On behalf of our officers and board of directors, we are pleased to report that the year’s end sees the economy headed in the right direction and northeast Pennsylvania is poised to reap the benefits.

2011 is off to a solid start. Inquiries are increasing, we have toured numerous prospects, and we continue pursuing opportunities to promote northeast Pennsylvania to businesses.

With budget challenges creating a ripple effect at the regional and state levels, Penn’s Northeast has been working closely with the Commonwealth and numerous public and private Pennsylvania partners to promote our region (and Pennsylvania) at trade shows and conferences.

Together with our economic development partners, Penn’s Northeast helped the following companies locate in our region:

• LouisianabasedpotatochipproducerZapp’sPotatoChipsrecentlyestablishedafacilityinHanoverTownship.

Lookingtothenextyearandbeyond,Penn’sNortheastisconfidentthatdespite increasing global competition for jobs, we will continue building on oursolidfoundation.Butcontinuingtoattractand–moreimportantly– retain jobs requires a team effort. Working together is imperative to appeal to the businesses and industries that will employ our citizens and sustain our renowned quality of life.

The region’s real estate market is constantly changing.Developerscontinuetoconstructspeculative buildings and lots that were once vacant land now house industrial and office buildings. These changes are relevant to site selectors, real estate brokers and developers when striving to recruit companies to the region and ensuring that this information is available is a key role Penn’s Northeast plays. In 2010/2011, Penn’s Northeast either created or updated the following marketing materials:

n The online real estate database continues to be populated with available land and buildings as they come on the market. The database is searchable by building and land size, type, railavailabilityandKOZ/KOEZdesignation.The database can be accessed by going to www.pennsnortheast.com and clicking on RealEstate.

n Penn’s Northeast populates the CommonwealthofPA’sSiteSearch Web site with the same data on the Penn’s Northeast Web site. It can be accessed at www.pasitesearch.com. This site is where membersoftheGovernor’sActionTeamfirstsearch when looking for property in response to a prospect. Properties meeting a prospect’s requirements can then be immediately forwarded to the requestor.

n Amonthlyemailmarketingcampaigndirectsprospects to the Penn’s Northeast database and highlights regional properties. This year the campaign was redesigned to focus on three areas:AvailableBuildings,AvailableLandandDemographicInformation.

n Penn’s Northeast recently updated our map portfolio of 28 of the region’s business and industrial parks. In an effort to be a little “greener”, this year’s maps and demographic information were distributed in electronic format only. They were sent to a select group of brokers, site selection consultants and theGovernor’sActionTeaminagiftboxpresentation with confectionaries and a mini-toolkit.

The complete map portfolio is a unified regional presentation of the numerous options andopportunitiesavailableinLackawanna,Luzerne,MonroeandWaynecounties.Since2004, Penn’s Northeast has annually published maps of a significant representation of the region’s business parks and bound them as a handy portfolio reference guide to northeast Pennsylvania.Boundhardcopiesareavailableupon request.

When brokers and site selectors have a prospect or client looking to expandorrelocatetheirbusinesswewant them to think Penn’s Northeast and northeast Pennsylvania. One way of doing this is by continually providing them with a consistent message of all the region has to offer.

Various oversized postcards were mailed to our list of over 2,500 prospects throughout the year. Eachcardfocusedonaparticulardefining attribute of the region or a combination of attributes. To highlight the fact that we are a very strategic east coast location and are home to 16 colleges and universities, a “Great Roads, Great Minds”themewasused.Anothercard outlined the various amenities the region has to offer with the tagline “It’s no gamble when you choose Penn’s Northeast.” Alongwithappealinggraphics,

each piece contained statistical information about the region, which is vital to attracting companies.

These pieces were mailed out regularly to our list of prospects as a constant reminder that northeast Pennsylvania is a prime location for business, with a quality workforce that is second to none.

The company sells womenswearandmenswearundertheBodenname,teen apparel under the Johnnie b label, and children’s clothingundertheMiniBodenbrand.Itmarketsthecollections through its catalogs and Web site.Thecompanyestablisheda62,000-square-foot

call center and distribution center at CenterPoint Commerce&TradeParkEastinJenkinsTownshipand currently employs 180. This year, due to tremendousgrowthintheU.S.market,Bodendoubled in size, adding 74,400 square feet to the existingfacility.Theprojectledtothecreation of 40 new jobs.

