Penn’s Northeast Mission Statement To facilitate investment of capital and the creation and retention of quality jobs in Northeastern Pennsylvania by:

Penn’s Northeast was established to maximize awareness of our region as a business location by pooling our resources to present a unified image. Penn’s Northeast has since successfully promoted the northeast portion of Pennsylvania as a top of mind business location. We serve as the single point of contact for interested firms and site selection consultants and we are recognized in the consultant and developer community as a positive example of regionalism that works.

Most of us can characterize our nation’s current economic crises as unprecedented in our lifetimes. As a result of these current conditions, Penn’s Northeast confronts internal and external challenges. To meet the requirements of the new business environment while maintaining our program of work we have reduced costs wherever possible and adjusted our marketing plan to pursue new opportunities to raise awareness of northeast Pennsylvania to potential end users.

The fundamental purpose of Penn’s Northeast – the creation of opportunity – remains unchanged. Our region retains all of our competitive advantages and while our marketplace has changed, our ‘product’ is still very attractive. We have an excellent workforce, a cost-effective business environment and sites that are ready for new enterprise.

Of course, we can not possibly succeed without the support of our members and our partners. We extend our thanks to all of you for your continued financial support and ask you to stay the course while engaging others to become investors in Penn’s Northeast.

The premise on which Penn’s Northeast was founded is even more relevant today than it was at its inception. We have changed the way economic development marketing is done in northeast Pennsylvania and will continue to reap the dividends of regional cooperation through perseverance. By working together and pooling our resources, we can successfully meet the challenges of a difficult economy and an increasingly competitive global marketplace, looking forward to the promises of a more confident future for all of northeast Pennsylvania.

2 When you think Northeast, think Penn’s Northeast

The purpose of all of our activities is to raise awareness, stimulate interest, foster relationships and keep northeast Pennsylvania on the minds of site selectors, brokers and companies interested in expanding or relocating their businesses. It is all about generating inquiries and potential prospects that result in job creation in our region now and/or in the future. The stakes are high and the global competition for jobs is more aggressive than ever. By working

in close collaboration with our partners, Penn’s Northeast has created a customer friendly and efficient prospecting system that maximizes sales leads. By serving as a single point of contact we are able to promptly provide regional information to potential prospects. We help them define their needs, identify potential sites, provide them with demographic information, arrange tours and put them in touch with other economic development groups and chambers

of commerce in the specific areas. Prospect activity in 2008-09 has

remained fairly consistent with that of 2007-08. What has changed is that many prospects have postponed or put their projects on hold due to the economy. The majority of the leads continue to come from the manufacturing sector followed by logistics projects. Office and data center prospect inquiries increased over 2007- 08 and alternative energy represented

6% of the inquiries. The sources of the leads continue to be varied with the Governor’s Action Team representing 49% of the leads processed. We very much appreciate the Action Team’s contributions as well as those of the Pennsylvania Department of Community and Economic Development.

The following prospect processed by Penn’s Northeast was converted into a project.*

◗ QuietFlex Manufacturing, headquartered in Houston, opened a manufacturing operation in an 80,880- square-foot building in CenterPoint Commerce and Trade Park East, Luzerne County. QuietFlex is a subsidiary of Goodman Global Holdings, Inc., the second largest residential HVAC company in the United States. QuietFlex is a high-volume, high-quality provider of flexible air duct.

To increase awareness, reach potential end users and generate additional lead flow we have contracted with lead generating firms, purchased industry

lists and increased outreach efforts. As we look to the future we are confident that the economy will recover. Northeast Pennsylvania will prosper because of the forward thinking and actions of leaders throughout our region that are proactively positioning their respective businesses, institutions and organizations to survive and thrive by investing in new programs, continuing to develop land and buildings and much more.

Successful economic development is truly a team effort which requires many partners including government, the private sector, education and workforce development and economic development organizations, etc. working together with a shared vision. Northeast Pennsylvania is fortunate to have such a team of dedicated and knowledgeable experts working together with vision and a passion to see their respective communities and northeast Pennsylvania grow and prosper.

FINANCIAL SUMMARY

Note: Penn’s Northeast, Inc. is a 501(c)3 non profit organization. The fiscal year begins on July 1 and ends on June 30. The sources of funds and uses are based on the budget. All funds are audited at the close of the fiscal year by an independent auditor. * Note: at press time, several other projects, while appearing imminent, had yet to be publicly announced.

When prospects look at an area one of the main things they are looking for is an available site or building. Therefore, Penn’s Northeast promotes the region’s available properties in various ways. Each year the organization continues to add to its lists of marketing techniques. Some new items that were added this year include:

◗ An email marketing campaign promoting featured properties in the region. Emails containing featured properties are sent to our list of prospects. Each email contains images of the properties, some brief information about the properties and a link to a more detailed listing on the Penn’s Northeast website. Emails are sent out on a regular basis.

