This is the principle that Agusan del Sur Gov. Adolph Edward Plaza be-lieved when his adminis-

tration implemented the “Pagtoon Alang sa Masan-ag nga Kaugmaon (Learn-ing for a Brighter Future)” some eight years ago. Together with the pro-gram “Pagtuon” came the “books for the barrios”, where thousands of books from abroad were im-ported to Agusan del Sur and were distributed to all schools province-wide, giving priority to remote areas and the floating

schools located in Agusan Marsh. At present, there are already 298 function-al Pagtuon libraries in the province. Inspired by the pro-gram “pagtuon”, Gov. Pla-za learned that students from the elementary and high school suffer from lack of facilities especially the classroom desks. Through his initiatives, Gov. Plaza entered into agreement with the DENR so that con-fiscated logs were donated

to the provincial govern-ment, and were made into classroom desks and were distributed to elementa-ry and high schools prov-ince-wide. To date, around 50,000 classroom desks were distributed. Making the “pagtoon” program more effec-tive, Gov. Plaza launched the “model of excellence schools” program in order to inspire the school man-agement to deliver quality education. The recognized

18 school of excellence to date enjoys 11 com-puter each, while another 100 computers are now on process for acquisition and distribution, accord-ing to Paul Salinas, one of the executive assistants of Gov. Plaza who handles the “Pagtuon” program. “According to Gov. Ed-diebong Plaza, the pur-pose of all these encour-agements practiced by the provincial government of Agusan del Sur is to height-en the morale of the young

people to excel more in their fields, so that some-day, they become good and responsible Agusan-ons. Gov. Plaza also gives support funds for the stu-dents who are required to travel for enhancement of their knowledge and for those who represent the province in any competi-tion. As result, those stu-dents that I mentioned, bring home the glory and honors for our province,” Exec. Assistant Paul Sali-nas said.

Gov. Plaza also signed a memorandum of under-standing with the Univer-sity of the Philippines Open University for the school year 2011-2012, where 27 government employ-ees and youth enjoys the scholarship at present. To date, the scholars of the provincial government of Agusan del Sur already reached 234 whose cours-es ranges from teaching to medicine. The rest are

taking their masteral and doctorate degree. “Not long from now, Agusan del Sur will be highlighted in the map, for having responsible and better citizens. We are looking forward that with all our efforts in preparing our children for the future, they will in return prepare their children for another better futre,” Gov. Plaza said.

“Ma i t u t u r i ng din po natin na makasaysayan ang araw na ito nang mapasinayaan na-tin ang kauna-un-ahang paraalan sa bansa na nakatutok sa climate change—ang Climate Change Academy of Albay,” the President said in his speech after the inauguration. “Sa pagkaka-roon ng programang nakatuon sa climate change adaptation at disaster risk re-duction and man-agement, tiwala ako na ang gusaling ito ay hindi lamang magiging pugad ng karunungan ngunit magsisilbi ring si-lungan ng ating mga kababayan sa oras ng ka-lamidad.” The Cli-mate Change Academy,

of the Bicol Univer-sity in Legazpi City, is aimed at contrib-uting to the national effort to fast track the development of climate adaptation capabilities of the country particularly local government units (LGUs). The acade-my empowers and trains LGUs for di-saster risk manage-ment, evaluation of climate risk hazards and adaptive capa-bilities, planning, and programming. It is also ex-pected to provide guidelines on exper-imental learning in the implementation of “disaster proof-ing” of local stake-holders.The academy’s stra-tegic approach in-clude raising aware-ness on disaster risks, progressive training on scenario building, climate and disaster risk assess-ment and manage-ment, and technical

assistance for local management and planning. Recently, Al-bay Gov. Joey Sal-ceda underscored the importance of institutionalizing the fight against climate change through the academy as well as raising public aware-ness with the help of media. “Ang Climate Change Academy is first of its kind in the world, wala pa pong ganyan sa buong mundo. It’s essentially a knowl-edge management institution,” Salceda said. Given the vul-nerability of the Phil-ippines, being the third most vulner-able country in the world, Salceda said battling or reduc-ing the impacts of climate change is a paramount concern of the government. on programs that will further develop athletes in sporting events where they are most likely to excel. “We commend them for their per-formance in the Southeast Asian Games… we do not view that as poor performance, cer-tainly there is al-ways room for im-provement but we congratulate our Philippine contin-gent for their noble performance in the