Penn’s Northeast promotes the region at numerous real estate trade shows and conferences. These events are one of the ways we make new contacts and reconnect with industry practitioners on behalf of the region, while keeping current on industry trends. Penn’sNortheastsponsoredandstaffedaboothattheSocietyofIndustrialandOfficeRealtors(SIOR)

conferenceinHersheyalongwitheconomicdevelopmentpartnersfromtheregion.ThiseventhasproventobeagreatopportunitytoreconnectwithSIORmembersthatareactiveinourmarketandpromotethebenefitsofourregiontootherbrokers.SIORistheleadingprofessionalcommercialandindustrialrealestateassociation.

Penn’s Northeast was represented at the CoreNetGlobalSummitsinPhoenixandChicago. 1,500 corporate site selectors, site consultants, commercial brokers and competing economic development groups attended each of these summits. InpartnershipwithPABio,Penn’sNortheastandotherPAPartnersworkedaboothatBioTech2010in

Philadelphia.Thisopportunityprovidedvaluableexposureforourregionaswellasinsightintotheindustry.To further promote Penn’s Northeast and northeast Pennsylvania to site selectors, we will attend an

upcoming site selection forum. The forum brings the best presenters in corporate real estate site consulting and other relevant disciplines to one event where economic development professionals will have access to these influential decision makers who will share their insights into the corporate site selection process.

Penn’s Northeast is pleased to partner in the Northeastern Pennsylvania RegionalBio-scienceInitiative(NEPARBI)andtheeightcountyregionalbio-sciencestudy.AngelouEconomics,one of the largest independent global economic development consulting firms,servingasexpertsinplanning,marketing implementation, site selectionandU.S.investmentpromotionis conducting the study.

The comprehensive study is garnering input and direction from education, business, economic development and governmentpartnersfromLackawanna,Luzerne,Monroe,Wayne,Pike,Susquehanna,SchuylkillandWyomingCounties. The study will identify the assets and unmet needs of Northeastern Pennsylvaniaforbio-sciencegrowthand provide strategic recommendations for regional development. TheScrantonPlaniscoordinating

the strategic study. It is funded bygrantsfromtheUnitedStatesDepartmentofAgricultureRuralDevelopment,theAppalachianRegionalCommission,LifeScienceGreenhouseofPA(LSGHPA)andPPLElectricUtilities.AdditionalsupporthasbeenprovidedbytheWayneEconomicDevelopmentCorporation(WEDCO),MericleCommercialRealEstateServicesandPenn’sNortheast.

This year’s eventwasheldatSkytopLodgeinMonroeCounty.Real estate brokers, site selection consultants and members of the Governor’s ActionTeamwereinvited.Anetworkingreception,dinner and awards topped offtheday.Morethan50people attended, many of them real estate brokers and developers from New York,NewJerseyandPhiladelphia.SpecialthankstoPPLElectricUtilitiesforsponsoring this event.

awarded. Winterfest is a wonderful opportunity for brokers and prospects to enjoy some of the winter recreational activities the region has to offer.

Industrial Building Company

(SLIBCO) and the Lackawanna

Industrial Fund Enterprises

(LIFE) recently held a ribbon

cutting ceremony to celebrate

the extension of Valley View

Drive, located in Valley View

Business Park, Jessup and

Archbald Boroughs.

PennDOT, working in

conjunction with SLIBCO,

constructed the 2-mile

roadway and utility lines to

provide access to Phase II of

Valley View Business Park.

At full completion, Valley View

Business Park Phase II will

consist of 561 newly developed acres, including 26 new

building sites. All sites are located within a Keystone

Opportunity Expansion Zone, providing companies with

tax exemption through 2017 or 2020.

allies in creating and advancing opportunities for the people of

Northeastern Pennsylvania,” said Austin J. Burke, secretary of the

Pennsylvania Department of Community and Economic

Development. “The state’s financial commitment to Valley View

SLIBCO extended special thanks to Governor Edward

Rendell, the Pennsylvania Department of Community and

The Greater Wilkes-Barre

Chamber of Business &

Industry’s Innovation Center

at Wilkes-Barre II (ICWB II)

has received $2,263,500

from the U.S. Economic

Development Administration

(EDA). The funding will expand

an existing program to create

affordable incubator office

space for local small businesses

and start-up companies.

