The technical guidelines (TGs) are the result of a collaborative effort between the United Nations Industrial Development
Organization (UNIDO) and the International Network on Small Hydro Power (INSHP). About 80 international experts and 40
international agencies were involved in the document’s preparation and peer review, and they provided concrete comments
and suggestions to make the TGs professional and applicable.
UNIDO and the INSHP highly appreciate the contributions provided during the development of these guidelines and in
particular those delivered by the following international organizations:

- The Global Network of Regional Sustainable Energy Centres (GN-SEC), particularly the ECOWAS Centre for Renewable

Foreword
TheUnitedNationsIndustrialDevelopmentOrganization(UNIDO)isaspecializedagencyundertheUnitedNationssystemtopromotegloballyinclusiveandsustainableindustrialdevelopment(ISID).TherelevanceofISIDasanintegratedapproachtoallthreepillarsofsustainabledevelopmentisrec-ognizedbythe2030AgendaforSustainableDevelopmentandtherelatedSustainableDevelopmentGoals(SDGs),whichwillframeUnitedNationsandcountryeffortstowardssustainabledevelop-mentinthenextfifteenyears.UNIDO’smandateforISIDcoverstheneedtosupportthecreationofsustainableenergysystemsasenergyisessentialtoeconomicandsocialdevelopmentandtoimpro-vingqualityoflife.Internationalconcernanddebateoverenergyhavegrownincreasinglyoverthepasttwodecades,withtheissuesofpovertyalleviation,environmentalrisksandclimatechangenowtakingcentrestage.
INSHP(InternationalNetworkonSmallHydroPower)isaninternationalcoordinatingandpromotingorganizationfortheglobaldevelopmentofsmallhydropower(SHP),whichisestablishedontheba-sisofvoluntaryparticipationofregional,subregionalandnationalfocalpoints,relevantinstitutions,
utilitiesandcompanies,andhassocialbenefitasitsmajorobjective.INSHPaimsatthepromotionofglobalSHPdevelopmentthroughtriangletechnicalandeconomiccooperationamongdevelopingcountries,developedcountriesandinternationalorganizations,inordertosupplyruralareasinde-velopingcountrieswithenvironmentallysound,affordableandadequateenergy,whichwillleadtotheincreaseofemploymentopportunities,improvementofecologicalenvironments,povertyallevi-ation,improvementoflocallivingandculturalstandardsandeconomicdevelopment.
UNIDOandINSHPhavebeencooperatingontheWorldSmallHydropowerDevelopmentReportsinceyear2010.Fromthereports,SHPdemandanddevelopmentworldwidewerenotmatched.Oneofthedevelopmentbarriersinmostcountriesislackoftechnologies.UNIDO,incooperationwithINSHP,
throughglobalexpertcooperation,andbasedonsuccessfuldevelopmentexperiences,decidedtodeveloptheSHPTGstomeetdemandfromMemberStates.
TheseTGsweredraftedinaccordancewiththeeditorialrulesoftheISO/IECDirectives,Part2(seewww.iso.org/directives).

Introduction
SmallHydropower(SHP)isincreasinglyrecognizedasanimportantrenewableenergysolutiontothechallengeofelectrifyingremoteruralareas.However,whilemostcountriesinEurope,NorthandSouthAmerica,andChinahavehighdegreesofinstalledcapacity,thepotentialofSHPinmanyde-velopingcountriesremainsuntappedandishinderedbyanumberoffactorsincludingthelackofgloballyagreedgoodpracticesorstandardsforSHPdevelopment.
TheseTechnicalGuidelinesfortheDevelopmentofSmallHydropowerPlants(TGs)willaddressthecurrentlimitationsoftheregulationsappliedtotechnicalguidelinesforSHPPlantsbyapplyingtheexpertiseandbestpracticesthatexistacrosstheglobe.Itisintendedforcountriestoutilizethesea-greeduponGuidelinestosupporttheircurrentpolicy,technologyandecosystems.Countriesthathavelimitedinstitutionalandtechnicalcapacities,willbeabletoenhancetheirknowledgebaseinde-velopingSHPplants,therebyattractingmoreinvestmentinSHPprojects,encouragingfavourablepoliciesandsubsequentlyassistingineconomicdevelopmentatanationallevel.TheseTGswillbevaluableforallcountries,butespeciallyallowforthesharingofexperienceandbestpracticesbe-tweencountriesthathavelimitedtechnicalknow-how.
TheTGscanbeusedastheprinciplesandbasisfortheplanning,design,constructionandmanage-mentofSHPplantsupto30MW.

