I have always felt that Parkfairfax gives me the best of both worlds, combining the proximity to the city with the kind of lush landscape that is usually only available much farther out in the suburbs. ere is a real sense of community here. I enjoy improving my home and working in my gardens, and spend as much time on my patio as possible, with pup and partner. I have worked on the landscape committee and the architectural planning board in the past, and continue to be involved in the future of the community. If I had to give as few as two reasons why I’m still here, I’d say landscape and location. Why I Live Here I started looking at Parkfairfax during the conversion, in 1980. While I was looking initially for a house, they were completely out of price range for anything close-in with nicely sized rooms. Much of the Parkfairfax neighborhood at that time was run down and under renovation, and I remember thinking,“Ugh , I wouldn’t want to live in this slummy area.”

One day I looked at the models and became intrigued. The interiors were charming and kind of old fashioned looking but had big square rooms and large windows. By this time, the remaining units were being sold on a lottery basis. I gave them a deposit check, and my name went into the drawing. My check came back in a week or so, saying sorry you were not selected, but come back 10 days from now for the sales that will fall through. I did that, picked a unit on the map, and again gave a deposit .Then I got to go look at it and decide if I wanted to keep it, and I did.

I have always felt that Parkfairfax gives me the best of both worlds, combining the proximity to the city with the kind of lush landscape that is usually only available much farther out in the suburbs. There is a real sense of community here. I enjoy improving my home and working in my gardens, and spend as much time on my patio as possible, with pup and partner. Community Feedback Session

Saturday, September 13, 2014 9 – 11 a.m.

Parkfairfax Party Room, 3360 Gunston Road

We invite you to join members of the Board of Directors and Management for the next Community Feedback Session on Saturday, September 13, 2014, 9-11 a.m. in the Party Room at 3360 Gunston Road. Since the last session in January, there has been a lot going on. This will be a great opportunity to update the community on some of the initiatives the Board is considering and introduce our new General Manager, Mark Miller. Mark has been on the job for almost five months and is making positive strides in improving the daily management and operations of the community. This will also be a chance for community members to share their feedback and questions with the group. If you have specific questions you would like addressed at the session, please send them to the Board of Directors and Management at [email protected] no later than Wednesday, September 10. We look forward to your attendance and feedback at this event.

Most residents know the Parkfairfax plumbing staff as the people who fix the leaking faucets or replace toilets or snake clogged drains. But the plumbing staff is responsible for many more activities than responding to unit work orders.

Currently the crew is replacing water heaters in 51 boiler rooms with high-efficiency 80-gallon hot water heaters. This is the third year of a five-year project during which 14 water heaters are replaced each year. Plumbers also oversee the sewer lateral program. A contractor is installing clean-out pipes that extend up from the ground and connecting them to sewer pipes in the buildings. This effort will allow the plumbing crew to easily access the outside pipes with a snake and generator to eliminate any clogs without having to go through the crawl spaces. The contractor has finished the current project a month ahead of schedule, so there are now only 20 sites remaining.

One of the big projects for the plumbing crew is sealing all the pipes in the crawl spaces. The pipes are being insulated and sealed with foam to prevent rodents from gnawing through the pipe walls and to prevent steam or condensation from rising into the building and wall cavities causing mold if the pipe has a leak. There are only 15 buildings remaining to be serviced. The project is expected to be completed by October.

These staff members also routinely inspect the sump pumps; maintain the underground storm drain lines from the build-ings where the gutters feed into the pipes; handle repairs in the office, fitness center and pools; handle repairs for the USP program; and assist with the installation of French

drains for erosion control. At present there are eight men on the plumbing staff, but that number may increase to 10 in the future.

Cathy Condo Answers Your Questions

Dear Cathy Condo,

There is a landscaped common area behind my building that has become an eyesore. It was originally planted with English ivy, but now the ivy bed has Virginia Creeper, poi-son ivy and assorted weeds. I would attempt to remove the weeds from the area, but I am highly allergic to poison ivy. Recently my building underwent repairs and all the shrubs in the front were removed and saved for replanting. I spoke with the previous landscape director about removing the ivy and putting those shrubs in as a way to fix the problem. Unfortunately, the building repairs went on longer than expected and the shrubs died over the winter. Now that the landscape director is no longer here, who can I contact about cleaning up the ivy patch and putting in some plants that would beautify the area?

