The Parish Pump was started in 1979 toprovide a free community magazine in theparish. It began as, and still is, a joint venture,
combining the church magazine and village magazine.The Parish Pump is sponsored by the Parochial Church Council and DebdenParish Council. Both bodies contribute financially to the cost of running themagazine by means of a donation, received annually. It is intended that themagazine reflects all aspects of village life within the parish and provides anopportunity for community matters to be raised. In addition to the informationrecorded in the magazine, our sister publication, the Debden Directory provides ahost of useful contact numbers for services ranging from bus times, local plumbers,doctors and restaurants. If you do not have a copy, please contact a member of thecommittee.
The magazine has editors but no official reporters. Consequently, an interestingmagazine depends on articles, news, etc. coming from people in the village. The
closing date for submitting material is: the 12th
of each month.The editors job is to edit. This means fitting the material into the space availableand trying to ensure there is a reasonable balance of views on controversialsubjects etc. Consequently, it is not always possible to publish everythingsubmitted and sometimes changes have to be made to the length of a contribution.Non topical articles cannot always be published in the next issue but will appearlater unless you are told otherwise. Contributions of up to 400 words have a betterchance of being published in full than longer ones.

EDITORIAL
It is good to see how many community events in Debden went on duringDecember and January; events that involved all ages from the Church Fairwith the nativity scenes (page 7); the Village Christmas party (page 23 ); thevarious Christmas services; Debden regatta (p 22); and the HistoryRecorders social evening (p 21). During the local Recorders evening,members were shown the DVD of the millennium events hosted by theVillage in 2000. What a magnificent range of activities there was and, onceagain, catering for all ages. It must have involved a tremendous amount ofplanning childrens workshops, a treasure hunt, a tea dance, a ball withdinner as well as the dedication of the New Room at the Church. The DVDalong with Trevor Frys stunning photographs are a worthy historical recordof a committed community. It was wonderful to see the enjoyment onpeoples faces and it is so encouraging to see what can happen wheneveryone works towards an agreed goal.
2014 sees the 100 years commemoration of WW1 - a time to reflect andgive thanks for strong, united communities in which men signed up and wentto war for their country. I know the Debden branch of the Royal BritishLegion is organising a commemorative event on August 4th and we alreadyhave Henry Blackies comprehensive leaflet on Debdens local heroes.
In addition, it is also 100 years since the Chelsmford Diocese was created-on 23
rdJanuary 1914 - and again there are going to be celebrations under
the heading of celebrate and commit. The parishes around Debden are alljoining together for a Team Service at Debden Church on 2nd
March at 4pmentitled Glimpses of Glory; in April there is an afternoon of fun, food andfellowship at St Marks College, Audley End to which all the local parishesare invited. These events only happen because people work together for acommon goal; to remember those who fought and died, to celebrate aDioceses 100 years and commit to ensuring that the life of the church goeson.
Debden people clearly know how to work together and organise events. Sowe must think carefully about the funding and the building of the new VillageHall. We need to ensure that we are working towards a common goal andcreating a place which is committed to the community; a place which can bebooked for community organisations - both large and small; a place whichcan be used for local events that involve all the community; a place thatcelebrates, Debden.

Public meeting to decide howwe pay for new village hall
A village meeting to help decide how to pay for Debdens new villagehall will be held on Thursday January 30 at 8pm in the village hall.Every household has received a leaflet (copy with the Pump) urgingresidents to attend the meeting, called by the New Village Hall Group(NVHG), Debden Parish Council and the Trustees of the village hall.
The meeting will hear the outcome of an extraordinary parish councilmeeting on January 23 to discuss a proposal by NVHG that the councilapplies for a government loan to get the hall project under way. NVHG saysthe loan would provide reassurance to organisations approached for a grantthat substantial funding had already been secured. The alternative would beto rely on generating funds from within the community.
Before applying for a loan, the council would need to have in place aguaranteed means of making repayments. NVHG is recommending that thecouncil increases the precept the parish councils working budget providedby Uttlesford District Council which would result in an increase in theparish element of the council tax. NVHG wants the precept increased thisyear to take advantage of a loan at low interest rates and avoid the risk of agovernment cap on council tax next year that could block this fundingsource. The measure would give the council a year to decide whether totake up the full or part-loan. If repayments can be covered by fundraising,the precept could be lowered the following year.
Window of opportunityWe should not miss this window of opportunity, said Stewart Luck,chairman of NVHG and a parish councillor. Efforts to build a new village hallover the last 15 years have failed through lack of funding at the start of theproject.
The council heard that an application for funding to Viridor, the wastedisposal company that makes grants to community projects to offset the tax
it pays for landfill, had been turned down. The grant would have paid for theconstruction of the shell of the building. Viridors decision was a bigdisappointment, said Stewart Luck. We are seeking funding from otherorganisations but in order to keep to our original schedule and start buildingthe hall this year, we need to show we have funding in place.
A condition of the loan would be that planning permission and final costingsare in place and that the scheme has community approval.

