I. Creating a Plan Review Account
1. Go to https://onbase.mesacounty.us/PlanReview/
2. Click Register
3. Agree to Disclaimer, Terms & Conditions of Use
4. Enter Registration Information‐ Notifications from Plan Review will be sent to email address
entered in application (not in account registration). Click Next
5. Check info and Create Account
6. Sign‐in

Applicant is able to sign‐in at this time.
II. To Sign Into Plan Review
1. Go to: https://onbase.mesacounty.us/PlanReview/ . Click Sign In.

III. To Request a Pre‐Application Meeting Online:
1. Sign into account
2. Under Start New Project select Request Pre‐Application Meeting‐ Click Add Project
3. Fill out Pre‐Application Meeting Request Form. Starred (*) items are required. Fill out
information as completely as possible. This information will be used to prepare for your pre‐
application meeting. Descriptive and accurate information will result in a more productive
meeting.

Click "Continue" below to save this form. Documents must be uploaded on the following page for Pre-App meeting to be scheduled. For ALL applications, include the following on your Pre-App Drawing: An aerial photo can be generated from https://emap.mesacounty.us/viewer/ or will be provided at Planning Counter at Mesa County Central Services. Pre-App Drawing must include: •Proposed and existing property lines •Existing and proposed structures •Existing and proposed septic systems •Location of all easements •Existing and proposed driveways •On-site irrigation and drainage facilities •Any additional information that you feel will be beneficial to your project Click ADD PLAN DOCUMENTS button on left side of the page to upload files from your computer. Click Browse to find documents and UPLOAD to upload files. Once ALL documents are uploaded, click SUBMIT APPLICATION on left side of screen.
Click Continue to submit form.

4. To upload documents as requested in Pre‐Application Meeting Request Form.
Click Add Plan Documents. You will not be able to Submit Application until you have uploaded
files and the Pre‐Application form is filled out. To edit Pre‐Application form, Click Project
Information Tab and click Start/Edit above Project Information title bar. You will not be able to
start the Application form until a Pre‐Application Meeting is held UNLESS you have a Pre‐
Application Number. In which case, submit Application by following steps in III. Submitting an
Application below.

6. Select Files from computer. Multiple files can be uploaded at the same time by holding shift and
selecting file names. Click Open.
7. Select Discipline and Sheet Type for each file. The only Discipline available at this step in the
process is Pre‐Application. If file name does not describe the file, include a Description as well.

10. Repeat step 6‐10 until all files are uploaded. Then click Submit Application

Note. Even after you click Submit Application, files can be uploaded until the project is sent out for
review. To do this, upload files in this location using the Browse.. and Upload button. You will no longer
see the Submit Application button but files will go into application. Inform planner if you have added
additional documents.
IV. How to Submit an Application:
A. If Applicant submitted a Pre‐Application Meeting Request through OnBase
Go to : https://onbase.mesacounty.us/PlanReview/Plan and click on the project name created in the
Pre‐Application Meeting Request Form. Go to step 2.
B. If Applicant did not submit a Pre‐Application Meeting Request through OnBase
Go to : https://onbase.mesacounty.us/PlanReview/Plan. Under Start New Project, select

2. To submit an application, on the Application tab, click EDIT
3. Fill in Application. Some fields are automatically generated if a pre‐application request was
submitted and can be changed at this time. Note: Project emails will go to the Representative
email address only. Clicking Representative Same as Applicant box will copy information from
Applicant. All items with a red * are required. If there is no Lien Holder, put n/a and 0’s in those
required fields.

After a pre-application meeting, when you are ready to submit your application, click "Edit" at the top right. Complete the form, and click "Continue" to save. Then use the "Upload Plan Documents" button to upload any necessary documents. Once you have uploaded needed documents and are ready to submit the project to the Mesa County Planning Department for review, click "Submit for Review".

When all items on checklist are ready, click ADD PLAN DOCUMENTS button on left side of the next page to upload files from your computer. Click Browse to find documents and UPLOAD to upload files. Once ALL documents are uploaded, click SUBMIT APPLICATION on left side of screen.

4. After completing Application, upload application documents as required on the checklist given
by Planning Department. Click on Add Plan Documents
5. Click Browse to select documents from the local drive

V. Viewing and Responding to Comments
1. Go to : https://onbase.mesacounty.us/PlanReview/Plan. Sign‐in and choose project.

2. Choose Plan Documents tab to see documents submitted by Applicant and any other documents
uploaded by planning staff. Choose Review Documents tab to see documents that are part of
the review cycle. This includes marked‐up drawings, comments, additional docs, etc.
3. Documents from different review cycles can be filtered by Review Cycle pull‐down menu.
Documents can be downloaded by selecting the icon next to the file or selecting multiple
documents to be downloaded and clicking the icon under Plan Review Cycle.

4. When notified, Applicant should respond to each comment in the word document. To resubmit
documents including Response to Comments and any additional or modified docs, sign‐in to
account, pick project and click Add Plan Documents. Repeat steps 6‐10 in IV above to upload
document. When complete. Click Resubmit.
VI. To See Approved Documents
1. Go to : https://onbase.mesacounty.us/PlanReview/Plan. Sign‐in and choose project.
2. Click on Approved Documents Tab. Pull down menu shows documents as described below
