Workshop No. 1: ISO 27001 Certification – concerns, costs,
budget reductions due to economic crisis etc (FI, LT) – new
Accreditation Requirement
Participants were divided into 5 groups and they elaborated on
a number of questions with the main aim to:
• discuss about benefits and cost effects of the certification
process,
• the difficulties met when operating without certificate
• the difficulties expected when applying certificate.
• ways and possibilities of exchanging knowledge and
experience
• list of tasks that can easily be achieved, tasks that are
“difficult” to solve that need support and preparative actions &
“hard” tasks that are too expensive to achieved.

Workshops
• Workshop 2: “Bring Your Own Device and working from
distance methods, Wi-Fi within the agency, advantages
and disadvantages, risks” (ES, EE).
• status of paying agencies in the area of teleworking, mobile
devices management, BYOD(bring your own Device), data
access through public network, etc.
• the participants were divided into groups and analyse
technology/tools being used for mail/calendar service
• Compile a list of more important risks or challenges of
introducing teleworking, BYOD, mobile devices management
and use of public network infrastructure within paying
agencies.

• Topic 1 - Data Processing during Administration
– improvement on e-services focusing on the tools,
functionalities and practices they provide to the farmers in
order to help them have all correct information during
application submission
• Topic 2 - 27001 Certification – concerns, costs, budget
reductions due to crisis etc.
– aim of this topic is to collect information and different views
about the necessity of this new requirement by recording the
difficulties, costs and other issues the Certification process
will have to the member states.
– The input of this topic was used as an input for Workshop 1.

way to identify potential errors (ECA)
– potential errors in IACS system and how to avoid them
– assisted audit tools will not improve significantly the
error rate but can help especially in identifying risk
populations.

Presentation 4: Data Processing Latest Technology – “Big
data” (CZ)
– Big Data in Czech agency,
– introducing SAP technology and SAP BI tools in order to
manage Big Data
– Also hardware requirements were listed for their solution.
Presentation 3: Greening - WebGIS integrated solution (LU)
– practical presentation of Luxembourg’s WebGIS system
– Presentation of the various layers created both for LPIS
and greening purposes
– various rules and controls that have been implemented
within these layers

Presentation 5: ISO 27001 security standard, two different
perspectives (ES)
– ISO Security standard within the Spanish territory
– only 5 out of the 18 Paying Agencies need to certify with
the Standard according to the new EU regulation.
– analyzed the difficulties that some Paying Agencies
might face, but also the benefits for all Paying Agencies
implementing a security framework.
– approximate costs in time and money of the certification
process as well as costs for maintaining the
certification.

BI-Tool architecture (DE)
– actual implementation of a BI system in Agency (Rhineland) and
how this improved the reporting of data
– brief introduction of the information flow until early 2014

dramatically the effort to produce the right information on time
– Presentation of a Prototype
Presentation 7: Migrating from Oracle to PostgreSQL Database –
Licensing costs and technical issues involved in migration (SE)
– parallel efforts in the agency to lower the licensing cost of
Oracle database and the switch to a free alternative option such
as PostgreSQL
– listed the benefits especially those related to cost savings and
the drawbacks for such switch 9

Presentation 8: The CAP reform – state of play and next
implementation steps (EC)
– extensive presentation on the latest developments of the CAP
Reform:
– concentrated mainly in analyzing the structure of the delegated
and implementing acts and the procedure for the adoption of the
delegated and implementing acts
– providing details for the content of the basic acts, delegated and
implementing acts with detailed analysis of Direct payments,
rural development, market measures and the related controls
and penalties
– A short analysis of the horizontal regulation
– A discussion was followed and a number of questions have
been posed by colleagues

Workshop No. 1: “Security Tools, security access to e-
services, Storage archiving security” (SK, ES)
• discussion on various technical security solutions
• discussion was originally focused on the results of a survey that
participants completed before the conference
• Participants were divided into 4 groups for further discussion on the:
– Effectiveness in ISMS
– Expectations from ISMS security tool
– Frequent issues in ISMS
– How to make ISMS agenda easier
– Preferences between commercial and open source software tools,
– Advantages and disadvantages of different security tools

• Workshop 2: “The compulsory geospatial application
requirement of CAP Reform, Problems and possible
solutions” (CY, FR).
• The aim of this workshop was to discuss this new requirement
and how feasible it is to be achieved within the prescribed
timeframe
• presentation by the EU Commission (D3 unit) representative.
• participants were divided into five (5) groups for further
discussion on the:
– Topic 1 - Benefits/Advantages, Inconveniences. Actions to
mitigate inconveniences
– Topic 2 - Aiming to get 100% electronic GSA

SPS in Denmark for 2015 especially anything related with the
geospatial application and EFAs

Presentation 6: Automatic determination of the eligible
grazing in the Alpine area – (AT)
• Technical Presentation on the existing semi-automatic
determination of the eligible grazing in the Alpine area in Austria
• Presentation of the results of the area detection using automated
utilization of orthophotos, airborne laser scans.

Database of EFAs, Present changes on measurement
tolerances, etc (EC-JRC)
• Technical presentation on new type of Measurements with the
use of GNSS Devices and imagery as well as the possibility of
implementing the technical tolerance where necessary

‘layer’ with examples of representation and measurement of EFAs.

Presentation (8) Presentation 8: CYOD (Choose your own Device) and
Mobile Strategy – BYOD (Bring your own Device), two
different stories - (BE) and (NL)
•the goals expected from the implementation of the mobile strategy and
the various employees’ profile that exists in the agency along with their
mobile needs.
• future plans of their BYOD strategy i.e. moving from Mobile Device
Management (MDM) to the Mobile Application Management (MAM), with
main aim in securing the information, and not the device.
• the introduction of CYOD (Choose your own Device) concept within the
Flemish Agency
•The aim of the new concept is working independently of time and place
•Also the challenges of CYOD approach with the use lightweight devices
were presented.
•A short comparison between the two models followed by the Netherlands
(BYOD) and Belgium (CYOD) was presented

the experiences of a Paying Agency - (SE)
• Implementation of CAP Reform / new system to accommodate the 3 political
changes i.e. Single Payment Scheme, Rural Development Programme and
Fisheries Policy
• presented the organization structure of the CAP Reform Program and how
this was executed over the last two years
• insights and lessons learn on how to keep the project going even if you do
