OPENING OF THE SESSION BY THE PRESIDENT OF THEGENERAL CONFERENCE

The 143rd session of the Executive Board was opened on 17 November 1993by Mr Ahmed Saleh Sayyad (Yemen), President of the General Conference.

ADOPTION OF THE AGENDA (143 EX/1 (prov.))

The Board adopted the agenda for the session set out in document 143 EX/1(prov.), with the exception of item 8.1 ‘Additional protocol ’to the co-operationagreement signed in 1964 between the Commission of the EuropeanCommunities and UNESCO (143 EX/4)’. At its second meeting it decided toadd item 5.6 ‘Election of vice-chairmen and rapporteurs of commissions andcommittees’.

2. Australia, Philippines and the Republic of Korea are members for the year 1994. They will be replacedin 1995 by India, Japan and Tonga.

6.1 Terms of reference of the Special Committee (18 members)

The Executive Board,

1. Recalling 139 EX/Decision 3.1.2 (II),

2. Decides that:

(a) the Special Committee shall comprise 18 members, that is to saythree for each electoral group;

(b) the Special Committee shall continue the practice of normallyholding its meetings immediately prior to each regular session of theExecutive Board, which may rule on the desirability of changing thetimetable if necessary;

6.2 Terms of reference of the Committee on Conventions andRecommendations (30 members)

The Executive Board,

1. Recalling 96 EX/Decision 8.2 and 98 EX/Decision 9.4-9.6, whereby itestablished a Committee on Conventions and Recommendations inEducation and laid down its terms of reference,

2. Recalling also 104 EX/Decision 3.3, whereby it decided that thecommittee would thenceforth be designated ‘the Committee onConventions and Recommendations’ and established the conditions andprocedures for consideration of communications received by theOrganization concerning cases and questions of violations of human rightswithin UNESCO’s fields of competence,

3. Further recalling 138 EX/Decision 6.2, whereby it confirmed the terms ofreference of the committee as set forth in paragraph 12 of98 EX/Decision 9.4-9.6, as amended by 104 EX/Decision 3.3,

4. Renews those terms of reference.

2. Recalling paragraphs 2 and 3 of the preamble to the Directives concerningUNESCO’s relations with international non-governmental organizations,

3. Taking into account the following resolutions adopted by the GeneralConference:

(a) the resolution concerning the Executive Board’s sexennial report onthe contribution made to UNESCO’s activities by international non-governmental organizations in categories A and B, adopted by theGeneral Conference at its twenty-fifth session,

(b) the resolutions concerning UNESCO’s co-operation withinternational non-governmental organizations, adopted by theGeneral Conference at its twenty-sixth and twenty-seventh sessions,

(c) 19 C/Resolution 12.1, entitled ‘UNESCO’s contribution to peaceand its tasks with respect to the promotion of human rights and theelimination of colonialism and racialism; long-term programme ofmeasures whereby UNESCO can contribute to the strengthening ofpeace’,

(d) 21 C/Resolution 7.11, concerning international non-governmentalorganizations maintaining relations with UNESCO and in whichbodies or people from Taiwan are still participating in the name ofChina,

4. Decides that the terms of reference of its Committee on InternationalNon-Governmental Organizations shall be as follows:

(a) to examine, at the intervals laid down by the Executive Board at its61st session (61 Eli/Decision 15.2, II), new applications foradmission to consultative status (categories A and B) and forchanges in category;

(b) to examine, in accordance with 135 EX/Decision 6.2, and within theframework of the preparation of the Draft Programme and Budgetfor 1996-1997 (28 C/5), the Director-General’s proposalsconcerning the implementation of the new arrangements forfinancial co-operation with non-governmental organizations, inpursuance of the relevant resolution adopted by the GeneralConference at its twenty-seventh session;

(c) to take up any other questions concerning international non-governmental organizations and foundations that the ExecutiveBoard may refer to it for study and advice.

ITEM 7 EXECUTION OF THE PROGRAMME

7.1 Education

7.1.1 Replacement of two UNESCO experts on the Joint ILO/UNESCOCommittee of Experts on the Application of the Recommendationconcerning the Status of Teachers (CEART) (143 EX/2)

The Executive Board,

1. Having examined the Director-General’s proposals contained in document143 EX/2 concerning the replacement of two UNESCO experts to serveon the Joint ILO/UNESCO Committee of Experts on’ the Application ofthe Recommendation concerning the Status of Teachers (CEART),

2. Appoints Mr Moriyuki Kato (Japan) and Ms Zahia Farsi (Algeria) toserve as UNESCO experts on CEART;

3. Decides that in future the Director-General will select and appoint thecandidates to serve as UNESCO experts on CEART and will inform theExecutive Board of their appointment;

4. Invites the Director-General to re-examine the composition of CEART atthe end of December 1994, in consultation with the Director-General ofthe ILO, with regard to the renewal and continuity of its members, as setout in the restatement of CEART’S terms of reference and methods ofwork contained in the annex to document 138 EX/2, and to inform theExecutive Board of the outcome.

7.1.2 Designation of six members of the Executive Board to serve on theUNESCO/UNICEF Joint Committee on Education (143 EX/3)

The Board appointed the following six members to serve on theUNESCO/UNICEF Joint Committee on Education: Bulgaria, El Salvador,Jordan, Nigeria, Philippines and Switzerland.

9.1 Establishment of a group of experts on financial and administrativematters

The Executive Board,

1. Recalling 26 C/Resolution 19.3, paragraph III 6(b), and its report to theGeneral Conference at its twenty-seventh session,

2. Recalling also its previous decisions, in particular 137 EX/Decision 8.6,concerning the establishment of a group of experts, and142 EX/Decision 3.1.3,

3. Decides to establish for the duration of the 1994-1995 biennium, a groupof experts on financial and administrative matters, to be drawn from theFinance and Administrative Commission of the Executive Board. Thegroup of experts will be composed of 12 persons appointed by12 members, two from each electoral group, as follows:

Group I France and ItalyGroup II Romania and the Russian FederationGroup III Chile and Costa RicaGroup IV India and JapanGroup V(a) Nigeria and MadagascarGroup V(b) Algeria and Tunisia

4. Decides also that for the duration of the 144th session the above-mentioned group of experts will have the same mandate and workingmethods as before;
