Agricultural Census Wing of PBS undertook following Censuses as per periodicity given below:-
Agricultural Census every 10 years
Livestock Census every 10 years
Agricultural Machinery Census every 10 years
Village Census every 5 years

Agricultural Census Wing of PBS has conducted:-• Six decennial Agricultural Censuses in the years 1960,
1972, 1980, 1990, 2000 and 2010• Five decennial Agricultural Machinery Censuses in the
years 1968, 1975, 1984, 1994 and 2004• Four decennial Livestock Censuses conducted in the
years 1976, 1986, 1996 and 2006• Quinquennial Mouza / Village Censuses, once before
Agricultural Census in the digit eight and once in the digit three before every livestock census, to update sample frame of mouzas / villages.

• In the settled areas*, Provincial Revenue Department was the enumeration agency.
• In the unsettled areas, the Agriculture, Livestock and Education Departments coordinated as enumeration Agencies in addition to Revenue staff.
• District meetings were convened at each district level to finalize the Enumerator’s assignments and training arrangements.
* Where settlement of area has been made by Revenue Department and has cadastral map.

• The Enumerators and Supervisors were trained in the concepts and procedures of the Agricultural Census at Tehsil level by Census Master Trainers (CMTs) of Agriculture Census Wing of PBS.
• Agricultural Census is a sample based exercise and is conducted only in sampled mouzas / villages which are selected through appropriate sampling techniques.

• The Enumerators fill detailed census questionnaires only from selected households.

• The scope of Census is restricted to the instructions of FAO laid down in the World Census of Agriculture (WCA) programmes.
• The scope with reference to farm area was restricted to the agricultural farm(s)/holding(s) held and or operated by Govt. or by household(s), individually or collectively or under corporate arrangement at the time of census enumeration.
• The undistributed Govt. lands, built up areas and lands under roads, rails, rivers, canals, hills, lakes etc. are out of the scope of Census.

• Data is collected on type, size, tenure and parcels of farms.
• Information on land utilization, irrigation, area under crops and orchards, number of fruit and non-fruit trees is collected.
• Information on use of fertilizers, manures, pesticides, use of agricultural machinery (partial) and agricultural labour is also collected.

• Information on Livestock population (partial) and loans issued by Banks for Agriculture activity is also part of census data collection.
• Information on Family composition i.e. household members by age, sex, educational level and participation in the agricultural activities is also collected.
• Data on residential structures, economic activities and main source of income of the household are also collected.

• The Governing Council decided to merge the Agriculture Census, Agriculture Machinery Census and Livestock Census into single exercise.
• Agriculture Census is to be conducted after every five years.
• The field operation for Agricultural Census - 2016 is expected to start in December 2016.

• Field operation of Agriculture Census will be carried out by the staff of Pakistan Bureau of Statistics.
• Data will be collected electronically using Android Technology.
• Training to the field staff will be important at Provincial Headquarters.
• Sample size for the merged Agriculture Census has been determined.
• Pilot Agriculture Census in one district will be launched in the next month to test the questionnaires and software

The group of items to be collected in Agricultural Census – 2016• Agriculture structure of the country, agricultural
resources, their utilization and modern farming practices
• Livestock population by age, sex and breed.
• Information on milk production.
• The count, usage and nature of agricultural machinery being used by farming community.

• Merged Agricultural Census will also be as per practice adopted earlier conducted on sample basis.
• Two stage Probability Proportional to Size (PPS) sample design is proposed.
• Mouza/Village Or Blocks in first stage using Probability Proportional to Size (PPS) and systematic selection of households in second stage will be selected.
• Cultivated area of a Mouza/Village will be used as weight / measure of size.

All big land operators and having large number of
livestock, called National Certainty Holding(NCH)
will be enumerated on 100% count basis.

• Criteria for NCH is as:• All government agriculture, livestock, dairy and military
farms.• Households operating on 100 acres or above
agriculture land.• Households having 50 or more cattle or buffaloes or
both.• Households having 200 or above goats or sheep or
both.• Households having 25 or above camels.
• These limits got approved by the Census Advisory Committee.
National Certainty Holding (NCH)

• Criteria for MCH in selected Mouza is as under:
• Households operating 20 acres of land and above.
• Households having 25 and above cattle, buffaloes or both.
• Households having 50 and more goats or sheep or both.
• Households having 25 or more camels.
• The Nomadic/migratory population fulfilling the above, if found in the boundary of selected mouza during the listing or enumeration will be covered in the respective Mouza.

Four questionnaires have been designed for Agricultural Census - 2016.i. Form-1: List of households in selected mouzas /
enumeration blocks / urban blocks (household listing).ii. Form-2: Main questionnaire for households operating land
for crops (questionnaire for agricultural household).iii. Form-3: Questionnaire for households having agricultural
machinery i.e. tractors, tubewells, etc. (questionnaire for agricultural machinery).
iv. Form-4: Questionnaire for mouza level prices of crop production, milk and meat (questionnaire for mouza level information).
Questionnaires for Agricultural Census - 2016
• More than forty main crops are covered.• Agricultural activities in Pakistan are performed in two
seasons.◦ Crops which are cultivated before the beginning of winter
season (Oct. – Dec.) and harvested in early summer (April - May) are known as "Rabi crops".
• These include wheat, barley, grams, oil seeds, pulses etc.
◦ Crops which are grown in the beginning in summer (April – June) and their picking or harvesting takes place in early winter (Oct. – Dec.) are called "Kharif Crops".
• These include rice, sugarcane, cotton, maize, etc.

• Data on cultivated area is collected for all crops.
• Data on crops Maiz ,Jawar and Bajra sown for food purpose is collected.
• Data on crops comprises of irrigated and un-irrigated land.

• Data is collected on more than twenty-five fruit trees.
• Main fruits are mango, apple, pear, guava, pomegranate, dates, apricot, almond, etc.
• Information about number of fruit trees in orchards / scattered and bearing and non-bearing is collected.

• Information is collected on Farm Area, Cultivated Area and Crop Area in the census.
• However, data is not collected on the harvest area and production of particular crop in the census.
• This information i.e. production and yield is collected by Provincial Agriculture and Crops Reporting Dept. on annual basis.

• Data on use of manures & fertilizers both, only manures and only fertilizers for important crops is collected.• In case of use of fertilizers, quantity in number of bags
is collected crop wise for different kind of fertilizer (Urea, D.A.P., S.S.P., etc.)
• Data on use of insecticides on important crops is collected.
• Information about the use of herbicides on important crops is collected.
