THE CITy Government of San Fernando, Pampanga headed by Mayor Edwin D. Santiago, is holding an agro-industrial trade fair from February 2-14 in line with the 14th cityhood anniversary of this city.

Themed as “an afFair to re-member”, the five-day activity is showcasing the indigenous products of Fernandinos like wood crafts, water lily hand-icrafts, fresh farm products, authentic Campangan cuisine and native delicacies.

In an interview, Mayor San-tiago bared that a new vision is being drafted for the LGU and that is to become “the cen-ter for Capampangan culture, heritage, culinary and arts.”

“May binubuong bagong bisyon para sa San Fernan-do. Iyan ang magiging sentro ng kulturang kapampangan dahil katungkulan ng lahat ng mamamayan sa lungsod ang pagpapalago ng kulturang Fernandino. Culture marks our identity as a people so it should be enriched and pre-served.”

The fair was organized by the Kagananpan Execu-tive Committee chaired by Gil

CITy OF SAN FERNANDO – The Office of Governor Lilia “Nanay” Pineda alone extend-ed medical and financial assis-tance worth P79,791,091.20 benefiting 13,861 indigent pa-tients in 2014.

According to Myrna “Bot” G. Manio, executive assistant for Medical Care and Financial Aid, a total of P5,303,070.79 worth of medical assistance was granted to 1,557 under-privileged patients treated at the Diosdado Macapagal Me-morial Hospital and 10 dis-

Manio said the Office of the Governor also extended medical assistance to 1,456

disadvantaged patients from the Jose B. Lingad Memo-rial Regional Hospital in the amount of P8,154,358.12 also to 7,833 patients who sought medical attention in various private hospitals amounting to P52,173,545.29.

She said medical assis-tance extended by said office covers hospitalization fees, and fees for medical proce-dures such as x-ray, ultra-sound, endoscopy, electro-cardiography (ECG), two-di-mensional echocardiogram

(2D Echo), magnetic reso-nance imaging (MRI), and computed tomography (CT scan).

Aside from this, the Gov-ernor’s Office also granted P14,160,117 for 13, 861 in and out patients in need of fi-nancial assistance, particular-ly for the purchase of indigent patients’ prescribed medica-tions.

True to her long-time prom-ise, quality and accessible health services for all Kapam-pangans remain as one of the

top priorities of Governor Lilia “Nanay” G. Pineda.

The governor shared that through the financial aid, they extend to indigent patients, they give them the opportuni-ty to spend their hard earned money on other basic neces-sities such as food, shelter, clothing, even for the educa-tion for their children. “They don’t need to worry about their medical expenses, that’s what we are here for,” the governor added. – Angelique DC. ANGELES CITy – Councilor Carmelo “Pogi” Lazatin has lauded the planned human-itarian mission of the United States military here and Olon-gapo City this coming August.

Lazatin said “it’s a great manifestation of care and friendship” shortly after he as-sisted the five officers of the United States Navy and Unit-ed States Army during their recent visit to coordinate their mission. They spoke with the Angeles City government rep-resented by city administrator, Atty. Dennis Albert Pamintuan.

The mission is dubbed Pacific Partnership , an annu-al deployment of forces from the Pacific Fleet of the Unit-ed States Navy (USN) to aid disaster-stricken countries. It was conceived following the

2004 Indian Ocean tsunami and earthquake.

“Any noble help for our people is most welcome. This is interesting because it comes from the US govern-ment,” said Lazatin, who dis-closed that one of members of the US military is a native of Angeles City. He Identified him as SCPO Guy Gagui of the USN. The others were LCDR Alden Chui, Capt. John Karl-son, SFC Ed Javier and Lt. Tom Buereman.

“This is more of a humani-tarian mission,” said Gagui. He added that their ship, USNS Mercy (T-AH19), will first do its mission at provinces in Visayas affected by the 2013 Typhoon yolanda before docking at the Subic Bay Freeport for repair.

rived in Tacoloban City last year to help the victims of the November 8, 2013 Typhoon.

“There will be break while we are in Subic. We want our soldiers to hold the same mis-sion in Subic and Clark,” add-ed Gagui. He stressed the “sentimental values” of Clark and Subic as the two areas served as former bases of the US Military.

“We will play basketball with local residents. We will hold seminars on disaster pre-paredness and other activi-ties,” said Karlson when asked about their mission.

CABANATUAN CITy – More than two years after its conver-sion to a highly-urbanizing city status, this city is still mired in the ticklish issue of when to hold the plebiscite to ratify its new status due to legal, mon-etary, and political problems that enveloped it.

Pres. Aquino, upon the re-quest of Mayor Julius Cesar Vergara backed up by a res-olution by the local city coun-cil, declared through a pres-idential proclamation issued on July 4, 2012 the change of status of this city from a com-ponent city of Nueva Ecija to a highly urbanized city (HUC).

