OPEN DATA STRATEGY (as at 30 November 2016)
1. Introduction
The Department of Communities, Child Safety and Disability Services (DCCSDS) – Open Data Strategy, details
the department’s plan of action for the delivery of open data.
The strategy is a 3 year plan, which is to be reviewed every 12 months by DCCSDS to ensure its currency.
2. Strategic Overview
2.1 Objectives
The short term objective of the DCCSDS Open Data Strategy is to:
- Continue to publish the existing catalogue of datasets according to their publishing schedule, so as to
support trend analysis
- Identify open or shared data assets which are published by other agencies or organisations which can
be used in the department’s data analytics capabilities
- Mature the open data management practices within the department through delivery of training based
upon the Open Data Institute Open Data Skills Framework
- Participate in the development of the Queensland Government Open Data Policy which is planned to be
published in the first calendar quarter of 2017. A review of the department’s Open Data Strategy will
be considered once the whole of government policy has been published so as to ensure alignment
- Monitor and review the proposed Australian Government Open Government National Action Plan
which will be submitted to the Open Government Partnership by the end of 2016 to identify
opportunities for alignment of dataset publishing activities
The long term objective of DCCSDS Open Data Strategy is to:
- Publish data which provides social benefits for the community, local, state and national government
agencies and non-government service providers
- Publish data at a frequency and level of detail where it can add additional insight to community and
social issues when combined with open data from other publishers
- Develop and curate new datasets based upon community and end user requests
- Enhance the discoverability and accessibility of the department’s datasets
- Monitor and review the current access and use of the department’s open data assets
- Continued alignment with the Queensland Government’s Open Data strategy

2.2 Types of Data
DCCSDS holds frontline service delivery data relating to:
- Child safety and family services;
- Disability and community care services;
- Funding for people with a disability;
- Adoption services;
- Non-government grants and funding;
- Services for Seniors, Youth and Women, and
- Community Recovery.
DCCSDS also holds a range of corporate service and administration data which support the delivery of frontline
services.
2.3 Governance and compliance
A Data Governance Board oversees the implementation of the Open Data Strategy and the publication of open
data.
DCCSDS has an Open Data Governance Framework within the existing business structure, for the ongoing
management of Open Data. The framework ensures the publication of data is consistent and compliant with
existing DCCSDS and Queensland Government data governance practices and legislative requirements for the
protection of private and confidential data.

The Open Data Governance Framework is supported by an Open Data Management System.
DCCSDS has prioritised the publication of datasets which provide value to the public. Data routinely
collected and held in the course of delivering frontline services will be published, including:

DCCSDS will also release datasets pertaining to other frontline services which do not fit into the broader categories described above. Details of these datasets can be found on data.qld.gov.au.
To protect the privacy of individuals, the data published by DCCSDS will be non-identifiable. Names,
individual addresses and other potentially identifying information will not be published and
consideration will be given to the format and level of detail of data published in order to manage the
risk of potential re-identification.
