One of these three South Africans will have the chance of a lifetime to be part of the 22 winners from the participating 60 countries, who will be send into space and backaboard a private spaceship. They took part in the AXE Apollo Space Academy online contest, for which the finals for the South African contest were held at the ParysAirfield the past weekend. Dean Roddan, Haroon Osman and Mandla Maseka were the lucky three chosen to go to Orlando, Florida where they will be trained, endure andcompete in the AXE Apollo Global Space Camp for the one seat allocated and guaranteed for a South African. The second South African into space! On Friday the 16thof August the 28 local semifinalists from around South Africa descend on Parys to partake in the South African Space Camp. The participants competed in a series oftests that had them fighting the forces of gravity as they attached flags to a pole in the “Vomit Comet”, a GForce Rotor, and then skydived under supervision of SkydiveParys, dropping sandbags on a target from a 1 000 feet. By lunchtime 6 finalists were chosen based on a points system, and sent off to compete in the final thrillingtask aerobatics in a stunt plane. Upon completion, guests and media waited in anticipation as the final three AXEtronauts arrived, kitted out in their victorious spacesuits, complete with helmets, for the big winner reveal. Mandla (24) is a DJ, the 38 year old Haroon a businessman, and Dean (41) a flight simulation engineer. All threeare from Johannesburg. Candidates outside the U.S. had to qualify for a challenge in their home country prior to competing in the U.S in December 2013. Winners willbe selected based on competitive spacesimulation challenges, like a flight on the L39 Albatross MK2 Jet traveling twice the speed of sound, a weightless experience ona zero gravity flight and a ride on the GForce centrifuge. The Lynx Mark 2 which will take the AXEtronauts into space, is a twoseater, fully reusable space plane. Takeoffand landing is much like a regular jet but with 4 revolutionary rocket engines. The Lynx can be turned off and restarted inflight at any time. Once a maximum hight of103 kilometres has been reached, the Lynx will start floating back to Earth rapidly picking up speed on the way down. AXEtronauts will experience 4,5 G for up to 20seconds until the pilot performs a pullout maneuver to reduce the speed and land safely.

For years the 1939 Local Government Ordi-nance has obligated the Ngwathe municipali-ty to provide a municipal pound service. Yetit has never announced the location of the of-ficial municipal pound. At the same time thelocal SPCA has for years acted as the Parysmunicipal pound with neither recognition norcompensation.Some six years ago the SPCAmanagement

committee entered into negotiations for aMe-morandum of Agreement that would formali-se the status quo. For the last two years, thematter has been actively followed up, and on23 July the previous situation completelychanged when the long-awaited agreementwas signed by Adv Thabo Mokoena for themunicipality, and by Mr Simon Olley for theParys SPCA.The agreement now appoints the Parys

SPCA kennels as official small municipalpound for Ngwathe, with the SPCA acceptingsmall pound responsibilities for Parys, Vrede-fort, Koppies, Heilbron and Edenville. In or-der to adequately cover the areas aroundHeil-bron and Edenville, the Parys SPCA will alsoenter into additional agreementswithVander-bijlpark/Sasolburg SPCA and the KroonstadSPCA respectively.The agreement makes provision that the

SPCA will provide the following services tothe council:· Collection and impounding of stray ani-

mals as envisaged and provided for in thecouncil by-laws, in co-operation with SAPSand municipal traffic services.· Receipt and impounding of all stray ani-

mals delivered to the society.· Keeping of impounded stray animals for

the minimum period (6 days) required by thecouncil by-laws, unless circumstances requi-re the animal to be euthanised.· Administering of medical treatment with-

in reason to impounded stray animals.· Stray cats and dogs deemed suitable for

re-homing will be transferred to the SPCAkennels after the elapsing of the 6 day pound

period.· The SPCA is authorised to euthanise stray

cats and dogs that are deemed unsuitable forre-homing, or that have not been re-homedafter a reasonable period.· Subject to liaison with the municipal traf-

fic department, the SPCAwill also be authori-sed to impound dogs that are not confined toleashes, and other animals that are roamingthe streets, sidewalks, parks and open areas.This will include animals that are considereda threat to public safety in public areas.The SPCA has also undertaken to perform

outreach visits to disadvantaged communitieson a regular basis and to:· Provide on the spot medical attention to

injured and sick animals.· Provide on the spot advice regarding the

proper treatment of, and care of, animals.· Remove sick or badly infected and injured