Southeast Asian Games,” Lacierda said. Lacierda noted that by concentrat-ing on these sports disciplines, the country has a bet-ter chance of im-proving its stand-ings in the medal haul. “There are 52 sports associations right now, we be-lieve that if we can concentrate on the sports that we have a strong chance of excelling and

FDA nagbabala tungkol sa mga pekeng gamot

Dapat mag-ingat ang publiko sa mga pekeng gamot, babala ng opisyal ng Food and Drug Administration (FDA) nitong Martes.

Sa progra-mang CNEX Forum at Talking Points na ginanap sa Philip-pine Information Agency, sinabi ni FDA director Dr. Suzette Lazo na

karaniwang pine-peke ang mga ma-mahaling gamot -- gaya ng antibiotics, gamot para sa dia-betes at hyperten-sion, at mga gamot para sa puso, atay,

at bato at iba pa. “Kailangan na-tin na maging mapa-nuri at protektahan ang ating mga sari-li dahil sobra itong mapanganib,” ani Lazo, kasabay ng

na ang regular na laboratory testing na isinasagawa ng FDA upang mati-yak ang kalidad ng mga gamot na ini-lalabas ng P380 bi-lyong industriya ng parmasiyotika sa bansa. Nagbabala rin ang FDA na sa ila-lim ng RA 8203 o Special Law on Counterfeit Drugs, ang mga mahuhul-ing nagbebenta ng pekeng gamot ay maaaring isara ang kanilang establi-syemiento at mag-multa nang hang-gag P5 milyon. Paalala pa ni Lazo, bumili la-mang ng gamot sa mga kilalang boti-ka na lisensyado ng FDA, humingi ng resibo.

The 5.4-kilometer run started in front of the Provincial Capitol com-pound and finished at purok Fabricante in ba-rangay Maribulan where each finisher was en-joined to plant a man-grove seedling and re-lease bangus fries to Sarangani Bay.

“Around 700 runners participated in the fun run, though only 611 of-ficially registered,” said Aiza Platinos of the Sa-rangani Tourism and In-vestment Promotions Center (STIPC). Platinos facilitated the registra-tion.

The “Run Against Glob-al Warming” was orga-nized by Alcantara Foun-dation and Sarangani provincial government through STIPC. This is also supported by Ba-rangay Council of Marib-ulan, Bureau of Fisheries and Aquatic Resources, Sarangani Energy Cor-poration, 73rd Infan-try Battalion, Southern Philippines Power Cor-poration, Department of Education Sarangani division, Globe Telecom, SMART Communica-tions, SUN Cellular and

PNP Sarangani.Schools Division Su-

perintendent Dr. Allan Farnazo thanked the teachers who participat-ed in the event. “Person-ally I would like to thank everyone from DepEd who responded to our invitation to join the fun run especially the aging and old for you have de-fied your age,” Farnazo joked.

Provincial Environ-ment and Natural Re-sources Office personnel headed by Bong Tuballes also joined the event.

”We will support this activity for it will be a big help in the rehabilitation of our mangrove forests. I laud the organizers of this event,” Tuballes said.

“In the long run, these mangroves will be the spawning grounds of fishes. This will help our fishermen. So I hope this event will happen again next year.”

The first to finish the run was Aljoy Banguis from Alabel National High School. The young-est runner is 7-year old Lady Mae Trya and the oldest is Board Member Virgilio Clark Tobias, 68.

Tobias thanked the participants and hoped to have more fun runs and more plantings to come. He said that the event was one way of helping the community in preserving the envi-ronment.

She disclosed that “Sarangani as a tour-ism hub has already taken off,” as support-ed by acting Sarangani Tourism and Invest-ment Promotions Cen-ter (STIPC) coordinator Larry Asparin that tour-

“We (Sarangani) have a combination of tourism resources like the world-class dive sites, white-sand beach

resorts, Manny Pacqui-ao, water tubing, and a lot more wherein oth-ers may only have two or three but they do not have this package of resources,” Asparin said.

