Motion carried. Administrative Agent Report Commissioner Douglas stated that things are going well. He also asked council members for their support in contacting Ohio Senators asking for them to support House Bill 6, to subsidize Ohio's two nuclear power plants, which includes our local plant Davis Besse. Ms. Osborne will forward information to all council members on how to contact the senators via email. 1

Op/are Co//aboraf7.ve -The collaborative is seeking approval from the council to change thename of the group from ``Ottawa County Opiate Collaborative" to the ``Ottawa County Drug-Free Collaborative." The purpose of changing the name is that the group's priority is to``Reduce substance abuse to protect the health, safety, and quality of life for all, especially

children" and by changing the name will allow us to have a more ``positive" look in the eyesof the community.

The collaborative will be recognizing for the third year ``Overdose Awareness Day" onAugust 30th at 1:00 p.in. on the lawn of the OC Courthouse. This year's silhouettes count issix from the year 2018. Speakers for the day will include a person in recovery, a nurse whoworks with those on the journey to recovery, a doctor or nurse from a Toledo HospitalNeonatal Intensive Care Unit, local government officials and the possibility of Ohio'sGovernor.

The Oak Harbor library reached out to the collaborative about doing a community readaround the book, ``Dreamland" which is about America's Opiate Epidemic. The collaborativewill have a speaker at the kickoff of the event which is slated to be in September,

Ms, Osborne introduced the initiative ``Handle With Care." The initiative goes as follows: If alaw enforcement officer encounters a child during a call, that child's name and threewords, HANDLE WITH CARE, are forwarded to the school/childcare agency before theschool bell rings the next day. The school implements individual, class and whole schooltrauma-sensitive curricula so that traumatized children are ``Handled With Care". If a childneeds more intervention, on-site trauma-focused mental healthcare is available at theschool, The collaborative is interested in this and would like the Council to consider thisinitiative. Council members in attendance discussed the initiative and agreed that this is veryimportant, however, felt the project should be under the goals of the council as a whole,instead of the Drug-Free Collaborative. It is also suggested that this could be placed on theupcoming Shared Plan for FY20-22, however since there are no schools in attendance attoday's meeting, it was suggested to table this initiative until the September meeting. Ms.Osborne will add to the September council meeting agenda,

ram;'/y Ce#fer Se"t.ces a Supports /FC:55/ -Ms. Osborne reported that the entire allocationof $10733 was utilized during SFY2019. Funding was used to supplement the wraparoundProgram.

Sfrong ram/.//.es Safe Comm"n/.i/.es -We are also in the process of securing a vendor for a"Systems of Care'' video. Ohio Mental Health & Addiction Services, the grantee, has

provided our collaborative with funds to create a ``Systems of Care" video. The video will be2

professionally created and will have representation from across the region that reflects thediversity of our area. People featured in the video will be youth, parents/caregivers,practitioners (members of wrap-around teams) and council members who understand thebenefits of SOC or WA.

OffaM/a County Commun/fy fownc/a£7.on Gnanf -Ms. Osborne reported that the grant shewrote to the Ottawa County Community Foundation was funded in the amount of $1000.The grant was written, "to assist families who are not eligible for other programs and havean identified crisis such as transportation assistance, medical issues, clothing, andgroceries."

Wember Confrt.buf7.ons -Ms. Osborne relayed that it's been a year since letters were issuedfor member contributions. Although not in bi-laws, mandated members agreed to donate$1000 to the council. Non-mandated members are welcome to contribute to the council ifthey so choose. Member contribution letters were passed to those in attendance.

5fafe #/gA//9Afg -Ms. Osborne relayed that she reached out to Senator Gavarone regardinga proposed amendment to the budget bill that Senator Jay Hottinger is recommending anadditional $6 million and $12 million in 2021 for Family & Children First to provide crisisintervention to prevent custody relinquishment in order to get services. The budget doesnot include dedicated, flexible funds to stop the practice of custody relinquishment andincreases in child welfare funding are not sufficient to cover those children currently incustody. Ohio FCFC Director LaTourette is committed to modernizing Family & Children FirstCouncils, and this is a unique opportunity to create a system of care that serves bothchildren in PCSA custody and those who are in danger of entering custody only becausethey cannot access services for their child.

State FCFC Budget - Ohio Legislature has delayed the passage of the state operatingbudget for FY20-21 which began July 1. In place Of a new budget, the legislature passed acontinuing resolution through S8171 to enact a 17-day interim budget.

Financial Reports -May and June 2019 financial reports are in your packets. There arerecommendations and approval to:1. purchase office supplies for FY20 for $2002, JK Farm's invoices (wraparound) for May $4225 and June $4306.253, OCBDD EI service coordination invoice for 4th Quarter services $168694. OCBDD Contract Management invoice for $157505. OCBDD SFSC Grant Management invoice for $9746.336. UT Football camp Registration Fee (MY crisis Funds) $957. OCDJFS placement costs $109738. Recommendation and approval of updates to FY17-19 Shared plan9. Recommendation and approval and submittal of FY20-22 Shared plan10. Recommendation and approval to submit application for FY20 0CBF & FCss funding.

FY2017-2019 Shared Plan Update -Updates for t:he current shared plan are in your packets.Ms. Osborne is awaiting some data from county partners before she can officially submit thefinal report to the state office.

FY2020-2019 Shared Plan -Survey Monkey results that Ms. Osborne collected from councilmembers concluded that ``wrap-around" services are where the council would like to focuson the next Shared Plan. Many other areas that members voted on can be included in thefocus of wrap-around such as family stability, parent education, and positive family

relationships. Ms. Osborne asked the council if there were any other areas that memberswould like the council to focus on.
