    Mr

    Ferns in number 2 McDowell Avenue also does shift work and keeps an aviary

    in

    his

    backyard.

    He

    worries that his birds will not manage to survive through the demolition,

    noise, dust and vibrations.

    These may seem like only small insignificant points with which to object to, but the heavy

    handedness and lack

    of

    consultation makes us feel very uneasy.

    Having looked

    at the

    drawing

    of

    the South Elevation i t

    s

    easy to

    see

    that

    our

    ground level

    is

    well below that

    of

    the proposed site. It is then easy to understand

    how tall

    and close

    the

    CRIC could be which leads me to the question of our unique estate protected b

    very dangerous to plan and construct, such a building along with the

    waste disposal, oil tank and

    gas

    bottle storage areas so close to our houses. It can be seen

    very clearly that it

    s

    a very tight squeeze to fit it all in. The drawing even shows that it

    s

    4986 mm from the gable wall

    of

    number one McDowell Avenue to

    the

    proposed CRIC

    building. I believe it should be much wider than this to allow for sensible landscaping and

    screening. The sheer depth

    of the

    basements in the drawings adds to

    my

    concern. I

    don't

    believe that any proper surveying has been carried

    out

    to test

    the

    type

    of

    soil to be

    removed, and when doing so

    what

    safety measures will be

    put in

    place.

    Unfortunately

    the

    incorrect naming

    of

    the derelict building which

    the

    developer wants

    to

    demolish that these drawings and plans may cause offence to those who know the history

    of the site. This historic

    but

    unprotected building, once had a very grand frontage

    onto

    James's street and was not a schoolhouse as stated on the drawings

    but

    part

    of

    the old

    workhouse, known

    at the

    time

    as

    Bedlam.

    Drawing number NPH-A-OCMA-DR-00-CR-1002 shows the positioning

    of

    the gas bottles, oil

    tank and

    with

    the Trinity and Research waste all very close together. I am very concerned

    about this

    as

    I don't know

    what

    kind

    of

    waste will be there. In such a confined space wi ll

    there be any disaster evacuation plan?ls there access for emergency vehicles?

    Can

    a fire

    engine drive easily

    to

    this area?

    Residents on McDowell Avenue were never at any time inform

    consulted about their concerns over the enormity

    of

    the CRIC.

    n the Inspector's Report i t mentions a meeting on the 23 Jun 2015 when the prospective

    These drawings were only produced on the 6 August and hand d'lnoa

    leaving very li ttle time,

    If

    any,

    for

    residents to view them and voice their concerns.

    The document regarding microclimate which I have read from

    States; "The Children's Research and Innovation Centre

    is

    a modest building consistent with

    the prevailing height, nature and scale

    of

    existing and on-going development within this

    developed urban context."

    The use

    of

    the word modest

    is

    extremely misleading by virtue

    of the

    fact that

    the

    drawings

    show how our houses will be dwarfed.

    Had the plans shown a realistically modest building in keeping in size with

    the

    original

    building and retaining the fa ;ade on James's Street then I would have found this far more

    acceptable.

    The deep level

    of

    excavation will unleash an invasion of rats, and from one of

    the

    reports

    the

    chances of legionnaires disease from trapped spores suggests that we are in grave

    danger being so close

    to

    the site.

    As

    I am wri ting this I have just been informed

    that

    there are currently signs in

    the

    private

    wards

    of

    StJames's Hospital on

    the

    side where there are ongoing building works that warn

    of

    the release of aspergillus spores

    into the

    atmosphere, which are harmful

    to ill

    and elderly

    folk.

    While it is

    right

    to place the warning notice in the Hospital wards, why were there no

    preventative measures

    put

    in place before commencement of building works? If

    that Is

    just

    one area

    of

    building works being carried where these spores have been released, then I am

    very concerned about what may happen if demol ition and excavation work starts.

    It

    could

    be much worse then and

    too

    late

    to

    do

    anything about it.

    The proposed Mount Brown Entrance

    I would like to see some

    further

    survey

    work

    done on this as i t going to

    be

    a major

    transformation of a site that has been vacant for twenty years or longer. t may look like

    waste ground to a developer, but it is an important local habitat

    for

    flora and fauna. t is

    rare

    to

    see blue Corn flowers

    Centaurea cyanus)

    so close

    to

    a city.

    t

    is very rare

    to

    see

    them at

    all even in

    the

    countryside since modern farming has wiped them along with

    the

    corncrake almost into extinction.

    What

    other wildl ife lives there undisturbed? I will very

    much miss that small patch

    of

    wild meadow. The high grey fencing along

    the

    front does

    look a

    bit

    daunting to

    the

    passer by. Again there are r

    I have found nothing that inspires confidence in defending us against these spores.

    Monitoring them is not good enough. What type of monitoring will occur, how we wil l be

    alerted?

