ASIALINK LEADERS PROGRAM PARTICIPANT BIOS MELBOURNE 2019 Tracey Bradley Principal Veterinary Officer, Aquatic Animal Health Department of Economic Development, Jobs, Transport and Resources Dr Tracey Bradley is a veterinarian working in state government in the fascinating area of aquatic animal health. Tracey has worked as most vets do in private practice with dogs, cats and dairy cows. After a stint in the UK she returned to Australia (via Latin America) and moved into government veterinary work. Tracey has been working in aquatic industries for over 11 years and is particularly interested in abalone and oyster aquaculture. As the only state veterinarian working with fish, molluscs and crustacea she represents Victoria in a number of national fora, gets to interact with industry and undertake research. Tracey has a keen interest in epidemiology which was formalised with a Masters in Public Health and Membership of the Australian and New Zealand College of Veterinary Scientists (Epidemiology Chapter). A highlight of Tracey's career was being on a small international working group writing a chapter on Aquatic Biosecurity in Paris for the World Animal Health Organisation. Tracey loves languages, netball, sings in two choirs and enjoys her pets and family life in inner Melbourne. Over the last four years, Brodie has assisted high-tech Australian start-ups like Cozitrip land in southwest China, overseen an advertising campaign that reached more than one million people and expanded the Australian Studies Centre network to Sichuan Normal University, among other projects. Along the way, he has conducted research, produced two books and co-founded southwest China's first Australian alumni network. Brodie is a qualified solicitor. He holds a Master of International Laws from Zhongnan University of Economics and Laws, Wuhan, and a Law/Asian Studies double degree from La Trobe University, Melbourne.

Bhavana Chhagan

Bhavana Chhagan has extensive experience as a regulatory affairs leader and lawyer. Bhavana is a graduate of Victoria University of Wellington, and holds a Bachelor of Law and Bachelor of Commerce degree majoring in Economics. Bhavana was awarded the Employment Law Prize in her graduate year. She leads Australia Post's international Regulatory Affairs team and is Head of the Australian Delegation. Bhavana joined Australia Post in 2014 after working across a number of regulated industries and commercial enterprises, including postal policy and telecommunications. Bhavana also spent time working across anti-competitive conduct matters in New Zealand. She has extensive experience advising Senior Executives and negotiating globally. Bhavana currently holds a number of senior roles internationally including Chair of the Universal Postal Union (UPU) Product Group, Chair of the Future Strategy and Economics Group and Chairperson of the Asia Pacific Post (APP) Cooperative Management Board. Prior to joining Australia Post, Bhavana negotiated high-value tenders for a large telecommunications company and worked for another postal operator. She is a qualified Solicitor and is admitted to practice law in both Australia and New Zealand. Outside of work, Bhavana volunteers for several not-for-profit organisations, enjoys Bollywood dancing, cooking and gardening.

Carolyn Chong

Carolyn is Dean, Global Relations and Strategy at Swinburne University of Technology where she is responsible for leading and managing the University's global relations and mobility strategies and international partnership and program development. Carolyn is an international education specialist with twenty-five years’ experience in the Schools, vocational education and higher education sectors. She has led and managed many aspects of international education including transnational education management and academic delivery, international relations, international student marketing, recruitment, admissions, student services, compliance, market research, scholarships, student mobility, international development projects and pathways. Her keen interest lies in international partnership development for student mobility and academic programs and her work has brought her to thirty four countries across the globe. Carolyn was a recipient of the Victorian Women's Governance Scholarship jointly awarded by the Victorian Government and the Australian Institute of Company Directors and is a graduate of the Company Directors course. The scholarship was aimed at female directors on not-for-profit boards to strengthen governance and diversity for not-for-profit organisations. Carolyn holds bachelor’s degrees in business and psychology and a master’s degree in communications from Griffith University. She is a self-professed foodie who delights in finding food gems wherever she travels.

