4.1 This report provides information on the Community Safety Partnership (CSP) which is the statutory partnership under The Crime and Disorder Act 1998 that has responsibility for the overview and scrutiny of community safety matters in the borough.

4.2 All partners are working together to address local problems and share information in accordance with the agreed countywide multi agency information sharing protocols.

4.3 Community Safety Partnerships are required by statute to conduct annual strategic assessments, the purpose of which is to identify priorities and drive “core” business.

4.4 The partnership has 3 main areas of activity and these are:

To Tackle Violence, Anti-Social Behaviour and Hate Crime

To Tackle Interpersonal Violence ( to include Domestic Abuse, Sexual Violence & Child Sexual Exploitation)

To Tackle Acquisitive Crime and Re-Offending.

We have reduced crime and anti-social behaviour significantly over the past nine years with 2,725 fewer victims of crime March 2015 compared to 2006.

Corby has the 2nd highest public confidence figures in the county, 61.5% of our residents are confident that we are tackling crime & anti-social behaviour in their neighbourhood. Separate handout of the plan to follow at the meeting.

4.6 Prevent

The Counter Terrorism and Security Act received Royal Assent on 12 February 2015 which placed specific responsibilities on agencies/organisations. Countywide plans are being developed to establish a baseline to understand the extent of this issue in the county and to raise awareness to front line staff of radicalisation issues.

4.7 CAP

Since the launch of Corby’s Community Alcohol Partnership in September 2015 actions delivered have been many and varied to include training sessions offered to alcohol retailers, CAP education sessions delivered to year 8’s at Lodge Park Academy, 2x fun days relaying health messages in relation to alcohol delivered in locations that evidenced high alcohol related crime issues. The CAP has provided small pots of funding to aid the delivery of ongoing projects like our Street Football initiative. With the CAP being a part of a national network that has the support of Government as well as the alcohol retailers it has enabled us to share best practise as well as celebrate the positive work being done in Corby.

4.8 Child Sexual Exploitation

Representatives from Corby Borough Council attended a countywide conference in Northampton in September 2015. Safeguarding training delivered to CBC frontline staff incorporates CSE.

5 COMMUNITY SAFETY

5.1 In 2014/15 £16,000 was received from Corby Borough Council for local community safety work and Target Hardening. Funding was used to deliver community engagement via the Take Action (1/4ly interactions) Big Picks and grot spots. Awareness weeks ran throughout the year for Hate Crime, Domestic Abuse, Sexual Violence, Alcohol and Serious Acquisitive Crime (SAC). Properties have been Target Hardened and for those not reaching the criteria additional security measures have been installed by utilising the Neighbourhood Caretakers to carry out the works. Additional funding of £46,017 was provided by the Police and Crime Commissioner (PCC) with £31,000 utilised between April 2014 – March 2015 with the remaining £15,071 carried over for delivery up to the end of September 2015. The Local Solutions Fund for Corby has now been signed off by the PCC Assistant Chief Executive.

5.2 Anti-Social Behaviour, Managing ASB - perceptions and cases

Increasing community confidence: Residents are encouraged to report ASB problems to the Council, with publicity through the Community Safety team’s frequent Take Action events and information on the CBC website. There is an online reporting system available on the Council website for ASB. The facility is available to all local residents and the reports are forwarded to the relevant departments to be addressed. This system enhances the service already provided by Community Safety over the telephone. Leaflets and other materials have been produced, explaining what ASB is and promoting our Service Charter and standards.

5.3 The total number of ASB reports received to Corby Borough Council has dropped over the last year. The total number of reported ASB incidents for 2014/15 was 65, a decrease of 87 when compared to 2013/14 annual total. Which supports the Countywide decrease of 22.4%. Appendix ‘B’.

5.4 There were changes to legislation with the introduction of the Antisocial Behaviour, Crime and Policing Act 2014. The new legislation has streamlined ASB enforcement and introduced six new powers: Civil injunctions, Criminal Behaviour Orders, Community Protection Notices, Public Spaces Protection Order, Closure Notices and Absolute Ground for Possession. Other changes included are the Community Remedy which the PCC has prepared detailing a list of actions which might be appropriate in a particular case to be carried out by a person who has engaged in ASB or has committed an offence. The legislation also introduced the opportunity for residents to request a local authority to conduct a review of an ASB case known as the 'Community Trigger' or 'ASB Case Review'. There were no Community Trigger requests within Corby in 2014/15.