Some residents have expressed opposition to the loanand the consequent rise in council tax, preferring to waituntil sufficient money is available from fundraising, saidRoger Forster, vice-chairman of the parish council. Headded that others wanted substantial funds to comeinitially from private donors who could afford it and otherfunding bodies before the precept was considered as alast resort, which NVHG has stated as its fundraisingpolicy. He also believed that the building proposed wastoo large, could be costly to run and that car parking wasinsufficient.
All of these issues, and especially how the hall should befunded, will be discussed at the village meeting onJanuary 30. Following the village meeting, a furtherextraordinary meeting of the council will be held to set theprecept for this year by the February 13 deadline.
There is strong support for a new village hall, which willbenefit the whole community, so its right that everyhousehold has a chance to express their views on how itshould be paid for, said Stewart Luck. We are hoping fora big turn-out.

DEBDEN BRANCH PRESENTED WITH TWO PRESTIGIOUSESSEX COUNTY ROYAL BRITISH LEGION AWARDS
At the Annual Essex County Royal Brit-ish Legion Conference, held at theMarconi Sports and Social Centre inChelmsford on Saturday 10
thJanuary,
Debden Branch RBL was presented withtwo prestigious County Awards. The first
award was the Nigel Bird Trophy forthe Essex Branch without a Club toachieve the greatest percentage in-crease in membership over a period of 12months between 30
thSeptember 2012
and 30thSeptember 2013. To win this
trophy, Debden Branch membership in-creased from a total of 23 at the be-ginning of the period to 73 at the closingdate, a staggering increase of 317% inone year.
The second award was the Toby BraceTrophy for the runner-up small Branch inEssex which demonstrated the most improved efficiency over the last 12months. The Branch is a signatory to the Community Covenant with the RoyalEngineer Garrison at Carver Barracks and maintains close links with theRoyal Engineer units based there. It is affiliated to 1824 (Saffron Walden)Squadron ATC and Debden C of E Primary School. A total of 14 members ofDebden Branch have been presented with RBL Awards during the last 12months. The Debden Branch annual Poppy Appeal raised 1516.17 lastNovember, another increase for the fourth consecutive year.
Asked to comment on these awards, the Branch Chairman, Colonel (Retd)Roger Burgess OBE (Late 9/12 L) explained that in all our activities this yearwe have made a conscious effort to adhere to the 4 Pillars of the Royal BritishLegion, Remembrance, Welfare, Representation and Comradeship. In doing
so we have managed to raise the profile of the Branch locally and attract newmembers. This is a massive achievement for a small Branch like Debden andthe Branch is now vibrant and active. We now eagerly wait to see if Debdenhas qualified for the Jellicoe Cup, the RBL National Award for the smallBranch with the most increased Membership throughout the last year.

Dear Editors,
BT BROADBAND
I am sure I am not the only one in the village to be frustrated by theslow broadband speed we suffer in the village. Not only does itcreate problems if one tries to watch catch-up but it means it isimpossible to get the much-advertised BT Sport. I have complainedto BT, not least because of their direct mailing re BT Sport when theymust know that with our postcode we cannot get it! Initial responsespromised up-grading but I have now had confirmation that Open-Reach consider that it would not be commercial to upgrade Newportexchange. BT say we should make representations to the countycouncil to get them to use Government money for this. I haveregistered my support for this on-line but clearly the more peoplewho complain the better.
So, if you are concerned, do join in the process. On the other handsome of you may already be doing something about it or indeed havebetter ideas about what might be done to get some progress.
Perhaps the Parish Council could add its weight behind a campaignto put pressure on ECC.
I would be interested in the views of other villagers.

