A home industry owner also alleges she was left with the impression DTB operates under the auspices of the City of Cape Town as well as the police as the business owner has a ranking commonly used by police. A tuckshop owner for 19 years, Sheila Hol- land alleges a DTB inspector told her Law Enforcement would close her business if she did not sign up with the company. “I became worried as I have a license to run my shop. It was the first time I heard of DTB and having to register with them,” Holland says. “The inspector said the total cost of regis- tration is R3200 – R500 deposit to receive a temporary permit and the R2700 balance over four months, before you receive a per- mit.” She further adds DTB inspectors have vis- ited other home businesses in Retreat. “I’ve heard they’ve also been in Grassy Park, Mitchell’s Plain and Bonteheuwel,” Holland says. “I’m really afraid I will be forced to close my shop. I know a tuckshop owner in Park- wood Estate who closed her shop because she couldn’t afford DTB’s fees.” Holland questions whether the registra- tion of home industries is being enforced by the City. “We don’t know if it’s legal. They’ve been targeting foreign tuckshop owners, too. If we don’t register with them, they’ve told us they’ll blacklist our businesses and close it.” Tuckshop owner Susan Fick is also con- cerned as she won’t be able to afford the DTB fees. Similarly hair salon owner Feroza Daniels says she nearly closed her business as she could not afford the registration fee. Local ward councillor Melanie Arendse says her constituents alerted her to DTB Trading’s presence in the community. “I went to one of DTB’s sessions at the Grassy Park Library and told people they did not have to register with the company,” she says. “They only need a City license – at R273 – to run their businesses. I also told them DTB’s Gregg Fick is exploiting them by cre- ating a false impression of his role in the community. “Some people demanded their money back. “We advise people to get licens-es and help foreign nationalsregister their businesses, aswe’ve found the process takeslonger for them. We chargethem between R500 and R800.I’ve even accused the City ofmisusing fines towards foreignnational business owners,”says Fick, who is named as DTBTrading’s provincial head on asocial media website for profes-sionals.

Fick says business ownerscome to DTB to register theirbusinesses. The company’s doc-uments state exactly what theirmission is.

“If people don’twant our serv-ices, they don’t have to registerwith us.Wewant to be transpar-ent. People pay a R500 deposit,after which they can decide ifthey want more of our services.Our fees are R3200, which in-clude association fees, book-keeping, mediation and ac-countant fees for three years.”

Fick claims officials from theDepartment of Trade and Indus-try and the South African Reve-nue Services have attendedtheir sessions.

A freelance “inspector” forDTB says she believes in thecompany’s work, as it has

helped many foreign businessowners register their business-es with the City.

Shemet Fick fourmonths agowhen he came on to her proper-ty to register Bangladeshis liv-ing with her.

“I collect the R500 depositswhich I give to Gregg and busi-ness owners pay the balance in-to the account,” she says.

“There have been so manydisputes about DTB and theirregistration process.”

Mayoral Committee memberfor Economic, Environmentaland Spatial Planning GarrethBloor confirms DTB is not con-tracted by the City, but says hecannot confirm whether otherspheres of government mayhave contracted DTB.

“Business owners and resi-dents are advised to check forCity identification when peoplecome to their homes. Any Cityofficial who performs this kindof function carries their (City)ID card,” Bloor says.

“It is not necessary for resi-dents to employMrFick to regu-larise their business in terms ofthe Zoning Scheme. Theyshould visit their local planningoffice to apply for the land useapplication.”

He says the City won’t justclose down businesses but will“first assist” applicants.

The next time you take that first drinkat a party, think again – that drinkmayjust land you in hot water.

Andwith the festive season, often referredto as the “silly season”, fast approaching,law enforcement authorities are out in fullforce in an attempt to keep Cape Town andour province’s roads safe and free of drunkdrivers.

The legal limit in South Africa for breathalcohol content is 0.24mg per 1 000ml or ablood alcohol limit of 0.05g per 100ml.

In literal terms this equals two thirds ofa beer or spirit cooler with 5% alcohol con-tent; 75ml of red or white wine with an alco-hol content of 12% to 14% per hour; and upto one 25ml tot of alcohol per hour for whis-key or brandy drinkers.

Two drinks in one hour will more thanlikely put you over the legal limit.

And the Automobile Association of SouthAfrica (AA) continues to lobby for the bloodalcohol concentration limit to be brought inline with world standards.

“The crisis on South Africa’s roads de-mands a tougher approach. The AA has forsome time proposed that the 0.05% limit bereduced to 0.02%,” says AA spokespersonGraeme Scala.

“This allows some leeway formedicationsthat contain alcohol, but still emphasisesthat one alcoholic drink puts you over thelimit”

Should you be caught driving under theinfluence of alcohol you could face up to sixyears in prison and/or be slapped a fine ofup to R120 000.

A driver, whowas arrested for driving un-

der the influence three years ago and askedto remain unnamed, tells People’s Post of hisexperience. “My wife and I were on our wayhome from a party, when we drove into aroadblock,” he says.

