Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:
A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
As of 2014/12/15, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.
As of 2014/12/15, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.

Phase One Conceptual Site Model This section presents the Phase One Conceptual Site Model (CSM) developed during the preparation of the Phase One Environmental Site Assessment (ESA) completed on December 15, 2014 by True Grit Consulting Limited (TGCL). The presentation of this Phase One CSM refers to the following figures, attached:
• Figure 1: Site Location Plan.
• Figure 2: Phase One Conceptual Site Model.
The Phase One property is located on the northwest corner of Hawley Street and Monaghan Road in Peterborough, Ontario (Figure 1).
As per Table 1 of Schedule D, Part VI of Ontario Regulation 153/04, the Phase One CSM is further presented below.
Existing Buildings and Structures
The Phase One property is currently occupied by a two-storey former fire hall building (Figure 2). An asphalt-surfaced parking lot is located west of the building, with an asphalt-paved driveway accessing the parking lot from Hawley Street. The remainder of the property is grass-surfaced. The property is currently unoccupied.
Water Bodies Located Within the Phase One Study Area
There are no water bodies located within the Phase One study area. As shown on Figure 2, the nearest surface water bodies are the Otonabee River, located approximately 730 m southeast of the Phase One property and Little Lake, located approximately 1.7 km northeast of the Phase One property. The direction of groundwater flow is not known, but may be south/southeast towards the Otonabee River.
Areas of Natural Significance (ANSIs) Located Within the Phase One Study Area
No areas of natural significance were located in the Phase One study area.
Drinking Water Wells at the Phase One Property
The property is serviced with municipally-supplied potable water. No drinking water wells are present on the Phase One property.
Roads Located Within Phase One Study Area
The Phase One property is bounded by Monaghan Road to the east and Hawley Street to the south. Other roads present within the Phase One study area, as shown on Figure 2, include:
• O’Connell Road, 15 m east of Phase One property;
• Little Street, 20 m southeast of Phase One property;
• King George Street, 50 m southeast of Phase One property;
• Rose Avenue, 70 m northeast of Phase One property;
• Braidwood Avenue, 130 m north of Phase One property;
• McKellar Street, 160 m south of Phase One property;
• Hamilton Street, 180 m southeast of Phase One property; and
• Gillespie Ave, 230 m south of Phase One property.
Uses of Properties Adjacent to the Phase One Property
The Phase One property is zoned Special District 264 and 275 (SP.264-275). As shown on Figure 1, surrounding properties are either residential or commercial in nature. The Phase One property is bounded by commercial properties to the north; Monaghan Road and residential properties to the east; residential properties to the west; and Hawley Street and residential properties to the south. Properties to the north/northwest of the subject property consist of commercial/light industrial properties including Ventra Plastics, CHEX Television Station (CHEX), and Lansdowne Plaza (shopping centre).
Areas of Where Potential Contaminating Activities (PCA) Have Occurred
During this Phase One ESA, no PCAs were identified on the Phase One property.
Within the Phase One study area, one PCA was identified as presented below:
• PCA A1: According to the 1968 fire insurance maps, two fuel oil USTs were located on the north neighbouring property. No records of these USTs were located and no records of spills were located. The storage and dispensing of petroleum hydrocarbon (PHC) products, such as fuel oil, presents a potential risk of soil and/or groundwater PHC contamination on a property and has the potential to adversely impact downgradient properties. The direction of groundwater flow is not known in the vicinity of the Phase One property but could be east or southeast toward Otonabee River and, as a result, there is a potential that these tanks were upgradient of the Phase One property. Because the distance between the tanks and the Phase One property is more than 100 m and no records of spills were located, the adjacent property is not considered to present an Area of Potential Environmental Concern (APEC) on the Phase One property.
In summary, no APECs were identified on the Phase One property.
Areas of Potential Environmental Concern (APEC)
No APECs were identified within the Phase One property.
Contaminants of Potential Concern
No APEC was identified within the Phase One property. Contaminants of concern typically associated with fuel oil storage at PCA A1 include petroleum hydrocarbons (PHCs) F1 to F4 and benzene, toluene, ethylbenzene, and xylene (BTEX).
Underground Utilities
Underground utilities present at the Phase One property include: natural gas, municipally-supplied water and sewer. Underground utilities are not located between the Phase One property and PCA-A1. Therefore, the potential for
contaminant transport and distribution onto the Phase One property from PCA-A1 through this potential pathway is considered unlikely.
Regional or Site Specific Geological and Hydrogeological Information
Based on Ministry of Northern Development and Mines, Quaternary Geology of Ontario, Southern Sheet, Map 2556 (Scale 1:1,000,000), the geology at the Phase One property consists of glaciolacustrine deposits of sand, gravel and gravelly sand including nearshore and beach deposits.
Based on Ministry of Northern Development and Mines Bedrock Geology of Ontario, Southern Sheet, Map 2544 (Scale 1:1,000,000), bedrock geology at the Phase One property consists of limestone, dolostone, shale, arkose and sandstone rocks from the middle Ordovician.
Based on the observations of the site visit, the topography of the Phase One property is generally flat with a slight slope to the south towards Hawley Street and east towards Monaghan Road. Storm water drainage on the Phase One property is controlled by site topography and likely flows south towards catch basins along Hawley Street or east towards catch basins along Monaghan Road.
Uncertainty or Absence of Information and its Impact on the Validity of the Model
The direction of groundwater flow in this Phase One CSM was inferred based on a review of topographic maps. No groundwater monitoring was completed to confirm the actual direction of groundwater flow at the Phase One property.