At the beginning of 2014, we wish all of our customers a very HappyNew Year!
Firstly I want to say a very big thank you on behalf of the Shop. Asmany of you will know, a Pub Quiz is held at the Plough every month
and during 2013 it was decided that any monies raised would bedonated to the Shop. As a result a startling donation of 379 wasannounced before Christmas. This money is a most welcome gift andwe owe our sincere thanks to all those who organised and took part inthe Quiz. It is greatly appreciated.
The Shop continues to stock items that we hope you will find useful,either to keep your store cupboard well supplied, or to answer the lastminute needs that we all have.
We have begun a new system of being able to supply fruit andvegetables. These are bought on Tuesdays and Fridays, to ensure thestock is always fresh. Please use this service, which we can expand ifthe need arises.
During the cold weather, which we are assured is coming, we willkeep a good supply of winter warming soups and 'comfort' foods. Wewill also ensure that we are well stocked with kindling wood and fire-lighters, so whatever the weather, the Shop will keep the village going!

NEWSFROMTHE PARISH CHURCH OF STMARY
Dear Friends,
Happy New Year! It was wonderful to see so many people, young andold, in Debden Church for one or other of our Christmas Services.There was such a happy atmosphere and a real spirit of love andcare. It is also very good to know we have helped those in need;Christmas collections amounted to 1133.65, of which 260.30 wasgiven to the Childrens Society and 380.00 to Crisis at Christmas.
Thank you so very much for your generosity and kindness.At the beginning of this New Year, no doubt you, like me, are lookingahead, making resolutions, planning projects and considering how tobring them to fruition; hopefully there will also be one or two lovelyevents on the horizon to which to look forward.
This will certainly be a very special year for Chelmsford Diocesewhich celebrates its centenary. Essex was originally part of theDiocese of London, then of Rochester, and finally of St Albans, whichwas an impossibly large diocese to administer.Thus the Diocese ofChelmsfordwas formed in 1914 becoming the second largest in theChurch of England, with a population of about 3 million across Essex
and East London.It is very young in Church terms, nonetheless 100years is a special anniversary and well worth celebrating. So this year,each church in the Diocese is being asked to put on a sparkling,attractive, appealing, intriguing event that will reach out into the localcommunity. Debden Church has begun thinking about this ideasare being explored; watch this space!
Sadly, this Christmas and New Year has been a difficult time for morepeople than usual, due to severe flooding and high winds in parts ofthe country. Many are still suffering and may face some monthsbefore their lives and livelihoods are restored to normality. Pleasekeep them in your prayers.

Reception Class, Class 1 and Class 2s performance of the Nativity,Donkey for Sale was amazing. The children performed to two packedaudiences. The singing, acting and narration were all brilliant. Well doneto all the children and a special thank you to all the teaching staff.

FODS (Friends of Debden School) organised and ran several key eventswhich included the childrens Christmas Sale, the Christmas Fayre,helping Santa to provide a gift for each child in the school and organisingraffles at each of the productions. A huge thank you to FODS for alltheir hard work.
The term culminated with our Carol Service at the Church which was led
by the whole school. Such a lovely way to end the term.

The Second Annual Debden Potato Challenge
In 2014, the challenge is to grow more potatoes than last year; the reward isto be crowned Debden Potato Master plus sundry peripheral benefits.
How it works:-
Registeras a grower with me at [email protected] soon as possiblebut by Friday 21
stFebruary at the latest; there are no age limits. At 8pm on
Friday 21st February in the Plough you will draw your seed potatoes fromthe sack.
Prepare your potatoes for planting however you wish but be warned cuttingis not permitted.
Plant your potatoes whenever you think appropriate, in a tub or bucket, insoil or growing medium of your choice. Only tub or patio planter-grownpotatoes will be assessed, flat grow bags or in the ground planting are notpermitted.
Nurture your potatoes as you wish fertiliser, nutrients, secret growingenhancers (yes Mr Wilson we are on to you this year) or talking nicely tothem are all permitted.
The competition ends on Saturday 19th
July when all competitorsassemble at the Plough at 12 noon to begin the judging which will be byweight of plant and potatoes. The Judges and competitors will visit each
competitors growing location to see the completion potato plants in situ.Each competitor, during the judging, provides refreshments for the Judgesand fellow competitors. It is anticipated that the judging will take at least 30mins at each location.
The Judge will lift the plant and record the weight of the plant and potatoes.The organisers request and require absolute silence during the meticulousassessment.
The Chairman of Judges is a knowledgeable vegetable grower and will beable to eliminate any additional spuds added to the tub (by accident ofcourse). The Chairman of Judges decision is final.
The results and awards ceremony will be at The Plough at 7 p.m.
Supporters of competitors and general bon viveurs are welcome to join thejudging tour. Last year the party swelled as we progressed and we evenhad farmers from Chichester. Steve and Bridgette Jasper and Mike and PatFairchild have a lot to live up to this year to exceed their fantastic hospitality.
Entry fee - 5 - paid asap to secure your entry. The excess entry money,after deduction of the costs and fees, will be awarded to the winner of thecompetition, who I am sure will want to buy his fellow competitors a victorytipple. Any further information from [email protected]

