PDO Project Background
• Madison and St. Clair Counties St. Louis Metro-East area Combined Population = Over 530,000

• DeliverablesThese services are supported in full or in part by a contract to Chestnut Health Systems from the Illinois Department of Human Services, Division of Substance Use Prevention and Recovery, as part of the Illinois Prescription Drug Overdose (IPDO) grant from the US Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SP-022140)
• Coalition initially focusing on Madison County
• 10 year history; focus on opioid crisis for past 3 years
• Three work groups: Education/PreventionTreatment/Recovery SupportsLaw Enforcement
• Educate, Support, Transform
• Over 60 partnering agencies/groups
• New website launched in June 2018https://partnershipdrugfree.org/
• Moved from agency run entity to shared governance in February 2018
Partnership
• New coalition – first meeting in March
• Formed through collaboration with SCC Health Department and Healthcare Commission
• More than 15 partnering agencies to date
• Developing strategic plan around two goals
St. Clair County Drug Prevention Alliance
Alliance 5 Year Goals
1.Reduce youth substance use by 5%
2.Reduce opioid overdose deaths in the county by 25%
Narcan…and Beyond
• Over 1200 People trained in FY18
• 138 Doses of Narcan were administered to 76 people (that we received reports for). At least 70 of those were successful reversals

Communication and Education
• Staff presented at 20 additional opioid trainings or community forums in FY18, with 687 people in attendance.
• Produced 17 short videos to be released on social media and website
• Partnered with local school districts to raise awareness
• Distributed drop-box educational materials
Successes
• 100% of Madison County and 61% of St. Clair County Law Enforcement agencies have been trained and are carrying Narcan.
• Over 35,000 resource cards, 100 resource posters, 2000 drop box tear-aways, and 1000 resource brochures have been distributed in the two counties…to date.

• Engaged all major treatment agencies in the counties to participate in the coalitions
