    It is a fun time for us as publishers of a community news magazine on thebarrier islands of the west coast of Florida. The weather is perfect this time ofyear, with mornings in the high sixties and daytime highs in the low eighties.

    Business is brisk for the most part on the islands, and we have to allow afew extra minutes when we venture out to see clients, shop or do errands,knowing there will be frequent stops for pedestrians crossing Gulf Blvd. from their beachfront accommodations.

    The real estate industry, our biggest advertising category, has been so goodlately with continuing record low interest rates that the most frequent complaintis a low inventory of homes to sell.

    The height of season has been active on the beaches, with almost weeklyevents, new restaurants and even a new resort opening, new projects beingstudied in our readership area and plenty of newcomers looking for their ownlittle corner of Paradise.

    New advertisers in categories like personal wealth managers, yacht brokersand more have joined a growing list of restaurants in advertising their servicesto our loyal readership, and our business seems to get better each month.

    Renee and I continually enjoy meeting our readers and we never tire ofhearing you say I Love My Paradise NEWS. We have been mailing outroughly 20,000 copies to our friends and neighbors up and down the beachesof south Pinellas for over 20 years now.

    We are also seeing the growth of thriving downtown St. Petersburg andhave been expanding our coverage and distribution in that direction as well.Paradise NEWS has been covering the activities and events there, as well as theperforming arts centers of the entire Bay area, as we are well aware that ourreaders prefer not to leave the beaches for minor needs, but are willing to travela half hour for sporting and cultural events. We also see a growing connectionbetween the islands and downtown as a residential target for our readers. Weknow of several who have happily sold their island homes and moved intodowntown condominiums for their later retirement years.

    With over twenty years of publishing Paradise NEWS behind us(where does the time go) we have a reliable group of writers helping to keepyou informed in a wide area of specialties. We constantly try to improve yourcommunity news magazine, both in print and online. Back issues are availableon our electronic archive for the past 7 years, and stories are searchable for morethan three years, since our online coordinator joined us.

    Build an Oyster Shell Barat Abercrombie Park

    Volunteers needed for Friday, April 8 Tampa Bay Watch is recruiting volunteers to build anoyster shell bar to restore the shoreline of AbercrombiePark on Friday, April 8 from 9am - noon. Abercrombie Park is located at Park St. and 38th Ave. Nin St. Petersburg. The City of St. Petersburg is concernedwith erosion along the shoreline of this park. Located atPark St and 38 Ave N in St. Petersburg. The meetinglocation for the project will be shared withregistered volunteers.

    Oyster shell projects involve shoveling fossilized shellinto mesh bags, transporting the bags to the project siteand placing oyster shell bags on the shoreline to createa series of oyster bars. It is pretty physical labor with oystershell bags weighing around 30 pounds each, so theminimum age to participate is 15 years old. The goal isto restore lost habitat systems to the bay, prevent furthererosion of the shoreline and improve water qualitythrough natural biological filtration.

    PINELLAS BAYWAYABC, Alliance for Bayway Commun-ities, a group of community leaders,have been quietly addressing theirlocal issues. An industry consultantwas hired and negotiations with areatelecommunications providers werebegun. The effort eventually resulted

    in an agreement with Bright HouseNetworks that significantly reducedcharges to 33 Community Associationsfor basic cable TV services. The ABChas formed a team to engage BrightHouse Networks in an annual reviewof services provided. The intent is totrack the quality of service and toanticipate the future needs of residentsin the area. This continuing effort willprovide important information fornegotiating future telecommunicationagreements. So, over the eighteenmonths of its existence, the Allianceconcept has proven viable andeffective. The ABC is now wellknown to most elected and non-electedofficials from the City Council Districtto the State levels. As the ABC maturesand formalizes itself in the future, theyhope to continue as a voice for Baywayresidents who want to enjoy theambiance of life along the water ofthe Sunshine City, but who don'twant to be taken for granted.The Alliance is led by a small workinggroup, and takes on a few "projects" of multi-community interest, each ledby one of the "Principals" of theAlliance leadership team. Currently,the Alliance is pursuing four projects:1. The Water Treatment Plant upgrade,2. Landscaping 3. Safety and Security,and 4. Telecommunications services.

