Congressman Chaka Fattah (D-
Philadelphia), architect of the
nationally successful GEAR
UP program that provides college
readiness and preparation for low-in-
come students, yesterday introduced a
House Resolution that spotlights Sep.
29 as National GEAR UP Day. GEAR
UP is a program long championed by
the Congressman.
“GEAR UP not only prepares our un-
derserved young people for the rigors
of higher education,
it sets them on a path
to success in the job
market that is en-
hanced by a college
degree,” said Fattah,
an education innova-
tor and advocate throughout his eight
terms in Congress.
“Even in these tough economic times,
hundreds of thousands of jobs go beg-
ging because job seekers, especially
young adults, don't have the education
and skills to compete,” Fattah said.
“GEAR UP provides preparation and
readiness skills to 6th- through 12th-
graders in our poorest schools that
translate to employment opportunities
as well as college achievement.”
GEAR UP – Gaining Early Awareness
and Readiness for Undergraduate Pro-
grams – has served about 12 million
students with about $3 billion in Fed-
eral resources since its inception in
September 1999. Fattah created and
guided GEAR UP to passage in legisla-
tion signed by President Clinton.
In Philadelphia, GEAR UP is providing
college readiness services for almost
7,000 middle-
and high-school-
ers attending, or
on track to attend,
Audenreid, Edi-
son, Frankford,
Franklin, Olney
East, Olney West, University City, Fels,
Furness, Germantown and Overbrook
HSs.
On Sep. 29 at 10 a.m., Fattah will join
US Secretary of Education Arne Dun-
can for National GEAR UP Day kick-
off ceremonies at Friendship Public
Charter School in Washington, D.C.
The program will be transmitted by
closed circuit to GEAR UP Day events
in states from Pennsylvania to Texas.
Fattah Promotes
GEAR UP In Capitol
The Pennsylvania AFL-
CIO endorsed Patrick
Murphy in Pennsylva-
nia’s 8th Congressional District
race over his opponent, former
Congressman Mike Fitzpatrick,
who lied to the organization
when he promised members he
would vote against outsourcing
American jobs.
Mary Dunne, president of the
Bucks Co. AFL-CIO, recalled
the meeting she had with Con-
gressman Fitzpatrick in the
summer of 2005. She traveled
from Bensalem to Washington
to ask that Fitzpatrick vote
against a trade deal that would
ship American jobs to Central
America. The Congressman
promised Mary and the other
working families present that
day he would vote no. But
something changed in between
that meeting and the time Fitz-
patrick walked down to the
House floor to cast his vote on
the Central American Free
Trade Agreement just a few
hours later. As documented in
later news reports, Dick Cheney
called Fitzpatrick to tell the
freshman Congressman they
needed his yes vote. That was
all it took.
One phone call from Cheney
and Congressman Fitzpatrick
flipped, breaking his word to his
constituents and becoming the
tie-breaking vote to outsource
American jobs.
“Fitzpatrick lied to my face that
day,” Mary said of her 2005
meeting with the former Con-
gressman. “You may not agree
with Patrick Murphy on every
issue, but you know when he
tells you something, he’ll stick
to his word.”
