Further decides that half of the provision of $93,500 includedin document 23 C/5 Approved, paragraphs 00010-00014 (c) (iv),for travel of Board members wishing to see how the Organ-ization's field projects are being carried out and how theRegional Offices are functioning especially in the regions towhich they belong, will be re-allocated so as to provide thefinancial support needed for the studies to be carried out, inaccordance with the work plan and the budget estimates pre-pared for each of them, on the understanding that the remain-ing amount will be used for the purpose for which it was ini-tially intended;

Notes with satisfaction that the consultation by questionnaireundertaken by the Director-General enabled Member States andinternational governmental and non-governmental organizationsto express a particularly valuable range of opinions andsuggestions, in particular as regards priorities and programmeconcentration, and considers that this consultation was a use-ful form of evaluation of the Organization's activities;

Notes that, despite the fact that only 87 of the 158 MemberStates of the Organization replied to the consultation in timefor their observations to be taken into account in the prepar-ation of document 125 EX/5 and in its examination by the Exec-utive Board, considerable progress has been made in the rate ofreply by the Member States as compared with past consultations;

Commends the Director-General for presenting an objective andat the same time accurate summary of these replies in document125 EX/5, Parts I and II and Addenda;

General considerations

Particularly emphasizes the need to continue the efforts toincrease programme concentration in the interests of effective-ness and optimum use of resources, this being especiallynecessary in view of the financial constraints arising from thewithdrawal of three Member States from the Organization;

Considers that the activities proposed in document 24 C/5should be worked out on the basis of the Medium-Term Plan for1984-1989, of which the Programme and Budget for 1988-1989 willconstitute the last phase of execution, and taking into accountthe criteria laid down by the General Conference in 18 C/Resol-ution 10.1 and by the Executive Board in 108 EX/Decision 4.1,4 X/EX/Decision 2 and 120 EX/Decision 4.1;

Notes that the replies of the Member States to the consultationindicate that many of them give high priority to the strength-ening of certain programmes, subprogrammes or programmeactions;

Invites the Director-General to continue to include options indocument 24 C/5, whenever appropriate, so as to increase thepossibilities of choice by the General Conference;

Reaffirms the intellectual character of the task of inter-national co-operation which is that of Unesco, and recommendsthat special attention be given, during the' preparation ofdocument 24 C/5, to the search for that balance and complemen-tarity which are essential between activities relating to studyand reflection and those of an operational character;

Considers furthermore that an appropriate emphasis should begiven both to activities of international co-operation and tothose promoting national institution-building in all spheres ofUnesco's competence;

Stresses the importance of international exchanges of infor-mation and experience concerning achievements on the frontiersof knowledge in education, science, culture and communication;

Also stresses that priority should be accorded to the trainingcomponent of all activities of the Organization;

Invites the Director-General to continue his collaboration withthe other organizations of the United Nations system, with aview to avoiding any duplication and to strengthening comple-mentary action;

16. Considers that particular attention should be paid to thestrengthening of the interdisciplinary and intersectoralapproach in support of the five main tasks established for theOrganization in the second Medium-Term Plan;

17. Is of the opinion that, in document 24 C/5, the role of thenatural sciences and of the social and human sciences should bestrengthened, an important place being accorded to the latter,and that special emphasisactions,

should be placed on their inter-in view of the increasing global impact of scientific

and technological developments on man and societies;

18. Stresses the need to continue the efforts aimed at strengthen-ing international,in particular,

regional and subregional co-operation and,co-operation among developing countries,

especially countries having similar cultural and biogeographi-cal features or those faced with similar problems;

19. Recommends to the Director-General that, in accordance withdecision 125 EX/3.3, he continue to implement the policy ofdecentralization, while ensuring that the unity of conceptionand action within the Organization is preserved, giving par-ticular attention to the choice of services and means requiredfor the execution of activities and operational projects at thenational, subregional and regional levels, on the basis of theneeds of Member States and the characteristics of the differentregions and subregions;

20. Expresses the wish that particular attention be paid to thecontribution that the National Commissions for Unesco and thenon-governmental organizations can make to the implementationof activities and to the role which they can play as inter-mediaries of the Organization's action;

Major Programme I: Reflection on world problems and future-orientedstudies

Recalls that Major Programme I is intended to contribute to thefirst main task established in the second Medium-Term Plan,i.e. 'to contribute to a continuing study of present worldproblems so as to create a greater awareness of the commondestiny which now unites individuals and peoples alike';

Also recalls that Major Programme I is consonant with theintellectual vocation of Unesco, since it makes it possible toidentify trends of development in the Organization's fields ofcompetence and thus has a central role to play in the overallplanning of its activities;

Recommends that the activities proposed in the Draft Programmeand Budget for 1988-1989 be designed on the basis of the linesof emphasis set forth in the preliminary report of theDirector-General (125 EX/5, Part III), care being taken toidentify, wherever possible, options for solutions;