    The City and DOT have been respon-sive to the ABC campaign to improvethe visual condition of landscapingalong the Bayway. The Alliance hasbeen monitoring the condition of thelandscaping and directly requestingmowing services when the mediansor rights-of-way start to becomeunsightly. The installation ofSt. Petersburgs $600,000 upgrade toBayway landscaping commenced inJanuary at the eastern edge of Bayway.

    ST PETERSBURGCobb Tyrone Luxury 10 Theatrewill open in mid-April at TyroneSquare Mall. The 10-screen, 50,000 SFbuilding was built in the mall's north-west parking area as a free-standingstructure facing Tyrone Blvd. Thetheater holds 1,200 seats and invitescustomers to dine while watchingmovies in oversized, reclining seats.

    The city's bike share program ismoving closer to becoming a reality.City Council voted in support ofMayor Kriseman's $1.5 million bikeshare proposal at their meeting in lateFebruary. The city is in negotiationswith CycleHop, which runs Tampa'sprogram, and City Council should takea final vote in April.The program willstart with 300 bikes dispersed among30 stations primarily in downtown and

    The Skyway MarinaDistrict will be seeingmany improvements in the

    coming months, includinga newly rebuilt Publixin the Bay Pointe Plazashopping center at 54th Ave.and 34th St. South set toopen in December. Thissummer, Maximo Marinawill begin multimillion-dollar renovations andBay Pointe Plaza will betransformed with a newfacade. Gateway signageis coming this year to threeprominent locationsidentified along 34th St. S.in the Skyway MarinaDistrict Plan. Each gatewaysign is expected to cost$120,000 to install and willbe funded by thecity.Along with gatewaysignage, new landscapingwill be installed in all11 existing medians along34th St. S. from 54th Ave. S.to 30th Ave. S. through theFlorida Department ofTransportation (FDOT)highway beautificationprogram. The cost of thework is estimated to be$350,000-$400,000. The new landscaping willfeature drought tolerant,sustainable plant selectionsin keeping with Florida-Friendly Landscapingprinciples.

    The historic VinoyRenaissance Resort andGolf Club will be receivingmultimillion dollar renova-tions to enhance the beauti-ful retreat on the city'swaterfront. The projectswill begin in May and areanticipated to take two &half years to complete. "Ithink the demographic ofSt. Petersburg is changing,as well as the demographicof the Vinoy Club. Thetiming is really perfect. I think that St. Petersburgas a destination is reallyblossoming," said BarbaraReadey, General Managerof Vinoy RenaissanceResort & Golf Club.

    PINELLAS COUNTYPinellas County commissionersapproved $9.8 million constructionproject to expand a passenger termi-nal, upgrade concessions andrestrooms, and add security check-points to expedite travel time atSt. Pete-Clearwater InternationalAirport. Construction will begin inApril and is expected to becompleted by summer 2017. Theairport has seen record number ofpassengers in recent months. In 2015,the airport served 1.65 millionpassengers - about 30% more thanits previous one-year record of1.3 million in 2004.Pinellas Countydrew over 6 million tourists in 2015and for the first time passed$40 million in tax collections onhotel rooms.     Clifford Wright (r) of Sarasota, FL was presented the time-honored Carnegie Medal for Lifesaving by Paradise NEWS columnist, retired mayor, and fellow Carnegie Medalawardee, Julian Fant. Mr. Wright, a retired electrician, was 72 when he went to the rescue of a male driver, 86, and a female passenger, 82,occupants of a car which had just plunged into a12-foot deep pond. Wright was able to free both of them, as the car filled with water and slowlysubmerged. All 3 recovered from the ordeal. The event was in observance of the CarnegieFoundation's recently introduced "Awardee toAwardee" program. This marks the 3rd such presentation by Fant, who was one of fiveawardees who took part marathon beach rescue of 10 people who wereswept out to sea by rip tidesoff Ponte Vedra Beach, FL, in October, 1958.

