IARC Review – Positive Outcomes
• Focus on “Occupational Exposure”• Inadequate Evidence re. Straight Run• Recognized “air rectified” as Distinct • Exposures Declining Over Time• Industry-sponsored Research Respected• No “Environmental” Concerns Identified• Clear separation from coal tar• Natural bitumen outside scope of review• Application temperature recognized as factor

AlaskaSome States have more challenges than others!
![Page 15: Pennsylvania Asphalt Pavement Association 54 th Annual Meeting Asphalt Institute Initiatives January 29, 2014 Peter T. Grass, P.E., CAE](https://reader031.vdocument.in/reader031/viewer/2022032200/56649ca45503460f94964666/html5/thumbnails/15.jpg)
Question?
If the Answer is NO or not totally; then – What can you do as an Agency? What can you do as a Contractor/Industry? What can you do as a Equipment Manufacturer? What can you do as a Researcher?
“Is Oklahoma satisfied with the long-term performance of your HMA
Longitudinal Joints?”
![Page 16: Pennsylvania Asphalt Pavement Association 54 th Annual Meeting Asphalt Institute Initiatives January 29, 2014 Peter T. Grass, P.E., CAE](https://reader031.vdocument.in/reader031/viewer/2022032200/56649ca45503460f94964666/html5/thumbnails/16.jpg)
The Weakest Link:
Poor Joint Performance is an Agency and Industry
Concern

Expected Products or Outcome: • Create Greater Awareness • Improve Specs by Agencies• Increase use of Innovative
techniques, equipment, and materials
• Improve practices by Contractors• Overall Improved LJ Performance• Fewer incidences of shortened
pavement life
• Explain the WHY! • Encourage CHANGE!

PA Story on Longitudinal Joint Density
• Increasing density was viewed as key
• 2007 - began measuring joint density
• 2008 - method spec. of best practices
• 2008 and 2009 - continued gathering data on joints
• 2010 - New joint density specification. Transition year with no bonuses or penalties.
• 2011-2014 – bonuses and penalties on joint density