Sorry to hear of the eyesore and the loss of plants to remedy the situation. As you mentioned, the community is cur-rently without a landscape director. The Board has sent out a Request for Proposal to local landscape design firms for landscape assessment, planning and maintenance oversight. The deadline for bids was August 25. The bids were be reviewed and the selected bidders were interviewed. The Board hopes to have the contractor on site by October. Please consider contacting the office in September to ar-range for someone to assess the overgrown area and make a plan for its beautification.

Fall Mulching

For residents who wish to mulch their gardens, staff will de-liver bagged mulch to residents at a price of $5.25 per bag. To order the mulch a resident should complete the form in this issue of the Forum by September 30. Delivery will be made to each resident during the first week in October.

Residents will also be able to pick up free loose (not bagged) leaf mulch at the Maintenance Yard.

Transportation and Land Use Committee

This committee monitors the transportation and land use is-sues in the City of Alexandria and surrounding areas. Notably, the committee closely watches the HOT/Express Lanes that the state (VDOT) is installing south of Alexandria and the po-tential effects on Parkfairfax. The committee has been active in improving bus transportation through Parkfairfax (new metro and DASH routes) and is interested in implementing a Capital Bikeshare stand in the community. Additionally, the com-mittee also works on ways to improve pedestrian safety and parking. Members participate in the City’s Federation of Civic Associations. The meetings are the second Thursday of each month at 7:30 p.m. If you are interested in serving as the com-mittee chair or a committee member that will help improve the community’s transportation options, as well as monitor City, regional, and state activities affecting Parkfairfax, please contact the Board Liaison to the committee, Robin Woods at [email protected].

Building and Utilities Committee

The committee reviews and studies topics related to the maintenance and integrity of the buildings. Additionally, the committee reviews utility consumption and delivery, reviews the provision of services by or on behalf of the Association, and refines budgetary procedures and recommends cost-efficient methods of usage and services. Past activities included research-ing the trash contracts to help get a recycling bin in the main-tenance yard and installing aerators on the laundry room sink faucets to save water. The meetings are the fouth Tuesday of each month at 7:30 p.m. If you are interested in serving as the committee chair or a committee member that will help find efficiencies in the way we operate and maintain our infrastruc-ture, please contact the Board Liaison to the committee, Rich Moha at [email protected].

This time of year we historically see many more non-routine applications for patios, planting, edging, etc. The majority of owners do some of the work themselves; however, many use outside contractors. Lately we have had a few instances where debris were either left at the location or dumped nearby. This could be pieces of stone, pavers or brick, soil, sod, or stone/sand underlayment. We reminded residents that it is the unit owner’s responsibility to oversee the con-tractor’s work and follow the covenant guidelines.

1. Dumping debris within the property is strictly prohib-ited.

2. When in doubt please contact the office immediately and we will be glad to assist you in determining where the debris can be placed. Remember we have a brush/landscaping debris open-top container at the Mainte-nance Yard.

3. Third, most soil and sod can be reused elsewhere on the property, on paths or eroded areas. In fact, our staff just reused pachysandra that we had removed from behind a unit to replant an erosion control berm we just finished. Again, contact the office for assistance.

4. From time to time residents have called in to report incidents of dumping or failure to clean up after con-struction. We encourage everyone to continue to do so.

5. We have received many requests for tree pruning. We have already completed assessing, pruning and remov-ing many trees and limbs on just about half of the prop-erty. We are now assessing the next section. However, if you see a branch or tree that you feel poses an immedi-ate threat to person or property, please call the office right away.

I want to thank everyone for their patience and commit-ment to Parkfairfax. Moving forward we will all benefit from the end result. We are “Service Oriented, Community Driven.”

This was the first summer series where every band included vocalists, and the feedback from concert goers was positive.

It is becoming increasingly clear that trees help people live longer, healthier, happier lives—to the tune of $6.8 billion in averted health costs annually in the U.S., according to research published recently. And we’re only beginning to un-derstand the nature and magnitude of their tree-benevolence.

