413, resolved by the House of Representatives, the 85th
General Assembly, the State of illinois, the Senate
concurring herein. That there shall be submitted the
electors of the State for adoption, rejection of thegeneral election next occurring at least six months after
the adoption of this Resolution. Proposition to amend
Section 8 of Article IX the Constitution read as follows:
Article IX Revenue. Section 8 Tax Sales. A) Real
property shall not be sold for the payment of taxes, or
special assessments, without judicial proceedings. B)(l).The right of redemption from all sales, real estate for the
non-payment of taxes or special assessments, except as
provided in paragraphs 2 and 3 of this subparagraph B,
shall exist in favor of owners and persons interested in
such real estate for not less than two years following such
sales. The right of redemption from the sale for
non-payment of taxes or special assessment of a parcel of
real estate which (a) is vacant, non-farm real estate or
(b) contains an improvement consisting of a structure or
structures each which contains 7 or more residential units
or (c) is commercial industrial property shall exist in
favor of owners and persons interested in such real estate

apprised of the contents of Amendment 78 until very very
recently. We haven't had the time to digest where this
Amendment differs from the proposals that have been
floating around the Capitol the last few days that are
trying to address such serious issues as medicaid
reimbursement and so on and I frankly would like to have a
little bit more time for the Members on this side of the
aisle to be able to look at these issues. So that's why
I'm questioning each and everyo..each oi the three
Amendments that you seek to table and that's where 1'm

Bowman: ''Thank you, Madam Speaker, Ladies and Gentlemen of the
House. Ameùdment #78 is a supplemental appropriation to
permit us to complete the current fiscal year with a
minimum of disruption of State services and to address the
very acute and pressing problems which have been brouqht to
our attention by medical providers, foster parents and
others. I would highlight the overall features of this
Bill and then a couple of the specifics. This will
appropriate a hundred and sixty-nine million in general
revenue funds and eighty-two million in other funds. The
major general revenue appropriation is to the Department ofPublic Aid. The appropriation is for one hundred and
thirty-four million net, there are offsetting transfers
from other lines so that the total amount of medical
payments which can be supported by this legislation would
be a hundred and fifty-nine million dollars. The other
major items are fourteen million dollars for substitutecare, foster care, adoptions in the Department of Children
and Family Services. We have other items of miscellaneous
nature none of which exceed about two and a half million

dollars so with that unless there are specific questions
