approached to jointly apply for grant for new blocks for south side pool. Not yet resolved

• Renaming A & B grade meets. Michael to write to SQ saying that CQ does not object to change of name but believe the names chosen are open to misinterpretation and could lead to confusion.

Positive feedback re bands for entry No issues re timing on Saturday and Sunday went well Rotary went well with food.

• Draft 2017/2018 Meet Calendar. Clubs requested changes added. To Include SQ Development and be distributed to clubs prior to AGM

• Touchpads & south side pool issues Council have been reminded that there are issues with the touchpads and water boiling. If not fixed won’t be able to be used at championship meets

• AGM –Need to source new auditor due to retirement of current auditor. Amanda approaching two firms. Proposed AGM date 14th May.

CQSA TRAVEL SUBSIDY FOR SWIMMERS & COACHES ATTENDING NATIONAL LEVEL MEETS (POOL & OWS)

Background

CQSA supports CQ registered swimmers who compete at Swimming Australia meets (pool or OWS) when it has the capacity to do so. The payment of the travel subsidy should be reviewed each year at the General Meeting following the AGM; no payments should be made unless this review is undertaken. When CQSA has resolved to pay a subsidy, it shall be paid by way of a claim by the club supported by evidence (Meet Manager Results or similar) of the swimmer competing, nominations are not a basis for payment.

Resolution

That CQSA:

1. Pay a travel subsidy for CQ registered Swimmers who have competed at a Swimming Australia “Nationals” for either Open, Age & MC, or Open Water Swims in the amount of $150 each per swimmer. Only one claim per swimmer from 1st July 2017 to 30th June 2018.

2. Pay a travel subsidy for CQ registered Coaches who attended Swimming Australia “Nationals” for either Open, Age & MC, or Open Water Swims with competing swimmers in the amount of $150 each per Coach per club. Only one claim per Coach for from 1st July 2017 to 30th June 2018

3. Payment is by way of a claim submitted by each club supported by Meet Manager Results (or equivalent). Each claim must be submitted within one month of the close of competition to be a valid claim.

4. CQSA will make payment to the respective club by way of an EFT transfer, upon which the Club will be responsible for distributing the subsidy to the relevant swimmer and coach.

CQSA COACH ASCTA CONVENTION SUBSIDY

Background

CQSA supports CQ registered Coaches in their professional development by encouraging attendance at the annual ASCTA Convention.

Resolution

For the 2018 ASCTA Convention/Conference, CQSA will pay a subsidy in the amount of $500 for CQ ASCTA registered coaches to assist with registration costs only, one coach per club. Each claim is to be submitted by their respective club on the approved claim form with evidence of payment of registration fees. Payment will be by way of EFT to the nominated bank account.

TECHNICAL OFFICIALS LEVY

Background

CQSA applies a $1.50 levy per nomination at all CQSA sanctioned meets to provide a pool of funds to pay Technical Officials appointed by the Chief Referee at the meet. Remote Clubs may opt out, instead working directly individually with their local officials if they prefer.

This levy needs annual confirmation for its application.

That for CQSA sanctioned meets the $1.50/nomination Technical Official Levy continues to apply for the 2017/18 season.

DEVELOPMENT LEVY

Background

CQSA applies a $0.50 levy per nomination at all CQSA sanctioned meets to provide a pool of funds to undertake development activities for swimmers and coaches in the region. This also extends to travel subsidies for National level swimmers and coaches attending ASCTA conferences/training.

This levy needs annual confirmation for its application.

CQSA CLUB DEVELOPMENT GRANTS POOL

Background

CQSA offers development grants to clubs to undertake development activities in clusters of clubs which is funded by the Development Levy.

For 2017/18 CQSA would like to make available another round of grants for Clusters of Clubs to undertake development clinics in the Level 1-2 categories.

That CQSA offer development grants for Level 1-2 clinics for the 2017/18 season to a maximum amount of $6,000.

CQ CHAMPIONSHIPS ALLCOMERS RECORDS

PRIZE POOL

Background

CQSA allocates a prize pool of $2000 at CQ Championships for new CQ Allcomers records. The $2000 prize pool is distributed on the basis of each record broken is an equal share of the prize pool and such share is a total allocation to the swimmer, coach and club. All of the prize pool is awarded. E.g. If twenty records are broken each record is worth $100. If an individual swimmer broke six records (of the twenty broken) the entitlement is $600 shared between swimmer, coach and club.

Resolution

1. That CQSA allocate $2000 prize pool to All Comers records broken at CQ Championships in 2018.

2. That the prize pool be evenly distributed with each record broken receiving an equal share and this share is the total allocation to the swimmer, coach and club.

3. That the prize money be paid by EFT to clubs who is then responsible for distribution

Competition Policy Regional and Club Meets

This policy has been implemented by Swimming Queensland (SQ) to meet a number of key

strategic objectives. The overall purpose of the policy is to improve the level of competition that

is available to SQ members. Swimming competitions have remained very traditional. These

changes will offer a broader development opportunity for all swimmers no matter where they

are on the SQ Long Term Athlete Development Pathway. SQ will continue to consult with key

stakeholders regarding the policy to ensure it meets the needs of our members.

Program of Events: A meet program may include any combination of the events as indicated in the

Regional Championships Meet Event Matrix (below).

Age Grouping: The age groups offered must include the age groups as indicated in the Regional

Championship Meet Age Group Matrix (below). It is not a requirement that all events are offered

in individual age groups. Age grouping of events can be set to suit the individual requirements of

the region. For example, a region may deem it appropriate to offer the 400m Freestyle in the 14 &

under and 15 & over age groups.

• Regional Championships should be the highest level of competition for

swimmers aged 11yrs & under and offer all competitors the opportunity to

showcase their development for the season.

• Recommended minimum age of competitors is 9 years.

• Regional Championship Meets should assist swimmers to achieve qualifying

times for State and National Championships.

• SQ requires that Regional Championships Meet Programs be set prior to the start of

the applicable season.

Time: Ideally, the total duration of a one-day meet should not exceed 3 hours for swimmers aged 9

years to 12 years, and 4 hours for swimmers aged 13yrs & over (i.e. a total of 7 hours). The total

duration for a two-day meet should not exceed 10 hours.

Program of Events: Preparation Meet programs must include all of the events on the

Preparation Meet Event Matrix (below), except those shown as being “optional”.

SQ Preparation and Transition Meet Checklist

Step 1: SQ encourages clubs and regions to think about all their key stakeholders when

putting their meet programs together. This includes swimmers, technical officials,

volunteers, and parents.

Step 2: With all these key stakeholders in mind, the following should be considered when putting

meet programs together:

1. Why are we running this meet?

2. What level of swimmer do we want to encourage to attend this meet?

3. What sorts of events do these swimmers require?

4. How long do we want the meet to go for?

5. Will this time frame suit the age of swimmers?

6. Will our parents be happy with this timeframe?

7. What can we do to ensure that all key stakeholders benefit from the meet?

8. How can we ensure that we meet all of the above aims of the meet whilst making the

meet financially viable?

Step 3: Once you have answered all these questions, the region or club should then determine the

following:

1. The meet program 2. Qualifying or break times (if required) 3. Entry limits (if required)
