Attachment 1—Conditions to be imposed

Schedule 7, Table 3, Item 5—Pursuant to section 255D of the Sustainable Planning Act 2009, the chief executive administering the Act nominates the Director-General of the Department of Environment and Heritage Protection to be the assessing authority for the development to which this development approval relates for the administration and enforcement of any matter relating to the following conditions:
1. The development must be carried out generally in accordance with the following plans:
Proposed Plan of Development - Part of Lot 2 on RP719070 & Part of Lot 1 on RP731366 - 133 North Inneston Road, Koumala (Preliminary), prepared by RPS Australia East Pty Ltd, dated 11/10/16, drawing number 127729-1-P02, sheet no. 1-4 and revision A.
Prior to the commencement of use and to be maintained at all times.
2. For the proposed works only use materials which are free from contaminants as defined under section 11 of the Environmental Protection Act 1994.
For the duration of the works the subject of this approval.
3. Erosion and sediment control measures are to be installed and maintained to prevent the release of sediment to High Ecological Significance wetlands and tidal waters.
For the duration of the works the subject of this approval.
4. Submit “As Constructed drawings” to [email protected] or mail to

Within two (2) weeks of the completion of the works.
5. Manure management, sediment dam management and water quality monitoring are to be carried out in accordance with the Marklands Feedlot Operation Plan prepared by RPS Australia East Pty Ltd dated 30 November 2016, reference 127729-1 and revision 2.
At all times.
6. As a result of works the subject of this approval any disturbed or oxidised acid sulfate soil must be treated and managed in accordance with the current Queensland Acid Sulfate Soil Technical Manual: Soil management guidelines, prepared by the Department of Science, Information Technology, Innovation and the Arts, 2014.
For the duration of the works the subject of this approval.
7. The cattle feedlot must not keep more than 999 standard cattle units of cattle.

Attachment 2—Reasons for decision to impose conditions
The reasons for this decision are: Condition 1: To ensure the development is carried out generally in accordance with the
plans of development submitted with the application. Conditions 2, 3 and 4: To ensure the development avoids or minimises adverse impacts
on coastal resources and their values; to allow for compliance in relation to what is considered generally in accordance with the approved plans when preliminary plans are submitted with the application - development inconsistent with the approval may have an impact on coastal management that was not considered in the assessment of the application; and to ensure that the design of the feedlot will prevent the release of any sediment or animal waste into the High Ecological Significance wetlands, or the tidal waters and the Great Barrier Reef Marine Park.
Condition 5: To ensure that manure management practices are undertaken which remove the manure, stock pile and dry it and then use it as fertiliser for the surrounding cane farms during dry periods; to ensure the sediment dam is emptied during dry periods so that the potential of an overflow during flood events is minimised; and to ensure the current water quality monitoring regime is continued to provide a comparison with pre-feedlot water quality in accordance with the Marklands Feedlot Operation Plan to prevent and monitor any adverse impacts on coastal environments.
Condition 6: To ensure any disturbance to acid sulfate soils is managed to prevent impacts to coastal environments.
Condition 7: To ensure that the feedlot keeps 999 standard units of cattle or less to minimise impacts on coastal environments.

1.0 Introduction
This is an operational management plan for managing manure & the sediment dam of the proposed Markland Feedlot at Inneston within Mackay Regional Council, to avoid adverse impacts on water quality. It has been prepared based on information provided by our client, who has collaborated with Mitchell Furness of the Department of Agriculture & Fisheries.
This operational management plan has been prepared in response to an information request made by the Department of Infrastructure, Local Government & Planning as referral agency (coastal management) for the Development Application seeking a Development Permit (Material Change of Use) for the 999 head feedlot.

2.0 Manure Management
2.1 Manure Removal
In accordance with the Department of Agriculture & Fisheries guidelines for Managing the Environmental Impacts of Cattle Feedlots https://www.daf.qld.gov.au/environment/intensive-livestock/cattle-feedlots/managing-environmental-impacts included in Appendix 2: -
• Remove manure from and clean individual feedlot pens whenever they are emptied of cattle (every 45-120 days depending on the breed and age of cattle in the pen) if not more regularly;
• Remove manure from and clean drains & sediment trap at least after every rainfall event; and
• Remove sediment from sediment dam whenever the dam is empty & dry. The feedlot pens will have a compacted layer of soil and manure about 5cm deep which must not be removed during manure removal and yard cleaning. The average depth of manure above the compacted layer in any pen is expected to be less than 10cm after 120 days. The absolute maximum depth of manure above the compacted layer in any pen is unlikely to exceed 14cm, based on the following assumptions: - o Dry manure removed every 120 days o Maximum 62.5 equivalent 600kg bullocks in a pen o Maximum of 0.67 tonnes of dry manure per bullock every 120 days (based on maximum 2 tonnes per

2.2 Manure Stockpiling

The Manure Pad has been sized to be able to accommodate all manure generated by the feedlot for a year, which is expected to be in the order of 3750m3 manure (a depth of 1.8m if spread evenly across the pad), based on the based on the following assumptions

o If a year’s supply of manure had to be stored on the pad, the maximum height of the mound at its apex would be approx 7m.