1 Scope
ThispartoftheDesignGuidelinesspecifieshowtoformulatecostestimationsforsmallhydropower(SHP)projectsanddetailshowtopreparecostestimationdocuments.

3 Termsanddefinitions
Forthepurposesofthisdocument,thetermsanddefinitionsgiveninSHP/TG001apply.
4 Generalprovisions
4.1 Costestimationsofprojectsshallbeformulatedaccordingtothepriceandpoliciesinthefor-mulationyear.Inthecaseofmajorchangestothedesignplan,quantitiesofitemsandcostlevelinthecommencementyearoftheproject,thecostestimationshallberevisedaccordingly.
4.2 Investmentforsocialandenvironmentalprotection(includingthefeesoflandacquisition,re-settlement,environmentalprotection,soilandwaterconservation,etc.)shallbecalculatedinac-cordancewithrelevantprovisionsofsocialandenvironmentalimpactassessment,andthenincludedinthetotalprojectinvestment.
4.3 Investmentfortransmissionengineeringbetweenahydropowerstationtothesubstationofthepowergridshallnotbeincorporatedinthetotalprojectinvestment.

5.1 Overview
Costestimationsofahydropowerprojectmaybedividedintotheconstructionpartandsocialandenvironmentalprotectionpart,ofwhichtheconstructionpartmayincludeconstructionoftemporaryworks,constructionofcivilworks,electromechanicalequipmentandinstallation,hydromechanicalstructureandinstallation,andmiscellaneouscosts,asshowninFigure1:

5.2 Compositionoftheconstructionpart
5.2.1 Constructionoftemporaryworks
Thisreferstothetemporaryworksbuilttoassisttheconstructionofthemainworks,whichcanbecomposedofthefollowingcomponents:
a) Riverdiversion
Thismayincludeopendiversionchannel,diversiontunnel,bottomdiversionoutlet,construc-tioncofferdam (includingriverclosure),reservoirimpoundmentandtemporarydownstreamwatersupplyworksduringstorageperiod,hydromechanicalstructureandinstallation,etc.
b) Transportationforconstruction
Thetemporarytransportationfacilitieswithinandoutsidetheconstructionsiteservingthepro-jectconstructionmayincludehighways,bridges,constructionadits,waterwayworks,bridgeandculvertandroadreinforcement,aerialcableways,ramphoistways,andthemaintenanceandmanagementofpermanenttransportationworksandtemporarytransportationfacilitiesdur-2

ingtheconstructionperiodofthepowerstation.
c) Powersupplyforconstruction
Thismayincludehigh-voltagetransmissionlinessupplyingpowerfromtheexistingpowergridtotheconstructionsite,transmissionlinesof10kVandaboveontheconstructionsite,andpowersupplyfacilitiesworksof10kVandaboveoftheoutgoinglines,etc.Thepowersupplyfacilitiesmayincludetheconstructionofsubstations,substationequipmentandinstallation,aswellasthesupportingfacilities.
d) Housesforconstructionandconstructionmanagement
Thisreferstothehousingconstructionprojectsandsupportingfacilitiesrequiredforthecon-structionandconstructionmanagementduringtheprojectconstruction;itmayincludesitelev-elling,constructionwarehouses,auxiliaryprocessingplant,workingandlivingcamp,outdoorworks,aswellasthemaintenanceandmanagementofpermanentandtemporarybuildingsdur-ingtheconstructionperiodofthepowerstation.Thesearespecifiedasfollows:
1) Sitelevellingreferstoearth-rockexcavation,filling,masonryandotherworkswithintheplannedareaforthepurposeofconstructionandconstructionmanagementofhousesandoutdoorworks.
2) Construction warehousesincludesgeneralwarehousesandspecialwarehouses.Generalwarehousesareusedforequipment,materialsandtools,andspecialwarehousesareusedforoildepotsandexplosivesdepots.
3) Auxiliaryprocessingplantincludeswoodprocessingplant,rebarprocessingplant,steelpipeprocessingplant,hydromechanicalstructureprocessingplant,mechanicalrepairplantandconcreteprecastcomponentsplant.
4) Workingandlivingcampreferstothehousesandsupportingfacilitiesbuiltontheconstruc-tionsiteforworkingandlivingofthepersonnelinvolvedinconstructionmanagement,su-pervision,anddesignandconstruction.Alltheassociatedrentalexpensesincurredontheconstructionsiteduringtheconstructionperiodshallbeincludedinthisitem.
e) Otherconstructiontemporaryworks
Thisreferstoalltemporaryworksotherthanthoselistedabove,andmainlyincludesconstruc-tionwatersupply(largepumphousesandmainspipes),airsupply,aggregateproductionsys-tem,concretemixingandpouringsystem,installationandremovaloflargeheavymachinery,
floodprevention,iceprevention,drainagesystemandcommunication.Othertemporarycon-structionprojectsincludedintheproject,suchashighcostorlargequantitiesmaybelistedseparatelyaccordingtotheactualneedsoftheproject.

