• Councils, Boroughs, Districts, Authorities - over 300 ‘local’ bodies • Energy Managers in each body • Focus on savings, technologies, procurement, efficiencies, behaviours • REFIT – EPC or similar models – i.e. ‘spend to save ‘ contracts - with guarantees

• Limited focus on water at present – not seen as malleably priced • Groups of public bodies are increasingly combining to collaborate for best price / service • London – WLA (8 boroughs), ELS, SLSP, SWLP, NLA • WLA boroughs are enthused by the new opportunities in water and in particular the WPC Initiative
