MS. BURNS: Can I ride the scooter?

CHAIRPERSON McDUFFIE: You can ride it,

that's good.

MS. BURNS: Good evening, ladies and

gentlemen. Lorraine Burns, 160 Ward Street, Apt. 7I,

Paterson, New Jersey.

I want to find out about the fans in

our elevator. I know Mr. Vazquez, you know, he

talked about that and he talked about the

contractors, but I just want to get a general idea,

when all this going to start? When are the fans

going to actually be in place in the elevators? I

might have missed that, I'm sorry if I did or if I

wasn't listening.

EXE. DIR. GORHAM: Mr. Vazquez?

MR. VAZQUEZ: It's going to be a while

before they start. What you heard this evening was

they were awarding the design contract. Typically

design contracts are awarded, by the time we get the

contracts out to them, by the time the actual project

is started, it could be 60 to 90 days from this date.

MS. BURNS: Oh, wow!

EXE. DIR. GORHAM: They're designed and

we go out for bids for a contractor, and then it

comes back before the Board, and then we give the

proceed letter.

MS. BURNS: Okay.

EXE. DIR. GORHAM: It's sometime.

MS. BURNS: I thank you. I received a

letter for inspections and they told me exactly,

because I requested at the last Commissioners'

meeting.

The only thing I didn't get was the

Manager's Report, but, Ms. Gorham, you spoke about

things falling off the buildings and that was one of

your concerns.

EXE. DIR. GORHAM: Uh-huh.

MS. BURNS: And one of my concerns is

the sleeves.

I don't know when the last time you

been at Canfield, but a lot of the sleeves were open.

And my concern is like the back, I think I spoke to

the Commissioners before about the backs of the

sleeves, so the air conditioners would be sitting

inside the sleeve.

When I had my issue with Sandy, my air

conditioner blew inside my house because there wasn't

a cover on the back of the sleeve, and some of them

are open, you know.

I'm just concerned, because like I'm

not saying that somebody's can tumble out the sleeve,

but anything is possible.

EXE. DIR. GORHAM: Okay, so we will

take a look at that.

MS. BURNS: Okay.

And the police issue, I read in the

paper about the 25 officers that were hired by the

Director, I think, or City of Paterson. And I was

just wondering, like they're going to patrol, and I

was just wondering if the senior sites are going to

be like, you know, are they going to get any of that,

like as far as coming into the sites and, you know,

seeing what's going on? They're not going to have

guns, they're just going to have spray and -- what

are they going to have?

EXE. DIR. GORHAM: Hopefully we don't

need guns in our senior sites.

MS. BURNS: The cops that were there

before, they had guns.

EXE. DIR. GORHAM: These are special

police, a special police detail, so they won't. And

our initial conversation with the Director was that

our senior sites would be put on their patrol.

We have not revisited how that's going

to look and what the hours will be, but that was a

concern of the Mayor. And in our discussion, he did

have conversation with the Director that they would

be patrolling.

MS. BURNS: I've been at the Canfield

for a little bit over ten years, and basically it's

the same, you know, I'm saying like with certain

things, they might have changed a little bit, but as

far as, you know, like we have a vandalism problem

that I spoke to Ms. Canty about, and I just don't

understand who would come in the building and remove

pictures off the wall. I think that's kind of weird,

you know.

EXE. DIR. GORHAM: Not if they're nice

pictures.

MS. BURNS: But I'm just trying to

figure out, is this something that the Housing, you

know, is doing? Do they want everything cleared as

far as the hallways and stuff? Because we have a lot

of things --

EXE. DIR. GORHAM: Oh, I know what

you're describing now.

On the floors, some residents outside

of their door may put a table with a plant or they

may have things on the wall. And if everyone does

that, then the hallway becomes very cluttered.

We have a number of folks, not just

yourself, in wheelchairs and folks walking with

canes, etc., that consideration was being made that

at least rugs and tables and that sort of thing that

would prevent someone was being as mobile as they

should be, we would have to take away.

And in terms of paintings on the wall,

we have to see the condition and how much and what

type.

MS. BURNS: Well, it was a religious

painting of the Virgin Mary that was on my wall on

the seventh floor, and before then it was a clock.

And I just noticed it Friday, you know, when I was

doing laundry, that the picture was gone. It was in

perfect condition, I just don't understand who would

come and remove her.

EXE. DIR. GORHAM: Okay.

MS. BURNS: Okay. All right. Thank

you very much.

public, Kim, we do know that Mr. Allen had a fall,

because he's not here tonight.

COMMISSIONER RAZZAK: He's always here,

you're right.

