Context
Of the 18,000 Contractors that take part in Vale Orientations, a significant amount
never make it to site, with the assumption being that the orientation wasn’t required.
In addition, Vale requires that all workers on a property who either perform work or
deliver material have a Lenel Access Pass. This can be one of three types of passes:
• Vale Employee Pass
• Contractor Pass
• Delivery Pass
The issuing of the Lenel Access Passes is through the approval of the Contractor’s
Vale Contact Person
Up until now, the Lenel Access Pass has not been a prerequisite to a contractor
attending a Vale Orientation.

Moving forward, for a Contractor to attend a Vale Contractor
Orientation Session, they will need to acquire a Lenel
Access Pass before attending the session.

The Change
Coming into Vale Orientations, facilitators conducting the
session will be requesting evidence of prerequisite training by
way of the Lenel Access Pass. Having a Pass will qualify
that:
• Norcat Training successfully completed
• Contractor’s employer has been awarded work at Vale
• Contractor’s Vale Contact Person has provided initial
authorization the worker to access Vale property
• Contractor’s Vale Contact Person has authorized the
worker to participate in the applicable Vale Orientation

Timelines
For the time being, instructors facilitating Vale Orientations will accept either
Norcat Cards or Lenel Access Passes. The deadline to have Lenel Access
Passes will be:
July 4th, 2016
After this date, contractors who do not have a
Lenel Access Card prior to attending a Vale
Contractor Orientation will be assumed to not
have the appropriate approvals to participate and
will be turned away.

How do I acquire a Lenel Access Pass
In order to acquire a Lenel Access Pass….
• The contractor must have a valid NORCAT card.
• All contractors requiring a “Vale Lenel Access Pass" must either:
• Fax completed forms to the Pass Office at 705-682-6059.
• Email completed forms to the Pass Office at [email protected]
• Setup an appointment to have a card photo taken by calling 705-682-6380

Why the Change?
The reasons for this change come from several different groups. Some are related
to business improvement while others are due to mandatory change dictated by
infrastructure changes.
Current recording systems being decommissioned: Both EQUAL and PASS systems
are being decommissioned in place of more current system applications. For the
purpose of recording contractor training, contractors will need a Lenel Access Profile in
the system. L&D cannot record a contractor’s training unless this profile exists as a
prerequisite to Orientation.
Plant Security: Contractor’s who are banned from Vale property are maintained in the
Lenel system (previously PASS). Banned personnel need to be flagged before they
attend Orientation Training.
Redundant Orientations: Of the 18,000 contractors that attend orientation each year,
approximately 25% of them are not required. By having approval for Lenel in advance of
the Orientation, redundant orientations should be reduced.
