Wellborn Road difficult to navigate.
Future Operations• Assume RIRO operation at Old Wellborn
• All left-turn volumes shift to General Parkway• Removes queuing issue• Improves operations at Old Wellborn and Rock

Observations• Old Wellborn Road
• Roadway provides traffic operation and safety concerns and is recommended to be discontinuous with the Deacon Road extension project and right-in, right-out with the Rock Prairie project.
• Existing traffic can be absorbed with General Parkway
• Main entrance for property south of Graham should be at General Parkway, not Old Wellborn
Observations• Existing Conditions
• Very limited traffic using Dowling to Jones Butler via FM 2818
• Jones Butler between Holleman and FM 2818 is underutilized
• Future Development Conditions with Existing Roadway Network• No new roadway connections• Holleman reaches capacity and Dowling becomes
more heavily utilized• Jones Butler’s volume increases
Observations• Future Conditions with General Parkway
Connection• Provides larger volume reduction to other roads
than Holleman• Shifts traffic away from Dowling• Acts as a circulator to local development• Does not provide relief to Holleman & FM 2818
• Future Conditions Jones Butler Extension• Provides relief to Holleman & FM 2818• Doubles the traffic on Jones Butler
Observations• Future Conditions with Luther Alternative
• Provides greatest relief to Holleman, west of FM 2818
• Provides relief to intersection of Holleman at both FM 2818 and Dowling
• Minimal impact to Jones Butler
Next Steps• Recommend Old Wellborn to be replaced by General
Parkway• Old Wellborn will become a right-in, right-out roadway with the Rock
Prairie Road project • Old Wellborn will not be rebuilt with the Deacon project
• FM 2818 & Holleman • Short – Term: Use signage to encourage the use of
Dowling to Jones Butler
• Long-Term: Gather input from Transportation and Mobility Committee
• Modify the Thoroughfare Plan to include General Parkway realignment?
• Evaluate the constructability/cost of Jones Butler under/overpass?
