ANGELES CITY- Amid ter-rorist attacks in Paris in their country, French nationals from the Friends International launched here last Sunday the ChildSafe Movement, in their bid to protect children from sex and other forms of exploitation in this so-called Sin City.

“We feel terribly saddened by all that happened in Par-is. But here, life goes on and there is also a need to protect children from exploitation,” said Valerie Sfeir, coordinator of the International ChildSafe Campaigns.

The ChildSafe seven tips urge foreigners in the country to support ChildSafe members, not to consider children as tour-ist attractions, refrain from buy-ing from or giving to begging children, think before taking a child with them anywhere, stay away from situation of potential sexual exploitation of children, protect children from exploit-ative labor, and keep their eyes “wide open.”

Warning against buying from or giving to begging chil-dren, the tips came with an ex-planation that “by buying from these children or giving them money, you help maintain this unsafe daily working life, pre-venting them from attending school or training, trapping them in their cycle of poverty.”

On the warning of taking minors anywhere, the tips said that “taking a child into a hotel, entertainment venue, beach anywhere is dangerous for you and the child” as it “puts you at risk of being accused of abusing a child against the law.”

BALANGA CITY - The Bataan bishop on Sunday described the terror attack in Paris that killed over a hundred people and injured many as a tragedy not only to the famed city or for France but to mankind.

“Nakakalungkot ang nang-yari. Dito makikita ang kalupi-tan ng tao na kung saan hindi binibigyan ng kahalagaan ang tao bilang may dangal, may karangalan at nilikha ng Diy-os,” Bishop Ruperto Santos of the Diocese of Balanga said.

The prelate said he will pray that there will be peace. “Higit sa lahat, sana’y mag-karoon ng pagbabago upang magkaroon ng tinatawag na conversion of the heart, con-version of the mind,” he said.

Santos said that through change, one will not think of the destruction or harm of an-other.

“Sa pamamagitan ng pag-babago, ang dapat palaging isipin ay ang kaligtasan ng bawat isa, kadakilaan ng sina-sampalatayahang Manlilikha at kabutihan ng sambayanan na ang lahat ay mabuhay ng may kasiyahan, kapayapaan at may paggalang,” the bish-op said.

PORAC, Pampanga– Local officials led by Mayor Carling De La Cruz and Vice Mayor Dexter David praised students and Aetas who performed during the 10th Binulu Festival on November 16.

“Not just I but many, including town officials, noticed the passion and dedi-cation of the students and Aetas when they joined and performed at the street dance and showdown,” said De La Cruz in the dialect. “These people in-spire us to do our best as public offi-cials all the time.”

High school students from seven schools and students of the Don Hon-orio Ventura Technical State Univer-sity (DHTVSU) extension school here joined the festival witnessed by thou-sands. The Aetas were in three groups.

It could be recalled that De La Cruz, David and then Second District Board Member Fritzie David-Dizon pushed for the establishment of the DHVT-SU-Porac to allow more poor but de-serving students get college education beginning 2012.

“We in the Team CD led by May-or Carling are working together to up-lift the general welfare of people, es-pecially the poor ones. We always pri-oritized education for all ,” said David. Other members of the Team CD are Councilors Mark Anthony Valencia, Maynard Lapid, Ronie Mercado and Rudy “Daboy” Enriquez.

The festival highlighted the cooking of food and rice with the use of the va-riety of bamboos called “bulu.”

The Binulu Festival is one of the several activities lined up for the 421st founding anniversary of this town. The month-long festival focused on honor-ing the town’s patron saint, Catherine of Alexandria.

The Mutya ning Porac coronation night and four-by-four off-road cham-pionship will be held on November 21.

Tax reformTHE INHERENT inequity in the tax system is brought about by the fact that the top bracket of P500,000 has remained unchanged since 1986. Meanwhile, inflation has pushed up consumer prices by more than 300% resulting to the so-called “bracket creep”. Inflation has pushed up nominal wages and salaries into higher tax brackets causing increases in income taxes but no increase in purchasing power. Effectively, the government has been unjustly relying on inflation to collect more taxes from salaried workers, who bear the bulk of tax burden among individual taxpayers, rather than through efficient tax administration.

In place of manually adjusting tax brackets (which the government has not done in nearly 20 years), “bracket creep” can easily be countered by a system of index-linked tax brackets. Therefore, automatic indexing every three (3) years of tax brackets on the basis of CPI will ensure that taxes will increase only as the real income of salaried individuals increase.

