Single Integrated Plan (SIP) Engagement Events
As part of One Newport’s commitment to better engage with partners on progress with the
Single Integrated Plan and to include you in discussions around what the themes and priorities
will look like during 2015/16, we will be holding 3 events during March 2015.
The focus of these events will be to provide a brief overview of progress with the SIP during
2014-15 followed by discussions around the SIP Themes and Priorities for 2015-16 and those
specifically associated with the Theme being focused on during the event.
With this in mind the One Newport LSB would like to invite you to take part in the following:

Involve Newport Citizens Panel
Many local authorities and Local Service Boards (LSBs) have a Citizen’s Panel
to encourage better communication between citizens and the local authority
and help participation in the democratic process.
If a resident of Newport would like to join the citizen’s panel and receive regular quarterly
surveys they can complete an online form or fill in an application form (pdf) and return via the
details shown.

First Closure Order in Gwent issued to Legal High Shop in Newport
Newport officers issued a notice to Chill Headshop in Commercial Street, Newport to stop trading
immediately at the start of February 2015 and on the 5th February at Newport Magistrates, the
order was granted to close the shop for 6 weeks based on the amount of anti-social behaviour,
nuisance and disorder across the town.
Sergeant Mark Sexton explained, “We are pleased with this result and undoubtedly this will help
to reduce the anti-social behaviour which has been associated with Chill’s selling of legal highs.
“Local shop keepers and workers have been suffering from noise
nuisance, intimidation and anti-social behaviour associated with the
premises and its visitors throughout and day and evening and this
has had a detrimental effect on their lives and businesses.
"We would like to thank all local businesses in the area for their
assistance in obtaining this closure order."
The notice and order are powers contained in the Anti-Social
Behaviour, Crime and Policing Act 2014 and this is the first time it
has been used in the Gwent Police area.

Connecting people to combat loneliness
A new scheme to combat the social isolation that can be felt by older and vulnerable residents
was launched by Newport City Council this autumn. Community Connectors aims to reduce that
sense of loneliness by helping people to connect with their communities.
Initially there will be three, fully-trained, workers who will assist people to access services and
activities in their local area; help them to meet more people in their community; provide
information and advice on the support available and, importantly, help to build confidence and
promote independence.
They can be contacted for information and advice over the phone or people can request a face-
to-face meeting. Councillor Paul Cockeram, cabinet member for social care and wellbeing, said:
“One of my priorities as cabinet member has been to tackle the issue of social isolation that can
often have a detrimental effect on the lives of older members of our communities.
“It is something I feel passionately about and last year I brought together a range or organisations
and council officers to try and find solutions to the problem. Community Connectors is one of the
ideas that sprang from those meetings and I think it is an excellent scheme.”

Initiative to support people following a stay in hospital
Work has started on a new scheme which will give vital support to older people after leaving
hospital to help them regain their confidence and independence.
Newport City Council is using a Welsh Government grant to fund the conversion of a number of
rooms at Parklands Residential Home in Malpas for intermediate care, also known as “step down
beds”.
To minimise the disruption to the home’ residents, arrangements were made for them to move
temporarily while the work takes place. Councillor Paul Cockeram, Newport City Council’s cabinet
member for social care and well-being, said:
“Older people can lose their confidence following an illness or fall which has required a stay in
hospital but they want to return to their own homes. Intermediate care can help bridge the gap
between hospital and home by helping them to rebuild that confidence and relearn the skills they
need to live independently. It could also help prevent longer than necessary stays in hospital for
people who have recovered their health but need more support before they can return home.”
It is expected that the new unit will open in the spring of 2015.
Helping residents keep safe at home
Older or disabled residents who live in their own home or privately rented accommodation can
apply for grants for small adaptations to help them live more safely and independently.
Administered by the city council, the Safety at Home scheme aims to prevent admission to
hospital or long term care and enable discharge from hospital. Adaptations can include such
things as handrails, grab rails, adjusting steps and installing small ramps.
The council will arrange for the work to be carried out on behalf of the resident and the funding
available for each adaptation is calculated on the reasonable cost of the work up to a maximum
of £550. Councillor Paul Cockeram, cabinet member for social care and wellbeing, said:
“Residents who have already benefitted from the scheme have reported that these small adaptations
are making a huge difference to their lives, making them feel safer and more confident in their own
homes.”
Referrals to the scheme are accepted from GPs, community nurses, social workers, hospital staff
and organisations such as Age Concern or Care and Repair. Residents can also refer themselves to
the scheme by contacting the council directly on (01633) 656656 or calling in to the Information
Station.