    Seasonal residents tend to flock north as Easterlooms. This year, by April 1, it has come and gone,making for a short height of season, from February14th to March 27th. Canadians, whose dollar isdepressed compared to ours, have been even morethrifty than usual this year, and many shortenedtheir stays to save rent, food and out of countryhealth insurance fees. While they have FREE

    healthcare at home, they pay big bucks to cover anyuse of our health care system. Spring break will lastanother couple weeks, but it is a different crowd,

    not as attuned to fine dining.

    In just the past month, however, several changesoccurred in local restaurants. Bruce Nyes Elvis act atGators Mondays 6-8 & Tuesdays 6:30 - 8:30 throughApril. The Pearl features Jazz nights on April 13 & 27. The new BRGRrestaurant has opened at the all newTreasure Island Resort. Feolas next door at theThunderbird Resort offers home cooked Italianfamily dining three meals a day with a large outdoorpatio for weather like this, and a full liquor bar.

    Remember our Dec. issue, when we named part ofBlind Pass Road Little Italy and had a newly openedVerducci Italian Market on the cover? The market signis now shared with SeaFire the newest fine diningvenue in St. Pete Beach. Just north of Verduccis verypopular restaurant, the same culinary team has openedtheir meat and seafood specialty venue of similarquality. We thoroughly enjoyed our first visit toSeaFire. Utilizing the stainless kitchen and deli

    counter, with ample table seatingindoors and out, and forty parkingspaces within two blocks to thenorth of the building, the protein-heavy venue is a very welcomeaddition to the pasta and pizzacenter of Little Italy. Knowing wewould be sharing our experienceswith you, we ordered morethan we could eat.

Soup of the Dayor salad was includsed with entrees as is the home-baked mini-breads, served by the basket withcolorful and delicious spreads, like roasted red pepperand Kalamata Hummus. The Gumbo was flavoredperfectly but in need additional hot sauce for our tastes.

    Renee had a steak, served medium rare, as she prefers. I opted for the Grouper, chargrilled, juicy and delicious.Each came with choice of several sauces which madethe dishes extra special.

Also, the pigfish or gruntsworking best around structures.Pompano and trout are beingcaught on our beaches, especiallyaround the morning or dusk. ArtSeiple and Susan Mongan bothfrom North Reddington beachwere fishing with their friendBrenda away from St. Petersburgon the north jetty of Johns Passcatching Trout, flounder andwhiting on live shrimp and cutbait all weighted to the bottom.Art also did very well fishing theJohns Pass bridge using shrimpfor sheepshead and mangrovesnapper. James Miller, Largo, reported the outgoing tide helpedhim catching nice sheepshead,mangroves, and even a largemackerel using live shrimp.When he free lined his largestshrimp into the pass he caught abeautiful snook too! MarkHerman fishing both jettiesinside the pass using live shrimpreported the sheeps- head andthe big drum were biting wellfor him this past week. EdwardSuendrys from Tampa area alsoreported catching snook on liveshrimp inside Johns Pass.

    Near shore - The day time bite

    near shore was tough mid-weekdue to the large full moon we had,and the high pressure didnt helpvery much either. The fishing isimproving finally as the barometerstabilizes and the moon getssmaller each day casting less lightat night not allowing fish to feedall twenty four hours which helpsthe day time bite improve dramat-ically. Yesterdays private charteron the Mrs. HUB and the FlyingHUB did well on mangrovesnapper and monster porgiesusing large live shrimp and somehogfish! The HUB private charteralso did great along with the halfday. As the water warms weexpect the kingfish & mackerelto return followed by the sharksand were hoping for a moreaggressive red grouper bite too.

    Offshore - The only offshore bitewe had a chance at recently wasour 12 hour party boat trip thispast week. However, due to thefull moon & high pressurecombination we had troubles evengetting snapper to bite during thisnarrow window of fishing time.However, the very next day theFlying HUB was able to findsome amberjack, red grouperand big mangroves but the bitewas still slow.     City officials are looking for solutions to transform thecurrent City Hall, Police, Fire and Public Works buildingsinto a modern administration complex that could includeits existing City Hall/Fire Dept./Police Dept. area and theCommunity Center and city park.

