John welcomed all members to the meeting and introductions followed.

2. Minutes of the last meeting & Matters Arising The minutes of the last meeting were agreed.

i. John provided Pat with an update on the issue he raised regarding the pie charts used in a presentation.

ii. Falls Prevention post is under consultation with the NHS. iii. Transport update will be provided at the next Partnership board

meeting. iv. NHS support for Memory Services – John informed members that a

proposal on what the money should be spent on is being produced and once agreed, will bring back to a future partnership board.

Modernisation Programme / Policy Options Consultation John explained that the purpose of today’s partnership board was to consult all proposals mainly affecting older people, to gather views and prepare a report to go to Executive on 7th December 2011.

Today’s minutes will be included in the submission. There are 206 proposals to make savings. The Council has received 28% cut in funding from Central Government, so in order to meet the budget, the Council must save £36million over the next 3 years. All services across the Council have had to make savings. Adult & Community Services department must save £8.8million over the next 3 years and we have tried to protect frontline services as much as possible. Members are welcome to give feedback by completing the paper feedback form which was distributed in the meeting. Copies of this paper can be found in the Library and Borough Hall reception. John gave some brief context of each proposal and then welcomed questions and comments from members. ACS1 Vanessa declared a conflict of interest. Estimated saving of £125,000. Q. What is the impact on services going to be? A. Other alternatives for a similar service are being looked into and the intention is that nobody will be at risk as a result of all proposals. Q. Why has this amount of money been spent in previous years by the Council? A. The service was provided historically be BCHA. The service is still required but it is alternative providers that are being considered here to provide a more effective and efficient service. People will not be placed in residential care unless there is an identified need and it is hoped to use current voids. Q. Can you say how many beds are being used and how many voids there are? A. There are currently 5 beds being used. Voids vary from week to week and the Council need to make sure that beds are available if needed. The intention is to move the beds over to an existing contract. Q. Do you have the occupancy figures for the BUPA contracts as we are aware there are many voids? A. I do not have the exact information with me today but I can confirm that the usage of BUPA beds has increased since the last report you received, but there is still capacity within BUPA. Vanessa commented that it may seem that there are many voids within the services, but this may not be the case due to the nature of how people are assessed and when they arrive or leave the beds, this may be why some beds are unavailable. John stated that there is a drive for Council’s to reduce the number of people entering a residential home. The Council has reduced admissions to residential care by 25%. The Council aims to keep people in their own home in the community for as long as possible and are looking to achieve personalised outcomes for individuals. The older persons

accommodation strategy also features extra care housing, so there are other ongoing plans to ensure people remain in the community for as long as possible. Q. If there is a demand and someone is placed in one of the 5 beds from Hospital, who picks up the cost? A. The Council picks up the cost because it is paying for a block contract whether the beds are used or not. The Council tries to ensure that people are not left in hospital unnecessarily. Q. That answer does not match information published in a national report, which says 85% of beds are blocked in hospital. A. The department works hard to ensure people are not left in hospital blocking beds. Managers meet with the hospital on a weekly basis and have done since April. Local figures will demonstrate that this Council works very hard with the NHS to ensure that this is the case. Q. Does this proposal include Archer Ward? A. No the Archer Unit is not included in the figures at the moment. Archer Ward is currently closed but is due to be reopened soon. ACS/A John informed members that there would be a full discussion in relation to this proposal at the Carers Partnership Board. Letters have also been sent to Carers. A lot of feedback has been received so far. Q. What services are we talking about? A. Services provided to carers are those that may have been identified as a break from their caring role, a short break / respite for example. One member felt that this proposal seemed fair and that charging should be consistent across the board. Some members felt that it was unfair carers were being charged. John explained that there is a different expectation on the public and services than there was 30-40 years ago. ACS2 Q. How do we get to £50,000 savings? A. It is achieved in terms of having more resources and being able to achieve improved levels of income. We need to be more efficient with resources. Q. Will it be a Bedford Borough Council post? A. Yes and it will be based in the Welfare Rights Team. ACS3 It is anticipated through better joined up Reablement and rehabilitation services more people will return home and therefore will be a £200,000 reduced residential care costs.

One member felt that those people returning home need to be supported to exercise more. Q. Has the availability of physiotherapy been considered? A. There is change happening within the NHS and some of the issues relating to services in the community need to be raised in that forum so they begin to address the concerns. ACS4 Q. Does it just include social services or housing staff? A. We need to focus on how to do things more efficiently. We have been piloting systems in the teams to see what works. This has allowed us to look at amalgamating teams to provide a more integrated approach and will therefore reduce high cost staff. Q. Some teams are stretched already as previously discussed with the Care Standards Review Team, are you sure there is going to be enough resources? A. We need to perform functions more effectively and efficiently and I am unable to say what the resources will look like in the future. CQC are also responsible for assessing and monitoring residential and nursing homes. The Council will also be performing reviews to ensure providers are meeting standards and contract specifications. ACS/C It was felt that the wording of this proposal implies that the action is to reduce homecare packages when it should reflect review homecare packages. John confirmed that this proposal is about reviewing packages of care to ensure people have the correct care and are being given the skills required to enable people to be more independent. Q. How bigger pool of people need this help? A. The client base is about 3-3500 people per population in total. There is significant emphasis on Reablement and we need to ensure people receive services on assessed need. One member agreed to the proposal and also felt that people using Reablement are also dependent on the people who are chosen for Reablement dependent on their needs. John stated that the mindset of the public and staff must change. The intention is to offer all service users a Reablement opportunity rather than make people dependent on the local authority. Q. Are people with dementia able to access parts of the Reablement process? A. People with dementia should not be excluded from receiving Reablement.