◗ A print piece featuring available office properties in the Penn’s Northeast region. The piece was designed specifically for our attendance at the Securities Industries and Financial Markets Association (SIFMA) Technology Management Conference

held in New York City and was also mailed to our list of office prospects. This pocket-sized, four-color 20-page document cleverly markets the region and takes “A perfect place for The Office” (TV show) approach. It also markets the various attributes that make the region attractive, such as location and quality of life.

◗ A banner ad on Expansion Solutions website. Expansion Solutions is a website designed to inform key site selection consultants and corporate real estate brokers about progressive communities and the benefits that are offered by each community. The Penn’s Northeast ad runs continually across the top of the PA Economic

Development Organization Directory page. Viewers can click on the ad to visit the Penn’s Northeast website.

◗ An advertisement in CoreNet Global’s magazine The Leader. CoreNet Global is a leading professional association for corporate real estate and workplace executives. Their publication reaches more than 7,000 members in Asia, Australia, Europe, Latin America and North America.

In 2008/2009 the organization continued to market the region’s real

estate by:

◗ Updating the business park map portfolio to be distributed to a select list of VIP prospects. The bound portfolio booklet contains maps of the region’s business parks which outline available land, available buildings, infrastructure, existing businesses

and available tax incentives.

◗ Continually updating an online real estate database featuring over 900 available buildings and sites. Users

are able to narrow down their search by type of land or building, size, rail availability and KOZ/KOEZ designation. For buildings, users may also choose properties for either sale or lease.

◗ Mailing of a 32-page full color brochure featuring more than 200 available industrial and office buildings.

◗ Populating the Commonwealth of PA’s SiteSearch website to reflect the data on the Penn’s Northeast real estate database.

◗ Having aerial photos taken of business parks and available real estate in the region. As the region’s landscape changes with new buildings being built, new photographs are taken to be used on the Penn’s Northeast website and for our partners to use in promoting their properties.

◗ Direct mail marketing with an oversized postcard directing people to the online database.

◗ Paid space advertising in various national real estate trade publications including Business Facilities, Site Selection, Area Development, Northeast Real Estate Business and Business Expansion Journal.

All real estate marketing materials are available in a printed and electronic format. Except where otherwise noted, they were distributed via U.S. mail and/or email to a list of over 4,000 brokers, developers, site selection consultants, members of the Governor’s Action Team and local stakeholders.

Our job is to keep spreading the news that northeast Pennsylvania is a great place for businesses to locate and grow. That takes on many forms but perhaps the most challenging of our goals is to reach an international audience. How can Penn’s Northeast have an international presence? Simply put, only in partnership with the Commonwealth of Pennsylvania. Pennsylvania is fortunate to have an extensive network of international business development reps who work to promote PA exports and attract foreign direct investment. In collaboration with the PA Office of International Business Development under the direction of Wilfred Muskens, Penn’s Northeast attended our first international trade show in Montreal, Canada, the SIAL Montréal Food Expo.

SIAL Montréal is the yearly meeting point for North American food buyers. Visitors from all over Canada, America and 60 worldwide countries were represented. Exhibitors included food

brokers, retailers, wholesalers, buyers, importers and exporters. The three

day event featured over

550 exhibitors from around the world, providing Penn’s Northeast with the opportunity to meet representatives from the industry and promote northeast Pennsylvania as an ideal location for their business. Penn’s Northeast worked closely with Ludovic Ortuno, the PA-

Canadian Investment Representative who arranged introductions at the Expo and scheduled appointments and meetings.

A special food related marketing piece was designed specifically for the show and distributed to exhibitors. The piece was also mailed to key food related prospects.

Pennsylvania and Quebec have a long history of trade and companies were receptive to setting up operations in northeast Pennsylvania, in order to take advantage of the prime location and logistical factors. SIAL Montréal was a great opportunity to get the word out about the many advantages of operating your business in northeast PA.

We work closely with the PA Office of International Business Development staff and international reps and processed 18% of our leads through them. In addition, we partner with Michael Horvath, NEPA Alliance International Business Development Manager who always promotes the local development region and takes our marketing material with him on international business trips such as the upcoming Paris Air Show.

The quality of the region’s workforce has always been known to be among the nation’s best. It’s this attribute that is the focus of the Penn’s Northeast workforce branding campaign.

Now in its third year, this successful direct mail campaign continues to feature business leaders from throughout the region touting their outstanding workforce. The cover of each piece features a location or item that is considered the best of its kind. For example, “If you are looking for the world’s most vibrant tulips...go to Holland. If you are looking for the world’s most vibrant workforce...come to Northeast Pennsylvania” was used in one piece.

