MINISTER'S OVERSEAS TRAVEL REPORT

I travelled to London, Manchester and Glasgow from 5 April 2019 until Monday 15 April2019 inclusive.

The purpose of the travel was to participate in the Urban Development Institute of Australia(UDIA) UK Study Tour (Tour).

The objective of the Tour was to gain knowledge from practical, world-leading examplesto help address the challenges which confront South Australia's urban developmentfuture. The Tour visited three cities in the UK and included meetings with representativesfrom members of local government, community, the development industry and otherbodies.

London: the first leg of the Tour included visits to the following:

a. New London Architecture (NLA) model, a presentation of the historical developmentof planning systems, and inherent challenges faced by a city almost 2000 years old,including the regulatory triggers for development opportunity and explanation of publictransport links, building form height, local government politics, heritage andpreservation regimes. This was presented through the use of a world-class, scaledmodel of Greater London managed by the NLA;

b. Kidbrooke Village, sustainable suburban development in Greenwich via regenerationof a former RAF base, provision of 35 hectares of new parkland and open space mixedin with 1,630 homes, including 753 affordable homes and 170 homes specificallydesigned for elderly residents;

c. Shoreditch, a regenerated, formerly derelict neighbourhood which has beentransformed into a creative, trendy suburb, popular with young professionals andhome to creative and web-based industries;

d. Waterloo Urban Farm, inner city farming and community gardens creating open spaceand country experience, helping combat urban density issues and providing a countryexperience to city dwellers;

e. Elephant and Castle, AUD$4.1 billion LendLease development, a mixed use projectcomprising at least 2,469 new homes, 50 new shops and restaurants and a new publicpark, providing open space and affordable housing just off the Thames River;

f. Nine Elms, regeneration precinct which includes the recent move of the AmericanEmbassy. Presentation on the redevelopment of the heritage listed Battersea Power

Station, a multibillion dollar mixed use development which showcases the significantchallenges of integrating complex heritage restoration with mixed use contemporaryhousing, office and retail development, including the future of Apple's Europeanheadquarters in 2021. The now-third attempt at this project includes public transportupgrades via the extension of the Northern Tube line, which will provide two new TubeStations to forge a direct link to Westminster, London City and Leicester Square within15 minutes;

g. White City, tour of the newly regenerated former BBC studios, an example ofregenerative redevelopment sympathetic to the architectural and historical use of theexisting built form, with 30 acres of public space, including a new 5-acre public park.
