Administrative Agent ReportCommissioner Douglas stated that things are going well. They are continuing to focus on Davis Besseand the Lake Erie water qualityflevel. Tax revenues are good and the first quarter of 2020 is ontrack.

Initiative Updates

for/y /ntervent/.on.. Ms. Osborne reported Early Intervention data for referrals received in January 11and February 8. The current caseload of children being senied is 55. Ohio Early Intervention FY2019statistics showed Ohio served 23,438 children, with an avetrage of 11,066 served at any given time.Overal all referral sources were families 28%, hospitals 19%, PCSA at 18%.

Help Me Grow Home Visiting: Ms. Cook shared January numbers -serving 9 families, 21 home visits,2 referred and 1 exited.

Wrap Around.. Ms. Adams shared program updates of families served in wraparound January &February 2020. Currently serving 18 families. She is expecting to see an influx of referrals of youthturning eighteen, as parents can legally evict them from their home at that age. When referrals likethis come in, she works with the youth to get them connected to resources in the community and

provide support for them to graduate high school. The biggest challenge is intensive outpatientservices for youth with mental health and substance abuse| problems, Safe Haven is currently in the

process of getting Medicaid certified for intensive day treatment, 2.5 hours/five days a week.Success stories and other data regarding services accessed and referral information are in your

packets.

Drug-Free Co//oborcrt/.ve.. Ms. Osborne shared that the Dr. Nicole Labor event in Erie County on 2/19was well attended and she spoke about the issue of focusing solely on opioids, rather than on alladdictive substances.

Ottawa County -May 20 from 10-3 with La Shanda Sugg presenting on Understanding the basics oftrauma and the afternoon with Dr. Labor on Addiction decdnstructed. More information aboutregistration will be forthcoming.

Youth sub{ommittee -$2000 grant from Kiwanis for Drug-Free Prevention Awareness Essay Contestfor all 5th Grade Students in Ottawa County. Deadline Natibnal Prevention Week May 11-15, 2020with the award ceremony the week after some time. The gc)al of this is to encourage students to bedrug-free.

Coordinator Report

Ohio Famiiv & Children First Council Grant Funding & Assessor/County Assessments -Ohio FCFCreceived grant funding to contract with an assessor to learn what county FCFC's are doing and howthe state can help. The formal process to identify what councils need, understanding that all countycouncils aren't equal. It will focus on what the state does to help. In the next 6 months, Ms. Osbornewill receive notice when the assessor wi.ll visit Ottawa County.

Ottawa Community Foundation Grant Funding -Consent Agenda 8 asks for approval for Ms.Osborne to write a grant to the Ottawa County Community Foundation for respite nights for OttawaCounty families. Sandusky County FCFC had done this and contracted with the Sandusky County

Camp Fire Girls organization to provide the activity, respite, and recruitment of volunteers from thecommunity. Camp Fire Girls serves Ottawa and is interested in collaborating with us to do this.

Familv Fun Fair -Excited for this year's Ottawa County Family Fun Fair, April 18, 2020. This year'stheme -Paw Patrol. Ms. Osborne has arranged for Ottawa County Sheriff's K9 Deputy and his

partner, Diesel, to attend. The deputy is also going to coordinate with other k9 units in the countyto attend as well. We will be having a contest for the kids to pick their favorite Ottawa County "PawPatrol" K9. The winner will receive a dog filled gift basket, and most importantly Amy SimkusPhotography has donated "glamour shots" for the winning K9 and their handler. Runner ups will geta gift bag with doggie goodies! We are asking agencies to donate door prizes and Paw Patrol moviesfor the children to win! Sheriff Levorchick also said he could arrange for the Ottawa County LawEnforcement Awareness Program to attend the event. Thisprogram provides adult and child safetyidentification cards, in the event of injury, illness or to identify a missing person, Each card has a

picture of the individual, a thumbprint and information pertaining to medical conditions,medications and who to contact in case of emergenay. Sheriff also said he will have Eddie the Eagle

(costume) to attend to talk about gun safety.