animals to the pound premises for treatment· Remove stray animals to the pound.· Issue verbal and/or written warnings whe-

re mistreatment of animals is evident.In compensation for the rendering of these

services, the municipality has agreed uponpayment of a monthly fee to the SPCA.This is not a municipal grant, but payment

for services rendered in accordance with theagreement.At all times the Parys SPCA is entitled to

carry out the functions and duties which areset out in the Animal Protection Act 71 of1962 and the Society for the Prevention ofCruelty to Animals Act 169 of 1993, and theagreement with the municipality does not de-rogate from these responsibilities in any way.The SPCA kennels are located in Abattoir

Inwoners van Parys en Vredefort word aangemoedig om van die tag-stelsel gebruik te maak om op hoogte te bly van kwessies rakendewatervoorsiening inParys en Vredefort.

Waterkwessies:Wees ingelig

Die oorsaak van die visvrektes in die Rooi-dam in Derdelaan was as gevolg van ’n paarrioolmangate wat begin oorloop het weensverstopte pype en gebreekte pompstasies.Hierdie riool het afgeloop in die voor wat dieRooidam voer met water in die somermaandewat normaalweg uit die rivier gepomp word.

Die water van die dam word dan ook ge-bruik vir die dorp se leiwater. Inwoners in dieomgewing van die Rooidam het verlede weekbegin kla oor die onuithoudbare stank. By-

kans vyftig groot visse, karp en ook ’n klompgeelvisse het gevrek as gevolg van die hoëbesoedelingsvlak. Gazette het vroeër oor dievisvrektes berig.

Die leivoorwater moes middel Augustusweer begin loop het, maar is besluit om noueers die dam vir ten minste ’n week te spoelmet rivierwater om dit skoon te kry.

Natuurrampe soos hierdie kan voorkomword met gereelde onderhoud op pompe endie nagaan van mangate vir verstoppings.

Mnr. Saal de Jager, voorsitter van dieNgwathe Waterforum, het die munisipaliteitbedank vir hul onmiddellike optrede toe dieoorvloei van die mangat aan hulle gerappor-teer is. Dankie ook aan die Waterfiskaal watdie visse uitgehaal en begrawe het.

Although the Ngwathe Mayor, Me Joey Mo-chela, had the official use of a Mercedes andan Audi Q7, a new mayoral Mercedes ML350 Blue Tech has been delivered last weekto the value of around R920 000. The munici-pality’s speaker, Councillor Ndayi, also gota new car approximately three months ago,this, despite the fact that the Ngwathe muni-cipality at present still has no fire engine.The municipality’s new fire engine has

been stolen in May this year, but has not beenreplaced as yet. Damage done to the munici-pal rescue vehicle due to an accident causedby a municipal employee, has also not beenfixed to date.

Upon enquiry the DA has been told thatthe existing cars formayoral usewere “unreli-able”. The Audi Q7 was bought brand newand registered in 2008, while the Mercedeswas registered in 2007.The newmayoral Mercedes was bought af-

ter a Council decision taken in Vredefort lastyear.Apparently provision had to be made for

the funds from the January supplementaryestimates.The DA claims that the “luxurious” mayo-

ral vehicle was not a necessity and that moneyshould rather be spend where it is most nee-ded to see that vehicles used for service deli-

very are in a working condition and properlymaintained.According to Councillor Phillip van der

Merwe from the Vryheidsfront Plus, theSpeaker to his knowledge does not qualify foran official vehicle. He says that oppositioncouncil members will investigate the matterand act according to the outcome of their in-vestigation.In answer to the questions asked, Ngwathe

spokesperson, Mr Steve Naale, said that theSpeaker’s car and the mayoral vehicle werebought “allowing senior politicians to deliveron their municipal mandate.”Naale said in his official statement that it

is obvious that previous cars were in a terriblestate and were no longer capable of beingused, costing the municipality a lot of moneyon everyday repairs.He said that municipal fleet should not be

reduced to individual political agenda andthat the vehicles used by theMayor and Spea-ker are part of the council resolution and over-all fleet including fire fighting equipment rol-led out to improve services to Ngwathe resi-dents.For municipality to achieve this, better ve-

hicles is needed, hence the unfolding fleetprogram with the assistance of the provincialgovernment garage, he said.

gestort word nie. Langs Grensstraat voor dieingang na Schonkenville, op die h/v Presi-dent- en St Janstraat, by die doodloop vanEndstraat en verskeie ander oop terreine wordgereeld klagtes gekry van mense wat onwet-tig hul vullis hier stort.Sonder die publiek se samewerking kan

daar nie ’n oplossing vir die probleem gekryword nie en is dit elke inwoner se plig omself ook toe te sien dat wetgewing nagekomword.