    As Silverboard explained, A recent bid was about $700,000for critical repairs to the windows, doors and low-sloped roofsfor the Police and Fire buildings, and roof and fascia boardrepairs to City Hall. This would just get us by for another day,so the City is preparing an RFQ (Request for Qualifications)to send by the end of the month to engineering/architecturalfirms. This will be for an assessment of the current buildingswith recommendations and costs for replacing themwith a modern complex on the current 108th Avenue site, or another City site.

    A much-needed parking garage is another option forconsideration. It would offer public parking to meet the citysneeds and could be done as a public/private partnership withbusinesses purchasing spaces. All our hotels and manybusinesses would be able to participate. The Mayor added,Parking is the Number One issue from our Commission.

    He reiterated that We can no longer continue to throwmoney down a rat hole. The RFQ is for site selection, todevelop a conceptual design, an engineering design, and forconstruction management, for the project. Local residents andbusinesses would have plenty of input on where and howthe project would be done.

    Silverboard noted, The Citys financial condition is suchthat we have plenty of leeway to issue bonds to pay fora new complex.

    Causeway Bridge Situation

    Treasure Island Causeway is a series of three bridges (the outerones fixed, the middle one a bascule drawbridge) crossing BocaCiega Bay between the City and mainland St. Petersburg.Under an agreement that dates to 1938 all three bridges wereconstructed, owned and maintained by the City of TreasureIsland. All motorists paid a $1.00 toll, with discount stickersfor residents, until June, 2006, when the first span of thedrawbridge was reopened with no toll booth.

    The Causeway was first opened to traffic in 1939 and quicklybecame a popular route to the Pinellas County barrier islandsfor beach getaways. By 2002, an engineering study revealedthat all three bridges had become so structurally deficientthat immediate action had to be taken to replace the bridges.Construction on the West and East fixed bridges started inlate 2003 and was completed in October 2004. Three monthslater, construction of the new drawbridge began and thenew Causeway bascule bridge was dedicatedin ceremonies held on August 25, 2007.

    Total cost of the project was about $65 million, Silverboardexplained. Funding included a $5 million TOPS grant fromthe State for the two fixed bridges, and $10 million from theCity for extensive permitting and engineering design. Thanksto late Congressman C. W. "Bill" Young the City got about $50million for the new drawbridge through the Federal HighwayAdministration. Then Mayor Mary Maloof agreed to take offthe tolls once the first span of the bridge was completed.

    We offered the East fixed bridge to St. Petersburg, and thedrawbridge to the State or County, but no one wanted to takethem. As a result, weve had to budget between $700,000 to$800,000 a year for operation, maintenance and repairs, andhad to spend about $900,000 extra last year for concreterepairs and painting of the three bridges.

    We can no longer afford to maintain and repair thesebridges and 1.8 miles of causeway, and were now in the finalstage of an RFQ to hire an engineering firm to undertakevarious studies to get the information needed for theCommission to make a decision on whether or not toreinstate tolls. These studies would focus on Traffic andToll Revenue, including where the Causeway users arecoming from and heading to, the amount of traffic atdifferent times of the year, and times of day TheCommission needs these details to determinefuture funding, toll collection methodology and design, cost of operation and maintenance, and setting upa toll rate structure including discounts for residentsand other frequent users and city businesses.

    The Commission is adamant that all tolls would go towardbridge operation and maintenance. Any tolls would beall-electronic, to eliminate traffic bottlenecks. With the surveystarting as soon as possible, the public and Commission willbe kept fully informed, with a likely portal on our Citywebsite. We would hope to have a decision later this year.

    Unique Vision Group

    Treasure Island is fortunate to have an innovative FutureVision Group that dates to 2009, and recently completed acommunity workshop whose results were recently mailedto all 5,000 resident homes. Both Mayor Minning and CityManager Silverboard are very pleased with the recentsurvey results and workshop.