ACS5 One member mentioned a judicial review reported in the Telegraph that day regarding a challenge to a Council to impose fee freezes on providers without due consultation. ACS/D No comment was made. ACS/E Q. Does it mean you are transferring people from residential care into extra care facilities? A. There will be limited availability of room within the extra care facilities and there will be mixed abilities within the facilities. Extra Care housing is an alternative to residential care and is appropriate for many rather than being placed in residential care. It is about looking to the future and what people needs in the future. ACS7 Comments can be fed back via the usual channels. ACS9 No comment made. ACS/F John explained that the Council has had recent experience from a tender process at Sir William Harpur House where the Council can commission a cheaper service from a private organisation. The Council and department needs to be more efficient. The new providers for the schemes will be CQC registered and will be reviewed on a regular basis. ASC10 It is out intention to use NHS funding to fund Conduit Road and during the year look to transfer the service to a community resource. Q. What does that mean? A. We would invite a group or a consortium of groups to run a community resource at Conduit Road. Q. What happens a year down the line, will the NHS continue to fund? A. The current proposal says that the NHS funding will be available in 2013. Q. Is the cost of the building included within the £80,000 saving? A. There will be costs associated with the building but I do not have the exact information. We need to use the building more effectively. Q. Are all floors used? A. The top floor is currently empty. One member stated that as a concept it is worth considering as a way forward.

John explained that the Council would start looking into more detail, pulling ideas together, if the proposal is agreed. Q. Can those using the service access another service elsewhere? A. This will depend on the person’s needs as to whether they would be able to access another day centre facility. ACS11 One member agreed that it was a good idea to reduce the numbers accessing free transport. ACS12 Q. Is this the normal amount of funding or additional? A. The Government has determined the level of funding available. Q. What services will it support? A. Services have not been identified as yet. Q. How can we be sure we will save £450,000? A. We will liaise and agree a plan with the NHS and PCT. We understand from the Department of Health there will be future money available over the next few years but as to the level of funding this has not been determined. ACS13 John explained that there are indications that the grant money be doubled for next year but still need to confirm the exact amount of money. Q. Has joint working already begun to help with the process? A. More work is needed to join the services together. Any changes should be made available in the public domain. Q. What is the risk to the Council if the NHS need to make savings? A. The NHS are already going through the process in terms of the QIPP Programme, within hospitals, GPs and the community. We have had to and will need to respond to their changes, but it is unclear as to what will happen in 3 years time. ACS19 Q. When will we know what services it will affect? A. John agreed to look into and provide an answer. Post meeting note – SEPT have identified efficiency savings within their back office functions. ACS25 Q. Are we going to charge for Telecare? A. We have not made a decision yet. ACS27 Jenny explained that this proposal is mainly looking at reorganising the routes to reduce the number of staff on the mobile service.

Q. Are there implications to health and safety if it is just a single person working on the mobile service? A. No, a lone working risk assessment has been completed. ACS28 Q. Will less staff limit numbers who use the service? A. In most cases where the service visits residential homes, there is extra support available in the homes to aid people using the service. ACS30 No comments made. ACS31 No comments made. ACS32 & ACS37 No comments made. ACS33, ACS34 & ACS35 No comments made. ACS36 No comments made. ACS38 Q. Are peoples jobs being put at risk? A. 40 staff are currently at risk and are going through the consultation process. Steve Tomlin encouraged members also to make comments on the environmental proposals via the feedback forms provided or via the webpage.

AOB Consultation on Proposed Changes to Concessionary Travel & Consultation on the Proposed Introduction of a £10 fee for the issue of a Blue Badge – John explained that there are a number of ongoing consultations and if anyone would like to make a comment, please do so via the consultation sheet.

• There are over six million carers in the UK

175,000 are children. That is about 10%

of the population

• The population of Bedfordshire is approximately 408,000. Therefore we can

assume that in Bedfordshire this would equate to 15,660 carers in Bedford

Borough and 25,210 carers in Central Bedfordshire

JOB DESCRIPTION

JOB TITLE: Partnership Board Co-Chair

DIRECTORATE: Community Care Services

Older People’s Partnership Board

REPORTS TO:

Chair – Older People’s Partnership Board

JOB PURPOSE: Ensure service user, carer and provider representatives have their say and response when

necessary Ensure meetings are conducted fairly in a transparent and business like fashion Ensure people understand and use simple language Ensure decisions are clear and everyone is clear about who and when it is to be completed The post is fixed term for one year, to be reviewed for future years and a re-election of

possible new co-chair MAIN TASKS & DUTIES: The Co-Chair is required to attend all Partnership Board meetings and will be supported by

the Chair and meeting administrator. Meetings usually take place bi-monthly. The Co-Chair will need to:

o Attend pre planning meetings to check agendas, minutes and monitor progress on decisions taken

o Greet people attending the meetings o Give apologies for those who are unable to attend o Give some support to the new partnership board representatives o Keep the meeting running to time o Thank guest speakers o Represent and promote the Partnership Board o Help with the running of the partnership board o Meet with other service users / groups allowing them the opportunity to share their

views, opinions and experiences o Help plan events for the board and attend other events related to their role o Treat people fairly o Follow guidelines of confidentiality

MAIN SKILLS: The Co-Chair will need to:

o Have the ability to develop good chairing skills, to ensure the meeting functions effectively and carries out its duties

o Be organised and willing to meet new people o Be able to listen to other people o Have effective communication and influencing skills (it is essential the Co-Chair

has an email account) o Have the ability to understand processes and roles o Have motivational skills o Have knowledge or experience of issues facing service users, carers and other

representatives and present issues when necessary