“After speaking to me, the officer askedme to step out of the car. After some ques-tioning, he instructed me to phone someone

to collectmy car as I would need to accompa-ny them to a testing centre for blood tests.I spent that night in the holding cells at alocal police station.”

The following day he made his first ofmany court appearances.

“Over the course of the next two years Ihad a court appearance each month; with

each appearance the lawyer I appointedcharged up to R1 500,” he recalls.

“The case was postponed for several rea-sons, including a delay in the results of theblood tests, as well as a change in the stateprosecutor.”

After nearly 24months, the case was final-ly closed and he was sentenced to 250 hoursof community service within two years. “Iam still doing the time for my unnecessaryactions; it is something I will never subjectmyself or my family to again,” he says.

“This was not only an expensive eye-open-er for me, but my friends and family too.”

And, Scala says, evidentiary breathalyserprintouts are admissible as evidence incourt.

“If jail termswere handed down for drink-ing and driving, the public would becomemore sensitised to the issue,” he says.

“The AA has also called for the fightagainst drinking and driving to be steppedup on a national level, with greater enforce-ment and wider use of evidentiary breath-testing machines.

“Drivers who ensure they are sober willhave nothing to fear, but those who drinkwill be removed from the roads before theycan cause harm.”

Richard Coleman, spokesperson for theCity of Cape TownTraffic Services, says eve-ry driver has a responsibility when theydrink alcohol and plan to drive thereafter.

“If you have used any substance (which)could affect your driving ability, let some-one who has not (had a drink), drive yourvehicle. To encourage residents to practisehealthy lifestyles an outdoor gym wasinstalled at two local parks in Ottery.

The equipment can be used by anyone atno cost.It was installed on the Greenfields Circle

Park and Karg Road Park earlier lastmonth.The parks now boast two blue and yellow

equipment pieces, which was purchasedthrough ward allocations.Shirley Hendricks lives near the park in

Karg Road and says this was an unexpectedand gracious gift to uplift the communityand upgrade the neighbourhood.“It is almost like Christmas has come ear-

ly this year. Our ‘new’ park is quite colour-ful and neat. With summer days approach-ing so quickly, I can see a hive of activityas children do what they do naturally,laughing, and having fun as they play in asafe environment,” she says.As ameans to improveher constituency’s

health, ward councillor Melanie Arendsesays: “The one apparatuswhich canbeusedby six people cost R18 000 and the otherR16 000 which can be used by two people.“This is something new for many resi-

dents, as people can not afford to join thegym. So why not bring the gym to them?“The equipment is easy to use and there

are illustrations to show how to use each

machine. I urge everyone to try it.”ResidentMemorialFourie says the equip-

ment rejuvenated community activity, 10years ago there was not much for residentsto do in Greenfield Circle.“I will definitely make use of it. It is right

on my doorstep. I can also bring my grand-children to the park to play while I exer-cise,” she says.Fourie says the residents who live in the

crescent will ensure the equipment is wellkept. “We will all take responsibility forwhat has been given to us. It is somethingpositive that has been brought into ourcommunity and we should really be grate-ful.”Arendse says because the residents have

taken it upon themselves to look after thepark by regularly cutting the grass andeven hiring their own private security tomonitor the area, she thought the crescentwould be ideal to set up the equipment.“I thought this is an ideal place to have

the equipment installed because I knowthey will look after it, in the same way thatthey take care of their properties,” she says.Arendse says she is looking at other

parks in the community where the equip-ment can be installed so that more peoplewill have the opportunity to forge healthierlifestyles.Karg Road resident Alvin Oliver is

thrilled at the new addition to the park.“It is inexpensive and instead of paying

for a gym contract we can use the equip-

ment for free,” he says.“I have noticed more and more people

coming to the park which means they arebecoming more active, which is good tosee.”Oliver says normally children from the

area play at the park without any supervi-sion.But this has changed because of the fit-

ness equipment.“Now there is always an adult or two

monitoring the kids in the park. This willensure that children do not damage theequipment or hurt themselves while usingit.”He says the local neighbourhood watch

has also taken it upon themselves to moni-tor theparkdaily, to ensurenoonedamagesthe property.“We are very proud of our community, es-

pecially our park. It is really important forus to make sure we take care of our sur-roundings.”

‘Whites only’advert irks

The South African Human Rights Com-mission (SAHRC) is investigating aCape Town job advertisement only

seeking whites as applicants.This after recruitment agency Quest post-

ed a job advert stating only white men needapply.Theadvert sparkeda flurryof outrageon social media sites, with Quest being ac-cused of racism.Quest denied accusations ofracism saying its clients decide the job re-quirements.The SAHRC said it was also investigating

another advert, “Algemene Werker slegsblankes” (“General worker whites only”).The SAHRC says they condemn such ad-

BRIAN KOCK says the advert is taking us back tothe old South Africa. “I do not understand whythey should say ‘only white’ or even black for thatmatter. I can’t think of anything a white man cando that I cannot do.”

