When Toronto Transit Commission (TTC) Chair Josh Colle and CEO Andy Byford stood up Monday to talk about Bombardier and the missing light rail vehicles, they didn’t want to dwell on the past.

On the one hand, it’s an odd subject to avoid – given the trouble the city is having with its elusive new streetcars is very much a consequence of past decisions.

On the other hand, the busi-ness of the day on April 25 had nothing to do with repudiating past administrations, and everything to do with delivering Bombardier Transportation the most scathingly public single-star Yelp! review possible.

Bombardier had it coming. The Montreal-based company

should have, by the schedule of delivery, provided a total of 73 new streetcars delivered to the TTC by the end of 2015.

Actually delivered in that time? Fourteen. And as of today? Seventeen. There were problems, mostly to do with a decision by Bombardier to outsource produc-tion of some of the custom parts to Mexico. But Bombardier had assured the TTC that they were ironed out, and promised to have 54 delivered by the end of 2016.

On Monday, Bombardier made it clear, via a new CEO, that if they work very hard they can guaran-tee that 13 additional vehicles will be delivered by the end of the year.

That means that the TTC will likely have to refurbish even more of its stock of older streetcars, adding to the $34.1 million it’s already spending to do so because of the earlier backlog.

Bombardier’s covering that much. But because of the contract that the city signed,

it is only liable for $51 million in costs due to delay. It is here, of course, that one is led straight to the past – specifically, to 2009, when former mayor David Miller convened a special council meeting during a long civic strike, to ink the $1.2 billion deal with Bombardier that would eventually go so very wrong.

Toronto paid a larger portion of the purchase price than it should have, as Ottawa turned down a request to pay for a third of the bill, and it came at the cost of deferring certain capital projects. It was a competitive bidding process, but an imperfect one, as the only serious competitor – the German-owned manufac-turer Siemens – struggled with Canadian content requirements and effectively disqualified itself with an untenably high bid.

And Bombardier won the con-tract, with a requirement for only 25 per cent Canadian content and as it turns out a sweetheart of a contract. It’s hard to say what Miller’s city government might have done differently. Perhaps held out for more bid-ders? Enforced a larger Can-Con rule to keep production out of Mexico, or done away with it entirely and forgone funding that was dependent on it? Or just paid hundreds of millions more for the same number of streetcars to a foreign-owned company with a good record?

This, perhaps, is another reason why Byford and Colle aren’t too quick to blame the Miller regime for the decision. In the end, going with any of those options involved taking a chance on one of a range of options. And while it might not always turn out the case, in this case the least expensive, most tempting option was the worst bet.

Bloor bike lanes a correct path for improving safetyT

oronto councillors may feel they will have a tough decision to make when they meet next week.

Absent any advice from the Public Works and Infrastructure Committee, councillors will have to decide whether to launch a pilot project on Bloor Street West to see whether a short stretch of that road can endure and maybe even benefit from a bikeway, separated from car and truck traffic.

Watching the strained debate that took place Monday at the com-mittee, one might think the decision would strain even the wisdom of King Solomon.

Bloor Street is a significant east-west artery, and removing the lanes from car traffic will cut automotive access in half.

At the same time, climate change and a growing population dictate that we cannot continue to encourage fossil-fuel-burning cars and trucks in

our downtown without offering safe alternatives. Yes, it’s another battle of cars versus bikes.

We hope that when this comes to Toronto council, councillors will stand down from the battle-ments and take a rational look at this very rational plan to consider expanding our city’s cycling network.

The pilot proj-ect is just that – an experiment to see how Bloor Street and the surrounding neighbourhoods would fare if the city were to install cycling infrastructure similar to the separated bike lanes on Sherbourne Street, and on Richmond and Adelaide streets. The separated lanes have worked out well there, in

some cases tripling the number of cyclists using the routes.

That’s impressive enough. But there is another more immediate reason for

trying separated lanes on Bloor.

As it stands, the street is dangerous for cyclists. Between 2008 and 2012, the stretch of road in question – between Shaw Street and Avenue Road – has had an average of 22 collisions a year. Most of those were dooring, fol-lowed by a motorist trying

to pass a cyclist and a motorist driving into a cyclist out of on-street parking.