I am the Executive Vice-President of Global Business Solutions for UniLink Data Systems. I am responsible for overseeing the business development and partner relations globally for UniLink. My responsibilities include opening new markets such as councils and healthcare, overseeing UniLink’s expansion globally and developing partnerships with domestic and international organisations. I speak regularly at conferences on digital transformation and best practices for e-commerce in a global economy. I am a member of UniLink’s leadership team. In that capacity I help set the direction of the company. I created and run an Educational Webinar Series in which we bring in guest speakers to talk on a variety of topical issues such as the economy and e-commerce security. I have been involved in the education and technology sector for over 15 years. My expertise is in developing partnerships and working with organisations to help them achieve efficiencies and savings by implementing best practices, and in e-commerce. Sarah Heseltine

As Manager Asia Capabilities at Global Victoria, Sarah is responsible for leading the Victorian Government's Asia capabilities policy development and program delivery, such as the Hamer Scholarships and Asia Gateway. The programs are designed to build the Asia capabilities of Victoria's workforce and to develop the capabilities, access and connections businesses need to expand into Asian markets. Sarah also provides support to the Victoria Government's Trade and Investment international network of 22 offices, 12 of which are located in Asia. With over eighteen years experience in international engagement within both the private and public sector and with a focus on China, Sarah is delighted to be undertaking the 2019 Asialink Leaders Program and keen to broaden her networks with Asia-interested professionals and leaders. Sarah has previously held International Advisor roles at City of Melbourne and Asia Pacific Public Affairs Forum in Taiwan, where she also worked as a Marketing Assistant for Warner Village. I have been with the Toll Group for 17 years in various sales, supply chain and IT roles. Before Toll, I was a consultant with Deloitte Consulting for four years. In my current role, as Global Head of Sales, Japan Desk, in Toll’s Global Sales and Marketing function, I am responsible for leading a global team in developing large, Toll Group-wide business development opportunities focussed on Japanese customers. My scope includes developing relationship and opportunities of a global nature and consists of opportunity identification in existing and new industry verticals through to structuring deals, contract negotiation and handover to operations. The Japan Desk team works closely with Toll’s parent company, Japan Post. My experience at Toll also includes supply chain consulting, project management, solution design and architecture and IT management I have assisted customers with designing and building new supply chain capabilities, transport and network modelling & analysis, implementation of supply chain optimisation systems, business case development and programme & project management. I have worked on projects that have spanned multiple industries including FMCG, manufacturing, retail, energy, pharmaceuticals, ICT, freight forwarding and mining. Hugh Kater

Hugh has nearly 15 years commercial and operational experience in environment and natural resource management, with a focus on engagement with China. As a Business Development Manager for Australia’s Commonwealth Scientific & Industrial Research Organisation’s (CSIRO) environment portfolio, Hugh supports CSIRO Scientists build research and technology collaboration between CSIRO and Chinese institutions and companies particularly in marine, coastal and climate domains. Before joining CSIRO, Hugh lived in Beijing, China for five years, holding roles as the China representative for Atkins Global’s nuclear waste services division, and as the General Manager of the China Carbon Forum (CCF). Before moving to China, Hugh worked in Australia’s private sector, including in corporate environmental program management and procurement. Hugh holds a Masters degree in Environmental Management from the Australian National University, a Diploma in Agribusiness from Marcus Oldham College, and is fluent in Chinese. Outside of work, Hugh spends most of his time helping his wife look after their children and broader family (across 3 continents!) and maintaining his Chinese language skills.