Vier weke gelede het ek in my hoedanigheidas ’n gemeenskapsverteenwoordiger dit by diemunisipaliteit gerapporteer dat sekere straat-ligte nie werk nie. ’n Dame was behulpsaamom die elektrisiën (ek mag ongelukkig nie synaam noem nie), te kontak en hom persoonlikvoor my, daarvan te verwittig.

Nou vier weke later werk die ligte steedsnie. Die ergste van alles is, ’n vrou is verkragen haar kinders getraumatiseer met vuurwa-pens teen hulle koppe. Dit het ook aan die lig

gekom dat ons inbrake in dié donker straat noudie afgelope tyd ondervind het.

Het iemand nie die verantwoordelikheid omte besef hoe ernstig die dinge is nie? Sal sekervir hulself dink - ag as die honde blaf sal dieongewenste elemente verdwyn. Hou in gedag-te dat misdadigers nie van honde hou nie enhulle vergiftig.

Probeer in die donker kyk wat aangaan asdie honde blaf. Dit is so goed soos om ’n blindein die dag te vra wat hy sien. Wat help dit omte kyk as die honde blaf? Of is dit dalk dieidee dat ons ligte om die huise moet sit, dan

ge-bruik onsmeer krag en hulle kry nogmeer ver-hoging op hul salarisse ook.

Onsmunisipale amptenare/werkers is gretigom ons geld wat hul salarisse betaal uit te gee,maar laat dit na omhul pligte en verantwoorde-likhede na te kom.

Dan voel hulle ook nie eens skuldig daaroornie. Gaan ons so aanploeter totdat iemand indie nag op straat of in hul huis vermoor word,voordat ons iets daaraan gaan doen?

Ek hoop die mense wat verantwoordelik isvir ons straatligte slaap lekker, want hulle wilnie gesteur wees met sulke onbelangrike klag-

tes nie, terwyl ’n gesin deur hel moet gaan omdie nagmerrie te verwerk.

Ek wens ek kan die seer wat hulle deurgaanwegvat.

Mag die Heer hul vertroos in hierdie moeili-ke tyd.

Ek doen ook ’n beroep op almal wat weetwie die gesin is, om hul identiteit en liggingte beskerm en anoniem te hou asseblief.

Die voëls wat so in die doringbome kwetteris die Koringvoëls/White-browed Sparrow-weavers (Plocepasser mahali) wat algemeenin ons omgewing voorkom.Om hierdie voëls in die veld te kan uitken,

moet ons uitkyk vir ’n medium grootte, groteras ’n mossie, bont (swart, bruin en wit) voël-tjie.Die kleure en patrone op die manlike en

vroulike voëltjies is eenders en hulle verskilook nie in grootte nie. Die enigste verskil tus-sen die twee geslagte is die kleur van die dik,stewige snawel wat swart is by die mannetjieen ligbruin by die wyfie.Koringvoëls is baie sosiaal en verklap

maklik hulle teenwoordigheid deur hul luidegekwetter tussen die bome wanneer hulle ingroepe van twee tot tien besig is om op die

grond kos te soek.Dit is ook hulle wat in hulle omgewing,

heel vroeg, die oggendstilte verbreekmet hul-le helder en vrolike sang. Hulle verraai verderhul teenwoordigheid met hul kolonies nestevan tien tot twaalf aan ’n boom of ’n paarnaasliggende bome. Hulle neste kan uitgekenword as ’n redelike slordige konstruksie vandroë grasse, meestal aan die westekant vandie bome. Die nes is min of meer bolvormigmet twee tuitvormige ingange.Die neste word aan die buitepunte van ge-

woonlik doringbome se takke gebou, 2 to 6meter bo die grond. Een van die neste in diekompleks sal net een ingang hê en met ’nbroeikamer toegerus wees wat met sagte grasen vere uitgevoer is. Die broeipaar in diegroep gebruik hierdie nes. Die neste met dietwee ingange word deur die lede van diegroep, een per nes, gebruik om in te slaap.

