OFFICIALS of the Land Transportation Franchising andRegulatory Board (LTFRB) yesterday assured the commut-ing public that there will be no automatic increase on faresdespite a new round of oil price hikes.

LTFRB chairman AlbertoSuansing said he expects sometransportation groups to seek farehike but the agency will studythe petitions first and see if theyare justified.

17 schools defy CHED’s policyvs ‘irrelevant, unjust’ fees

SEVENTEEN schools not onlyignored the Commission onHigher Education (CHEd) memo-randum on the anti- ‘no permit,no exam’ but were also impos-ing questionable, irrelevant andunjust school fees.

The Kabataan Party-list and Na-tional Union of Students of the Phil-ippines (NUSP) claimed that thenumerous complaints they re-ceived from parents and studentsthemselves from different schoolsin elementary, secondary and col-lege showed that many schoolswere defying CHED’s order.

THE Food and Drug Administration (FDA) yesterday bannednine unregistered beauty cream products containing excessive amountof mercury.

FDA director Nazarita Tacandong, said the beauty products werecollected on separate occasions at various establishments, and werelater found to contain heavy mercury exceeding the allowable limitof one part per million.

She said the items include seven face cream products: JiaoliHuichusu Whitening Speckles Removal Cream, Xin Jiao Li 7-DaysSpecific Eliminating Freckle Cream, Jiao Li 10-Days EliminatingFreckle Day & Night Set, Jiao Li 7-Days Eliminating Freckle AB Set,Jiao Liang Miraculous Cream, Xin Jiao Liang 7-Days Miracle Pack-age for Spots Refining and Jiao Mei Miraculous Cream.

Two whitening cream products — Jiao Yan Specific MiraculousCream and Jiao Li Extra Pearl Facial Cream — were also found tohave mercury.

According to Tacandong, the products were imported withoutgovernment authority, this despite earlier warning to store ownersthat they will face criminal prosecution if they are caught sellingthem. Annette Vergel

For-tified with iron, zinc, lysineand vitamins A and C,NutriJuice was distributed forfree to 30,000 students nation-wide. For 120 days starting July2009 the following areas re-ceived the drink: Quirino,Palawan, Zambales, Davao,Bukidnon, Tacloban, and Pasig,Taguig and Marikina in Ma-nila.

The problem with IDAIDA poses a great risk to

children as it hampers theirphysical and mental develop-ment. Studies have demon-strated the consequences ofIDA as low physical capacity,low resistance to infections,poor growth, and poor school

performance. Short memoryspan, poor concentration andirritability are also some of itseffects.

Furthermore, it has also beenshown that IDA can cause apermanent deficit of at least 5IQ points and reduced learn-ing capacity by 10 percent dur-ing school days.

2006 Efficacy Studyin San Juan

In 2006, Coca-Cola and theFNRI-DOST sought to test theefficacy of NutriJuice in a well-controlled study involving 277students from PinaglabananElementary School in San Juan,Manila. Strict compliance toinclusion and exclusion crite-ria for participation in thestudy was observed. NutriJuicewas directly administered toall study children in a central-ized setting for 100 feedingdays. At the end of the feedingperiod, the study showed thatNutriJuice was able to reduceIDA from 100% at baseline to13% at endline.

2008 Effectiveness Study inQuirino

In 2008, an effectiveness ornon-controlled study was con-ducted by the FNRI-DOSTamong 5,000 students inQuirino province. During thisyear, NutriJuice was also dis-tributed to 1,500 students inBagong Silangan ElementarySchool, Quezon City.

With the same daily feedingschedule, students were giventhe juice under normal settingwherein the school teachers

Additionally, the meanweight and height of the stu-dents showed significant in-crease. Noteworthy to mentionis the increment in the percent-age mean score of grades 2-6

schoolchildren in the areas ofEnglish, Math and Science sub-jects. Furthermore, 74.21% ofschoolchildren had completeattendance during the 120 feed-ing days. In most cases, childrenbecome absent from school be-cause of distance and/or lackof food, either at home or to bringto school. It follows that if chil-dren are absent they learn less;therefore attendance is an im-portant part of their education.

“WHAT has the churchcontributed to the fightagainst the spread of HIV-AIDS?”

Akbayan Party-list chal-lenged the Catholic Churchhierarchy to prove that theirsermons on abstinence andtheir recent attacks against theDepartment of Health’s dis-tribution of condoms on Val-entines’ day are effective inthe battle to prevent the spreadof HIV and AIDS.

“Condoms are 300 per centmore effective in combatingHIV-AIDS than sermons urg-ing sexual abstinence,” as-serted Akbayan party-listRep. Walden Bello.

According to Bello, the

Church hierarchy is “spread-ing disinformation. Unfortu-nately, its actions undermineefforts to stem the spread ofHIV-AIDS and other sexuallytransmitted diseases.”

The Catholic Church main-tains a strong position againstthe use of condoms andagainst sex and reproductivehealth education, brandingthese as “anti-family” and“immoral”.

Bello, instead, laudedHealth Secretary EsperanzaCabral’s bold move to distrib-ute condoms at a public mar-ket as a pre-Valentines’ dayreminder of the risks of un-protected sex.

“The state has every rightto distribute condoms andpromote safe sex because itmust look after the health ofthe country, balance the needsof society and the fragility ofthe environment, and becauseit is concerned about endingpoverty and promoting na-tional development,” Bellosaid.

Akbayan: Church ‘spreading disinformation’

THE Philippine Coast Guard yesterdaydivulged that five more bodies were discov-ered Wednesday from the M/V Princess ofthe Stars (POTS).

The retrieval of five more bodies came 20months after the 23,000 gross tons POTS sankoff Romblon.

The information reached the PCG head-quarters which revealed that the five skel-etal remains were found in the economy sec-tion of the main deck.

5 more bodies retrieved from M/V Princess of the Starsof the salvage operations of the ship’s newowner Royal Jessan Petromin Resources Inc.(RJPRI), reported to PCG that the remains werefound specifically section deck C, starboard(right) side of the sunken vessel.

Four of the unidentified bodies had in-complete skeletal remains while documentswere recovered on one of the bodies.

The vessel, which was owned and oper-ated by the Sulpicio Lines Inc. (SLI), sank offone nautical mile from Sibuyan Island. Thevessel was sold to RJPRI late 2009.

COMMISSION on Elections (Comelec)Chairman Jose Melo has warned govern-ment appointees who are still holding onto their positions that they could be dis-qualified to run in the May 10 nationaland local elections.

According to Melo, candidates who are“clinging on their positions” might alsobe charged of an election offense.

“I’m having it studied. But the impressionof the law department right now is it may bean election offense if they continue function-ing. They may be disqualified,” he said.

The Comelec chief also reiterated hisearlier call for the candidates to resign im-mediately and not wait for their opponentsto use the issue against them.

Melo noted that it is time for them toleave their positions because they havebeen there for more than four months sinceOctober 31, the last day of filing of the COC.

“They have stayed there for so long, en-joyed their positions and were able to cam-paign. I think it’s time for them to give uptheir post,” he added.

A three-day training to implement thegovernment’s Overseas Absentee Voting(OAV) for personnel of the Department ofForeign Affairs (DFA) started yesterday.

At the opening ceremonies, DFA-OAV Sec-retariat vice chair and Ambassador-Desig-nate to Abuja Nestor N. Padalhin said morethan 100 participants have a critical role toplay in the success of overseas voting, whichis scheduled on April 10, a month ahead ofdomestic voting in May.