The goal has always been to continue the workforce branding marketing effort on a consistent, repetitive basis. Since its inception in 2006, pieces have been mailed regularly to our list of prospects and the design

has always been the same. This coming year a fresh

concept with a slight variation on the theme will be introduced, opening the

campaign up to some new areas while retaining the consistent

message - northeast Pennsylvania’s workforce is among the best in

the world!We would like to thank the

TRADE SHOWS & CONFERENCES SOMETHING NEW

This year Penn’s Northeast participated in several outreach events promoting our region for business relocation and investment. Among them were events we have previously attended as well as new trade shows and conferences such as WindPower 2009, RealShare PHILADELPHIA and SIAL Montréal. (see page 6)

WindPower – Penn’s Northeast manned a booth at the WindPower 2009 Conference and Exhibition at McCormick Place in Chicago. This opportunity was made possible through the Commonwealth and in cooperation with the German American Dialogue on Renewable Energy (GADORE). With over 1,200 exhibitors and 23,000 attendees, WindPower far exceeded the previous attendance record and was the largest collection of wind professionals in one place at one time. With wind energy

capacity in the US growing 50% in one year, and

growing by 32% annually for

the past five years, many

opportunities have been created for new and existing companies. The event was attended by companies of all sizes, state and government agencies, economic development organizations, supply-side consortiums, and a variety of other institutions from all over the world.

Governor Edward G. Rendell attended WindPower where he cut a virtual ribbon on a new business portal. Pennsylvania has been working with GADORE to create this portal to help German businesses enter the North American wind energy market. Many of those companies are expected to locate their operations in Pennsylvania. Governor Rendell said, “Our commitment to

developing a green economy and more forms of clean, renewable energy continues with this important agreement. Pennsylvania is already home to some of the world’s largest alternative energy corporations and the new portal will make it possible for the state to expand its reputation as the place for wind energy companies to do business.”

RealShare PHILADELPHIA - Penn’s Northeast attended this leading real estate networking conference for the metro-area commercial real estate market. The conference attracted top-level real estate executives and provided an opportunity to network with leading

dealmakers while promoting our region. In panel sessions industry leaders shared their perspective on where the market is going, how to position your firm to survive, find deals and more.

CoreNet Global Summits - Penn’s Northeast and our local partners co-sponsored and manned the Pennsylvania booth at the CoreNet Global Summits in Orlando, FL and Dallas, TX. Thanks to the Pennsylvania Department of

Community and Economic Development in partnership with the Team PA Foundation, Pennsylvania has maintained strong visibility and branding at these events with the PA booth and their Harley Motorcycle drawing. This year Penn’s Northeast tried something new in Dallas by raffling off a Harley jacket. A catchy pre-event mailer was sent to a targeted list and the raffle provided added promotion of the region and additional face time with booth attendees. More than 1,000 corporate site selectors, site consultants, commercial brokers and competing

economic development groups attended these conferences.

SIOR - The Society of Industrial and Office Realtors (SIOR) conference in Hershey continues to be a great opportunity for Penn’s Northeast to market our region via a booth and door prize. The event is limited in size making it a great setting to reconnect with SIOR members that are active in our market and promote our region to other brokers. SIOR is the leading professional commercial and industrial real estate association and represents

today’s most knowledgeable, experienced, and successful commercial real estate brokerage specialists.

Developer’s Night at IOREBA

- Held in Teaneck, New Jersey, Developers Night is another opportunity that Penn’s Northeast and several of our partners attend. IOREBA is a membership organization consisting primarily of commercial real estate brokers and developers from New York, New Jersey, Connecticut and Pennsylvania. About 200 attended the event.

AIRPORT ADVERTISINGOne of the many benefits of regional

marketing is the ability to take advantage of certain forms of advertising that are not economical for our partners to purchase on their own. When these types of opportunities arise, Penn’s Northeast is often the perfect fit to step in.

This was especially true when in 2006 we were approached to advertise at the Wilkes-Barre/Scranton International Airport’s new terminal.

Penn’s Northeast then contracted to display signage at the terminal. Penn’s Northeast advertisements are positioned at the main entrance and exit. The advertisements are lit signs that promote the region as a prime location for business and highlight the region’s high- quality workforce. The terminal is estimated to be visited by over 1 million people annually.

The airport advertising provides a

great opportunity for us to reach the many business travelers that come to the region, giving them a positive impression as they arrive and leaving them with a positive message as they depart.

BUSINESS RETENTION AND EXPANSIONBusinesses in a recession rely

more than ever on the resources that are available to them from the Commonwealth of PA. Navigating through these resources can sometimes be challenging and without assistance, some businesses don’t know where to go for help.