Business Improvement District gets the green light
At the end of last year, businesses in the city centre voted in favour of the establishment of a
Business Improvement District for the area. A majority of those who took part in the ballot,
including Newport City Council, supported the proposal.
Councillor Bob Bright, leader of the city council, has welcomed the vote for the BID which is a
business-led initiative. The next step is to form a company, Newport Now, which will start work in
April next year on a five year programme of improvements in the city centre.
Councillor Bright congratulated all those involved in achieving the yes vote.
“It is fantastic that businesses are taking action themselves to make the city centre a great place to
visit. The council has shown a commitment to revitalising the city centre and excellent progress is
already being made on the Friars Walk scheme. Work is also due to start on a number of exciting
projects, to convert landmark buildings into new homes, as part of the vibrant and viable places
programme, creating a more dynamic 21st century city centre.”
Another milestone reached for Friars Walk
A topping out ceremony to mark the progress of construction work for Friars Walk, Newport’s
multi million pound retail and leisure scheme, took place in December. Paul Sargent, chief
executive and co-founder of Queensberry Real Estate, said
“The topping out ceremony marks a significant day for QRE and the city of Newport. We took over the
site from the council in March and you can see firsthand the significant progress we have made on the
development. We are constructing all buildings across the site simultaneously with the roofing works
already happening on our anchor store Debenhams.”
Councillor Bob Bright, leader of Newport City Council, said:
“Last January we all watched the dramatic demolition of Capitol car park to make way for Friars Walk
and less than a year later we have reached this important milestone. Like many visitors to the city
centre, I have found it fascinating to see the buildings going up as the new scheme takes shape. I
share the growing excitement that, by the end of this year, there will be a new leisure and retail
offering in Newport to complement our traditional city centre including some excellent independent
traders.”
Friars Walk will have an estimated catchment of 411,000, double the existing levels, and spend
per capita expected to be the highest in Wales. The scheme is currently 60 per cent let and is set
to be one of the most significant retail openings in the UK in 2015.

Huge progress achieved in 12 months since car park demolition
In January last year Newport City Council’s regeneration plans became a reality when the Capitol
car park was demolished by a controlled explosion. This represented a significant milestone and
meant that construction of Queensberry’s Friars Walk retail & leisure development could begin.
In just 12 months the construction site has been transformed and the sky line of Newport’s city
centre has changed forever. The full construction timetable is 20 months and in that period:
38,000 tonnes of soil will be removed from the site
5,800 tonnes of steel will be erected
1,200 piles cast totalling more than 9,000 linear metres
There are currently 160 workers now on site and floors and roofs are being formed and staircases
and lifts installed. The next stage of development will see the completion of the first external
walls and soon buildings will be fully enclosed. There are now just over 10 months until the
development opens and Friars Walk will bring more than 390,000 sq ft of modern retail and
leisure space which includes:
An eight screen cinema
Anchor store, Debenhams
11 restaurants
Five major fashion retailers and a range of other retailers including a number of local independent
retailers
360 space car park
It is estimated that the scheme will provide 1,200 jobs with around £15m in salaries a year going
in to the local economy. Leader of Newport City Council, Councillor Bob Bright, said:
“Later this year we will see the opening of the long-awaited and much-anticipated Friars Walk. This
retail and leisure development will see the city centre transformed. We know that residents have been
waiting a long time for this scheme but people can now look forward to seeing this important part of
the city centre’s revitalisation complete.
“It is important to remember that Friars Walk is not just about shops. It will create new jobs. It is
already acting as a catalyst for further investment in the city centre. It’s about raising the game of
Wales’ third city, and allowing Newport residents to feel proud once again about their city centre.”
Paul Sargent, chief executive and co-founder of Queensberry, commented:
“A year has passed in no time at all. We have made incredible progress on site with the support of the
whole team. Queensberry will look to announce a formal opening date later in March.”

Public Health Network Cymru is coming to a town near you!
Public Health Network Cymru is hitting the road to promote networking opportunities for
professionals with an interest in public health. The free events are offering an opportunity to
meet fellow professionals, network and find out more about the resources on the new website
which will be launched in the Spring. Malcolm Ward, Principal Health Promotion Specialist, said:
“We are really excited about meeting professionals who are interested in networking on public health
issues. These events will be a great opportunity for people to find out more about the network and
help us to continually develop it to meet their needs.
“Supported by Public Health Wales, Public Health Network Cymru is informed by local, national and
international sources, and we aim to educate, inform and facilitate the sharing of knowledge and
evidence on a wide-range of public health improvement topics.
“We are actively encouraging people to bring along their smart phones, tablets and laptops so they
can have a hands-on tour of the new website and there will be plenty of time for people to network
and meet like minded professionals over lunch. We would love to see you all there!”
The half day event is open to any professional who has an interest in public health from teachers
and youth workers, to nursing students, GPs to local government workers and the third sector.