5.5 Effective Partnership Casework

Corby Borough Council’s Housing, Legal, Community Safety, Neighbourhood Wardens, Environmental Services and the Police received training on the New ASB powers and specific Problem Solving to refresh the use of tools and powers and to build links on a multi-agency approach when dealing with complex ASB problems. The use of E-CIN’s a secure web-based multi-agency communication and neighbourhood management tool provides a central hub for tasking and sharing information focusing on victims is in use and enhances the monthly ASB Case management meetings. The yearly contribution from Corby is £3,584 and is part funded by Community Safety, contributions are being sought from Housing and Environmental services.

5.6 Arson

Countywide Arson incidents have increased and Corby has seen a peak of these on Kingswood with 40% of all incidents occurring here. Op Revive is the multi-partnership response recently launched to tackle this issue. Delivery will be to include information on litter, fly-tipping, Loan Sharks, Crimestoppers / Fearless & domestic abuse.

5.7 Interpersonal Abuse

Northampton Womens Aid is delivering domestic abuse services in Corby until June 2018 under the Early Help & Prevention contract with Northamptonshire County Council. Corby was also part of the countywide bid to the Department of Communities and Local Government for additional funding to support accommodation based specialist domestic abuse service provision. This will ensure that a safe environment for women and children fleeing domestic abuse is sustained until March 2016. From November 2015 the refuge worker will be delivering a drop-in service at the Cube every Thursday 2.30-4.30pm. Funding for Target Hardening countywide was utilising the Local Solutions Fund from the PCC but these funds ceased at the end of September 2015. A decision is still to be clarified as to where the funding will come from to cover costs until the financial year end. (IPV Countywide Pooled Budget has been proposed).

5.7 Restorative Practices

In August 2015 Corby Borough Council signed the Memorandum of Understanding to support Restorative Northamptonshire which is the collaboration of organisations to support the PCC’s vision to become a Restorative County by 2018. Community Safety will be the main referral route.

5.8 The CCTV System

The Corby Borough Council Control Room has now been in operation for 19 years. The state-of-the-art CCTV system continues to operate to the high standard envisaged in its original specification, with ongoing technical upgrades incorporated into the running costs. The system design architecture enables us to retain CCTV images from each camera for a period of 28 days. Incidents are reviewed, archived and burnt to disk for Police and Council Officers as required. To date there have been a total of 6088 arrests that CCTV has supported with evidence. The quality in picture display, camera operation and picture retrieval is commensurate with industry standards and is employed to its fullest extent. We have received visits from, and assisted with, other Boroughs in their plans to follow this Council's lead in technology and operational methodology.

We operate in compliance with the National Strategy for Public Space CCTV. Our system is shared with Northamptonshire Police with operators also monitoring 6 ANPR (Automatic Number Plate Recognition) systems with an additional 3 planned for Priors Hall. The current total of CCTV camera connections stands at 107 with the system capable of providing evidential DVDs and Still Photographs.

The Code of Practice permits use of the Public Space CCTV cameras for a number of different purposes and during the year the variety has been great. There have been many searches for missing people of all ages from the very young, to the elderly or sick. It is often

difficult to place a tangible result on these events but as well as possibly preventing a tragedy, and reducing emotional stress for the relatives, there are also considerable known savings to Police resources.

The system is used by a number of service areas within the Council we also help other agencies in the performance of their duties. The cameras provide evidence of many road traffic collisions and footage and stills are used in the investigations as to the cause. They also provide reassurance, safety and a wellbeing element to residents and visitors who use our facilities at leisure Centres and Parks and Open Spaces.

The CCTV system is operated strictly in accordance with an agreed and published Code of Practice. This complies with the requirements of the Information Commissioner. This requires complaints about misuse of cameras or invasion of privacy to be investigated and reported. We received no complaints during 2014/15.
