“There are a lot of growing economies not just Metro Ma-nia or NCR but we need the infrastructure to grow with the economy and the airport is among the important ones,” she reasoned.

sically three areas” in her leg-islative agenda “given my ex-perience as former secretary of justice.”

These are: justice and rule of law, anti-corruption, and human rights.

On the first agenda she said she would be pushing for simplified criminal laws to pun-ish the guilty faster and free the innocents faster. “That is why we are pushing for a new code of crimes,” she said.

“It’s there already as draft-ed by the Criminal Code Com-mittee which I created two to three years ago. It’s headed by the Department of Justice (DOJ) so there is now a draft Code of Crimes new Book 1 and Book 2 to replace and overhaul the 83 year-old Re-vised Penal Code,” De Lima said.

On human rights, De Lima there should be focus on the vulnerable sectors which are basically social justice issues.

On GMA’s house arrestDe Lima admitted outright

that she does not support a house arrest for former Pres-ident Gloria Macapagal-Ar-royo.

“It’s up to the Sandigang-bayan and also the Supreme Court (SC). The issue is now with the SC,” she said.

De Lima explained that the ruling in the Sen. Juan Ponce Enrile case in granting him bail for “humanitarian consid-eration” is not in the Consti-tution as well as the so-called house arrest. “That’s not in the law, we really questioned that,” she said.

“Precisely this is the one thing invoked by former Pres-ident GMA so what will the Supreme Court do? It’s up to them but if we go by what the Constitution and the rule of law the only basis in the grant of bail and house arrest, which is only part of a judicial discretion but only in very ex-traordinary cases, is if the ev-idence of guilt is not strong,” De Lima explained.

“That’s the only standard in the grant of bail,” she add-ed.

De Lima made it clear that “I am not in favor of a house arrest (for GMA) just to be consistent with my position.”

On the AmpatuanMassacre

“I remain confident and hopeful that by the time the PNoy administration exits, we can see a conviction of the main and principal accused,” she said.

CABANATUAN CITY – Inde-pendent vice presidential can-didate, Sen. Francis Escudero said it’s up to his political rival, fellow Sen. Ferdinand Marcos Jr. to apologize for the atroc-ities and abuses committed against Filipinos during the Martial Law years, adding the latter cannot be coerced into doing so if he does not want to.

ro said in reply to a reporter’s query of whether Marcos, son and namesake of the late for-mer President, should heed demands for him to make a public apology for martial rule.

Some quarters have been making calls for Marcos to do so, particularly after he entered the vice presidential race.

President Aquino said Mar-cos should apologize for the problems posed by Martial Law. He said the start of the solution is the admission of the problem, or the crime that be-gets the problem.

Aquino’s father, the late Senator Benigno Aquino Jr. was among those imprisoned during Martial Law.

“That (apology) I think would have been acceptable. We are a forgiving people as a general rule. But they have statements that there’s noth-ing to apologize for,” he said.

Escudero said making an apology is the younger Mar-cos’ call. “It’s really up to him whether to apologize or not. He cannot be bullied into do-ing so against his will,” he add-ed.

CITY OF SAN FERNANDO - Officials of Barangay Ba-laoang in Paniqui, Tarlac are in hot water after they refused the request of cops from the Tarlac Criminal Investigation and Detection Group (CIDG) for them to witness a raid of a house that yielded illegal fire-arms in their area.

Tarlac CIDG provincial of-ficer Chief Inspector Angelo Nicolas said his raiding team had asked Barangay Ba-laoang officials to witness last week the raid of a local man-sion which was the subject of a search warrant issued by Judge Bernal Fajardo of the Tarlac Regional Trial Court branch 67.

The court warrant per-tained to allegations that the owner of the mansion, iden-tified as Wilson Bacaro Cielo possessed illegal firearms.

