5.0 Other rail industry improvements

5.1 Platform lengthening

In addition to the MSF proposals and the current Access for All works, there are a number of other initiatives at Clapham Junction designed to enhance the passenger experience and complement Wandsworth Council’s 10 Point Plan. The MSF scheme has been carefully de-signed to complement all of these initiatives and not to compromise their future implementation.

In addition to any future realignment and lengthening of platforms 14 to 17 to handle 12-car operations, made available by the MSF land transfer, NR is also investigating the feasibility of lengthening additional platforms in order to cater for expected passenger growth. These extensions, as illustrated, comprise:

• Lengthening of platforms 3 to 6 to accommodate 12-car trains.• Lengthening and modification of platforms 7 to 9 to accommodate 10 x 23m car trains and 12 x 20m car trains and modification of signalling to allow more mainline trains to call during peak hours. • Lengthening of platforms 10 & 11 to accommodate 12-car suburban trains.

The Pedflow capacity assessments take account of these platform lengthening initiatives. However, it is important to note that without moving the station entrances as promoted by the MSF scheme con-gestion in the subway will only become worse following any additional platform lengthening.

5.2 National Station Improvement Programme (NSIP)The National Stations Improvement Programme (NSIP) has recently allocated £2m to Clapham Junction station to fund some of the following:

• Better customer information at platform level by providing ‘Next Train’ (information boards) to the top 10 destinations• Improved waiting facilities at platform level• Additional stair access from the overbridge• Some subway improvements

Whilst welcome, this level of funding is not sufficient to achieve major improvements on its own, but could usefully build upon the MSF scheme in particular making improvements to the subway, which do not form part of the application proposals.

5.3 East London Line ExtensionThe GLA and Department for Transport have both recently approved plans to connect Clapham Junction to Surrey Quays via an extension to the East London Line. This will connect with other services to create an ‘orbital’ route around the Capital. The extension involves renewal and reallocation of existing surface track to London Overground and will bring platform 1 back into use. Transport for London has recently announced that this extension could be open by 2012 in time for the Olympics.

The MSF proposal will fully compliment the extension with the new Grant Road station being immediately adjacent to platform 1. Due allowance has been made in the MSF proposals for the likely addi-tional passenger increase from this service. However, again without the congestion relief to the subway offered by the MSF scheme con-gestion will worsen when this line opens.

5.4 West London Line NR proposes to restore double track to the “Latchmere Curve” during the summer of 2010. This will enable the frequency of overground services to Willesden Junction to be increased to four trains per hour from 2011.

5.5 Meyrick Arms Bus Stand Transport for London requires additional bus standing space at Clap-ham Junction to permit a rationalisation of the current poor bus fa-cilities and also to cater for anticipated growth. Following preliminary studies TfL has identified expansion of the Meyrick Arms Bus Stand as its preferred option.

NR has indicated that as part of the current planning application, it is willing to convey land within its control to enable the capacity of the current stand to be enhanced.