    TheVision Steering Committee chairman is MitchellShenkman, a former publicly traded company presidentwho moved to TI with his wife Whitney in 1998 fromNewYork City. He told Paradise News, I got involved withtheVision Steering Committee in 2009 at its inception, with20 other residents and business people. We were tasked withidentifying community priorities for the next 20-year futurevision for TI. In 2010 a community survey was launched with1,332 respondents and we also held three communityengagements facilitated by the Collaborative Labs ofSt Petersburg College. In March 2011 the Commission wasgiven the results and a jointVision/Commission/City Staffgroup made the next steps to mobilize the vision. A new stewardship committee was formed to insurethe vision of the community was being accomplished.

    That brings us to 2015 when the nextVision SteeringCommittee was appointed with the same task, with a surveystarted last March and completed in September. We gotapproximately 800 survey respondents, which led to ourJanuary 30 community workshop. We had an enthusiasticturnout of 83 TI residents and 10 TI business folks.

    Now the results of the community workshop and surveysare getting to our residents and business people. This willinsure all will be informed, with many of this years resultssimilar to those of 2011. Included are beautification andpreservation of our beaches redevelopment of the northend and west beach trail, from 104th to 119th street consideration of a modest increase in height and density,

    with view corridors of our beautiful beach. I look forwardto continue being part of our smart growth and prosperityin the coming years.

    Survey & Workshop Highlights

    By 2020 the three most popular prospective headlinesthe participants wanted to read in the newspaperabout Treasure Island were:

    1. Downtown Business Area Development Completed Tower Bell Rings in New Development

    2. New Resort and Destination Marina openson Gators Property

    3. Best Place to Live is also best place to visit.(2 and 3 tied for popularity)

    Top strategies chosen for the community included:

    1. Utilize downtown area for First Friday type of event.Plan and promote sports tourism, beach friendlyevents such as beach volleyball, softball, baseball

    2. Make Treasure Island more pedestrian friendly withbetter lighting, safer repaired sidewalks andgreen spaces. Improve bike trail for safer biking, extend the beach trail southward and puta designated bike lane on the beach trail

    3. The City has to market the city.

    1. Redevelop Gators property into a viable touristdestination including a destination Marina resort.

    2. Revitalize downtown, build attractive parking garage.3. Establish planned development for the beach area.

    2. Complete undergrounding of Utilities3. Community to educate beachgoers, residents and

Celebrations should be spread out to more beach areasaway from the recent site behind the Bilmar to get more touristtraffic. Thats why we have so many vacant storefronts as ourofficials are not doing enough to promote all of Treasure Island.

    We need more public parking as well all over the beach. The City needs to talk to some local developers to helpwith new parking.

    For me as a new resident it was very educational andan opportunity to learn what others concerns are. Danuteadds, It was intriguing that many did not realize this was acommunity Visioning session as they had only their ownprivate concerns. There were times when discussions weregood but better monitoring would have kept one topic frommonopolizing the floor. One disappointment was as relativelynew residents, we felt the City Manager could have given aclearer background about the Visioning group and its mission.

Ive beenactive for several years with the Treasure Island/Madeira BeachChamber, and am on the Board. Ive been involved with ourVisioning group since we had the last Collaborative Lab Sessionfive years ago. At the recent Visioning session, everybodyseemed on board that we have to move forward together. Id like to see a more concerted effort to bring more high-qualitytourist visitors to the community. Having more places such asthe new Opal Collection Hotel for these tourists to stay at willgive our Chamber more impetus to promote our beautiful beach. It was great to see so many residents and business peopleinterested in helping build our community. There are several reasonablecost controls you can apply in yourpursuit of net investment returns.Fees, inglorious fees. The retail financial services industryis masterful at hiding the true costs ofinvesting, which can include, but areby no means limited to, broker commis-sions; mutual fund expenses; tradingcosts incurred inside the mutual fund,front-end, back-end or other types ofloads; and bid/ask spreads. If youreinvesting in mutual funds, you canstart by comparing expense ratiosthat are provided within the fundsprospectus. Dont stop therebecause the trading costs incurredinside a fund can be higher than thedisclosed expense ratios. And taxesare another insidious cost. A goodwebsite for ascertaining the true costsof any mutual fund can be found atwww.personalfund.com.     and other investment vehicles wherecosts are minimized and transparentlydisclosed. Taxes matter too. Taxes are among the most insidiousportfolio costs, so minimizing theirdebilitating impact is critical to buildingreal wealth. While it is incumbent uponeach of us to pay our fair share, there areactions you can take to create an evenplaying field for yourself, such asinvesting in tax-managed fundswithin your taxable accounts; placingtax-inefficient holdings within yourtax-sheltered accounts; harvesting taxlosses when available to offset taxablegains; and managing philanthropicactivities with an eye towardtax efficiency.     There are good and not so good companies in every profession. That, of course, is true with the building industry. Contractors andsub-contractors normally specializein specific types of construction ofwhich they are best experienced.When a builder reaches beyond theirarea of expertise, problems can arise.