Nicolas, who led the raid-ing team, said he and his men pushed through with the raid despite the absence of any barangay official. He noted, however, that Cielo was not

However, Alfredo Lauraza-no Miguel, 61, house caretak-er of Cielo, was arrested after a Squire and Bingham .22 rifle was confiscated from him.

Nicolas said administrative and criminal complaints are being prepared against baran-gay officials of Balaoang who, he stressed, “refused to coop-erate in the implementation of a lawful search warrant”.

Meanwhile, Nicolas also revealed that at least five counts of violation of RA 10591 or the Comprehen-sive Firearms and Ammuni-tions Regulation Act were filed against Cielo.

“A single count of violation of RA 10591 usually carries a bail of P140,000 but confisca-tion of more than three guns is a non-bailable offense” Nico-las noted.

MARIVELES, Bataan- An unidentified speeding vehicle alleged-ly overtaking at the shoulder of the Roman Superhighway here dawn of Monday hit three of six persons waiting for a ride, killing a six-month pregnant woman and wounding her husband and a relative.

Killed in the hit-and-run incident was Giselle Murullo, 27, who with Jomar Murullo, 27, just got married last Saturday.

Jomar sustained a fractured knee and injuries in different part of the body. A relative, Pacifico dela Rosa, was critically wounded and still confined at a hospital in Balanga City.

Jomar said he, his wife and four other relatives woke up at 3 in the morning and from their residence in Sitio Dona Nene in Barangay Alas-Asin, waited for a bus bound for Manila.

“Naghihintay kami ng sasakyan pa-Manila. Nasa may gutter kami at masayang nagkukuwentuhan nang hindi namin napan-sin na may pabangga na pala sa aming sasakyan. Hindi nag-menor, sobrang tulin,” Jomar said.

First to be hit was Dela Rosa and then his wife. “Hindi ko man lamang naitulak palayo ang asawa ko dahil tinamaan na din ako,” the husband said. Giselle was pushed some 10 meters away by the vehicle and sustained fatal injuries on the head.

“Sa naka-aksidente, sana makonsensiya ka at harapin mo nangyari sa amin. Kung may konsensiya ka, isipin mo na na may pananagutan ka sa batas,” Jomar said.

manifests in her quick, confi-dent brush strokes; unerring color symphonies; and, sur-prising, quirky compositions.

The artist has recurrent themes that have been no-ticed by art enthusiasts and serious collectors.

Her gigantic flower paint-ings have a life of their own. One rose artwork contains ten different hues of red alone. Asked where she buys her unique colors, Tiinz noncha-lantly said she mixes these herself. She also paints lilies and sunflowers.

Tiinz considers her Van Gogh-inspired landscapes with the spiral, rolling clouds depicting movement in the sky overlooking a rural panorama or an urban cityscape as her liveliest artworks. Her nation-alist spirit, an inherent fami-ly trait, weaves itself into her artworks where familiar land-marks such as Pinatubo Vol-cano, Mount Arayat, Mount Makiling, the Sierra Madre Mountain Range, and struc-tures such as the San Fer-nando Cathedral and even the Salakot at the entrance of the Clark Freeport Zone can be seen.

Tiinz said the influence of Chagall and Picasso surface in her portraits that reflect the many mysterious facets of a woman while her versions of the Madonna and Child revere the bond between a mother and her child. Her ever-chang-ing color palettes and details are depicted in these series.

Her crowded koi paintings, meanwhile, brim with abun-dance and prosperity. Circles predominate in these paint-ings. One ardent koi hobby-ist waited 30 years to find the perfect koi painting and found a Tiinz Taruc original that was exactly what she wanted.

Her craft has evolved as she added bird paintings to her repertoire. The simple yet graceful outlines of her bird figures are very similar to her koi paintings, plentiful in num-ber yet not in massive clusters like the koi.

Yet she said these are also different whereas koi congre-gate and seemingly swim in perpetual motion, her birds sit serenely on respective tree branches.