DEBDEN LOCALHISTORYRECORDERSGROUP-
The Group held its annual Social Evening in January. The event had adistinctive Millennium celebrations flavour as it featured a showing of aDVD of film footage recorded during the Millennium events held over aweekend in May 2000. This included scenes from Childrens Activities, theDinner and Ball, the Tea Dance and the Consecration and Dedication of theParish Churchs New Building. The showing was made possible thanks tothe efforts of Colin Magness, one of our members, who undertook to edit themany hours of footage into a very comprehensive and amusing historicdocument which will provide a snapshot of our village for future generations
Watching theDVD broughtback manymemories tothose, likemyself, thathave lived inthis village formany years,of people thatfor all sorts ofreasons are not with us any longer. The biggest reflection, though, came to
me watching the Dedication of the New Building when I realised that, in allthe many centuries that the Parish Church has been in existence in thevillage, this was the first time that a major alteration to the church had beenrecorded both visually and in sound form for posterity. There are, in fact, nodrawings or, more recently, photographic records, of events leading to themany additions and/or major changes that the building undertook over thecenturies, from the erection of the Chiswell chapel to the various rebuildingsof the bell tower. We are truly fortunate that modern technology enables usto record these happenings for future generations. To complement theshowing of the DVD we had an exhibition of photographs that have beengenerously donated to the Group by Bridget Fry from Trevors superbcollection of Debden photos taken over the years. Our next event will be a presentation on Debden Charities date and venueto be confirmed as in the foreseeable future we will be unable to book theVillage Hall during the week as it is hired out to dancing classes. The AGMwill take place in May (date tbc) when it is hoped to deliver a talk on the Fireof Debden 1907 .

Debden yachties no match for das boot
What do the following have in common: a floating box of matches, a steamengine in a plastic container and an aluminium foil turkey tray? If you havenot got the answer, the pictures should give you a clue, writes the Pumpsyachting correspondent. These were some of the more inventive craft thattook to the water at Mica Browns traditional Christmas boat regatta.
As usual, theevent wasconducted underRoyal Yachting
Association rules,and the recentAdmiralty diktatabout notdrinking andsailing wasstrictly observeduntil someonefound a bottleopener.
This year therewere at least twocatamarans
made out of chunks of insulatingboard, several craft knocked up in
minutes when their skippers realised the date, and even one or two actualyachts with sails. Asked why his floating matchbox craft was namedMatchless, skipperMichael Barton said,its because the crewnever go on strike.
Although Britishdesign was very muchto the fore, it wasRoys boat bearing
German insignia thatcarried off thepriceless trophy.

Some liked it hot at the Debden Christmas bash
Debdens Christmas Party was spiced up this year with a curry supper and a
disco under a tented ceiling in the Village Hall.
Sue and Trudie want to thankeveryone who came andsupported the Christmas Party -apologies to anyone whose curryor plate was not as warm as itshould have been. It was achallenge!
Special thanks to Tracey and Nick(Barker/King) for lending us their whitesheeting again and for putting it up andto all those who helped decorate thehall and clear away. It was quite a nightand 200 went to the Village Shop.

News from DebdenPentecostal Church
Dear Friends,
Anyone who has visited our coffee morning will know Bill andAudrey Rawlings who have faithfully run this activity in thechurch for many years. In December Bill and Audrey celebratedtheir 60th wedding anniversary and testified to Godsfaithfulness over all theyears of married lifetogether. In the photo thehappy couple are beingpresented with a gift fromthe church by Paul Baker.
They were also delighted toreceive a card from HerMajesty the Queen.
For several years a family from the Carver Barracks have beenmeeting with us and have been a real help and blessing to us.During this time we felt with them the deep trials of two postingsto Afghanistan but were able to keep in touch by email andsupport them with our prayers. Come this January we sadly hadto say farewell as they were moved on to another barracks. Weheld a special farewell service for them on the 5th January as
they moved on to their new posting.

