One site per every 30,000 population in Oregon;
95% of residents are within 15 miles of a site;
Collection events for those outside 15 mile radius;
Good faith efforts to add new sites by working with local governments and retail locations

Required to set goals
Revisions (or amendments) required when performance levels not met
Must include 4-year budget with line items for education and outreach; collection, transportation and processing; administrative costs; reserve funds; and DEQ administrative fees

with educational materials describing waste reduction and collection opportunities;
Use specified types of education and outreach materials;

Enforcement Authority
DEQ may: Issue compliance orders or bring
actions against producers, stewardship organizations;
Issue civil penalties on retailers, producers, stewardship organizations