Separated bike lanes would reduce those types of accidents. It would make all Torontonians safer.

And that, in and of itself, is worth a look when it comes to this pilot project. Council only has one choice.

From Uber to Airbnb, there’s little question traditional markets are getting a shakeup.

More and more, people are looking for cheaper, more conve-nient ways to get the goods and services they need, whether it be rides, accommodations, housewares or even a bite to eat.

The sharing economy, as it has come to be known, is grow-ing in stature and popularity, with a growing number of compa-nies and groups offering peer-to-peer sharing and swapping. From Canadian-made eBay offshoot Kijiji to more localized organizations such as the Toronto Tool Library and Bunz.com, shoppers have plenty of options that will help them reduce waste and save money – in some cases, not having to spend a dime to get the things they need.

Kijiji is perhaps the best-known Canadian success story in the sharing economy. Launched in 2005 by Janet Bannister of Brampton, it is now the fourth-most popular website in Canada and is visited by 16 million Canadians a month.

Shawn McIntyre, Kijiji’s community and communications manager, said the greatest hurdle for disruptors of conven-tional retail lies in convincing people that buying second-hand goods doesn’t necessarily equate to buying second-rate goods.

that these items aren’t necessarily good,” he said.It appears that message has been heard loud and clear by

many. The second-hand economy, as McIntyre calls it, has become a multi-billion dollar industry, with Canadians averaging 77 items bought or sold and $1,000 earned per year.

“About $30 billion has gone into our GDP in Canada based on the second-hand economy,” he said.

For those who argue that the sharing economy hurts the overall economy, McIntyre noted that Canada is not generally a manufacturing nation, and that buying goods directly from other local residents actually helps matters.

“You know your money is staying in Toronto,” he said.The Toronto Tool Library (TTL) offers members a chance to

borrow tools for various handiwork, and its new offshoot – the Sharing Depot, which launched on Wednesday – has expanded its offerings to include camping gear, party equipment, sports equipment and more.

Members simply pay an annual membership fee to get unlim-ited access to tools, which they can access at four locations across Toronto. The tools are maintained and repaired, ensuring they are always in working order.

Offering up the option to borrow tools – including power tools – benefits users in multiple ways, said TTL co-founder and president of the Institute for a Resource-Based Economy Lawrence Alvarez. He noted that the traditional option – buying tools even if you were only going to use them once or twice – is hugely wasteful.

“It’s wasteful to your pocket because who wants to buy these things, it’s wasteful to your time to look for them and acquire them and it’s also of course wasteful to space in your house, which you do not have a lot of, and it’s wasteful to the environment,” he said.

Alvarez noted that the sharing economy is poised to become an even bigger part of people’s lives.

“I could see sharing resource hubs – think of it like a shar-ing mall, where you can go and get anything you want without having to buy and store it,” he said.

Bunz is perhaps as grassroots a success story as you’re likely to see. It was started up by Emily Bitze as a means to fill a need of her own. She was looking for a can of tomatoes to make pasta sauce and started up a Facebook group between friends through which swaps could be arranged.

From there, it has grown to a much larger community with some 40,000 members.

“I simply had a hard time making ends meet,” Bitze said of Bunz’s humble origins. “Being a bit of a collector, I had a lot of things and thought I could trade some of those things for other things I needed, like food.”

Bunz offers a huge variety of items for trade – appliances,

clothes and even leftover food and well-wishes – with many sellers asking for nothing in return.

“There’s definitely been a lot of quirky stuff,” Bitze said. “Someone on our app wanted to re-propose to his wife, so he got a bunch of Bunz members to go down to Yonge-Dundas Square and help him do that,” she said. “A lot of people will trade away leftovers because they can’t finish the food they made.”

Key to the sharing economy is finding safe zones for trades to take place. The Toronto Tool Library has people come to their own locations to borrow tools, while both Kijiji and Bunz encour-age people to meet in neutral, safe areas when looking to make an exchange. Bunz also has a feedback option where members can rate and review others.

Whether looking to cut corners on spending, cut down of their own waste or save space, the sharing economy is here to stay.

“It’s not like we’ve come up with some crazy new idea,” Bitze said. “It just makes sense.”
