FOREWORD
This Annual Report of accomplishments for the Year 2015
presents the major programs and activities that were implemented to
address the growing demand of a huge number of clients from
various sectors of Region II.
The efforts of various operating units in producing the required
outputs in the areas of massive training, competency assessment and
scholarship programs have undoubtedly resulted to employment
facilitation for either wage or self-employment.
The 2015 regional accomplishments are attributed to the active
participation and support of TESD partners from the Local Government
Units, our industry partners, the Regional and Provincial Technical
Education and Skills Development Committee (R/PTESDCs), the organized
Associations of Technical Institutions in the region, other Government
Agencies and Non-government Organizations that have been working
with the different Provincial Offices and TESDA Technology Institutions
in moving to greater heights technical education and skills
development (TESD) in Region II.
For the succeeding year – 2016 we look forward to focus on the
development of higher level qualifications to be able to respond to
more challenges brought about by the ASEAN and global market
demands and the other external factors which require TESD
interventions.

Profiling
The recorded total
profiled persons from all
operating units of the
region is 106% or 19,194 of
the target of 18,077.
Massive Training
Of the total target of 68, 598 enrolled persons, Region II was able
to surpass its target by 15% or a total of 78,881 and 78,481 or 27%
above its target graduates of 61,738 in all training modalities (school-
based, community-based, enterprise-based) from the combined efforts of
the provincial offices and the TESDA training institutions.

Program Registration
Under the Unified TVET Program Registration and
Accreditation System (UTPRAS), a total of 77 programs were
registered by public and private TVIs . To date, the region
registered a total of 352 programs in all provinces.
Compliance Audit
Compliance audit of 179 previously registered programs
were conducted by the Regional Compliance Team to determine
the compliance level of public and private TVET providers to
program registration standards. Non-compliant institutions were
subjected to closure proceedings or migration of programs to the
updated training regulations.
Competency Assessment and Certification
For the year in review, Region II was able to attain a
remarkably high accomplishment in Assessment and Certification. With
a total target of 15,839 persons assessed, the provincial offices and
training institutions were able to achieve a total of 21,708 which is
37% above target.
It is also noteworthy that out of the 21,708 total assessed, 19,813
were certified. This brought the region’s certification rate to 91.27%
which is 7.47% higher than the national certification rate of 84%.

Ninety (90) new assessment centers and 163 competency
assessors were accredited . As of December 2015, the region has
already accredited a total of 219 assessment centers and 466
assessors that facilitated the conduct of competency assessment
activities including the NATCAC.
On the other hand, Compliance Audits for Assessment Centers
were also conducted following the Procedures Manual on Compliance
Audit.

EMPLOYMENT
For this year’s employment monitoring performance, the region’s
accomplishment fell short of 40% or 22,934 from its target of 38,278.
Due to the limited number of big industries that would absorb TVET
graduates for wage -employment, majority of the reported employed
graduates were self-employed.

SCHOLARSHIPS
Enrolled, Graduates, Assessed, Certified, Employed
The various scholarship programs of TESDA facilitated employment
opportunities for the grantees, particularly those qualifications that have
high demand for skilled graduates in existing industries in the region and
are anchored on the key employment generators .

2015 Study on the Employability of TVET Graduates
The 2015 Study on Employability of TVET Graduates (SETG) was
conducted during the last quarter of the year in review to determine the
relevance and effectiveness of TVET based on the employment status of the
497 sampled TVET graduates of CY 2014. The survey covered graduates
from both private and public TVIs in all training delivery modes (school-
based, enterprise-based and community based training).
The combined efforts of the regional and provincial offices
for the successful conduct of the survey, notwithstanding the
difficulties encountered to locate the target graduates resulted to a
commendable performance of 98.6% accomplishment as
acknowledged by Planning Office.
TESD Policies
For CY 2015, the Regional TESD
Committee (RTESDC) actively
sustained their support to TESDA
Region II. Policy agenda and
issues were discussed during the
quarterly business meetings. Six
(6) Resolutions were adopted by
the RTESDC to support the
implementation of the
Committee’s commitment to
TESDA’s programs and services.
Likewise, as local advisory
bodies – PTESDCs in all provinces also
adopted various Resolutions as commitment to support all
TESD programs and activities that were reflected in their respective
Annual Work Plans and the Office Performance Commitment Plan of all
provincial offices. The planned programs and activities were
implemented to respond to the demand of multi-sectoral clients,
particularly on skills development and scholarships .

ISO 9001-2008 TUV SUD CERTIFICATION
The TESDA RO2 seal of Quality Management System was finally
realized for 2015 , after a series of tough Internal Quality Audits TUV
SUD audit at the Isabela Provincial Office as the first audit site . In
June 2015, Region II was among other regions that was issued its ISO
9001-2008 - TUV SUD Certification and received by Sec. Joel Villanueva
from His Excellency President Benigno Aquino III and witnessed by
regional and provincial directors of regions concerned.