Meanwhile, the Philippines effectively imposes the highest personal income tax rate on the same taxable income of P500,000 (or its equivalent) and the highest corporate income tax rate among the ASEAN-6 countries.

Reducing the personal and corporate income tax rates will make the Philippine workforce and corporations doing business in the Philippines competitive with their ASEAN neighbors.

Contrary to the view that reducing personal and corporate income tax rates will increase the budgetary deficit due to a reduction of tax revenues, studies have shown that a reduction in tax rates, together with the simplification of the tax system, will help spur tax compliance and, thus, broaden the tax base and improve tax effort. A reduction in the rates will also increase disposable income for domestic purchases of goods and services that will, in turn, increase the government’s tax take of consumption taxes.

While Congress considers other revenue raising measures and contemplates lifting the secrecy of bank deposits, these proposals should not be preconditions to immediately enacting pending measures in Congress that will correct the inherent inequity in the personal income tax system. In reducing tax rates, however, the Government may simultaneously consider compensating revenue measures that would not adversely impact the poor and marginalized sectors of society, such as imposing additional excise tax on gasoline as fuel prices are expected to stay very low for at least several years.

With this, we appeal to President Benigno S. Aquino III to RECONSIDER his position and heed the voice of various sectors clamoring for income tax reform. Restoring fairness in the tax system and making it competitive with ASEAN neighbors will help ensure inclusive economic growth for our country and our people.

Unreasoning“CONSPICUOUSLY ABSENT during the groundbreaking ceremony was Clark Development Corp. President-CEO Arthur P. Tugade.”

So reported the astute Ashley Manabat on the launch of the multi-million-dollar AeroPark Campus at the Global Gateway Logistics City (GGLC) property in the Clark Freeport Wednesday of last week.

Tugade had the best reason for his absence: He was at the Marriott in Pasay City receiving the Asia CEO Award’s Executive Leadership Team won by CDC, and his consolation prize as finalist in the Global Filipino Executive of the Year.

Methinks a deeper, if dubious, unreason for the Tatalonian Toughie’s nonappearance: Capilion.

Strange, if not illogical, (dis)connection? Read on.

One. The CDC has praise released Capilion’s Clark Green Frontier (CGF) as the biggest single investment – at a reported P7 billion – that came to the Freeport under Tugade’s incumbency. The only one, controversial at that, his critics would readily smirk.

AeroPark, with $150 million – P7.065 million at the current exchange rate of $1:P47.10 – is already, if slightly, bigger than Capilion. The enormous difference though coming with AeroPark being but a part of GGLC, “a major real estate development that will entail the investment of over $3 billion in new facilities…” While CGF is all there is to Capilion, Tugade aside.

Two. The Capilion project – per CDC’s Q&A shit, er, sheet – “will cover the development of two commercial buildings, covering (sic) a total floor area of 43,151.04 square meters. Date of project completion unspecified.

AeroPark will have “five office towers with a gross floor area of 142,000 square meters. Expected to be completed in 24 months or in 2017.”

Three. Capilion has apparently finished trimming trees and digging at its CGF site, so called green – per CDC – for “the implementation of …Green Buildings that are in response to calls to help save the environment.” What, how, why green, the CDC Q&A did not give any inkling.

The day after the groundbreaking, AeroPark initiated “mobilization…for the construction of Leadership in Energy and Environmental Design (LEED) certified facilities whose spatial offerings and amenities will once again change

the landscape of Clark and the surrounding area.” With LEED, AeroPark’s “greenness” needed no explanation.

AeroPark further sayeth all its five buildings would be certified “Grade A.”

Four. The Capilion project is bruited about to “initially employ 18,000 workers, and when it reaches its full capacity, about 75,000 jobs would be created.”

At the groundbreaking rites, Gov. Lilia G. Pineda expressed her delight over the 10,000 workers needed for the first phase of AeroPark, which when completed is seen to “generate employment opportunities to over 300,000 workers with $600 million in annual payroll for entry-level employees alone.”

In four out of four, AeroPark takes the thunder out of Capilion, leaving its drumbeater Tugade simply beat. And then one more.

Five. The Capilion project – principally because of its location – roused vehement opposition from the Angeles City council, the advocacy group Pinoy Gumising Ka Movement, traffic watchers, and local businessmen.