The requisite ratification through a plebiscite which was ordered to be held with-in 120 days was scheduled to be held on December 1, 2012. The Commission on Elections (Comelec), however, can-celled it due to the proximity of the mid-term May 2013 elec-tions and reset it for January 25, 2014.

A few days before the scheduled plebiscite, the Su-preme Court issued a tempo-rary restraining order stopping the Comelec from proceeding with the plebiscite. The TRO was in response to a certiora-ri filed by Gov. Aurelio Umali asking to stop the holding of the plebiscite.

Umali in his petition averred the plebiscite should include all voters of Nueva Ecija as the province will be affected by the change of status of the city in terms of diminution in size and income and will no longer

The SC directed the Comelec to hold the plebiscite on a later date but must in-clude all the registered voters in the province for the ratifica-tion issue. The Comelec then set again the plebiscite last November 8.

For the third time, the No-vember 8 plebiscite was reset again by the Comelec saying that the Cabanatuan City gov-ernment cannot put up the funds needed for the holding of the plebiscite.

It said that the plebiscite will be held once the city gov-ernment certifies to the avail-ability of P101 million, of which P47.52 million must be remit-ted to the Comelec, for the holding of the plebiscite.

Observers believed that the city government will not make available the fund for the pleb-iscite unless the political situa-tion in the province changes. It will happen only if Umali, who is on his third and last term as governor, could be replaced by a Vergara ally who will cam-paign for a “yes” vote for the ratification of the HUC status of this city in a plebiscite.

Umali is fielding his wife, Rep. Czarina of the third dis-trict of Nueva Ecija, for gov-ernor. She will be opposed, it was learned, by ex-Rep. Ro-dolfo Antonino who will be supported by Vergara.

The governor will himself run for congressman of the third district of Nueva Eci-ja. Vergara will field his wife, Rina, to oppose him, it was learned.

ANGELES CITy – The police arrested on Monday a sus-pected rapist in Barangay Pu-lungbulu here for allegedly raping a six-year-old girl.

The suspect was identified

AC cops nab rapistas Christopher John Capili.

According to a police re-port, the suspect was arrested by virtue of a warrant of arrest for “statutory rape” of a six-year-old girl.

A police team from AC Po-lice Station 1 led by Senior In-

spector Frank Guevara served the warrant on Capili at the OB Montessori in Barangay Pu-lungbulu.

The suspect was later turned over to ACPS 1 where he is detained under Chief Insp. Kenneth Vega.

So reported the Provincial Information Office, citing the Capitol’s Integrated Taxation Management System implemented in at least 12 municipalities as having guaranteed the high revenue collection, broken down thus:

For how explain the LGU’s measly collection – P0.8 million for the former, P1.8 million for the latter – given their superiority in land area, in commercial, industrial, and residential development over all the other LGUs in Pampanga, save for the City of San Fernando, perhaps. Incidentally, it is interesting why the capital city’s RPT performance was not included in the report.

How explain, indeed, tiny Sto. Tomas, with but seven barangays, outperforming Mabalacat City and Mexico?

APEC effectIN THE long term, a lot of economic benefits for the Philippines.

So said Director General Marciano A. Paynor, Jr., head of the APEC 2015 National Organizing Council, of the country’s hosting of this year’s summit, focusing on an eight percent growth in trade with APEC member countries in the past 10 to 15 years.

“(A) very, very solid case why the Philippines must continue to be part of the APEC,” Paynor rationalized, even as he did not qualify that number in terms of export-import ratio which would have made an affirmation, or a lie of his declaration.

In the infrastructure projects undertaken as government prepared for hosting APEC, the people already benefited, Paynor furthered, citing “any construction work is a form of pump-priming the economy.

Indeed, as Clark Development Corp. President-CEO Arthur Tugade declared, the APEC hosting fast-tracked public and private projects in and around the Clark Freeport, even if not necessarily APEC-related.

Enthused Tugade: “Ang ganda hong tignan, kasi nagkakapit-bisig, lahat nagkakapit-diwa lahat ng mga stockholders (sic) para matulungan ang gobyerno sa APEC 2015.” Ticking off the private initiatives, thus:

Fontana Leisure Parks is reported to have done a makeover of its convention center, expanding its seating capacity from 500 to 1,800, constructed villas, and also upgraded its golf course and clubhouse. It also hired 1,000 new workers specially for APEC.

Oxford Hotel renovated two whole floors dedicated to APEC delegates, overhauled its façade and grounds, over and above its commitment of P1 billion in the next five for the construction of a new hotel, casino and restaurant complex with one-stop commercial complex.

Widus Hotel and Casino assigned one of its two towers plus 30 additional rooms exclusively for APEC delegates, even as it has set P2-bilion for the construction of its 300-bedroom Tower 3 and a water theme park.