Die hele groep werk deur die jaar saam omdie neste te bou en te onderhou. Die bou van’n nes kan van 5 tot 35 dae neem om te vol-tooi. In Suider-Afrika kom hierdie voëls oordie hele Botswana, Namibië, westelike deelvan Zimbabwe en deur die sentrale deel vanSuid-Afrika tot in die Oos-Kaap voor.Hulle natuurlike habitat is hoofsaaklik do-

ringveld savanna, maar ons kry hulle ook inmopanieveld en bebosde heuwelhange. Hulleis ook lief om hulself naby plaasopstalle waardaar baie bome is, tuis te maak, en ook nabyveekrale. Koringvoëls se dieet bestaan uit in-sekte en sade. Hulle eet ’n verskeidenheid vaninsekte en die sade wat hulle eet wissel vanalle soorte grassade tot graan soos gebreektemielies, sorghum en koring.Soos reeds genoem is daar in ’n sosiale

groep net een dominante broeipaar en eenbroeines in ’n kolonie. In ons omgewing is

hulle broeityd van Augustus tot April. Diewyfie lê 1 tot 3 wit of ligpienk, gespikkeldeeiers. Die eiers broei na 14 dae uit - ’n taakwat deur die wyfie alleen behartig word. Diekleintjies word deur al die vroulike lede vandie sosiale groep gevoer totdat hulle na onge-veer 25 dae selfstandig genoeg is om vir hulleself te sorg. Die voëls broei tot 4 keer in ’nseisoen, wat die groep wat kleintjies moetvoer nogal kan besig hou.Aktiwiteite van die Feathers Voëlklub:Op Saterdag 24 Augustus 2013 is daar ’n

voëlkykuitstappie na Thabela Thabeng. Diegroep vertrek om 07:00 vanaf die Pick n Pay-parkeerterrein. Neem piekniekmandjiessaam vir die dag.Op Donderdag 29 Augustus is die klub se

Museum curator Iris Andrew recently was in-vited by Mr Mohlomi Masooa of the Depart-ment of Eduction of the Free State to delivera talk on one of Parys’ local heroes –“Thelife and times of the late Mr Fezile Dabi”.

Iris talked at a Heritage Advocacy Sessionheld on Saturday the 27th of July at BarnardMolokoane School in Tumahole.

Grade 10 and 11 learners from the BarnardMolokoane, Phehellang, Yakhesizwe andBoitlamo Secondary Schools were also invi-ted to talk about the same subject on the day,

having done there own research.They were accopanied by their history tea-

chers.Iris in her speech touched on the influence

of history on man from the example of thelate Fezile Dabi, Tumahole Day, the historiesof Parys, Tumahole and Schonkenville, theVredefort Dome and history and social cohe-sion.

She described the significance of Tumaho-le Day sketching the events of the day whenFezile Dabi and his comrades decided to

march after council increased their rent withno improvements made to their living condi-tions. The slogan of the day was: “The burdenis too heavy.”

What started as a peaceful march soon tur-ned into a full protest after police got invol-ved. Teargas were fired into the crowd andpeople scattered in all directions, lootingshops and running away.

Fezile Dabi and his friends then started theUDF branch in Tumahole in 1983 and soonthere were hundreds of people who became

members, starting the release process of MrNelson Mandela.

Nadat hy uit die hospitaal ontslaan is, hethy ’n groot kruis met die verlossingsbood-skap op, in die hoofstraat van Parys, op diehoek van Breë- en Van Collerstraat, laat op-rig. Hy het egter weer ernstig siek geword,en voor hy nog ’n verdere kruis kon oprig,is hy ná drie maande oorlede.

’n Jaar na sy afsterwe, op die dag toe hysy 61ste verjaardag sou vier, het Manne vanBelofte, ’n interkerklike Christelike manneorganisasie van Parys, namens Jorrie en terherinnering aan hom, ’n kruis by die NG ge-meente Parys-Wes se kerkgebou, opgerig.

Jorrie was een van die lede van Manne vanBelofte en lidmaat van die NG Wes-gemeen-te.