OCBF 2021 ADDlication -Operational Capacity Building Funds (OCBF) FY2021 application is due in

April. These are General Revenue Funds allocated to each dounty used to pay for ContractManagement & Coordinator Services or my services. Consent Agenda 8 asks for approval to applyfor these funds.

FY 2020 Meeting Calendar -the Fiscal year 2021 council meeting schedule is in your packets.Consent Agenda a reflects your approval for the meeting calendar. Ms. Osborne relayed that theMay 2021 meeting has been moved to the second Friday dJe to the 9-5 breakfast always held onthe first Friday of May. Also asking to move the May 2020 rheeting from the lst to the 8th.

FY 2020 Election of Officers -Ms. Slusser will take nominations for FY2021 officers for Ottawa FCFC.Nominations were Ms. Kowal for Chair and Mr. Adkins for Vice-Chair.

OFCFC TraininE and Incentive Funding -The Ohio Family & Children First Council will be offering

councils a unique training and incentive funding opportunity. Directors/staff will be asked to attendfive recommended training/conferences and partner with another county to extend what theylearned. In turn, the OFCFC State Office will give each county $10,000. One of those training is theSystem of Care Conference in Columbus on April 20 & 21, and Consent Agenda 8 asks for approvalto send Ms. Osbome to the conference at the cost is $250.

Multi-Svstem Youth Funding and Svstems of Care Echo Calls -Multi-System Youth funding that wasmade available to the county to prevent custody relinquishment. Our county has submitted threeapplications so far, with two approved for a total of over $24000. State departments requested aconference call with our county to discuss questions regarcling the third application. Ms. Osbornereceived a commendation from one office thanking her for gathering the local team to participate inthe call, as other counties have not done this. It was also reported that we will be asking families tosend a thank you to the state teams, as a small gesture of thanks. Ms. Osbome also asked forapproval on Consent Agenda a, to obtain a birth certificate so a family in wrap-around can apply forPRC funding through Job & Family Services.

ECHO calls -These are available to counties to receive consultation from a panel of experts on youthwith complex needs and to receive recommendations and strategies. There is a flyer in your packetthat details the process of the calls from the referral to presentation to recommendations. The callsare free and starting in July they are hoping to offer these weekly.

OCTF Appointments -Ohio Children's Trust Fund's Northwest Ohio Regional Child Abuse and ChildNeglect Prevention Council was formed two years ago with experts in the fields of child welfare,child abuse, and child neglect prevention, mental health, d velopmental disabilities, juvenile justice,health care, education, and addiction being named to the council and serving a two-year term,which is to end this year. At the state FCFC meeting last week, the OCTF Director stated that theywill be recommending that one current representative continues on the council until next year andthat the commissioners appoint a new (second) person to the council. This way the members willserve staggered terms and the council will have seasoned and non-seasoned members goingforward. The main purpose of this council is to determine the needs of families in their regions anddetermining programs and services to address those needs. If anyone is interested in filling thesecond position on the council to represent Ottawa, please let Ms. Osborne know. It was alsorequested that either Ms. Gerber or Ms. Kowal continue for an additional year for the staggeredterm. Ms. Gerber commented that she is willing to stay on the council an additional year. OCTF willbe pursuing a legislative change with the state to request the change in membership terms. Oncewe have received notification from OCTF to make appointments to the council, Ms. Osbome willinform the commissioners of interested parties to appoint to the council.