Stresses the importance of the regional studies which seek toestablish, for each region, a survey of prospects and chal-lenges in Unesco's fields of competence up to the year 2000, itbeing understood that studies already conducted within thismajor programme will be utilized as far as possible;

Reaffirms the need to ensure, in the implementation of MajorProgramme I, close collaboration with the relevant bodies andinstitutions, the international governmental and non-governmental organizations and the institutions of the UnitedNations system, especially the United Nations University:

Invites the Director-General to make provision, within theframework of Major Programme I, for appropriations under theparticipation programme, with a view to meeting the requests ofMember States wishing to implement activities consonant withthe objectives of this major programme;

Recommends that increased resources be allocated to ProgrammeII.1 (Promotion of general access to education: development andrenewal of primary education and intensification of thestruggle against illiteracy), in keeping with the very highpriority to be accorded to this area of Unesco's work, thefunds required for this purpose being drawn from other pro-grammes under Major Programmes II, IV and V;

(h) the scale of assessments for the financial period 1988-1989 shall be identical with that approved by the Generalconference at its twenty-third session for Member Statesfor 1986-1987 and their contributions shall be calculatedaccording to the rates of assessment assigned to eachMember State taken in proportion to the total of suchrates, i.e. the scale of assessment that appears undercolumn 1 of pages 1 and 2 of Annex to Part IV of document125 EX/5;

2. The normal term of office of members of the Committee andalternates shall be four years. Members of the Committee andalternates shall be eligible for reappointment. STATUTES OF THE CONSULTATIVE COMMITTEE ON THEREGIONAL PROGRAMME FOR THE ERADICATION OF

ILLITERACY IN AFRICA

Article 1

A Consultative Committee of the Regional Programme for the Era-dication of Illiteracy in Africa (hereinafter referred to as 'theCommittee') is hereby established.

Article 2

The function of the Committee will be to advise the Director-General on the implementation of the Regional Programme for the Era-dication of Illiteracy in Africa, particularly as regards the Pro-gramme's general thrust and ways and means of implementing the acti-vities to be undertaken under it, and to formulate opinions on mea-sures which the Organization might take to enable the Programme'sobjectives to be achieved more rapidly.

Article 3

1. The Committee shall be composed of educational policy-makers ofMember States of Africa, serving in a personal capacity and selectedin such a way as to ensure that the Committee has technical exper-tise in the various fields of action to counter illiteracy,especially as regards educational policy and planning, the extensionand renewal of primary education and the development of literacyteaching for young people and adults. The Director-General, afterconsulting the authorities of all the States participating in theRegional Programme for the Eradication of Illiteracy in Africa,shall appoint one member and one alternate member from each State.

2. The normal term of office of members and alternate members ofthe Committee shall be four years. However, when appointing thefirst members and alternate members of the Committee, the Director-General shall designate those whose first terms will expire on 31December 1988, it being understood that the first term of the otherswill expire on 31 December 1990. The terms of office of members andalternate members of the Comittee are renewable. In the event of theresignation, incapacity or death of a member or alternate member ofthe Committee, the Director-General shall appoint a replacement forthe remainder of the term.

Article 4

1. The Director-General shall convene the Committee, if possible,in ordinary session once every two years. He may convene specialsessions if he considers it necessary.

2. The Director-General shall draw up the agenda for the sessionsof the Committee.

3. At each of its sessions, the Committee shall elect a chairman,one or more vice-chairmen and a rapporteur, who shall constitute theBureau of the Committee. The Bureau of the Committee shall remain inoffice until the following session.

Article 5

1. In addition to the members of the Committee or their alter-nates, the Director-General may invite to sessions of the Committee,as participants without the right to vote, persons who, on accountof their functions and special knowledge and experience, can assistthe Committee in its work.

2. Alternate members, when not replacing regular members, mayaccompany them at the sessions of the Committee.

Article 6

1. Member States and Associate Members of Unesco may sendobservers to sessions of the Committee.

2. The United Nations and other organizations of the UnitedNations system with which Unesco has concluded mutual representationagreements may send representatives to sessions of the Committee.

3. The Director-General may invite the following to send observersto sessions of the Committee:

(a) organizations of the United Nations system with whichUnesco has not concluded mutual representation agreements;

(b) intergovernmental organizations;

(c) international non-governmental organizations, inaccordance with the Directives concerning Unesco'srelations with international non-governmentalorganizations.

Article 7

The travel and subsistence expenses of the members andalternate members of the Committee and of the other personsmentioned in Article 5, paragraph 1, shall be borne by Unesco, inaccordance with the Organization's travel rules. Unesco shall not,however, bear travel and subsistence expenses for a regular memberand his alternate at the same session.

Article 8

1. The Director-General shall designate members of the UnescoSecretariat to represent him on the Committee, without the right tovote.