5.2.2 Constructioncivilworks
Constructioncivilworksreferstothemaincivilstructuresandotherpermanentstructures,whicharecomposedofthefollowingitems,amongwhichitemsa)toi)arethemainconstructionworks:
a) Waterretaining(impoundment)structure
Thisincludesallkindsofdams(weirs/barrages/storagedams)andfoundationtreatmentengi-neeringtoretainwaterintheriver.
Thedamsectionoftheintake,thespillwaysection,theseepageproofingofdamfoundationandabutment,andtheseepageproofingengineeringofthereservoirbankarealllistedunderthisitem.Thenon-overflowdamsection,thedischargedamsection,theintakedamsectionandthefoundationtreatmentengineeringshallbelistedrespectivelyunderconcretedam (sluice);thewater-retainingdamsection,dambodydrainagestructures,andfoundationtreatmentengineer-ingshallbelistedrespectivelyunderearth(rockfill)dam.Theslopeexcavationandsupportsta-bilizationwithintheexcavationareaofwaterretaining(impoundment)structuresareincludedinthisitem.
b) Drainageandenergydissipationstructure
Thisincludesstructuresforflooddischargesuchasspillway,flooddischargetunnel,sedimentflushingtunnelandpressurereliefholes(intunnels),aswellastheenergydissipationandanti-erosionstructuresalongthesideslopesoftheintakeandoutlet,theslopeandbanksofthespill-wayanddownstreamofthedrainagefacilitiesbehindthedam.Energydissipationandanti-ero-sionstructurescanbedividedintoenergydissipationengineering(plungepoolandstillingba-sin),auxiliaryenergydissipationengineering(baffleblocks,stillingtoothandauxiliaryweir),
apronextension,anti-scouringtrench,pre-excavationandbankslopeprotection,etc.
c) Waterconductorstructure
Thisincludesopendiversionchannels,waterinlets(includinggatechambers),diversiontun-nels,surgechambers(shafts)orpressureforebays,penstocks,tailwatersurgechambers(shafts),tailwatertunnels(channels),tailwateroutletsandotherstructures.
d) Powergenerationstructure
Thisincludespowerhousefoundations,powerhouse,groutingtunnels,drainagetunnels,venti-lationtunnels(shafts)andotherstructuresforthevariouspowergenerationworksonthesur-faceandunderground.

f) Fishpassage
Thismaybelistedseparatelyaccordingtothelayoutofthemainstructures.Thepartcombinedwiththebarragemayalsobeapartofthebarrageengineering.
g) Headworkoftheirrigationchannel
Thesecanbelistedseparatelyaccordingtothelayoutofthemainstructures.Thepartcombinedwiththebarragecanalsobeapartofthebarrageengineering.

6.2.1 Directcosts
Directcostsrefertothelabourandcapitaldirectlyconsumedintheconstructionandinstallationpro-jects.Theyshallbecomposedofbasicdirectcostsandotherdirectcosts.Basicdirectcostsshallin-cludelabourcosts,materialcostsandconstructionmachinerycosts.Otherdirectcostsshallincludeadditionalcostsforconstructionduringwinterandrainyseasons,additionalcostsforconstructionatnight,additionalcostsforconstructioninspecialareas,amortizationcostsforsmallandtemporaryfacilities,measureexpenseofsafetyandcivilizationconstruction,etc.

1) Basicdepreciationexpensesrefertothedepreciationandamortizationexpensesoftherecoveryoftheoriginalvalueoftheconstructionmachinerywithinthespecifiedperiodofuse.
2) Equipmentrepairexpensesrefertothecostsofrepairingandreplacingequipment,andtheattachmentsofequipmentandtools,lubricatingmaterialsrequiredfordailymain-tenance,cleaningaccessoriesandmachinerystoragecostsincurredto maintainthenormalfunctionoftheconstructionmachinery.
