For his petition in the above- entitled proceeding, the petitioner states that: I. The petitioner’s full name is PETER SAYE KEHDON. He resides at 1245 East Shakopee Avenue, #321, Shakopee, Minnesota 55379. He was born on June 6, 1952 and is 59 years of age. II. Petitioner is represented in this proceeding by Michael Perlman, Perlman Law Office, Suite 100, 10520 Wayzata Boulevard, Minnetonka, MN 55305. III. Petitioner was married to YEI M. DOLO in 1980, in Liberia, Africa. The marriage was performed in a tribal ceremony which is a com- mon and customary practice in that country. YEI M. DOLO was born in Libe- ria in or about 1953. She died in Li- beria in or about 1991, at the age of 38 years, in the midst of that coun- try’s first civil war. The Liberian Civil War claimed the lives of more than 200,000 Liberians and further displaced a million others into refu- gee camps in neighboring countries. Late in 1989, severe communal vio- lence broke out after a failed coup attempt. Several hundred members of the Gio and Mano tribes, that had been ill-treated by President Doe, revolted in the northeast. On December 24, 1989, a small band of Libyan-trained rebels led by Charles G. Taylor, invaded Liberia from the Ivory Coast. A final cease-fire and peace accord in 1996 was followed by the installation of a transitional government of all factional lead- ers. Between December 1989 and mid-1993, Charles Taylor’s National Patriotic Front of Liberia (NPFL) was responsible for thousands of deliberate killings of civilians. As NPFL forces advanced towards Monrovia in 1990, they targeted people of the Krahn and Mandingo ethnic groups, both of which the NPFL considered supporters of President Doe’s government. As the fighting escalated into civil war, three distinct factions became en- gaged in a national power-struggle: forces loyal to Doe, and two mutu- ally opposed rebel groups led by Charles Taylor and Prince Yormie Johnson. Fighting between Doe’s troops and the Taylor/Johnson axis began at the end of 1989. The Republic of Liberia was plunged into a state of chaos. Because no central govern- ment existed at the time of YEI M. DOLO’s death, no official record of her death exists, and it is impossible for Petitioner to obtain a certificate of death from the government of Liberia. IV. This action is brought under Minn. Stat. 576.142. YEI M. DOLO has been deceased and missing for more than four years. Petitioner requires a judicial declaration from a court of competent jurisdiction that YEI M. DOLO is deceased, such judicial declaration being the only way that Petitioner can satisfy immigration and naturalization regulations required by the United States Department of Immigration and Naturalization Services.