GENERAL SANTOS CITY, -- The legislative department of the pro-vincial government has launched a new website to serve its clien-tele effectively.

Vice Mayor Shirlyn Banas-Nograles said it is important for Sangguni-ang Panlalawigan (SP) to have its own website where all the informa-tion on legislative ac-tivities, legislations and issuances such as reso-lutions and ordinances can be easily accessed by the public.

Nograles headed the launching Tuesday at the SP Session Hall.

“This is a necessary requirement in aspiring for a global city status,”

she rationalized.The www.spgensan-

tos.ph opens with a pho-to of the facade of the legislative building, and a slideshow of images depicting the city’s fish-ing industry, landmarks, festivals, scenic spots, among others.

Nograles, who is also the SP presiding officer, described the website “to be most helpful to the general public” since informative data like di-rectory of offices/em-ployees, barangay pro-

files and the schedules of committee hearing will be made public.

Added features in-clude the web search box and the real-time weather reports.

Nograles also noted that “this website now becomes one of the main legacies of the 16th SP to the people of GenSan.”

The Vice Mayor also initiated the GenSan Codification of Ordinanc-es Project wherein over 2,000 ordinances cre-ated from 1948 to 2010 are being reviewed and classified for easy refer-ence.

According to Department of Tourism (DoT) Caraga, five of the participants came from Switzerland and Australia, the rest from Siargao, Lanuza, La Union, Ilocos Sur and from Catanduanes.At stake is the Php 200,000.00 prize for the 9th National Surfing Open for the Wahini, Men and Junior divisions. For

the 7th Long Board In-vitational, a total prize of Php 100,000 is up for grabs. Part of the week-long celebration is the holding of the 3rd Agri-Aqua Tourism Trade Fair and the 1st Beach Danc-ing Competition.The Lanuza Surfing Fes-tival 2011 officially start-ed the weeklong com-petition last Monday,

November 21, through a grand opening ceremo-ny. Adding glitters to the opening salvo were the Beach Dancing Compe-tition, Fireworks Display and the Cultural Show. Some guests in atten-dance were Director Let-ty Tan of DOT 13, Direc-tor Edna Mabeza of DA 13, Congressman Philip Pichay, Governor Johnny Pimentel and other local officials.The event is a collabo-ration of efforts by the municipal government of Lanuza, provincial gov-ernment of Surigao del Sur, Congressman Philip Pichay, the Department of Tourism 13 and the Philippine Surfing Fed-eration. PDEA-10 nabs P20 million worth of shabu in Cagayan de Oroby Juliet Cagaanan

CAGAYAN DE ORO CITY, Misamis Oriental - Operatives of the Philippine Drug Enforcement Agency (PDEA) here nabbed approximately P20 million worth of methamphetamine hydrochloride popularly known as shabu, Monday.

Director Roberto S. Opeña of PDEA- Northern Mindanao, said the operation headed by Misamis Oriental Provincial Special Enforcement Team Leader IA 1 Rodolfo Dela Cerna Jr led to the arrest of suspected drug pusher, Sammy Yusop y Mohamad, 38, residing at Muricay, Pagadian city. The said suspect was arrested after picking up a package containing suspected shabu weighing more or less 1.5 kilograms. It was placed inside two pieces large sealable transparent

plastic cellophane which was concealed inside a 20 inches pensonic television. He carried it to his vehicle, Toyota Hiace (Gray) bearing plate No. KEE 331. Dir. Opeña further said the successful operation were the result of intensive intelligence networking and the proper conduct of controlled delivery type of operation. The suspect is now temporarily detained at PDEA Regional Office 10 for booking and documentation while the seized drug evidence was brought to the PNP Crime Laboratory for qualitative and quantitative examination. Case for violation of Republic Act 9165 is now being readied for the filing of appropriate charges in court, said Opeña. (PDEA)

Vice Governor Irma Ali who presided the meeting urged sectoral representatives to actively participate in the Mindanao Week of Peace 2011 celebration on Nov. 24-30. She expressed her elation for the peace initiatives of the Army units in Lanao del Norte for organizing the inter-agency convergence meeting.“I congratulate the military particularly the 35th Infantry (Makamandag) Battalion, Philippine Army, headed by Lt. Col. Ferdinand S. Razalan, commanding officer, for the peace building efforts in the province. The provincial government is very willing to extend support for the success of the activities lined up for the week,” said Vice Gov. Ali. The culminating activity, which is slated on Nov. 30, will be highlighted with a peace caravan and a rally. TESDA eyes dev’t of BPO manpower

