In accordance with the provisions of the agreement signed on 23rd April 2002 by Direccion General de Aviacion Civil and on 9th April 2002 by I.A.A to implement the general conditions outlined in Article 83bis of the Convention on International Civil Aviation, this Authority wishes to delegate flight operations personnel and maintenance surveillance functions to the Civil Aviation Authority of Spain in regard to the lease of the Irish registered aircraft whilst being operated by Alaeo Sociedad Limitada (Volotea Airlines), Spain.

5 The Irish Aviation Authority will issue a General Certificate of Validation to permit Pilots of Volotea Airlines Spain to fly the Irish registered aircraft during the lease. It is emphasised that a copy of the General Validation shall be carried by each individual Pilot and is only effective provided the licence issued by the Civil ~Aviation Authority of Spain or issued by a contracting State and accepted as valid by the Civil Aviation Authority of Spain and associated medical validity and ratings are current. A copy of the General Validation Certificate Is attached.

6 Although this delegation request is made under the existing agreement it is envisaged that this agreement will be revised and this aircraft will be included under the new agreement when it Is signed by both Spain and Ireland. In the interim the following shall apply in respect to the application of the EASA requirements under Parts 21, Part M and Part 145:

The maintenance program shall be approved by the State of the operator as allowed by M.1.4 (ii). This has been formally requested in letter AWSD/37/83/Spain/001 dated 14 May 2012.

The ARC shall be renewed in accordance with Part-M.

The maintenance shall be carried out by a Part-145 organisation.

The State of the operator, Spain, shall be responsible for the surveillance of the AOC, CAMO and maintenance organisations.

The MEL shall also be approved by the State of the operator; Spain.

The permit to fly, in case it is necessary, shall be issued following Part-21 provisions.

This Authority would be grateful if you would acknowledge in writing your acceptance or otherwise of the delegated functions listed under items 1, 2, 3, 4 and 6 above and your agreement to the procedures for General Validation of Pilots Licences as detailed in item 5 and associated General Certificate of Validation of Pilots Licences.

In accordance with the provisions of the agreement signed on 23 .. April 2002 by the Direcci6n General de Aviaci6n Civil and on gth April 2002 by I.A.A, to implement the general conditions outlined in Article 83bis of the Convention on International Civil Aviation, and with reference to the conditions stated in your letter ref. no. AWSD/DEU37/01/86/013 dated 13111 of November 2014, please consider that AESA wishes to accept the transfer of flight operations, personnel, rules of the air and continuing airworthiness surveillance functions in respect of the lease of the subject Irish registered aircraft, whilst being operated by Volotea Airlines Spain, for commercial air transport.

In accordance with Part M, M.1.4 (ii), please consider also that AESA accepts to approve the maintenance programme for the subject Irish registered aircraft.