On the public end of the partnership: Legacy projects slated for implementation this year have already been completed or are in the final phase of completion, notably the Clark Roundabout, the Clark Museum, the Clark 4D Theatre, the Clark Integrated Command Center, and the Clark Parade Ground improvements.

Most fitting then as much a welcoming show of hospitality to the APEC delegates as a celebration of job well done for the CDC are the two dinner parties – complete with giant lantern exhibitions, fireworks and cultural and musical shows – at the Oxford Hotel and the Clark Parade Grounds in the closing days of the APEC ministers’ meetings.

So all’s well that ends well, right?Not quite. Given the Aquino administration’s

In form, the film was deemed “overpriced” with at least one filmmaker, Abel Cruz of the Capampangan in Media Inc., saying he could have produced it for only half-million pesos, with showing in Asian travel channels to boot.

It makes one really wonder how an 18-minute film could cost more than the construction of a major infra like the roundabout, or the very theatre where it would be shown.

Wonder all the more how “curatorial works” cost more than the combined renovation of the museum and the construction of the 4-D theatre. Indeed, what comprised curatorial works to merit such a seemingly steep price? And who did the curatorial works? The Louvre? The Smithsonian? The MOMA?

The Center for Kapampangan Studies of Holy Angel University could have done a better job, most certainly. Given its being the very template for establishments of its kind in other universities in the whole country.

yes, how were the projects awarded? Through the usual bidding? So were there announcements published? Who were the bidders?

Some people are already smelling something fishy here. We don’t. Not yet, at least.

Still, Tugade’s much bruited about transparency is at issue here.

And CDC is hard-put to effect another APEC – that is Accountability in Projects Executed at Clark.

“What is the purpose of the BCDA? By its very name – bases conver-sion and development - it has become irrelevant. The bases were already converted and are now being developed. So BCDA has become ob-

the Green City Project of the BCDA in the Clark subzone as “grand pub-licity gimmick to justify its existence.”

The BCDA has under its wings the Clark De-velopment Corp. which manages the Clark Free-port. The Clark Interna-tional Airport Corp. which used to be a BCDA sub-sidiary has been trans-ferred to the Department of Transportation and Communications.

Of late, there has been a move, principally by Rep. Joseller “yeng” Guiao (1st District-Pam-panga) to convert the CIAC into an authority to run the Clark airport.

Guiao earlier said prospects are bright for the early passage of bills granting separate char-ters for the international airports in Clark, Aklan and Davao.

Guiao said the House committee on transpor-tation chaired by Rep. Cesar Sarmiento is final-izing the bills for submis-sion to the House plena-ry in the first quarter.

Cruz said President Aquino should not ignore the proposed legislation as this would make “last-ing, positive legacy of his presidency to his very own people.”

Ate Vi heads the list of awardees for artists and cultural workers who will be honored for winning international awards from various countries abroad during the past year. Ate Vi is being recognized for the best actress award she won from the Dhaka International Filmfest for her superlative performance in the title role of “Ekstra, The Bit Player,” which is again nominated in the coming Silk Road International Filmfest in China.

SILA NA ba talaga o hindi? That’s the question that JaBea fans ask about their idols, Jake Vargas and Bea Binene. At the presscon of their movie, “Liwanag sa Dilim”, they admitted that they were indeed having an LQ (lovers quarrel) but Jake said he’s optimistic that they will be able to iron things out.

Those who handle their TV guestings for the film’s promotions say it’s obvious they’re having a difficulty putting up a front to show that things are now okay between them. It’s good their LQ didn’t happen while they were shooting “Liwanag sa Dilim” or it would have no doubt adversely affected their performances in the movie. As it is, while we were watching them on the big screen during the press preview at Wildsound Studios, we heard the other writer around saying that they have good chemistry and look good on screen together.

We can say this is their biggest break on the big screen. They have done three movies before but they were more of support, like in “Ang Panday 2”, “Tween Academy” and ‘Kontrabida Girl’. In “Liwanag sa Dilim”, they’re the ones who play the lead roles and they both perform quite creditably. Here’s hoping the movie will help boost their stock as a bankable love team who can carry their own projects be it on TV or the in the movies.

He plans to take up engineering in college and he also dreams of being a pilot someday. Meantime, he and Bianca Umali continue to get great feedback for their performances as Prince and Ella, the star crossed young lovers in “Once Upon a Kiss”, seen Monday to Friday after “More Than Words”.

Petitioners-spouses Nicholas Joseph Ruddy and Liwayway Manalastas-Ruddy are both of legal age, Irish national and Filipino citizen, respectively, and are residents of No. 68-17 Sunset Street, Sunset Valley Mansions, Cutcut, Angeles City. Petitioners are husband and wife, they having been married on December 30, 2013 in Isla, Sto. Domingo. They desire to adopt the petitioner-wife’s children John Christian Manalastas, 15 years old, born April 4, 1999 in Angeles City; and Joanna Christina Manalastas Ignacio, 14 years old, born December 24, 2000 in Angeles City.

