Returning the Short Form

Return rates varied from a low of 47.8%, in Hartford, to 100%, also in Hartford. The lowest return rates were concentrated in Urban Core towns such as Hartford, Bridgeport, New Haven, and Waterbury. The highest return rates were in suburban towns such as Avon, Glastonbury, Simsbury, and West Hartford.