Earlv Childhoed Mental Health -Ohio Department of Mental Health and Addiction Services and OhioDepartment of Developmental Disabilities and Governor Dewine announced in January the fundingrecipients for early childhood mental health services. Twelve organizations in Ohio received funding,with the Children's Resource Center out of Bowling Green awarded over $72,000 to serve earlyintervention children in northwest Ohio counties. Consults will promote positive outcomes forinfants and toddlers by helping caregivers and early intervention teams develop the attributes andskills necessary to effectively support the social and emotional development of young children. It isnoted that pre-k children are expelled at three times the rate as k-12 students for challengingbehaviors. They have also established a Preschool Expulsion Hotline, which dispatches an EarlyChildhcod Mental Health Expert to the preschool. The Mental Health expert meets with the

preschool center and family and provides an observation (normally seven visits), and then providesrecommendations. This is strictly a consultation model.

Readv Set Soar -Groundwork Ohio, an initiative created under CCAO, was created to champion high-

quality early learning and healthy development strategies for children, prenatal to age five. Thisinitiative hopes to create a strong foundation for Ohio kids, families and communities. The 2019state budget process had an unprecedented focus on investing in Ohio's youngest children. FY 20-21includes several new investments to support quality early learning and healthy development for 0-5-

year-olds in Ohio. The priorities include health development, quality early leaning and empoweringfamilies.

One piece of Groundwork Ohio is ''Ready, Set, Soar Ohio" which is a commitment that pregnantwomen, infants, toddlers, and their families have access to the support they need to be ready, setand soar to their full potential. The program hopes that by investing in highquality early childhoodeducation and health interventions in Ohio, that children are more likely to be kindergarten ready,

graduate from high school, have higher earnings and better health.

Data shows that too many infants and toddlers across the state lack the opportunity to access thehigh-quality programs, services, and opportunities they need to achieve lifelong success. Half of allinfants and toddlers in Ohio are part of families with incomes of 200% or less of the federal povertylevel, with only 41% of all Ohio children enter kindergarten prepared to learn. The hope is toincrease access to at-home visits by professional childhood-development and health serviceagencies to disadvantaged families and children and to expend access to publicly funded child careby increasing eligibility to 200% of the poverty level. Ohio families now qualify only if they earn lessthan 130% of the threshold.

FCFC Strategic Planning Meeting -Ms. Kowal explained that at the November 1, 2019 council

reviewed the recommendations

members what they would like to see for the future of couhcil and to entertain the idea of herbecoming full-time to focus time on the fidelity of wraparound, research new initiatives andcontinue with her current duties with FCFC. A few council rhembers met on December 11, 2019,and discussed what it would take to make the position full time, and not shared among a fewfunctionalities. The outcome of the meeting was for the committee and Ms. Osborne to discuss thisopportunity with the County with the Commissioners. The committee met with the Commissionerson February 27th and asked for the position to be employed under the commissioners and alsodiscussed the pros/cons and risks of employing a full-time director. Ms. Osborne ensured thecommissioners received data and other related information before the meeting, so they couldreview. After the presentation and questions asked, the commissioners thanked Ms. Osborne forher work on the council and that they will be in touch sometime in March with their answer or ifneeded, request an additional meeting to ask questions.

Care Teams App -Mr. Bart Sullivan and Mr. Mark Rut were in attendance to discuss the Care TeamsApp that could be used for wrap around teams. Mr. Sullivan started his presentation with acomment that he has attended over 30 council meetings in the state and our meeting is thebest/organized he has seen, and kudos to our county!

The Care Teams App was created to create engagement among team members. This app will allowteams to download the app and establish a plan for reaching youth/family goals. Team members canrequest and give updates on the plan, and all the information for the Service Coordinator needs is inthe app. The benefit of this is the Service Coordinator spends less time chasing down information,

producing reports on team activities, and less time chasing down information equals more efficiencyand lowers costs. The team has more productive meetings and spends less time discussing whathappened and more time planning. It was also mentioned that teams do not have to meet as often

given increased communication. This will also create more engagement from youth/families as theywill feel more a part of the team, as it opens communication. There is no cost for this app and it isdata secure, and HIPAA compliant. Information is stored in the "cloud." Mr. Sullivan stated that ifOttawa would like to be part of the ``piloY' to let him know.