Internal Quality Audits and Surveillance Audit
To assess the extent of continuous improvement and how the
Quality Management System has been maintained in the different
provincial offices and regional office, the Regional Audit Team
conducted a series of Internal Quality Audit (IQA). Audit results were
provided to the operating units concerned and submitted to the NQMRC.
A surveillance audit was also conducted by a TUVSUD auditor at
Quirino Provincial office during the last quarter of the year to determine
the status of compliance of the said office to Quality Procedures and
standards set by the agency.
Taking Strides for the Philippine Quality Awards Assessment
The Regional Office with all provincial offices endeavored to
prepare and assess the agency’s readiness to embrace the Philippine
Quality Awards . PQA accredited assessors visited the region on August
14, 2015 to conduct the on site audit and interview with the Regional
Director, provincial directors and other key officials of TESDA Region II.

(print and broadcast)
and press briefings.
In May 2015, the
Region was visited by Secretary Joel
Villanueva who graced and
inspired the graduates during
the Mass graduation and
distribution of toolkits to STEP
beneficiaries from the different
communities and also women
beneficiaries of the COKE-TESDA
STAR program from Cagayan
province.

2015 Cagayan Valley Regional Skills Competition
The TESDA Region 2 conducted its 2015
Regional Skills Competition at Southern
Isabela College of Arts and Trades (SICAT)
Santiago City, Isabela in October 2015
with the theme : “Galing at Talino ng
Rehiyon 2, Isapuso para sa magandang
pagbabago”.
The winners in the RSC will
represent Region 2 in the Philippine
National Skills Competition to
demonstrate the best of their
technical vocational skills.
Emerging winners will
represent the Philippines
in the World Skills ASEAN
Competition that will be
held in 2016.

Gender & Development
Programs and activities indicated in the various Action
Plan of operating units on Gender and Development (GAD) were
implemented to promote women’s contribution to support their
male counterparts in societal development. Participation of women
in male dominated occupations were also pursued in some parts
of the region.
Programs for PWDs, Senior Citizens and Solo Parents
On the other hand, persons with
disabilities (PWDs) were provided
with their desired programs to
assist them become productive
members of the communities. As
part of the agency’s concern for
senior citizens and solo parents
, a number of these clients also
participated in community
based skills training programs.

Region Two’s Best Bets and Top Performers!
1- Ricardo Mactal’s entry to Video Making Contest lands top ten
Among the 20 technical vocational (tech-voc) graduates
Ricardo Mactal was honored by the Technical Education and Skills
Development Authority (TESDA) for submitting the best videos
documenting how TESDA transformed their lives. The winners,
chosen from over a hundred of entries, took the spotlight as they
received cash prizes, scholarship vouchers, plaques of recognition
and trophies on May 12 at the awarding ceremony of the TESDA
Video Making Contest Year 2 at the
Philippine International
Convention Center in Pasay City.
He was even cited and
lauded by no less than the TESDA
secretary Joel Villanueva as
part of the inspirational talk
during his Visit at Robinson and
even mentioned as example
in his TV as well as radio
guestings.

2015 Model Employee National Awardee and Tagsanay Awardee
For this year’s TESDA Model Employee of the Year Award
(TMEOYA) Category II, Mr. Rogelio C. Rambuyan – trainer in
Electrical Installation and Maintenance NC II at the TESDA-
Regional Training Center Region 02 and a committed public
servant, was adjudged as national winner.
His notable achievements were finally put into fruition when
he was declared as the TESDA
Model Employee besting the
nominees from other regions in
the country.
Moreover, Mr. Rambuyan
again emerged as Best
Performer when he was
adjudged as the 2015
Tagsanay Award National
Winner besting 35 contestants
from all over the country. The
awarding ceremonies was held
at the TESDA Central Office,
Taguig City on December 18,
2015.

at the TESDA Regional
Training Center clinched
2nd Runner up for Self-
Employed Category. He
now owns an Automotive
Repair and Service Shop at
Roma Sur, Enrile, Cagayan
where he employed 8
TESDA graduates and 4 OJT
trainees. He joined other
national winners during
the awarding program
held during the TESDA
anniversary Celebration at
TESDA, Taguig last August 2016.

Financial Report
Of the total 54,314,470.00 Budget of TESDA-RO2, the figure below
presents the breakdown of expenditures poured in to the different Major
Final Outputs (MFOs). The biggest bulk of budget (89%) was utilized for
MFO 2 which includes massive training and scholarships. On the hand,
the remaining portion of (1%) were spent for MFO1 on TESD Policies ;
(2%) for Support to TVET Provision (STO) on SMA programs , GAD, PWD
support activities and 4% were expended for MFO 3 that covers Program
Registration , Competency Assessment and Certification activities and
Compliance Audit.