Jean Liu is a Senior Associate in Herbert Smith Freehills' Real Estate and Projects group in Melbourne, and currently practices in the areas of property development, acquisitions, disposals and commercial leasing for various local and overseas clients, including developers, owners, funds and managers in relation to all aspects of residential and commercial development. She has worked across a broad range of sectors including the disposal, acquisition and lease of major residential, commercial and industrial assets. Jean completed a Bachelor of Accounting in addition to Law and previously worked as a forensics accountant prior to commencing her career as a lawyer. She has been practicing in the field of property law for over seven years and was nominated as a finalist for Lawyer's Weekly's 30 Under 30 Award in 2018 in the field of Property and Construction Law. Nicole has worked in the mining and oil & gas industry for over 18 years which has enabled her to work and live in a number of Asian countries including Indonesia, Timor-Leste, Malaysia and Bangladesh. Nicole holds a BA Indonesian Language, Asian Studies and Public Relations from the University of Southern Queensland and a Graduate Certificate in Community Relations in the Mining Sector from the University of Queensland. Sharon Michael

Sharon is also a key member of IFM’s Asia Strategic Initiative. Sharon is an accomplished Senior Executive and General Counsel, with over 20 years’ experience in both private and public sectors. She has diverse experience in infrastructure, property, finance, governance and litigation. Sharon is recognised for providing innovative solutions, being a strategic thinker and for her ability to manage multiple stakeholder interests. Sharon is highly regarded for her ability to build and lead high performing teams. In 2017, the Commercial/Legal team which Sharon leads was awarded the Australian In-House Legal Team of the year. This recognised the team’s critical role in a number of globally significant transactions, as well as their role across all aspects of the business. The team also led the firm’s expansion into Asia with the establishment of a number of successful infrastructure debt funds. I am an international relations specialist with experience in government and non-government organisations. I am currently employed at the University of Melbourne as an International Policy and Strategy Advisor in the Chancellery. There, I am part of a small team responsible for the development of the University’s international strategy and engagement. I have extensive knowledge and skills of international engagement in both Australia and overseas. I previously worked at the Royal Institute of International Affairs, Chatham House, the Disability Rights Commission in London and represented the nation of Palau at the United Nations General Assembly in New York. I hold a Masters of International Relations from the Universiteit van Amsterdam and a Bachelor of Arts from the University of Melbourne. My interest and passion for international engagement has been the driving force of my career. I seek to develop opportunities to continue to advance my career in this field, promoting Australia’s relationships with the world. From my university studies to my experiences overseas and now to my current role, I have always been interested in the relationships that exist between different countries, the importance of bringing people together in a room, and the conversations and collaborations that occur.

Andrew Morgan

Dr Andrew Morgan is a tertiary education professional with a background in the liberal arts. Over the past 15 years he has worked as a teacher, administrator and manager, across VET, adult and higher education, in public and private institutions. His current role as Academic Governance and Quality Manager at Monash College includes responsibility for regulatory liaison and reporting, due diligence on new business initiatives, and development of policies that ensure quality outcomes for students in Monash College programs, onshore and offshore. Andrew recently completed a Master of Tertiary Education Management at the University of Melbourne with a research project on international pathway providers in Australian tertiary education. He is a former board member of the Council of Private Higher Education (COPHE), an Associate Fellow of the Association for Tertiary Education Management (ATEM) and past winner of ATEM’s Best Practice Award for Excellence by a New Entrant. Andrew’s PhD was in the field of creative media. His short fiction has appeared in publications by Oxford University Press, University of Newcastle Press, Hodder, Going Down Swinging, and Overland. His novella Good on Paper was published by Hunter in 2013 after winning in the inaugural Melbourne Lord Mayor's Creative Writing Awards.

Lisa Nelson

Lisa has worked in the public and private sector in Australia and overseas. She is currently employed in a stakeholder engagement and communications role with the Victorian Government. Prior to this she worked in the area of earth resources strategy and industry investment, and as a communications adviser on some of Victoria’s most high-profile projects. Lisa has an interest in regional security, including energy security at the national level. She is particularly interested in the role that new opportunities such as hydrogen could play, both in diversifying Australia’s domestic energy base and as a potential major new export into Asian markets. Aside from her regular employment, Lisa has held a number of committee appointments at local, state and federal level, in the areas of regional and economic development, threatened species protection and protected area management. She has also been a company director and held an honorary director position on a UNESCO foundation. Lisa has degrees in science, business and arts, and is currently undertaking study in international security.