AeroPark – principally because of its location – has generated enthusiastic support from local government leaders, notably Governor Pineda and Mayor Ed Paminutan, Clark advocates and business groups. (Speaking of Pamintuan, hizzoner has been uncharacteristically quiet on Capilion, giving rise to speculative, if malicious, talks of some “Bedan conspiracy” between CDC and city hall.)

It is precisely that very location of AeroPark – the expansive GGLC property – that Capilion oppositors are suggesting as transfer site for its CGF, to free the Freeport from the traffic gridlocks it is expected to cause at its designated site by the very entrance to Clark.

Which Tugade cannot cause, GGLC being out of his CDC domain, located as it is in the civil aviation area administered and managed by Clark International Airport Corp. President-CEO Dino Tanjuatco.

Which Tugade will not do. Else losing to CIAC the credit for effecting the P7-billion investment.

Whichever, AeroPark makes the folly of Capilion all too conspicuous. Tugade would have stuck out like a sore thumb had he been present in the groundbreaking rites.

Even if he did not lose in Asia CEO Award’s Global Filipino Executive of the Year.

ON NOVEMBER 18, 1848, Trinidad Tecson, popularly known as the “Mother of Bi-ak-na-Bato,” was born in San Miguel de Mayumo, Bulacan.

At the age of 47, Tecson joined the Katipunan women chapter in 1895. She was one of the few revolutionary wom-en who actually fought side-by-side with the revolutionary men for the country’s freedom from the Spanish colonizers.

She fought in 12 bloody battles in Bulacan, including the famous Battle-of-Biak-na Bato, and would often get wounded but she would al-ways return to the field after she recovered

She was likened to “Tan-dang Sora” or Melchora Aqui-no, who was called “Mother of the Katipunan” for her hero-ic role of feeding and nursing wounded Katipuneros in the battlefield.

The Katipuneros’ hideout in Biak-na-Bato also served as the headquarters of Gen-eral Emilio Aguinaldo. It was

Aguinaldo who called Tecson as the “Mother of Biak-na-Ba-to.”

Tecson was also cited as the mother of the Philippine Red Cross, in recognition of her nursing services for fellow Katipuneros.

During the Philip-pine-American war, she joined the revolutionary forces led by Gen. Gregorio del Pilar. She also served in the Malolos Re-public and was designated as the Commissary of War.

Tecson died on January 28, 1928 at the Philippine General Hospital at the age of 80. She was buried at the Mausoleum of the Veterans of the Revolu-tion in Cementerio del Norte or Manila North Cemetery.

CLARK FREEPORT - The slain founder of the Move-ment Against Dynasty (MAD) and lead convenor of a co-alition against congressio-nal pork barrel had told his friends about his dream of the Blessed Virgin Mary warning him about a threat to his life.

In an interview with Pun-to, MAD national treasurer Lito Ong said his movement’s founder Quintin Paredes San Diego, who was shot dead in a resort in Aurora province last Nov. 7, had relayed the dream to him on the phone.

“On Nov. 5, he called me up and told me about the Blessed Virgin warning him in a dream about a threat to his life. He then asked for prayers for his safety,” said Ong.

Ong described San Di-ego as a Marian devotee. “Six years ago at the Maligaya re-sort, Barangay Caragsacan, Dingalan, Aurora where he was killed, he erected a big-ger than life-size statue of Mama Mary, surrounded by a water pond and flowering plants. At least three persons have claimed the statue to be miraculous,” he said.

sisters in Vigan City to take over his farm where he had planted trees at Bongabon, Nueva Ecija. He wanted all the farm income to go to the sisters who have yet to take over his farm,” Ong noted.

“Another unfulfilled dream was the construction of a Mama Mary Chapel with two bell towers in his Bongabon farm. He wanted prayers done in that chapel for the success of his movement against dy-nasties,” he also said.

Ong said he learned from other MAD members that days before his death, San Diego had also called them to relay to them his dream. Last Nov. 3, he again called them for a meeting the following day.

He said 35 MAD members attended the meeting at the MAD headquarters on Pan-ay Avenue in Quezon City. “Apart from discussing plans for 2016, he also asked for forgiveness from those he had allegedly hurt in his life,” Ong recalled.

Ong also quoted the MAD founder as saying that in his dream, the Blessed Mother gave details about threat to San Diego’s life. “He claimed that the Blessed Virgin specif-ically mentioned a local pol-

itician as hiring two killers in a plot against his life,” he re-called.