EXE. DIR. GORHAM: Please, Theresa or

Iaeisa, give us an update, if you know, about his

condition.

MS. MONDESIR: As of Wednesday, Ms.

Gilisen said his sister stopped by the building and

she said he had surgery. She didn't say what the

surgery was for, but she said he was okay.

EXE. DIR. GORHAM: He did take a spill

in the building, so we will follow-up on that.

Do you have some other stuff we have to

MS. PEACE: No.

CHAIRPERSON McDUFFIE: All right. Is

there anything else we have to cover tonight, any

updates on the great program we did at the

International Grant Street?

COMMISSIONER RAZZAK: We did good. You

don't want to talk about. We killed that.

CHAIRPERSON McDUFFIE: We had a

tremendous, I believe, outpouring. I saw another

thing that Paterson Housing is doing for our homeless

vets. And to see the state and our government come

together with our Mayor, with the leadership here to

do another program, I think impacts the whole State

of New Jersey. I think Paterson is on the map. I

don't intend to look at things with a glass half

empty, I look at it half full. And to see the

networks of this body represented by our

Commissioners, Mr. Rendina was there, Ms. Razzak was

there, myself, representing all of us, and once again

the leadership, with our Executive Director, the

different Housing Authorities came together to

emphasize our vets, and I don't like to even say

homeless, but vets in transition, vets giving them

that attention they need to help those who fought for

our country. My father is also a vet too. And I

thank God for our brothers who take care of them.

But our brothers who have mental challenges, I like

the spotlight we are putting on this vision. And I

pray it will grow further and grow deeper. Again,

it's another historical move of the Paterson Housing

Authority.

So a hand clap honor to Ms. Gorham.

EXE. DIR. GORHAM: Can I just add to

it?

CHAIRPERSON McDUFFIE: Yes, yes, you

may.

EXE. DIR. GORHAM: So from

time-to-time, we do get requests from the field

office to help them advance certain projects and our

VASH, like Section 8 for veterans, has been a

challenge, but we took it up because we know that

it's needed.

So when asked to do it, our VASH

Coordinator, Marlene Gutierrez, who isn't here

tonight, who works in the Planning & Grants

Department, sort of took the lead and carried it

forward with Carol Gladis and Vanessa Sifford.

It took a lot of coordination with the

field office and the other VASH Housing Authorities

in this area -- not just in this area, but Long

Branch, New Brunswick, Jersey City, Paterson, and

Camden, all brought participants and we had even the

regional administrator from the New York office and

all of the field folks that's involved in Newark

present. So it was a wonderful program. And even

the DCA Acting Commissioner attended that day,

because there's such a need and they're always trying

to keep light, as the Chairperson said, on the VASH

program. The Veterans Administration was also there.

COMMISSIONER RAZZAK: McDuffie, tell

them who we met. Who was that gentleman, remember?

CHAIRPERSON McDUFFIE: We met a guy

named Mr. Bill who was definitely moved by the

program and really celebrated the great work that

we're doing. And he was very celebratory and greatly

moved.

I was impressed, because I felt that

the hearts of the vets were filled on stage and they

gave their heart, they talked about things they

suffered through, and they congratulated the people

they work with who helped bring them through those

stages.

I had to keep tears from my eyes,

because I was moved, and I cry at the drop of a hat

too. The leader of the program, he was touched too.

EXE. DIR. GORHAM: Patrick.

CHAIRPERSON McDUFFIE: Patrick. He was

very impressed. And I hope we can build off that

type of program.

Ms. Gladis, also a special thanks to

you and your leadership. Just really great.

EXE. DIR. GORHAM: So do you want to

report on the Senior Hop?

Chairperson came out too.

CHAIRPERSON McDUFFIE: That's right.

MS. MIMS: On June 29th, we had our

Senior Hop. We had over, I guess, about 110 seniors

that came out dressed up. And I think they really

enjoyed themselves. Everybody was looking forward to

next year. You know, one building, which is

Canfield, they had their own transportation, they ran

two buses.

MS. GLADIS: Three.

MS. MIMS: Three buses to bring, I

think it was about 45 or 50 of them that came from

Canfield. So they enjoyed themselves. They want to

see another one next year. And our president came by

and Chairman came by. He had something to eat and he

socialized with them.

VICE-CHAIRPERSON MAVEN: Did he dance?

MS. MIMS: No.

He took his food with him too.

EXE. DIR. GORHAM: Okay.

MS. MIMS: No, but they had a good

time. Ruby Cotton stopped by.

So it was a real good event, very

successful. I was hoping to have some pictures, but

I can't get in touch with Picture Man yet, but he

took lots of picture. He's giving us a video. So it

was really something that they could be proud of.