Gavan Ord

Mr. Gavan Ord is the Business Policy Advisor and Manager of Business and Investment Policy for CPA Australia. Within CPA Australia, Gavan has responsibility for the development of policy, research and advocacy on issues related to business and the economy, including small to medium-sized enterprises, taxation, financial planning, retirement savings and regulation. During the course of his career, Gavan has established himself as a technical expert and commentator on small business issues and business improvement. He is a member of various Australian Government consultation committees and has been working in policy and advocacy roles for the past 20 years. Fiona Poletti, Executive Director, External Engagement, has been employed at the Arts Centre Melbourne since June 2015. Her role is two-fold: 1.Member of the Executive team responsible for Arts Centre Melbourne's transformation, management and sustainability. 2.Head of the External Engagement Business Unit responsible for: - Securing strategic partnerships and developing a network of relationships (business, government, tertiary and not-for-profit) to support and accelerate strategic projects and business priorities. - Developing and implementing an evaluation and impact framework to measure social, cultural and economic outcomes of ACM's strategic projects and programs ensuring evaluation consistency, data-driven advocacy and value-based propositions for government/business -Developing an international engagement strategy to support Asia TOPA 2020. -Through leadership and collaboration, implementing ACM's inaugural Reconciliation Action Plan Fiona has held senior advisory positions to a Federal Communication and Arts Minister, the CEO at the Australia Council for the Arts and the Australian Business Arts Foundation (AbaF), and was locally engaged at the Australian Embassy in Tokyo. After returning to Melbourne, Fiona worked as Director of Planning and Development for Circus Oz for five years and was a board member. Viv is Executive Director and co-CEO of Polyglot Theatre, a not-for-profit organisation that produces theatre and creative arts projects for children, their families and communities in Melbourne, nationally and internationally. She has senior experience in a diverse range of arts companies, developed over 20 years in the Australian performing arts sector. Viv’s previous roles include Deputy General Manager of Sydney's Griffin Theatre Company, Program Manager of Darwin Festival, and establishing the Managing and Producing Services (MAPS NSW) program at Performing Lines. She has also worked for Sydney Festival, Sydney Opera House and many of Australia's major theatre companies. Viv’s extensive producing credits include productions that have been commissioned by festivals and arts centres around the country and internationally, and recognised with Helpmann, Green Room, Sydney Theatre and Australian Dance Awards and nominations. Viv holds a Bachelor of Dramatic Art in Production from NIDA and a Graduate Diploma in Management from the University of South Australia. She served on the board of Theatre Network NSW (2012-2018). Viv was selected as a Fellow of the International Society of Performing Arts and attends ISPA’s New York Congress in that capacity (2017-2019).

As Economic Development Coordinator for Warrnambool City Council, Helen is responsible for implementing a range of programs to improve the regions government, education, industry capability and global competitiveness. Helen provides strategic coordination and business support to a range of businesses across South West Victoria while also providing management to the city’s China Strategy which has seen the roll out of programs including the Great Ocean Road China Host Program, Warrnambool China Bureau and support to the Changchun sister-city economic demonstration project. Helen has worked in local government for 11 years and has previously held roles including service management of regional tourism icon ‘Flagstaff Hill’ and more recently CBD placemaking officer during a major CBD revitalisation program. Helen holds a range of qualifications including a Graduate Certificate of Cultural Heritage and Museum Studies from Deakin University and Diploma of Tourism from SW TAFE. Outside of work, Helen is married with two children, her family loves to travel, particularly to places with amazing food and authentic culture.