2.3 Soil Fertilising
• Remove the composted manure and sediment from the Manure Pad and spread and turn into the soil of fallow cane paddocks, during every dry period when cane paddocks are fallow.
Of the 267ha of assigned cane on the farm shown on the Mill Map included in Appendix 3, typically 60-80 hectares of the farm’s cane paddock are fallow each season and will be fertilised with compost following cutting during the crush from July to Christmas. The 3750m3 annual volume of dry manure equates to a depth of 0.5-1cm over the area of the ‘fallow’ paddocks and is only a small proportion of the total fertiliser required.

3.0 Sediment Dam Management
3.1 Sediment Dam Water Level
• Every effort is to be made to maintain the sediment dam water level as low as possible by irrigating from the sediment dam whenever it is dry enough to do so without causing any runoff
During dry periods, water can be applied across the assigned cane on the farm to a depth of 50ml without causing any runoff. While the driest periods are between August and January each year, there will be opportunities to irrigate during dry periods between rainfall events all year round when the soil is not saturated. The sediment dam has been designed with sufficient capacity to store the equivalent of 3 consecutive 8 inch rainfall events.
3.2 Irrigating from Sediment Dam
• Sediment dam water is to be pumped by pipe from the sediment dam to the farm irrigation system for dispersal
The sediment dam has been designed to include an ‘irrigation pad’ to house a pump. Ultimately, underground piping will connect the pump to the farm irrigation system. However, temporary aboveground piping will be used, while underground piping is constructed in stages as finances dictate. The existing farm irrigation system includes high pressure hard hoses and low pressure centre pivots. Please refer to the Plan of Proposed Feedlot Complex included in Appendix 1 for location and size of the irrigation pad.

4.0 Monitoring Water Quality
• The quality of water on the subject land in Catchments 1, 2 & 3 (shown on Catchment Area Plan 127729-1-P04 included in Appendix 4) shall continue to be monitored on an annual basis for comparison with records of pre-feedlot water quality.
Water quality monitoring has been undertaken on the subject land by the land owner at designated sites within Catchments 1, 2 & 3 on the subject land. Please refer to recent water quality monitoring records included in Appendix 5. The total area of Catchments 1, 2 & 3 is over 2810ha. Catchment 1 (Cab Creek) has an area of at least 1670ha and is characterised by vegetated hillsides at the top of the catchment which make way for grazing properties, then cane farms with scattered residences, local roads, the Bruce Highway, the North Coast Railway and finally the ponded pasture /wetlands on the subject land controlled by Ponded Pasture Bank 1. During flood events, Catchment 1 overflows the ponded pasture bank and drains into Catchment 2. The assigned caneland in Catchment 1 to be fertilized and irrigated by the feedlot all drain into farm dams before entering the ponded pasture/wetlands controlled by Ponded Pasture Bank 1. Catchment 2 (Running Creek) has an area of at least 815ha (+ Catchment 1 area) and is characterised by vegetated hillsides at the top of the catchment which make way for grazing properties, then cane farms with scattered residences, local roads, the Bruce Highway, the North Coast Railway and finally the ponded pasture/wetlands on the subject land controlled by Ponded Pasture Bank 2. During major flood events, Catchment 2 overflows the ponded pasture bank and drains into Catchment 3. The assigned caneland in Catchment 2 to be fertilized and irrigated by the feedlot all drain into the ponded pasture/wetlands controlled by Ponded Pasture Bank 2. The feedlot itself is located in Catchment 2 and any release of water from the sediment dam during major flood events would drain into the ponded/pasture/wetlands controlled by Ponded Pasture Bank 2. Catchment 3 has an area of 325ha (+Catchment 1 & 2 areas) and is characterised by ponded pasture/wetlands on the subject land controlled by Ponded Pasture Bank 3. During major flood events, Catchment 3 overflows the ponded pasture bank and drains into the natural wetland areas of Plumb Tree Creek & Cherry Tree Creek.