Gambling Intervention Service Cessation
It is with great disappointment that I am informing colleagues and partner agencies that the
current funding arrangements for The Gambling Intervention Service at Newport Citizens Advice
Bureau (CAB) will end on the 31st March 2015 so as a result unless a new funding stream is
secured the service will cease. At this stage I will be unable to take on any new clients and I am
bringing current clients to close.
Clients who are experiencing problems with theirs or a family members gambling can be referred
to The Addiction Recovery Agency based in Bristol. To access this service you can phone them on
0117 930 0282. In partnership with Gamcare they are able to offer 1-1 counselling to clients in
the S Wales area. The GamCare helpline is 0808 802 0133. Calls to this number are free from all
UK landlines and most major mobile phone networks. NetLine is at www.gamcare.org.uk

Families First Disability Strand
We are pleased to announce the launch of the Families First Disability Strand. This is a new
programme from the Welsh Government that puts clear emphasis on prevention and early
intervention, with many agencies working together to help the whole family. The Families First
Programme in Newport consists of 6 strands. The Disability Strand comprises of four agencies
which collectively aim to provide support for families whose child / young person has an
additional need:
Newport Young Carers
Provides support to young people aged 8-25 who help look after a member of the family who is sick,
disabled, has mental health problems or is affected by substance misuse. Support ranges from advice
and information, individual support, support groups and workshops. Tel: (01633) 251192)
Serennu Youth Club
Youth club is a space for young people aged 11-17 with a disability or developmental difficulty, to
come and socialise whilst developing new skills, make new friendships and have some fun. Tel: (01633)

Serennu Play Club
Play club is an opportunity for children aged 4-10 with a disability or developmental difficulty, to have
fun whilst playing in a safe environment. Tel: (01633) 748093.
Citizens Advice Bureau
Providing information and advice which aims to maximise income into a household in Newport where
there is a disability and a young person (under 24) in the household. Tel: (01633) 222622.
Children with Additional Needs Project, (CANS)
The CANS Project aims to work together with families to identify shared goals, empower them to
achieve set targets by providing information, advice and practical support. Tel: (01633 748054.

New Exciting Opportunities for Newport Volunteers
Newport Central Cluster (Communities First) is introducing time credits to volunteers in the areas
of Pill, Maindee and Stow Hill. Time credits are a form of “community currency” that rewards
volunteers for the time they spend serving their communities. This process which values and
thanks volunteers, and also sees everyone’s time being worth the same, however they
contribute, is called timebanking.
SPICE, our partner timebanking organisation, offers corporations and businesses the opportunity
to join a network where their services can be used through time credits. This is a way that these
organisations can show a social conscience by recognising the amazing contribution volunteers
make to society in Newport.
Volunteering can be done in a more formal role or informally through day-to-day support at a
local community space, based on what people feel able to want to give. Regardless of how
people wish to volunteer, our time credit network recognises the value of that time.
Basically, volunteers earn one time credit for every hour they volunteer. Time credits can be
exchanged for fun activities such as:
Going to Rodney parade to see NEWPORT DRAGONS or NEWPORT COUNTY play
Watching a film, drama or dance performances at the RIVERFRONT
Go to FEAR & ROLLING SKATE PARK (Leeway Industrial Park)
Go roller skating at Pill Mill Centre (Sundays 3-5pm)
Go to local gyms and access other physical activity classes across Newport
There is plenty more “spending opportunities” in Cardiff like the Millennium Centre at Cardiff
Bay, the Sherman Theatre and the International Swimming Pool. And if you go happen to be
travelling in other parts of Wales or in England your will find many more spending opportunities
in SPICE’s time credit network.
Pill Millennium Trust (“Pill Mill”) and Maindee Action Group are two examples of community
associations that are already benefitting from the scheme. Volunteers from both projects have
been enjoying spending opportunities at the Riverfront (cinema and drama), Newport Dragons,
Newport County, Raglan Castle, etc.

Newport counterfeit cigarette seller jailed
A press release concerning one of the prosecution cases for selling illicit tobacco can be found on
the South Wales Argus website and is the best result to date.
“A SHOPKEEPER who sold tens of thousands of pounds of counterfeit cigarettes, hidden in secret
storage compartments throughout his store, has been jailed……..”