The project involves

the construction of a 30,000-

square-foot building with an

estimated cost of approximately

$5 million. The facility will be

built adjacent to the existing business incubator, the

Innovation Center@Wilkes-Barre (ICWB), building on its

success. Since its opening in 2004, the original innovation center

has housed 15 start-up companies, creating more than

115 new jobs.

According to Chamber President/CEO Todd Vonderheid,

“We are very thankful to EDA and our federal delegation – Senator

Robert Casey, Congressman Paul

Kanjorski and Senator Arlen

Specter – who advocated for this

application. This new building will

give our community the kind of

space required to allow us to not

only build on the success of our

existing incubator, but most

importantly to create a more

formal relationship between area

colleges, universities and private

investors that will ensure the

necessary support for entrepreneurs

over the long term.”

It is anticipated that building

construction will begin in the first

quarter of 2011 and will take

approximately one year to complete.

In addition to the EDA award, the ICWB II project

is being funded through $2 million in Industrial Development

Program and Local Share Account grant funds from the

Commonwealth of Pennsylvania’s Department of Community

and Economic Development, with the remaining funds being

provided by the Greater Wilkes-Barre Development Corporation.

Penn’s Northeast recently assisted ABF,a United Kingdom based designer andmanufacturer of unique office furnituresolutions through its Kite® Table brand,locate its United States offices in the CAN DO Corporate Center in Drums. The company toured more than 25 sitesthroughout Pennsylvania before choosingthe Drums location. According to ABFCEO and Managing Director DarrenButtle, “The area is suitably located next to major highways making access to major markets such as New York andPhiladelphia a breeze. It also offers us agreat workforce.”He also cited the support from

CAN DO, greater Hazleton’s industrial/economic development corporation, andPenn’s Northeast as vital to his decision,saying, “What I really liked is that peoplehere were actually listening to what weneeded and identifying properties thatwere suitable to our business. That, in particular, stood out to us. Joe Lettiere of CAN DO and Penny

Cannella of Penn’s Northeast both took a great deal of interest

in our business and learning more about what we do. They also

helped identify contacts and various incentives for us.”

The Kite® Table System is a unique,portable folding table and stackable chairsystem designed to ensure that users get themost out of their meeting, conference andtraining spaces. ABF plans to export toCanada, South America and the Caribbeanfrom its Drums location and will be usingU.S. suppliers for 85 percent of its productcontent.

Success stories like ABF are a result ofthe cooperative marketing and outreach withthe Commonwealth of PA. Richard Kilner,Pennsylvania’s Foreign Direct InvestmentRepresentative in the United Kingdom introduced the company to Pennsylvania and Penn’s Northeast, who assisted ABF inthe site selection process.According to Penn’s Northeast’s President

Penny Cannella, “It is the collaborativeprocess between the Governor’s Action Team,the Commonwealth’s Office of InternationalBusiness Development and the local economic development partners that

ultimately brings these companies to the region. We are

extremely grateful to all of our partners for the work they do

and the assistance they provide to companies looking to locate

in northeast Pennsylvania.”

Louisiana based potato chip producer Colonial Snacks, which

makes Zapp’s and Dirty chips, has recently established a facility in

Hanover Township, Luzerne County. The company purchased the

40,000-square-foot former Kraft Foods building on Stewart Road

in Hanover Industrial Estates. Zapp’s produces various Louisiana

inspired chip flavors including Hotter’n Hot Jalapeño, Cajun

Crawtator and Spicy Creole Tomato with Tabasco®.

The facility is being used to produce, package

and distribute chips to delis throughout thenortheast.

Upon starting production, the companyemployed 15 and plans to hire more workers as they become more established.“We’ve been sending chips here for the last five

years which have been produced in Louisiana. You see our product

in delis and little mom and pop stores. It’s just been steadily

growing and we decided to put a plant up here,” said plant

manager Barry Wiggins.According to John Augustine, senior director of economic

and entrepreneurial development for The Greater Wilkes-Barre

Chamber of Business and Industry who assisted in recruiting the

company, “They wanted to be in northeast Pennsylvania because

of their proximity to large metro markets such as New Jersey and

New York. They fell in love with the building. They’ve been very
