Pegaso IS1R Project Transition Objective, Scope & Approach

• Project Transition Objective

- Intelsat IS14 will replace Intelsat IS1R at 315E orbital location (IS1R has an anomaly with solar cell degradation and requires turning transponders off over time). In particular, IS14 has no replacement for the IS1R North America extended Ku-band beam covering Mexico. The Ku-band beam on IS14 also does not cover Brazil whereas IS1R Latin America beam does. In lieu of this fact, all Pegaso services will be transitioned from IS1R to StarOne C2 at 70W. IS1R will drift to 310E where it will replace IS705 that is approaching the end of its station-kept life.

• Project Transition Scope

- Intelsat will acquire and install a new SurfBeam Hub at the Ellenwood teleport operations for the purpose of migrating the Pegaso network from IS1R to StarOne C2. Implementation will encompass the migration of the uplink/downlink from IS1R to StarOne C2 and the repointing of 16753 VSAT remote antennas throughout Mexico to the C2 satellite.

• Project Transition Approach

- Pegaso will migrate their services off of their existing SMTS hub and onto the new Intelsat purchased SMTS hub. Once all services have been migrated over to the new hub, Pegaso will begin the transition of the original SMTS hub uplinks to Star One C2, and will then transition the services off of the new Intelsat purchased SMTS hub back onto the original SMTS hub.

- The migration of Pegaso services from IS1R to StarOne C2 will require the upgrade of the 7.2m ATL-K02 antenna system located at the Ellenwood teleport (to be used to facilitate a temporary dual illumination period) and upgrade to the 13m ATL-K23 antenna system which is currently used by Pegaso on IS1R (also located at the Ellenwood teleport).

- ATL-K02 will be the future TT&C antenna for IS1R at it’s new location of 310E. A new 9m Ku-band antenna system ATL-K15 will be built for IS14 comms when it replaces IS1R at 315E. ATL-K23 will remain on IS1R during the dual illumination period until the new 9m ATL-K15 is completed and IS1R carriers are transferred to IS14 (scheduled for completion by 31-July-2009). ATL-K23 will then be repointed to StarOne C2 for exclusive Pegaso use once IS14 is in place and all other traffic have been moved.

Project Assumptions, Constraints & External Dependencies

• Assumptions

– Reduced availability and UPC margins during transition period on the ATL-K02 7.2m antenna are acceptable

– HPA and antenna sizing are based on Link budgets provided for StarOne C2 spot beam that do not show spot beam coverage for the Atlanta region

– Web access remote monitoring system for carrier access

– ViaSat will provide installation, configuration and support

– ½ rate FEC will be used for inbound carriers

– Intelsat will procure LNB's to accommodate the StarOne C2 frequency plan

• Constraints

– ATL-K02 antenna needs a complete uplink chain built before the Pegaso carriers can be dual illuminated on StarOne C2

– Transition of all Pegaso and other traffic off of IS1R

• External Dependencies

– Contractual agreement with Pegaso must be in place to support hub implementation and system migration

– ViaSat SurfBeam Hub equipment delivery to Intelsat

– StarOne C2 segment negotiations/agreement