That is where the statewide PA Business Retention and Expansion Program (BREP) comes in. The program is designed to assist existing companies with issues they might have. When appropriate, referrals are made to a network of service providers with resources to help companies grow

and prosper in PA.Penn’s Northeast’s partners, serving

as BREP business liaisons, conduct one-on-one interviews with individual businesses. At these visits, business liaisons learn about the respective challenges and issues facing the businesses and help access potential opportunities. The business liaison then serves as a single point of contact for the business leader providing him or her with an unbiased knowledge of business assistance programs and a direct linkage to a network of local, regional and state business assistance organizations.

In 2008/2009, 594 companies throughout northeast PA were visited through the BREP program. Since its inception in 1997, Penn’s Northeast has managed the BREP program for the northeast region of PA.

By working together as a team, the PA BREP program has created an unprecedented level of communication and cooperation between the PA Department of Community and Economic Development, local and regional economic, workforce and community development organizations and other service providers to better serve the business community.

BUSINESS RETENTION AND EXPANSION SPECIAL EVENTSSpecial events provide Penn’s Northeast’s partners with one of the best opportunities to interact one-on-one

with our prospects. They continue to prove to be extremely effective in building longstanding relationships with

the people who are so instrumental in bringing new deals to the region.

In fiscal year 2008/009, Penn’s Northeast sponsored the following events:

Legends Reunion.... Take me out to the Ball Game

Penn’s Northeast sponsored a box at the Yankees vs. Red Sox Legends Reunion Game held at PNC Field.

Legendary former Yankees and Red Sox players took to the field for an old-timers game. Select prospects and members of the Governor’s Action

Team were invited to attend the event. The day was topped off with a VIP reception at the Mohegan Sun at Pocono Downs, Wilkes-Barre. Attendees had the opportunity to meet the players and get autographed baseballs at both events. A commemorative program was also available as a souvenir of the day. Special thanks to PPL for their sponsorship of this event.

The Northeast Pennsylvania Classic

In August Penn’s Northeast sponsored the Northeast Pennsylvania Classic, held

at Elmhurst Country Club, Moscow. This is an official PGA Tour event. Prospects were given passes to the event, invited to golf with the pros and received tickets to a pre-tournament mixer and a Scranton/Wilkes-Barre Yankees baseball game held before the tournament.

The Penn’s Northeast Sixth Annual Fall Festival

Each year this event is hosted at a premiere Pocono Mountain location. In 2008 the event was held at Skytop Lodge in Monroe County. Real estate brokers, site selection consultants and members of the Governor’s Action Team were given the choice to spend the day

either golfing, clay shooting or fishing. Activities were followed by a networking reception, dinner and awards. More than 60 people attended.

The 25h Annual WinterfestWinterfest is an event co-sponsored

each year by Penn’s Northeast, CAN DO, The Greater Wilkes-Barre Chamber of Business & Industry and The Scranton Plan. Guests are invited to a day of skiing, tubing or snowboarding at Snö Mountain Ski Lodge followed by a networking reception and a Hockey game at the Wachovia Arena at Casey Plaza. As part of the 25th anniversary celebration, a mock casino was set up during the networking reception. Instead of money, gift baskets featuring various products from the Penn’s Northeast region were distributed as prizes. The new format provided a great networking opportunity and as always the event gave prospects the opportunity to see some of the region’s premiere recreational amenities.

WALL STREET WEST Penn’s Northeast has served as a

partner in the Wall Street West initiative, a non-profit partnership in northeast Pennsylvania with a focus on strategic workforce development and economic development, since its inception in 2006. Through a grant from the US Department of Labor’s Workforce Innovation in Regional Economic Development (WIRED) program, Wall Street West has invested in both workforce development systems and the region. This has resulted in an enhanced business environment to attract and retain industries such

as financial services, information technology and healthcare.

Among the achievements to date are:

◗ The partnership of 10 counties (Berks, Carbon, Lackawanna, Lehigh, Luzerne, Monroe, Northampton, Pike, Schuylkill and Wayne)

◗ The allocation of more than $11 million in federal funds for 52 projects

◗ The analysis of workforce gaps in the region

◗ The leveraging of more than $8.5 million in additional funding

◗ The collaboration of the region’s five Workforce Investment Boards

◗ The conceptualization of intellectual property

◗ The training of more than 112,000 teachers and students

◗ The assessment/training of more than 1,900 incumbent workers

◗ The creation of 36 certificates/

degrees/curricula

◗ The development of 23 academic/workforce models

SYNERGYAlthough the national news was

not always optimistic in 2008/2009, we published two issues of the Penn’s Northeast newsletter, Synergy. This full-color, large-format document highlights current economic development news such as new businesses coming into the region;

local companies expanding and news about projects our partners are working on. It is mailed to a list of over 4,000 and also emailed to a list of nearly 1,600.