Two days after calling Ong on the phone, San Diego was shot in the head four times by two motorcycle-riding men in Dingalan.

San Diego was one of the lead convenors of the August 26 People’s Coalition, formed after the 2013 Million People March Against Pork Barrel at the Luneta on National He-roes Day, August 26.

PDAF, which has been subject to abuse and corrup-tion, was declared unconstitu-tional three months after the Million People March.

He was also one of those who filed for a petition for mandamus for the Supreme Court to order the return of the misused pork barrel funds to the national treasury

San Diego was the son of the late Lourdes Babila Pare-des, the first female justice of the Court of Appeals. As a regional trial court judge, Lourdes Paredes had con-victed the scions of prominent families who raped actress Maggie de la Riva.

Paredes was the daughter of the late Senate Ppresident Quintin Paredes, a native of Abra.

“Connecting or com-muter aircraft operations to Baguio, La Union, Ilocos region and also

Cagayan and Isabe-la airports can be de-veloped from Subic or Clark airports. This will allow passengers choic-es and eventually lead to cheaper tickets and boost the economies of these areas,” he said.

Gordon lamented that “for too long, the government has wast-ed the economic impact by Subic and Clark air-ports as well as Subic’s seaport to generate op-portunities in jobs and

with opportunities to re-place second-hand die-sel jeepneys that emit dirty smoke and con-sume much fuel.

“By bringing out green and smart mobili-ty, we can raise the qual-ity of public transport in the Philippines and at the same time, help re-duce carbon emission and dumping of used oil in our environment, which cause climate change,” Liu said.

Romualdez said it is more convenience for everybody including the APEC delegates to hold the leaders’ summit in Clark and Subic.

“Ever since I am in fa-vor of upgrading the cur-rent facilities in Clark first of all as it is it is already superior to what we have in Manila,” he said.

“The facility to cre-ate a proper second run-way for wide bodied jets is possible in Macapa-gal airport. Now I do not know maybe they have a problem with the name because in truth Clark is not only for APEC,” he explained.

“Sa totoo lang po sa Tacloban airport na na-kapangalan kay Speak-er Daniel C. Romual-dez nung bago bumaba si GMA may funding na itong airport improve-ments. “That is why I am in favor of decongestion and we do that through decentralization, through devolution of authority, resources and empower-ing the local government unit so that infrastructure and also the business cli-mate through appropri-ate policies for business incentives in the areas outside Manila would spur further growth,” Ro-mualdez explained.

“If the APEC sum-

mit was held in Clark or Subic because the need-ed infrastructures are here, then the motor-ists and the commuting public will not be incon-venienced so much as what is happening now especially the airline rid-ing public,” he said.

“Bakit mag sisiksikan pa tayo dyan sa Manila maayos at maganda naman ang mga facili-ties natin dito sa Clark at Subic (Why should we jostle each other in Ma-nila when our facilities here in Clark and Subic are in order and good),” Romualdez said.

“The solution to Met-ro Manila is deconges-tion. It’s the logical thing to do,” he added.

Adding another air-port in the Metro Manila area will not solve any-thing. It will only create more traffic and conges-tion in an already very, very traffic clogged con-gested streets, he point-ed out.

That is the reason why federalism is pop-ular in Mindanao and even in Cebu, he said, because the funds and resources of government do not reach them.

“Huwag naman la-hat ng pera ma-imbu-do dyan sa Metro Ma-nila dapat mag expand na tayo and let’s expand further to the north (Let’s not funnel all the money to Metro Manila because we need to expand fur-ther…),” he said.

day, Hontiveros of the Liberal Party (LP) said a flaw in the BCDA law should be corrected for the benefit of all stake-holders.

Hontiveros said the BCDA law has pushed retail and consumerism but she said it could not keep up with industrial-ization like manufactur-ing which is important in our economy.

“That needs to be corrected,” she said.

When asked to react on the rampant smug-gling in freeport zones, Hontiveros said the Bu-reau of Customs (BOC) should work double time in combatting smug-gling.

“If smuggling is a problem then that is a serious problem that should be fought by the BOC for the sake of our domestic manufacturers and for the local and for-eign importers who play according to the rules,” she said.

“Because we want it rules-based to give all stakeholders a level playing field,” she add-ed.