COMMISSIONER RAZZAK: That's good.

EXE. DIR. GORHAM: So upcoming on the

calendar is August 4th, you all will be getting an

invitation. On August 4th, we're going to have the

groundbreaking for the homeownership units at The

Heritage. And on the 13th, the ribbon-cutting for

Freedom Village at Governor and Straight Streets, and

that's at 2:00 p.m.

MS. GLADIS: Ten.

COMMISSIONER RAZZAK: August 4th at

EXE. DIR. GORHAM: Yes. Ribbon-cutting

is at ten and the groundbreaking is at two.

MS. HEW: August 4th and August 13th.

EXE. DIR. GORHAM: August 4th and

COMMISSIONER RAZZAK: August 4th, what

time?

EXE. DIR. GORHAM: 2:00 p.m., and you

all will get invitations. Okay. They should be

coming very soon. The developer is in the process of

doing it.

So, Carol or Fred, do you want to talk

a few minutes at about the rollout of the

homeownership?

MR. VAZQUEZ: Construction just started

a couple of weeks ago. By the 23rd, which is this

week, we're going to start seeing foundations being

put in place. We look to complete the first 16 units

within the next six months.

We are going through a marketing

program with certain priorities, including current

residents of the site, residents that are over

income, Paterson Housing Authority residents that are

over income, Paterson residents. There was one other

priority -- working.

The attempt is to have as many local

people qualified as possible to purchase the homes.

The homes are income-based and, therefore, in tiers.

I think homes start at $125,000, with the highest one

being at $180,000. And it's based on the highest one

on 80 percent of median income.

We believe the homes will sell quickly.

Once we build out the first 16, the other nine will

be built out. There are two market rate units that

will be sold to the general public, so they're not

part of the priority list, but that's on the

developer. Those two units we'd like to sell at the

beginning, and the reason we'd like to sell those at

the beginning is so we can establish the appraised

value at a higher rate of the homes. It's easier

when you go to get your mortgage for the bank that

the property is appraised at the higher value. So

hopefully within the next week, we'll be sending

flyers out to those priority groups that I noted

earlier, and hopefully we have seminars at which time

we speak about the marketing plan and we bring the

banks and their products to the table. And we do

have folks that are well-versed in that particular

type of a buying approach, because it's somewhat

different than if you and I went out to purchase a

home. So there are banks that are very good at that

type of involvement and folks that have the

experience to make it happen.

If we do well, hopefully we'll have all

our homes sold out by next summer.

COMMISSIONER PUGH: That would be

great! Awesome!

COMMISSIONER RAZZAK: That will be

great!

EXE. DIR. GORHAM: Any questions?

VICE-CHAIRPERSON MAVEN: Where are

those in terms of applications?

EXE. DIR. GORHAM: We're sending them

to our former residents first. Then folks that --

MR. VAZQUEZ: That live at The

Heritage.

EXE. DIR. GORHAM: That live at The

Heritage. Then folks that are over income that's

part of, you know, that were either Housing Authority

residents or they have come through our counseling

program or they're in our Section 8 Program.

VICE-CHAIRPERSON MAVEN: That's the

third group? I didn't remember.

EXE. DIR. GORHAM: Yes. So that's the

third group.

And then the fourth group are those

folks living and working --

MR. VAZQUEZ: City employees living in

Paterson.

EXE. DIR. GORHAM: Right, city

employees living in Paterson.

CHAIRPERSON McDUFFIE: Beautiful!

COMMISSIONER RAZZAK: That's a good

one. I want one.

EXE. DIR. GORHAM: Okay. Are there any

unique situations at the sites that you may want to

share with the Board? And I say unique good, not

unique challenging, okay.

MS. BOULWARE: Not right now.

EXE. DIR. GORHAM: Your inspection is

scheduled.

MS. MONDESIR: Tomorrow.

EXE. DIR. GORHAM: You got to get

working.

MS. MONDESIR: I'm still working right

now.

EXE. DIR. GORHAM: Yes, that's our

annual REAC inspections. All our other sites have

been inspected and we had a change at Riverside.

about your inspection?

Riverside. I am very glad to report that we got a

very good mark. What was it, 82?

COMMISSIONER RAZZAK: That's very good.

EXE. DIR. GORHAM: They didn't really

believe it.

MS. MIMS: 39s and 64s, so this time,

they worked very hard. The whole Authority came

together and they did well.

COMMISSIONER PUGH: Great!

COMMISSIONER RAZZAK: That's kicking!

EXE. DIR. GORHAM: So are there any

other questions from the Board of Commissioners?