The minor children are the products of the marriage of petitioner-wife and Valentino DL. Ignacio, whose said marriage had been annulled and declared null and void pursuant to a Decision dated July 14, 2006 rendered by Honorable Judge Ofelia Tuazon-Pinto of Regional Trial Court, Branch 60, Angeles City. The biological father of the minor children, Valentino DL. Ignacio, gave his Absolute and Irrevocable Consent for petitioners to adopt his children. Likewise, the biological mother, the petitioner-wife, gave her Absolute and Irrevocable Consent for her petitioner-husband to adopt her children. Minor children are studying at L’ Altra Montessori in Angeles City.

The petitioners are more than sixteen (16) years old than the minor children. Petitioner-husband is 65 years old and born on June 26, 1949 while petitioner-wife is 40 years old, born on November 17, 1974. Petitioners started living together since June 2009, before they got married and by reason thereof, petitioner-husband was able to spend time and bond with the minor children. They were able to acquire real and movable properties, and were able to save a considerable amount of money deposited in different banks.

Petitioners are persons of good moral character and are in full possession of their civil rights. They have never been convicted of any offense involving moral turpitude in the Philippines and abroad. They are physically healthy and psychologically fit to adopt and likewise, the minor children are physically and mentally fit to be adopted. Petitioners are legally qualified to adopt and suffer no disqualifications as may be provided by law.

Petitioner-husband has been living with, caring, loving and supporting the said minor children since June 2009. The minor children to be adopted have no real properties of their own, whether real or personal except personal items provided by the petitioners. Petitioners underwent Pre-Adoption Services conducted by Social Welfare Officer Zenaida C. David, the result of which reveals that the petitioners are legally qualified to adopt said minor children. The adoption of the minor children will be for their best interest and well-being.

Petitioners pray that after due notice, publication and hearing, a decree of adoption be issued declaring the minor children John Christian M. Ignacio and Joanna Christina M. Ignacio to be the children of the petitioners by virtue of adoption for legal intents and purposes; changing the surname of the minor children from “IGNACIO” to “RUDDy” it being the surname of the petitioners for legal intents and purposes and shall be known as JOHN CHRISTIAN M. RUDDy and JOANNA CHRISTINA M. RUDDy; and directing the Office of the Civil Registrar of Angeles City and the Office of the Civil Registrar General/NSO Metro Manila to make the necessary correction/entry or amendments in the birth records of the subject minor children. Other reliefs and remedies are also prayed for.

The court finds the Amended Petition sufficient in form and substance and therefore sets it for hearing on june 25, 2015 at 9:00 o’clock in the morning, on which date and hour any person who may have interest in or may be affected by the Petition is ordered to appear and signify his/her opposition thereto and show cause why it should not be granted.

MORONG, Bataan- The Iglesia Filipina Independi-ente or Aglipayan Church and the National Council of Churches in the Philippines have joined in asking for a full and transparent inquiry on what happened to 44 commandos of the Philippine National Police– Special Action Force.

Rev. Fr. Elmerick Azucena, IFI priest, read the statement of The Most Reverend Ephraim Fajuta-gana, IFI Obispo Maximo and chairperson of the NCCP, during the Holy Mass in Morong, Bataan prior to the cremation of the remains of PO3 John Llyod Sumbilla.

Sumbilla of Morong was one of the SAF troopers slain in Mamasapano, Maguindanao last January 25. His remains were cremated in Olongapo City.

“We join the many voices that have already been raised for a full and transparent inquiry into the events that unfolded in this awful armed engagement,” the two statements said.

The IFI and NCCP asked President Aquino to act with sincerity and transparency to fully investigate and account for what occurred.

“The President should not allow what happened to undermine the confidence of the ordinary people of Mindanao whose desperate cries for peace need to be responded to with integrity,” the statements said.

Fajutagana urged that government should not be contented in accepting that what happened was a misencounter. “We want to know why the ceasefire arrangements with the Moro Islamic Liberation Front were not respected and why those with command re-sponsibility were not able to insure the security of so many PNP members who lost their lives,” he said.

He hoped that that there should be no return to an all-out war in Mindanao. “Whatever small lights for peace burning in the hearts of the people should be nurtured with care and kept alive,” the Obispo Max-imo said.

“We pray for the families of those who have been killed during this tragic operation by the PNP. We pray that the spirit of Jesus Christ who stands with those who weep and mourn be a real sustaining presence in their lives at this difficult time,” Fajutagana said.

He noted that that there has been a failure of the government and the MILF to ensure broad participa-tion from all Moro groups and also from Indigenous Lumad communities who have largely been margin-alized in the peace process.