Her works have also been noticed in the world arena. Within a year after she start-ed painting, Tiinz was cho-sen among 300 contestants as the winner of a United Na-tions-sponsored competition to create six exhibit boards for the Global Chemi-Pharma Producers Directory (GCP-PD).

The former Miss Pam-panga-Tourism winner, Tiinz has shown the world that she is more than just a beautiful face. She is no longer simply the daughter of Dr. Taruc and the granddaughter of Ka Luis Taruc. She emerged from the shadows of her famous fore-bears to make her own mark in the world.

BALANGA City- The Catholic Bishops’ Con-ference of the Philippines-Episcopal Com-mission for the Pastoral Care of Migrants and Itinerant People on Sunday announced that it has designated three days this December and five days in January 2016 for arriving over-seas Filipino workers this Christmas.

“Itinalaga po ng CBCP-ECMI na mula Di-syembre 14-16 at Enero 11-15, 2016, sa tu-wing ika-tatlo ng hapon hanggang ika-lima ay para sa inyo. Kung anuman ang aming maitu-tulong, tayo po ay magkuwentuhan, tayo po ay sama-samang magkape,” Bishop Ruperto Santos of the diocese of Balanga, CBCP-EC-MI chair, told OFWs in a Christmas letter.

The visiting OFWs will be given prayer pamphlets on Way of the Cross, Way of Mi-grants, Nine Days with Saint Joseph and Holy Rosary as a way of thanking them for their sacrifices for their loved ones, the Bataan prelate said.

He invited OFWs to visit their office at CBCP Building at 470 General Luna Street, Intramuros, Manila. On hand to receive the visitors are Father Resty Ogsimer, Carmelita Maraan, Jeanette Rosales, Edyzza Pumara-da and Edmund Ruga.

Santos advised vacationing workers to re-frain from excessive spending. “Mag-ipon at maging masinop. Unahin palagi ang pamilya at palaging mag-usap. Gamitin ang bakasyon higit sa lahat para sa inyong pamilya at para sa Panginoong Diyos. Sama-samang mag-simba,” he said.

The bishop asked OFWs to be extra care-ful on online investments and people offering big interests and returns on money lending.

A distinctionTHE NATIONAL Museum of the Philippines declared last week as “important cultural properties” five edifices in Angeles City.

Now covered by Museum Declaration 9-2015 and Republic Act 4846 or the “Cultural Properties Preservation and Protection Act” are the ancestral houses of city founder Angel Pantaleon de Miranda and Jose Narciso, the Camalig (granary) of Don Juan Nepomuceno, the Deposito (old post office building) of Jose Pedro Henson, and the Holy Rosary Parish Church.

Having five cultural properties within an area less than a square kilometer bespeaks of a distinguished past, a rich heritage not only worthy, but moreso, imperatively of preservation, of protection, of promotion. If only as a link to whence sprung the greatness of the Angeleño.

A vindication“A STRONG manifestation of the efforts of the community and the local government in safeguarding the heritage treasures of the city.”

So said Mayor Edgardo Pamintuan of the National Museum’s declaration.

A personal vindication for the hizzoner it actually is, given the brickbats thrown his way in his efforts to “reculturize” his constituents to their glorious past, finding concrete expressions in the rehabilitation of the heritage district centered on Plaza Angel, the transformation of the Estacion and the establishment of mini-parks where the ferrocarril used to pass.

Savoring the moment, Pamintuan thus: “This definitely gives Angelenos a newfound appreciation for our heritage structures, as we continue to reap awards and recognitions for our heritage conservation efforts.”

Indeed, the awards, foremost of which the grand prize in the Association of Tourism Officers of the Philippines and Department of Tourism’s Pearl Awards for Community Based Responsible Tourism under the Heritage Conservation.

