Council is requested to consider the attached: draft interpretive content and graphic design (Attachment 1) draft personal story plaques and graphic design (Attachment 2) options for signage style (Attachment 3) proposed interpretive signage location (Attachment 4) The following amendments have been noted for action in response to feedback received at Wednesday 9 December 2015 Council workshop meeting: A Military Takeover – replace image of cadets Circuses and Celebrations – amend caption under image of Harmston’s Circus Munro Martin Parklands - confirm appropriateness of Yabulum image and text referring to the borders of the Yirrgandydji, Gimuy Walubara Yidinji and Tjapaukai countries with traditional owners Caring Sisters – text to be more specific to the Munro Martin Sisters and the obelisk. RECOMMENDATION:

That Council endorses the interpretive content and signage design for Munro Martin Parklands.

BACKGROUND:

In September 2015, Council appointed researcher and heritage consultant, Gordon Grimwade to provide interpretive content for the Munro Martin Parklands, this included the following three interpretive components:

• Main Signage - measuring approximately 1000 x 710mm

In line with recommendations outlined in the Munro Martin Park Heritage Plan (2013) and consultation with key stakeholders and project steering committee to define historical context and key values of the parklands, content under the following six interpretive themes has been developed: 1. Munro Martin Parklands 2. No sport on Sunday 3. A Military Takeover 4. Circuses and Celebrations 5. Rallying at the Park 6. The Caring Sisters 7. Floral Delights

• Personal Story Plaques - measuring approximately 200x200mm

In order to give the diverse heritage of the parklands due recognition, interpretation for a series of six (6) People of the Parklands personal story plaques have also been developed. These are: 1. Sir Henry Wylie Norman, Governor of Queensland/ Soldier 2. Janet T. Munro & Margaret Martin - Philanthropists 3. Joe McGinness, Activist/ Union Official 4. Harold Vincent Burns, Sportsman 5. Caleb Shang DCM and Bar, MM, Soldier 6. Bertha Wright, Sportswoman

It is proposed that the smaller biographical plaques will be installed in various locations throughout the parklands as part of the landscape, with specific locations identified in collaboration with the Landscape Architect. The criteria used in making the selection were: • must have tangible if only fleeting connection to the parklands • person must be deceased; • the selection is based on demonstrating a random diversity that takes note of

occupation, sex, race and involvement with the parklands; • sufficient biographical material must be identifiable; and • a photograph of the person is preferred but if unavailable then there must be some

way in which a related graphic can be included. • Botanical Plaques - measuring approximately 200x150mm

In order to interpret the rich botanical elements of the parklands, it is also proposed to include a series of small botanical plaques each of which will contain the botanical name, common names, native region and uses together with a photograph. It is considered this will significantly enhance visitor experience by providing information of interest to a greater cross-section of the public. The full range of species is yet to be confirmed.

COMMENT: The redevelopment of the Munro Martin Parklands offers a unique opportunity to showcase its rich and diverse social history through selective thematic interpretation. In preparing the interpretative content for the Munro Martin Parklands, the consultant has consulted with representatives of the Project Steering Committee, Landscape Architect, graphic designer, relevant Council officers, and signage fabricators to consider and determine content, design and fabrication methods. The graphic design is designed to present a continuation of the Lake Street theme in terms of its colour palette and graphic components. Feedback received from Council’s Wednesday 9 December Workshop has been noted and amendments will be included in the final draft. It was also noted that for maximum readability the profile of the signage should be similar to the example in Attachment 4 Signage Style (A) and viewed at an incline of approximately 30º - 35º from horizontal. It is estimated that the signage will be installed late April 2016.

OPTIONS:

Option 1: Council endorses the attached draft interpretive content and design and proceeds with the fabrication phase of the project Option 2: Council defers a decision pending further information. CONSIDERATIONS: Risk Management: In regard to developing factual interpretive content, consultation has been undertaken with a number of heritage professionals who have provided feedback and input into the final draft. Financial: The budget for the interpretive content, graphic design, fabrication and installation of the interpretive signage has been allocated in the capital budget. Corporate and Operational Plans: Corporate Goal 1.3: A culture, identity and heritage which is valued and enhanced. CONSULTATION:

In order to provide input into the proposed interpretive content, consultation has been undertaken with appropriate community heritage professionals. Further consultation will be undertaken with Indigenous community representatives in consultation with legal advice.
