Background

The term Intended Nationally Determined Contributions (INDCs) was

put forward in 2013 at the 19th session of the Conference of the Parties

(COP 19) in Warsaw;

Decision 1/CP.19 invites all Parties to initiate or intensify domestic

preparations for their (INDCs) to the 2015 Agreement;

As agreed by Parties at COP 19, INDCs put forward by countries will form

a key input to the preparation processes of negotiations leading towards

the 2015 Paris climate agreement

The Ad-Hoc Working Group on the Durban Platform for Enhanced Action

(ADP) has been developing information on INDC (draft text proposed by

the ADP co-chairs at 24 October 2014, in Bonn, latest version published as

ADP.2014.12.DraftText in November 2014 )

INDC: what are they?

contributions, not necessarily commitments

without prejudice to the legal nature of the contributions of Parties,

pursuant to decision 1/CP.19, as well as to the content and form of the

protocol, another legal instrument or agreed outcome with legal force under

the Convention applicable to all Parties to be adopted by the CoP 21;

scope of contributions is to be nationally determined in the context of

Article 2 of the Convention and taking into account existing commitments,

provisions of the Convention and relevant decisions of the Conference of

the Parties;

developed Parties, operating entities of the financial mechanism and

other organizations in a position to do so urged and requested to provide

support for INDCs formulation.

Up-front information (UFI) on INDC

information explaining the INDC, its ambition and how it reflects equity in

a manner enhancing understanding of whether the aggregate effort of all

Parties to the 2015 Agreement is adequate;

To be submitted together with the INDC by first quarter of 2015 (at the

latest by 31 August of 2015);

Contributions are to be communicated in a manner that facilitates clarity,

transparency and understanding

The scope of information required will be determined by Parties in a

decision to be adopted in Lima;

Options on UFI currently on the table are presented in a Annex to a draft

decision on INDC put forward by ADP co-chairs ( latest version of

November)

To be an integral part of the agreement;

Mitigation commitments/contributions to be guided by the principles of

the Convention, in particular CBDR-RC;

Adaptation as an important part of INDC

All Parties to be encouraged to address adaptation in national

planning, integrating adaptation into existing national plans and

programmes;

A framework or provisions to be defined to accelerate the

implementation of adaptation and common metrics to assess progress;

Cooperation on adaptation is a legal requirement;

Developing country Parties’ adaptation actions and their

enhancement, including economic diversification, to be supported by

financing from developed country Parties and Parties included in Annex

II to the Convention (Annex II Parties);

Formulation of national adaptation plans (NAPs) not to be a pre-

condition for finance

Means of implementation – finance, technology and

capacity- building

Be quantifiable, comparable and transparent and ensure best

efforts of Parties based on their capacity and include relevant

road maps and targets;

Be effective and predictable for developing countries in the

medium and long term to enable a transformation at scale in

the way public and private investments are made;

Allow country ownership and attribute a greater role to national

and sub-national entities;

Give priority to developing countries that need support and that

are particularly vulnerable to the adverse effects of climate

change