Indeed, Angeles City now the choice venue for national cultural events like the Dayaw Indigenous People’s Festival, the National Commission for Culture and the Arts’ Yugyugan Para sa Kultura ng Bayan, and most recently, the Sayaw Pinoy National Dance Congress and Competitions.

Indeed, Angeles City “slowly, but surely shedding off its ‘Sin City’ identity, in favor of a city that appreciates and preserves its tangible and intangible historical assets.”

The Government of Japan, through the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development (JOIN), signed a cooperation agreement with the state-owned Bases Conversion and Development Authority to help the Aquino Administration develop and build Clark Green City as a major economic center in the ASEAN bloc. The agreement was signed by President and Chief Executive Officer Arnel Paciano D. Casanova and JOIN President and CEO Takuma Hatano during a ceremony at the Manila Diamond Hotel.

JOIN is a Japanese government corporation that aims to invest and participate in transport or urban development projects, involving Japanese companies, such as bullet trains, airports, and green cities. Its target investment worldwide is Y30 trillion by 2020.

Under the agreement, both parties will start to work on the details of the joint venture companies, including but not limited to: the scope of work; function; funding source; authority; responsibility and procedures; and discuss with private sector companies in both the Philippines and Japan as regards to their

CLARK FREEPORT — The Bases Conversion and Development Authority (BCDA) recently partnered with a South Korean firm in an effort to build the first smart and green city in Central Luzon.

Through a memorandum of understanding, BCDA partnered with Incheon Free Economic Zone Authority (IFEZA). The partnership is expected for Philippines to gain new insights in building the country’s first smart and green city in Central Luzon and to position the new city as the international business district in the Southeast Asian region.

BCDA President and Chief Executive Officer Arnel Paciano Casanova and IFEZA Commissioner Jong-Cheol Lee signed the MOU to explore potential collaborative opportunities in relation to sustainable urbanization with IFEZA’s experience with the Songdo International Business District and BCDA’s planned Clark Green City.

According to Casanova, IFEZA has successfully launched the Songdo International Business District within the Incheon Free Economic Zone in 2009 as an international city that integrates the best practices of urban planning and sustainable design principles with a synergistic mix of residential, commercial, retail land civic uses in a master-planned environment.

Casanova said with the Songdo International Business District as the international hub in Northeast Asia, the Clark Green City is envisioned to complement and create synergy with Songdo by being the international business hub of the Southeast Asian region.

CLARK FREEPORT – The Bases Conversion and Development Authority (BCDA) has forged a collaboration with global technology experts on urban planning and information and communications technology (ICT) development with a view to optimizing the potential of the projected Clark Green City in this Freeport.

A Memorandum of Understanding (MoU) was signed to confirm a three-way collaboration and the signing ceremony was attended by BCDA President and Chief Executive Officer, Arnel Paciano D. Casanova; Country General Manager for Cisco in Philippines, Stephen Thomas Misa; and Korean-based firm Centios (formerly known as kcss) CEO, Hung Kwon Song.

According to Casanova, the MOU “creates a non-binding framework for furthering discussions under which the parties can explore potential collaborative opportunities and determine business opportunities in relation to sustainable urbanization,” referring in particular to BCDA’s Clark Green City project. What can we say?

Were the rate and volume with which Casanova has been churning these press releases on the development of Clark Green City but a quarter of their verity, that area, by now, would have been awash in economic vibrancy.

Absent any concrete developments – pun unintended – Clark Green City to us, and to many, remains Casanova’s (un)developing delusory fantasy.

The prophesied warning in 2017? 

MANY, if not most, must have noticed by now that we live in a most unusual world. That’s a statement traditionally belonging to a forever cycle of elders past prime age, in an attempt to assert that their youthful times were better and more respectable.

But this time, a cursory examination of developments worldwide inescapably leads to a universal conclusion we are in unusually serious times. A survey would probably list climate change on top of observations. Yet there are some unusuals: the huge leap from the century-old typerwriter to smartphones that allow us to video people on the other side of the earth and, frighteningly, recruit people into international terrorism; the jump from a simple pistol to nuclear arsenal; the stride from natural birth to test tube babies; the trip from man-woman marriage to same sex nuptials, etc.