Murray Spence

For the last 14 months I have been working at Austrade, the Australia Trade and Investment Commission. As an Advisor in Resources & Energy team, I promote Australian mining and METS (mining equipment, technology and services) capabilities throughout India, ASEAN and the Pacific region. I also support Austrade's offshore staff in attracting foreign direct investment into the Resources sector. Prior to Austrade I was employed in the corporate sector undertaking a range of senior greenfield and business development roles across multiple industries in the Asia Pacific region. Having lived in Asia for more than 25 years, I have extensive experience working in complex multicultural environments. My passion for cross-border business development is founded upon first-hand P&L, M&A and business integration expertise. I have undergraduate and postgraduate qualifications in International Politics from the University of Canterbury in New Zealand, and Masters of Business Administration from the University of New England in NSW. Majoring in International Business and Marketing. I speak fluent Japanese, conversational Mandarin and have just begun to study Hindi.

Irene Tkalcevic

Irene is currently Director, Trade Development in the Victorian Government’s Trade Victoria. In this role, Irene leads teams of trade specialists with expertise in a range of industry sectors important to the Victorian economy including food and fibre, digital technologies, advanced manufacturing, professional services, health, medical technologies and pharmaceuticals. The Trade Development team works with Victorian exporters to improve their capability to access new international markets. Prior to this role, Irene led the design and implementation of Victorian Government policies and programs to attract international talent to Victoria, and also employment and workforce development programs targeting young people and clients from culturally and linguistically diverse backgrounds. Irene holds a Bachelor of Arts (Hons) from the University of Melbourne majoring in political science. Outside of work, Irene enjoys reading, films, creating, gardening and nature.

Christopher Warry

Chris is currently a Director at PwC, and has over 15 years’ experience advising organisations of all sizes and across multiple industry sectors. Currently part of PwC’s International Trade offering, Chris is passionate about supporting Australian businesses to utilise international trade and supply chain strategies to drive strategic growth opportunities in export markets and performance improvement in their International Supply Chain. In recent time this focus has sharpened on developing solutions where PwC can leverage its capability to help Australian FMCG and speciality brands better take advantage of the Asian opportunity. He is currently enjoying the ride that is being a parent to young kids and loves his sport, music and time with friends. I moved to Australia when I was 19 years old from Canada so I find it very easy to sell Australia, my dream destination and home. Denis is at PM&C on secondment from the Department of Foreign Affairs and Trade, where he has worked on a variety of foreign policy issues including Australia’s term on the Human Rights Council, the China-Australia Free Trade Agreement, Antarctica and Australia’s International Court of Justice case against Japan, and negotiations of the Trans-Pacific Partnership.

From 2015-2018, Denis was posted as Second Secretary (Political) to the Australian Embassy in Washington DC, where he was responsible for the Australia-US bilateral engagement, multilateral engagement, US relations with Russia, Europe, and Latin America.

This work has seen football partner with a number of government departments, including the Department of Foreign Affairs & Trade, Austrade and the Department of Prime Minister and Cabinet, to deliver programs and events that have involved more than 30 countries across Asia, the Pacific, Europe and the Americas. Kieran holds a Bachelor of Arts (Government and International Relations) from the University of Sydney and a Football Administration Certificate from the Asian Football Confederation & World Academy of Sport. Based in Sydney, Kieran also spends a portion of each year working across Asia and the Middle East. Dr. Xue-Rong Zhou is a Principal Research Scientist and Team Leader at CSIRO Agriculture & Food where he has worked since 1999. He completed his PhD program in 1993 at Chinese Academy of Sciences which was awarded in 1994. He has worked in several areas of plant biology and microbiology. Since 2001, he is dedicated in metabolic engineering of plant oil for nutritional and industrial applications. He obtained 53 granted patents from 11 patent families. He has received awards including the CSIRO Chairman’s Medal for Research Achievement in 2010.