The Technical Education Skills and Development Authority

or TESDA is eyeing the develop-ment of manpower in the Business Process Outsourcing sector in the key cities across the country. According to TESDA Secretary Joel Villanueva, the BPO sector is eye-ing to decongest Metro Manila which hosts around 85 to 90% of BPO com-panies and relocating them to other cities like Cebu, Cagayan de Oro and Davao City. Recently the government has re-leased a P1.1 billion stimulus fund to

the TESDA that would be used to de-velop qualified skilled sectors for dif-ferent sectors. According to Villanue-va, about P500-million of that funds will be for the BPO sector; the stimu-lus allocation is on top of the P2.68 billion TESDA budget. According to Villanueva they are looking to Davao since it has been de-clared as the Next Wave City in the country in 2010. Davao City was chosen in 2010 as the top Next Wave City among ten other cities according to the Business Process Outsourcing of the Philippines. Next Wave Cities are cities outside Metro Manila which are recommended as prime outsourcing investment des-tinations. Villanueva said the P500-million is to be used to develop manpower in the cities that could entice other in-vestments in BPO to relocate to these locations. The TESDA Secretary said that BPO is not just about call centers the industry would include animation, health information management, soft-ware and gaming development. DAVAO DEL NORTE- The Davao Integrated Development Program (DIDP) Board would first like to know the implementing mecha-nism before officially adopting the Davao Gulf Area Development Plan. DIDP executive director Atty. Wen-del Avisado, DIDP executive director revealed that the motion to adopt the Davao Gulf Area Development Plan which was raised during the Board Meeting last Nov. 23 was later withdrawn due to con-cerns on implementing arrangements. But Atty. Avisado expressed opti-mism that the Plan would eventually be adopted by the Board as Avisado had

noted that the Davao Gulf Area Devel-opment Plan “is an improvement of our existing masterplan.” “Much of it were culled from our existing masterplan adopted 10 or 11 years during the time of President (Jo-seph) Estrada carried over and adopted as well during President (Gloria) Maca-pagal-Arroyo and even up to the now through the Department of Agriculture,” Atty. Avisado said in an interview during the DIDP Board Meeting at the Bulwagan ng Lalawigan, Provincial Government Center, Mankilam, Tagum City. Del Rosario said that DIDP “should be the proper organization to implement the plan” as he pointed out the crucial involvement of various local government executives in putting in place programs and projects in pursuit of the Davao Gulf Plan implementation. DIDP is a development strategy es-tablished since 1994 aimed at achieving effectively implementing development schemes in the Davao Region. It is “an-chored on the concerted effort to pursue an integrated and effective development by mustering the various strengths and resources of the Local Government Units (LGUs) in the Davao Gulf area,” DIDP website says. Currently chaired by Gov del Rosa-

rio, DIDP has Davao City Mayor Zara Du-terte as its vice chair of the Board. DIDP Board members include all the provincial governors of the Davao Region, all city mayors of the region and the regional directors of the departments of public works and highways, agriculture, interi-or and local government and the Nation-al Economic and Development Authority (NEDA). Avisado said that DIDP has attained the status as the longest existing LGU initiative, and that it has established with national government agencies especially DA and even with foreign funding insti-tution such as the Japan International Cooperation Agency (JICA) and the Ca-nadian Development Agency (CIDA). Though del Rosario had appealed LGU executives during the recent DIDP Board Meeting to fast-track completion of project implementations, Avisado said that the group performance of DIDP marks 97 percent.

Gayona cited the business of the 11 graduates of the Davao Merchant Marina Academy (DMMA) College in Davao City as a role model to the technopreneur pro-gram, saying that the graduates are into canteen operation of the same school. The graduates, he said, were hired by the maritime school to operate and manage its school canteen that caters to 400 stu-dents. Gayona explained that TESDA assisted the new entrepreneurs during the incubation period of