Zero in on smartphones, now getting more affordable, which has brought to the entire world access to a serious moral danger: pornography. In Medjugorje, the Blessed Mother said that the sin of impurity is the leading cause of damnation.

Through significantly accessible pornography, Satan seems to be in his last ditch harvest of the most number of souls in a great, if not final, spiritual battle. Are we in some sort of end times?

A review of Catholic prophecies (or prophecies made by pious Catholics) dating back to the 12th century would all point to our times as being “end times,” although not necessarily the end of the world. One mystic of many centuries ago said such times would be when humans could fly like birds and would be able to see each other face to face despite the greatest distances between.

There is, of course, the case of St. Faustina Kowalska of Poland who was Jesus Christ’s instrument in spreading devotion to the Divine Mercy which covers the Three O’Clock Prayer and the Divine Mercy rosary, among other observances. To Faustina, Jesus referred to a “spark” from Poland who would prepare the world for His coming. It is believed that such a spark came in the person of Pope (now saint) John Paul II, a native of Poland who is now known as the Pope of Divine Mercy.

In the first half of the 1960s in Garabandal, Spain, the Blessed Mother revealed future developments which, experts say, are for our times: a warning, a miracle, and an unprecedented chastisement if awry mankind would remain unrepentant.

Faustina and the Garabandal visionaries all said that the warning would consist of a heavenly phenomenon that would lead to a universal clearing of consciences, wherein each

person, even pagans, would simultaneously see their souls as God sees them.

Garabandal visionary Conchita was quoted to have said that after the warning, many Catholics would line up for the Sacrament of Confession, a pivotal sine qua non to lessen the gravity of the chastisement which, it is said, could no longer be averted.

This emphasis on the value of the Sacrament of Confession, also called Reconciliation, has also been underscored in the Year of Mercy declared by Pope Francis from Dec. 8, 2015 to Nov.20, 2016. The declaration, some believe, was divinely inspired amid suggestions that it was divinely calculated to lessen the impact of the warning.

In Anguera, Brazil, the sacrament is among the recommendations of the Blessed Mother through visionary Pedro Regis, in a message given last November.

The full message, undoubtedly apocalytic in tone, is as follows.

“Dear children, at your baptism you received all the graces necessary to witness to the presence of my Jesus and His Power in this world. Do not be cowardly, for to whom much was given, the Lord will demand much. I ask you to have as a principal rule of life the defense of the Holy Doctrine of the Church of my Jesus. Say to everyone that the Truth of my Jesus is uncontestable and unequivocal. Humanity will live the anguish of the condemned. Great spiritual confusion will spread throughout the world. The devil will cause spiritual blindness in many souls, but woe to those who cause discord and division in the House of God. I suffer because of what is coming for you. Bend your knees in prayer. Confession, Eucharist, the Sacred Scripture, the Holy Rosary, and Consecration to my Immaculate Heart. These are the weapons for the Great Spiritual Battle. Go forward. This is the message which I bring you today in the name of the Most Holy Trinity. Thank you for allowing me to bring you together here once again. I give you my blessing in the name of the Father, the Son and the Holy Spirit. Amen. Peace be with you.”

Meanwhile, in Angeles City’s Sto. Rosario church where the sacrament has apparently been relegated to the back burner in the recent years, change of leadership is expected to lead to the sacrament’s revival.

All, it now seems, manifesting a Divine Hand guiding all to a forthcoming universal, yet individual warning. Perhaps in 2017?

Morales was current-ly pushing for the devel-opment of the Mabala-cat Perimeter Road that will connect Barangay San Francisco and SM Clark; and the construc-tion of the Dolores Inter-change that will connect the North directly to the Clark Freeport Zone.