December Parish Council MeetingCo-option of a new Council member
Jeanette OBrien was co-opted to the Council with immediate effect.
Footpaths
The wooden bridge which goes over a deep ditch on Footpath 44 at DebdenGreen is rotten. ECC will be asked to deal with this urgently.
Byway 63, off Rook End Lane, will be temporarily closed from 16thDecember
2013 for six months for drainage work to be undertaken. Full details on thenotice boards.
Smiths Green Car Park
Several cars have been broken into recently. In view of this, UDC will beasked to remove the hedge on the road side. Any further incidents shouldbe reported to the Police by phoning 101.
Crossroads at Debden Green
The Council will be liaising with Dist Cllr Knight following the report in theDecember Parish Pump regarding a number of accidents.
Event to mark the beginning of World War 1
An event will be held in the village on Monday, 4thAugust to mark the
outbreak of World War 1. Further details will be available shortly .Petition by Uttlesford United Residents Group to UDC
The Uttlesford United Residents Group is made up of several action groupsacross the area plus Parish and Town Councils, and individuals. They haveserious concerns about the UDC Local Plan and are inviting Parish Councilsto sign their petition urging UDC to reconsider. It was agreed that thepetition should be signed by the Council.
ECC Winter Salt Bag scheme
Thanks were expressed to the four residents who have volunteered to helpsalt the pavements etc., in different parts of the village.
VAS signs in Thaxted Road
The new flashing VAS sign will be erected in the grass verge opposite No.10Smiths Green after Christmas.
Progress Report on the New Village Hall
The Viridor application has been submitted to cover the cost of building theshell of the new hall. Further funding will be needed to cover the interior.Cllrs.Tetlow and Luck will visit UDC on 9

the terms and implications if a loan of 200,000, or alternatively 50,000, isrequired. The Council reiterated that they would need a fully costed proposalplus a business plan in order to consider using the Precept. It has alreadybeen stated this would only be used as a last resort.
As the plan for the new Village Hall has less usable parking spaces than atpresent, it was suggested that additional parking space is created behind thepavilion. The NVHG agreed to consider this.

Notes for Parish Pump on January Parish Council Meeting
Potholes
All the potholes through the village have been reported to ECC and a letterwill now be sent to Cty Cllr Simon Walsh. The Council would urge as manyresidents as possible to contact ECC, www.essex.gov.uk/highwayfaultreporting or 0845 6037631 and lodge their complaints.
Parking problems
It would be appreciated if cars would not cause an obstruction by parking onthe pavements. A gap of 1M should be left to avoid a penalty.
GrittingThe ECC gritting lorry is now covering Debden Green as the road has beenreclassified. Gritting routes can be viewed on the website,www.essex.gov.uk
UDC Consultation on Housing Strategy and Additional sites

Football match 4th January 2014

Debden started 2014 lying in 2nd
position in the league and travelled to LittleDownham Swifts to continue their campaign in the John Ablett Cup. Debdenwent to the match with little expectation that it would go ahead due to thehorrible January rain and cold. However, the match was played andDebdens 2014 campaign was underway. Debden started extremely slowlyagain, which has been their downfall all season, finding themselves down 2-0 in the first 15 minutes. Debdens lack of experience in the defence was
letting them down and Lee Chapman (Debdens manager) quickly switchedfrom 3-5-2 to the norm 4-4-2. Like switching on a light, Debden was nowplaying good attacking football and creating opportunities for Zak Rayner toscore. The breakthrough finally came when Michael Pearce finished from acorner raising Debdens spirits and opening up the game. This great build upsoon led to Adam Porter smashing the ball into the back of the net, clearlystating Debdens intentions to go on and win. Debden now had themomentum and didnt look anything like the same team at the start of thematch! Again good ball movement led the ball to Zak Rayners feet. Raynerwas one on one with the Swifts keeper and cheekily dribbled it around thekeeper and poked it in the net. Debden then sealed up the Cup win withCharlie Segar slotting home to bring Debden a 5-2 away win and continue
Debdens Cup run that they believe will end in silverware this season.