2. The Secretariat of the Committee shall be provided by theUnesco Secretariat.

Article 9

1. The Committee shall adopt its rules of procedure, which shallbe submitted to the Director-General for approval.

2. After each session, the Committee shall present a report on itswork and its recommendations to the Director-General.

These Statutes may be amended by the Executive Board on its owninitiative or on the proposal of the Director-General.

6.1.1 Triennial review of the policy of the United Nations system in thefield of operational activities for development (125 EX/16, Part I,and 125 EX/42)

The Executive Board,

1. Having examined Part I of document 125 EX/l6 and the report onthe triennial review of the policy of the United Nations systemin the field of operational activities for(A/41/350) and bearing in

developmentmind ECOSOC resolution E/1986/74

adopted at its second session in 1986,

2. Considering that this report contains a useful collection ofinformation on the subject covered and that the analyses itprovides on many points make a valuable contribution to thecollective appraisal required in order to bring about constant-ly needed improvements in the operational action of all theorganizations of the system,

3. Associates itself fully with ECOSOC's reaffirmation (in itsresolution E/1986/74) of the exclusive responsibility of therecipient countries in both formulating priorities and objec-tives for national development and in specifying the arrange-ments needed on the spot to co-ordinate co-operation fordevelopment:

Recognizes the constant need to strengthen co-ordination andcomplementarity of agencies and their governing bodies withinthe United Nations system through permanent consultation amongthe parties concerned by finding practical means, particularlywithin the ACC and through improved information to the govern-ing bodies of the Specialized Agencies;

5. Emphasizes that, while UNDP should continue its role as co-ordinator for operational activities within the United Nationssystem, full use should be made of the technical expertise ofthe Specialized Agencies for the benefit of the countriesconcerned;

6. Reaffirms its support for the aim of more coherent actionwithin the United Nations system at country level and for therole of the Resident Co-ordinator, particularly concerning theuse of the UNDP country programming process as a framework forall operational activities,Resolution 32/197;

Requests the Director-General to draw up a separate list ofinternational non-governmental organizations not maintainingofficial relations with Unesco which, at least one month beforethe opening of any session of the General Conference, haveasked to send observers to it, to notify the Board of thereasons invoked by those organizations which would justifytheir taking part in the examination of specific items of theGeneral Conference's agenda and to provide it at the same timewith information concerning the goals pursued by thoseorganizations, the geographical distribution of their membersand the conformity of the statements submitted by them with theresolutions of the General Conference and the decisions of theExecutive Board concerning NGOs;

Notes with approval the steps taken by the Director-Generalwith regard to staff reduction and redeployment following thewithdrawal of Member States from the Organization - measureswhich involve the payment of end-of-service grants andindemnities in accordance with the relevant Staff Regulationsand Rules;

Having noted that the discussions of that Group have notreached a final solution to the problems at hand,

Having examined all the measures necessary to specify whatwould be the financial obligations of a Member State thatwithdraws from the Organization in the middle of a two-yearbudgetary period, including the possibility of a request for anadvisory opinion from the International Court of Justice,

Requests the Group created at the 123rd session of the Board tocontinue discussions with the authorities of the State thatwithdrew from the Organization in 1984 on its financialrelations with the Organization;

Decides to report to the General Conference at itstwenty-fourth session the Board's conclusion that, of all thepossible measures examined with a view to clarifying for thefuture the obligations mentioned in paragraph 6 above, theoptimum measure would be that involving the amendment ofArticle II.6 of the Constitution to eliminate any ambiguity inits interpretation;

At its private meetings on 10 and 15 September 1986, the Executive Boardconsidered the question of the follow-up action to be taken on the reporton the mission to El Salvador of its mandated representative and decided torefer that report to the Committee on Conventions and Recommendations forconsideration at the present session.

(a) The Board examined the report of its Committee on Conventionsand Recommendations relating to the communications received bythe Organization concerning cases and questions of allegedviolations of human rights in Unesco's fields of competence.

(b) The Board took note of that report and endorsed the wishesexpressed by the Committee.

7.9 Consultation in accordance with Rule 54 of the Rules of Procedure ofthe Executive Board

(a) The Director-General informed the Board concerning therecommendations submitted to him by a Swedish group ofconsultants on the different structures of the Secretariat.

'(b) The Director-General, in accordance with Rule 54 of the Rulesof Procedure of the Executive Board, consulted the Boardconcerning an appointment to a senior post in the Secretariat.

(c) He also provided information concerning the procedure forappointments to senior posts in the Secretariat.

9.3 Consideration of the procedure to be followed for the nomination ofthe Director-General of the Organization

Following its deliberations, the Executive Board took the measuresrequired to give effect to Rule 53 of its Rules of Procedure. Inparticular, it invited its Chairman to send to Member States, at theend of the present session, the usual communication referred to inparagraph 1 of Rule 53, and decided that 1 April 1987 would be thedate for replies. It further decided to consider, at its127th session, in a private meeting, in accordance with paragraph 2of Rule 53, all the names suggested.