    The biggest problem that arises generally relate to financial incom-petence. When a family decides tobuild a new home, in almost all casesthey are embarking on the biggest financial investment of their lives. They need to be assured that theirbuilder has the experience and financial strength to coordinate thevarious subs and suppliers, and keepall bills paid as the project progresses.All too often an inexperienced contractor receives the large drawsduring construction, but doesnt havethe business background to allocatethose funds to suppliers, subs and the

    large amount of overhead that it takesto properly complete a project, before they take their profit. Many times builders underbid jobs due to the lack of a proper estimatingand bookkeeping system. Manybuilders are not good businessmen.Worse yet, some contractors underbidprojects simply for the cash flow, in hopes that they can makes endsmeet. That almost always leads toproblems for the homeowner.

    What can a consumer do to protectthemselves financially when building a new home? Florida has a Lien Lawthat helps protect the consumer, aslong as the homeowner understandsthat legal process. Most important, do not let the contractor get too farahead in draws as the project progresses. Make sure that a paymentfor a certain portion of the job is at a fair percentage for the work completed. When a homeowner has a mortgage, the bank has a fair system

    to monitor draws. Also very important,when a Notice to Owner is receivedduring construction, make sure thatinvoice is promptly paid with the next draw. Finally, at completion ofconstruction, demand a notarized Final Payment Affidavit from the contractor stating that all bills are paid.

    The vivacious Miss Pat is stillthe life of the party. For 18 years,the Pub was the Irish heartof the beach. When her hubbyBob passed, the best little IrishPub in Tampa Bay closed in 2002.You can find her dancing the lightfantastic with her beau, Frank, at the St. Petersburg Coliseum.

    From humble beginnings, as achild of the Great Depressionand World War II, Pat Packer livedthrough the good times and thebad, as have many others. Shewas married at a young age,

    raised five children, and managedto live through the unexpectedloss of one of those childrento a tragedy. Packer, as a successfulbusiness owner, built twoauthentic Irish pubs from scratch: McCarthy's PartyDetroit, Michigan,and The Harp & Thistle inSt. Pete Beach, Florida.

    Through tears and laughter, upsand downs, and her unwaveringfaith in God, Miss Pat tells herstory of fortitude, joy and familythat is not just blood, butshared happy experiencesand friendships made at The Pub.Celtic music and Irish performersplayed The Pub and internationalvisitors donated currency forthe decorative shadowboxes.     Miss Pat s patriotism is legendary.She attended the August 2012 Republican National Conventionin Tampa. OnVeterans Day andMemorial Day, the Harp & Thistlethanked the military for their hardwork, serving a free drink with

    snacks and encouraging them tobring pictures and memorabilia. Grandkids were welcome, and coloring books, balloons,checkers, chess and darts keptthem occupied under theirparents watchful eyes. The Harpand Thistles warm apple ciderand cinnamon stick was alwaysa big hit with the little ones.

    Her secret motto? Just for today,I will adjust myself to what is andnot try to adjust everything to myown desires. I will take my luckas it comes and fit myself to it,says Miss Pat.