    Is

    the Development Board responsible for rehousing us and kennelling our pets and

    paying the costs? Damage to houses caused by vibration and subsidence, will we be warned

    in advance or given ample time to make alternative accommodation arrangements?

    t is not only the aspergillus spores that worry me, but other dust particles containing

    irritants to the lungs may be released during excavation and demolit ion. Also a large volume

    of

    trucks leaving the site will be releasing these particles and also on their way back if there

    is no de-sanitisation methods put in place. I am beginning to feel

    that

    whoever is made

    responsible

    for

    overseeing all

    the

    health and safety duties will find the task so diff icul t

    that

    they themselves will wish that a more preferable site had been chosen.

    t is also incomprehensible to me that the St James site was chosen af ter the Dolphin

    Report, which suggested that the best sight for the NCH is

    at

    James Connolly Memorial

    Hospital in Blanchardstown.lt s overall cost being much less and the savings

    the

    government would make could go towards

    other

    much needed areas.

    The St. James s campus is very restrictive in terms of future expansion, why try shoehorning

    this oversized project into an unsuitable site that has

    so

    much important history within it.

    Surely we can learn from previous mistakes in our year coming up to

    the

    commemoration. Are

    we

    not supposed to look after

    our

    children, sick and elderly folk as

    best as we can?

    The utter chaos, mayhem and general disruption can be

    so

    easily avoided

    i f

    we take

    the

    Dolphin report seriously.

    To quote from

    the

    Dolphin report on page 78 the following two paragraphs are

    of

    interest.

    [From a clinical and academic perspective, we identif ied StJames s Hospital

    as the

    existing

    OATH

    (Dublin Academic Teaching Hospitals)

    that

    best meets

    the

    criteria

    to

    be the

    adult

    partner

    in co-location because

    it

    has the

    broadest range

    of

    national specialties and excellent

    research and education infrastructure.

    However,

    the

    proposed St. James s Hospital plan of fers

    the

    smallest site

    for

    construction

    of

    the

    new

    children s hospital, albei t

    with

    greater site capacity overall

    see

    Table 1 on page 48},

    has some drawbacks

    in terms of

    site suitabi lity and

    is

    not without

    planning risk] .

    the second

    paragraph.

    During November 2012

    the

    Irish Independent printed the following article following a

    meeting in

    The

    new site falls

    short

    of

    the

    medical ideal

    of

    tri-location, whereby

    an

    adult,

    children's and maternity hospital are all

    part

    of

    a

    near

    network.

    There were concerns about not choosing a green field site namely James Connolly

    Hospital in

    Blanchardstown

    which local TDs

    Joan

    Burton

    and

    Leo Varadkar both

    supported.

    Cabinet sources said a number

    of

    ministers raised the question

    of

    the greenfield site

    and

    the

    concerns over James's .

    Ms Burton

    and

    Mr Varadkar -- who both represent Dublin West, where Connolly

    Hospital is located-- put a case for the green field site in Blanchardstown].

    I

    am

    quite puzzled as to why the St. James's site

    has

    been chosen, considering

    that

    it's extra cost

    of

    moving the Drimnagh sewer could cost 10 million and

    underground parking a further

    30

    million.

    We should learn from

    our

    recent mistakes. The

    Mso

    when first planned seemed to be

    exactlywhatwe needed. On completion we realised that perhaps we could have

    added another lane

    and

    some

    of the

    junctions needed redesigning. Luckily we

    had

    room to expand

    and

    it is now a success. The Red Cow roundabout was another

    example.The Dublin Port Tunnel took longer than expected due various delays.

    Residents in Marino experienced problems with subsidence. There

    are more

    examples but I would rather remain on a positive ending for my objection.

    Let s get it right this time, whether

    it

    is Tallaght Hospital, James Connolly Memorial

    green field site or

    another

    site close

    to the Mso,

    it will cost less, be finished

    more

    quickly

    and

    suit the whole country

    and

    will have room for further expansion. I

    think

    it is very unwise to risk developing the St. James s site. Have enough studies been

    done on light deprivation, risk assessment reports,

    has

    the EIS report covered

    everything? The development board have given us a very impressive 3D model of

    what

    it

    should look like. But I don t see any room for further expansion on

    the

    site.

    Is it morally and democratically wrong

    to

    go to such expense and time

    to

    build upon

    the site

    of

    St.

    James s

    Hospital? The plans

    are

    for a new children s hospital,

    so

    it

    ought

    to be

    built for sick children. Shouldn t we let

    it be

    built on a green site where

    no one s lives will be upset or homes endangered during demolition and subsidence

    from deep excavation?

    Does

    it

    really

    matter

    which political party is

    in

    power

    at the

    time of building

    the

    hospital?

    t

    won t make

    any

    difference

    to

    all the sick children who

    can be

    cured from

    now and into the future.

    f t

    does take a few more months or a year

    to

    successfully

    acquire

    the

    correct site

    then let

    it be. We should

    not

    feel

    under

    pressure

    to start

    digging

    next

    week just because we

    can t

    wait

    any

    longer.

    I believe

    the

    residents ofMcDowell Avenue, all streets

    in

    Ceannt Fort, Mount Brown,

    James s

    Street, Cameron Square, South Circular Road, deserve

    to

    have their daily

    lives undisturbed. We can all

    put

    up with a six

    month

    disturbance when one our

    neighbours improves

    their

    homes with

    an

    extension,

    but

    a project

    on

    a scale

    so

    large

    as the New Children s Hospital with its research facility

    and

    accommodation

    including further expansion then I

    think it

    is only fair

    and

    right

    to

    build on

    the

    suggested appropriate sites.
