of Engineers, Construction account. The entities to receive funding for this project is the

Maryland Department ofNatural Resources, located at 580 Taylor Avenue, Tawes State

Office Building, Annapolis, MD 21401; and the Virginia Marine Resources Commission,

located at 2600 Washington Avenue, 3rd Floor, Newport News, VA 23607. It is my

understanding that the funding would be used by the Army Corps ofEngineers to design

and build oyster reefs in the Chesapeake Bay. Activities include construction ofoyster

bars and reefs, rehabilitation of existing marginal habitat, and construction of oyster

hatcheries. I certify that this project does not have a direct and oreseeable effect on thepecuniary interests ofme or my spouse.

funding for this project is S1. Thomas University, located at 16401 NW 37th

Miami Gardens, FL 33054.

The funding would be used for a continuation of the university's Minority Science

Program and its commitment to attract top minority students to pursue a career in science

and provide them with up-to-date laboratories, cutting edge curriculum, experienced

professors and research opportunities. To this end, STU is constructing a state-of-the-art

science facility, the Carnival Cruise Lines Science and Technology Building. The U

CORIE project will be located in the space vacated by the Department ofNatural

Sciences when it moves to the new building. It consists of establishing a university

community resource center and programs to stimulate and expand linkages between the

University and local community partners. This partnership will address disparities in

access to critical health, mental health and legal services in the low-income, minority

communities of Miami Gardens and Opa Locka, which are adjacent to St. Thomas

University.

Development Appropriations bill, Army Corps ofEngineers, Construction account. The

entity to receive funding for this project is Miami-Dade County, located at 111 NW 1 t

Street, Suite 1032, Miami, FL 33128.

It is my understanding that the funding would be used for dredging of the Miami

Harbor at the Port ofMiami which includes the design, preparation ofplans and

specifications for bidding. The Chief ofEngineers has recornroended the deepening

project to 50 - 52 feet and Congress has authorized the project (TitleI,

Water ResourcesDevelopment Act of2007).

It is essential that the Planning, Engineering, and Design (PED) begin in FY09.

Extended delay in the proposed dredging improvements could be detrimental to the

economy of South Florida and the nation. Cargo growth at the Port ofMiami has been

phenomenally strong. However, the industry standard container ship is becoming larger,

and the Port cannot handle the newer ships without deeper channels. In addition, the Port

has been facing increasing competition from foreign ports with existing significantly

deeper channels and faces lost business to foreign ports (such as Freeport).

Dear Chairman Visc10sky and Ranking Member Hobson:

I am requesting funding for Everglades and South Florida Ecosystem Restoration in fiscal

year 2009. The entity to receive funding for this project is the Seminole Tribe of Floridalocated at 6300 Stirling Road, Hollywood, FL 33024. The funding would be used

continue work on a complex water conservation plan and canal that transverses the

Seminole Tribe Reservation. The first phase of construction is complete and the second

phase is under way, with the Tribe acting as the local cost-share sponsor. The Tribe and

Army Corps signed a Project Coordination Agreement for the Big Cypress Reservation

under the Corps critical projects program and as a result are building the first round of

environmental restoration projects as part of the Comprehensive Everglades Restoration

Act (CERP). The project is intended to improve the hydrology in the Big Cypress Basin

in order to improve water quality, quantity, timing and distribution benefiting the ecology

of the Reservation as well as Big Cypress National Park.

I am requesting funding for the Miami Harbor Channel Dredging Project in fiscal year

2009. The entity to receive funding for this project is Miami-Dade County, FL located atIII NW 1sT St, Suite 1032, Miami, FL 33128. The funding would be used to begin theMiami Harbor Phase III dredging project authorized under the Water ResourcesDevelopment Act of 2007. The project will deepen the Port of Miami to 50-52 feet inorder to accommodate the larger container ships whkh are becoming the industry

standard. Implementation includes design, preparation of plans and specification forbidding. Miami Harbor is a major economic force, accounting for over 98,000 jobs and

$12 billion in annual economic impact.

entity to receive funding for this project is Miami-Dade County, FL located at 111 NW1 t St, Suite 1032, Miami, FL 33128. The funding is needed to implement the final phaseof the Miami River Dredging Project, seeking to restore the authorized depth and width

to the navigational channel. The p r o ~ e c t aims to remove contaminated sediments fromthe Miami River, which is Florida's 41 largest port with an economic value of $4 billion.The River has not been dredged since it was originally dredged to be navigational in the1930s. The dredging provides improve navigation as well as enhances the environmental

quality. of the River and Biscayne Bay.