In the current journal Environmental Pollution, forester Dave Nowak and colleagues found that trees prevented 850 human deaths and 670,000 cases of acute respiratory symptoms in 2010 alone. That was related to 17 tons of air pollution removed by trees and forests, which physically intercept par-ticulate matter and absorb gasses through their leaves.

As you might recall from the June 1862 issue of The Atlantic Monthly, Henry David Thoreau wrote, “I cannot preserve my health and spirits unless I spend four hours a day at least—and it is commonly more than that—sauntering through the woods and over the hills and fields, absolutely free from all worldly engage-ments.”

It’s more time than most of us feel com-fortable investing in sauntering. Luckily it’s also more than is necessary to benefit from the coddling of our wooden keep-ers. I emailed lead researcher Nowak for comment on his new findings but received an out-of-the-office reply, perfectly.

The culmination of the research is the map delineating where trees are most protective. In general, the more trees are in an area, the more pollution those trees remove. But they also remove more pollution-per-tree in areas where population density is high, and the health value derived from pollution removal is highest in urban areas.

“In terms of impacts on human health, trees in urban areas are substantially more important than rural trees due to their proximity to people,” the researchers wrote.

When the emerald ash borer began ravaging thousands of trees in the American Midwest, as Lindsay Abrams noted in The Atlantic last year, rates of human death from cardiovas-cular and respiratory illness increased. One study monitored disease rates in 15 states from 1990 to 2007, where the borer was associated with 6,113 human deaths from illness of the respiratory system and 15,080 deaths from heart disease. And those medical outcomes don’t even include the known psychological merits of tree proximity.

In one famous 1970’s study of patients recently liberated of their gall bladders in a Pennsylvania hospital, those whose

rooms had a view of trees recovered more quickly than those looking out at another building.

Nowak replied to me shortly after his auto-mated response. “The takeaway is that trees have a huge impact on pollution,” he told me by phone, “and when popu-lations increase, trees have a greater impact based on being close to where people live.”

Before designing urban landscapes simply to optimize air-pollution re-moval, Nowak said, we’d do well to also consider

other benefits of trees related to energy conservation, like changes in air temperature, water, and wildlife.

Air pollution now kills around seven million people every year globally, according to the World Health Organization. Factoring in the other costs of air pollution—not just to human health, but building and material damage and crop losses—Nowak’s current study puts the total annual value of pollution removal by U.S. trees at $86 billion.

RESIDENT FORUM

Ms. Sharon Liebetreu from 1634 Fitzgerald Lane reported on the standing water issue behind building 915. Ms.Liebeteu reported that steady erosion has created a water chan-nel that never dries out, sometimes resulting in standing water for days at a time. The result is a breeding ground for mosquitoes that poses a public health issue. Ms. reported that unsuccessful attempts have been made to resolve the issue and a sense of urgency is necessary at this time. Mr. Miller reported that he would follow-up with the issue within the week.

Mr. Chris Bartos from 3707 Lyons Lane requested that the removal of partition walls be changed from a non-routine to routine approval procedure. Mr. Bartos reported that he is contracting for a remodel of his kitchen and the work is being delayed by the Cov-enant’s process because currently removal of walls partitioning the kitchen from the dining and living room areas is considered a non-routine procedure. Also, Mr. Bartos stated that the necessity of having an engi-neer affirm that a wall is not load bearing is an expensive extra cost to the resident and should be stopped.

COMMITTEE REPORTS

Activities Committee: Ms. Woods reported that an ice cream social and concert are scheduled for this weekend. Mr. Sparks reminded management of the importance of outside vendors providing a certificate of insurance, as needed.

Recreation Committee: Mr. Grimsley in-quired about the two missing pool umbrellas and umbrellas or sunshades at the children’s pools for next season. Mr. Miller reported that the missing umbrellas have been replaced and options for the children’s pool will be researched for next pool season.

Alexandria Federation of Civic Association: Mr. Bush reported that Virginia Dominion Power will be digging to provide electricity for Potomac Yard along Four Mile Run. The next meeting regarding this work will be in the fall.