Dr. Zhou is actively involved in international science exchange. He had many international collaboration projects with overseas scientists from Sweden, USA, Canada, China and Philippines. He organised three scientific workshops involving overseas scientists and experts. He was a member of the Organising Committee for the 19th International Symposium on Plants and co-chaired the 8th Asian-Oceanian Symposium on Plants Lipids in 2019. He was one of the founders for the Federation of Chinese Scholars in Australia, established in 2004, to encourage Chinese-Australians to make contributions toward the progress in science, technology and their economic development both in Australia and China.

I am the Team Leader of the Livelihoods and Adaptive Development Team at the CSIRO. I have a Masters in Integrated Environmental Studies from Southampton University. For the last 20 years, I have broadly worked on food and water systems innovations in developing countries within Africa and the Asia-Pacific region. In this context, innovation is not only considered technical but incorporates institutional and organisational change. I see myself as a development entrepreneur, working with teams and organisations focused on increasing aid effectiveness and using entrepreneurship skills to catalyse innovation. Core to my work is developing iterative and adaptive learning; brokering relationships, common interest and strategic partnerships; and supporting the capacity development of local leadership. I am particularly interested in the empowerment of women in this process through ethical community engagement and developing skills to create market access and generating household incomes. Outside of work I am a mother to two teenager daughters. I enjoy walking, swimming, running, reading and crime TV dramas.

As an International Project Officer, Diana enhances economic and social outcomes for Brisbane and this is achieved through the delivery of international programs and initiatives, such as: - Asia Pacific Cities Summit & Mayors' Forum - Lord Mayoral Business Missions to overseas markets - Lord Mayor's Sister Cities Steering Committee - Lord Mayor's Multicultural Round Table - Lord Mayor's Multicultural Business Initiatives - Brisbane Sister Cities Program - Inbound international government and business delegates. Prior to joining Brisbane City Council in 2015, Diana spent five years working as a Business Strategist, specialising in marketing and communication. She also worked as a freelance journalist, focusing on cross-border film and documentary productions between Australia and South Korea. Diana holds a Bachelor of Journalism degree from the University of Queensland and her personal interests include arts, design and international affairs.

Dr Lim-Camacho is a transdisciplinary scientist with expertise in value chain analysis, focusing on harnessing the private sector for sustainable development of food systems and societies. She leads a group of scientists focused on developing evidence-based solutions to near- and long-term environmental and sustainability challenges in agriculture and the food fibre system. Lilly’s background is in agribusiness management, value chain analysis, and market research, having completed her PhD on new rural industry development through supply chain management in 2003. She joined CSIRO in 2012 to investigate climate change impacts and adaptation for businesses, developing whole-of-value chain approaches to adaptation for the food and agriculture sector. She leads the Value Chain Analytics Platform, which brings together expertise from farm and food systems modelling, nutrition sciences, environmental impact assessment, data analytics, social and decision sciences, and integrated modelling to develop solutions and identify opportunities for food and fibre value chains. Lilly applies value chain and food system approaches to work in both developed and developing countries, through projects in Australia and South Asia, working with both multinational corporations, as well as smallholder farmers.

John Phalen is Director of the Nuclear Fuel Cycle Research Program at CSIRO. John joined CSIRO in mid-2018 after two years working on the Nuclear Fuel Cycle Royal Commission for former South Australian Premier Jay Weatherill. During this period John oversaw the largest stakeholder and communications project in the state's history which was awarded three international awards including the International Association of Public Participation's Project of the Year. Prior to this John worked for Santos as the National Corporate Social Responsibility Manager. John has an MBA and postgraduate qualifications in Project Management and Social Impact Management. John also enjoys a nice meal with a craft beer and good company.

I also lead business continuity and emergency management across the Asia-Pacific and have now been in the legal industry for over 20 years. I have a personal and professional interest for all things crisis- and emergency management- related, and I often think I should have started my career with emergency services/policing - not the legal industry! In saying that, I’ve been afforded many exciting opportunities in this space as well as the firm supporting me to gain global business continuity accreditation. I also hold an MBA from the University of Queensland, and in 2016 I was fortunate to win a leadership scholarship with Women and Leadership Australia.