Hoërskool Parys het op 3 Augustus aan ’nKFC 6’e toernooi by HTS Sasolburg deelge-neem. Slegs vier skole is genooi om deel teneem waaronder Parys Hoër, HTS Sasolburg,Heilbron Hoër en Dr Malan.Twaalf spelers van elke skool is gestuur en

Ngwathe Municipality’s projected overall spending envelope for the2013/14 MTREF amounts to R1, 6 billion (total for the next three financialyears). Approximately R 1, 4 billion will be spent in the operating budgetand R159.7 million will be invested in capital infrastructure over the MTREF period.

Operating Expenditure budget for 2013/14, 2014/15 and 2015/16 amount to R457.9 million,R479.4 million and R504.2 million respectively.

Operating budgetNgwathe Local Municipality presents an Operating Revenue Budget of R457.9 million and OperatingExpenditure Budget totalling R457.9 million for the 2013/14 financial year. This estimate indicatesan increase of 9.9 % on revenue and an increase of 8 % on expenditure from the 2012/13 originalbudget.

RevenueThe municipality has implemented the Municipal Property Rates Act and valuation onproperties within Ngwathe from 01 July 2009 and Property Rates tariffs has beenincreased by 5.6 percent and will be as follows for the 2013-14 budget year;

• For residential, businesses, agriculture and government will be kept at 0.0099; 0.0186; 0.0099,and 0.0248 respectively.• First R42 000 of the market value on residential properties and 25% of the market value onagriculture and public infrastructure services will be exempted.

The table below shows a breakdown of the four funding sources the municipality has at its disposal.

The 2013/14 MTREF budget is funded from four sources of revenue, namely; Property rates,Service charges, operating grants and other revenue.

Services charges relating to electricity, water, sanitation and refuse removal constitutes the largestcomponent of the revenue base of the municipality totalling R234.5 million for the 2013/14 financialyear and increasing to R265.9 million by 2015/16. Services charges amount to 54 per cent of the totalrevenue base for the 2013/14 financial year.

Operational grants amount to R159.6 million, R162.5 million and R167.6 million for each of the re-spective financial years of the MTREF. As per the Division of Revenue Act, Ngwathe municipality will,for the 2013/14 financial year, receive allocations relating to the equitable share, Municipal systemsImprovement Grant, Expanded public works program and Finance Management Grant.

Revenue billed from property rates amounts to R48.5million, R51.1million and R53.9million for eachof the respective financial years of the MTREF, or 10.5, 10.6, and 10.7 respectively.

Other revenue is made up of revenue collected from fines, licenses and permits and other smallrevenue generating activities undertaken by the municipality.

Capital RevenueThe 2013/14 capital budget will focus on the following:• Vredefort: Water and sewer connection in Mokwalo section, 1625 houses amounting toR 6.5 million and R650 000 in 2014/15

• Heilbron: Upgrading of sewer treatment works (ID-158007) amounts to R 10.9 million andadditional R8.5 million will be made available for the 2014/15,

• Parys: Upgrading of sewer treatment works R 2.7 million• Parys: Refurbishment and upgrading of Water Treatment Works Phase 3 (MIS:171059) amountsto R13.2 million and a further R6.1 million for the 2014/15,

• Koppies: Refurbishment of the tennis court – R 100 000• Fencing of Munmec sports facility – R 1.7 million and R150 000 in 2014/15• Phiritona: Construction of the Sports Complex – R 2.4 million and R 420 000 in 2014/15.• Schonkenville: Refurbishment of the sports complex – R 1.9 million and R 420 000 in 2014/15.• Edenville: Paving of internal roads 1km. – R 575 892 and R 570 344 in 2014/15 financial year.• Koppies: Paving of internal roads 1km. – R 525 892 and R 570 344 in 2014/15 financial year.• Ngwathe (Edenville): Construction of sports facilities – R 2.5 million and R 313 085 in 2014/15financial year.

• Kwakwatsi: Construction of sports facilities – R 1.3 million and R 3.5 million in the 2014/15financial year.

• Parys: Upgrade of low level bridge in Mandela Section, Tumahole – R2.5 million and R 2.5 millionin the 2014/15 financial year.

• Refurbishment of Infrastructure – R 20 million.Refurbishment of town roads – R 6 million

Sources of Capital Revenue over the MTREF

Capital grants receipts amount to 91.9 percent whilst external borrowings amount to 8.1 percent ofthe total funding source which represents R73.9million for the 2013/14 financial year and decreasesto R43.9million by 2015/16. It is evident that the municipality is heavily dependent on grants to fund itscapital expenditure projects.