RADE MAKHUVHA says people are still stuck inapartheid and does not think the advert was rac­ist. “I have seen lots of job advertisements sayingthey are only looking for a black man. I ignorethem and look for something I’m qualified for.”

VELISWA QALO says it would not have been thesame reaction if the advertisement was for ablack man. “I am over apartheid, but many willfind it offensive when they see an advertisementlike that. They are still living in the past, notknowing that they are doing the same thing.”

ZAIN GALLIE believes racism hasn’t stopped. “Wedon't have equal rights. What counts for one per­son should count for another. When I see an ad­vertisement like that I feel criticised and ashamed– as if I have no place in this world.

FABIAN HENDRICKS says he is offended by theadvertisement. He believes jobs should be allo­cated on education. “It should depend on whatqualifications one has and not your skin colour.It’s racist and I don't like it.”

Parkwood residents took to the streets ina peaceful march against drug dealingand gangsterism.

More than 200 people united in the proteston Saturday 2 November and marched onthe homes of alleged drug merchants, chant-ing: “stop selling drugs”; “no more shoot-ings” and “stop the gang war”.

Ward councillor Melanie Arendse says al-though only a few felt comfortable withwalking up to a suspected drug dealers’homes and confronting them, residents ac-knowledged the importance of confronta-tion.

“We stood together to ensure the drug mer-chants knew residents are no longer going

to sit back and watch them destroy theircommunity,” Arendse says.

“Although there was not a huge policepresence, residents who were not afraid tobe seen and heard joined us in our effortsto warn these alleged drug dealers.”

Arendse says drug merchants need toknow that if drugs are found on their premis-es they will be evicted from their homes.

“We cannot allow these individual to oper-ate in our communities. Residents are ada-mant that they need to get out or stop theircriminal activities before more people gethurt or killed,” she explains.

The sentiment from the community is oneof determination, Arendse says.

“They want to continue to stand upagainst the drugs and the gangsters. Moth-ers, fathers and youths came out to show

their support and won’t stop until they seea difference,” she says.

She further hopes this march has made animpact on the community. “We will have towait and see in the next couple of weeks ifspeaking up is going to change the mentalityof these gangsters and drug dealers.”

Arendse urges residents to contact the po-lice if they have any concerns and if they seeany suspicious behaviour. “I want to en-courage people to take action. We cannot bepassive and wait for something to happen ifwe do not stand up and speak up.”

Youth leader Cantona Matthews said hewas happy to see many of the area’s youthjoined the march. “This showed me thatthey, too, are tired of living in fear and wantthings to change. We can only overcome thechallenges we face if we all work together,

which we did at the march,” he says, urgingthem to not indulge in the gangsterism anddrugs.

“If we are able to change the mentality ofjust one person. it is possible to change manymore. We will continue to raise our voicesuntil we see a difference,” Matthews says.

Philip Bam, chairperson of Logra Civicwas impressed with the community forstanding their ground and for directingtheir messages to the drug dealers and gang-sters. “The message to the criminals wasclear: ‘cease or leave’,” he says.

Bam said the march was for the socialwell-being of the residents. “It was not a po-litical event, but an event were people of allages and religion could join hands and speakout. I will keep on appealing to the public tocontinue standing up for their rights.”

It’s not about whether there is adequateland, but whether there is enough mon-ey.This was the reaction of the Western

Cape Department of Human Settlements toallegations that the department does notuse the land available for housing.These allegations were made during a

chaotic protest led byAndile Lili in the citycentre last Wednesday.Bruce Oom, spokesperson for provincial

housing minister Bonginkosi Madikizela,explained that the department receives a“limited budget” from national govern-ment, which is then channelled to munici-palities.He said land cannot summarily be devel-

oped without enough money.Lili has alleged there is land in the vicini-

ty of Canal Walk which Transnet had madeavailable for development, but that the de-partment did not want to use it.Oom said the department does not know

of suchanoffer, and the department and theminister could not respond to vague state-

ments. “Should we get a specific address orerf number,wewouldhave a clear answer,”Oom said.Lili and the parade’s other leader Loyiso

Nkohla was part of a group who met withMadikizela on Thursday 10 October whenit was agreed a revised memorandumwould be provided. “But nothing was sup-plied,” Oom said.He also said land around Cape Town is

scarce, and much of it cannot be developedas it is prone to flooding or there are al-ready many people occupying it, making itdifficult to relocate them.Last weekMadikizela said he understood

some protesters have legitimate grievanc-es.“My department is committed to solve it,

but we cannot have political agendas de-tracting from the real issues,” he said.“The fact that the leaders of the previous

march failed to supply my office with amemorandum with more information, inspite of anundertaking to do so, and insteadthreatened to ‘bring the city centre to ahalt’, indicates the march is nothing morethan political posturing.”

This is what Emily Wil-liams (32) said at her daugh-ter Keana’s funeral at theweekend.Keana (8) from Riemvas-

maak informal settlementwas reported missing on 11July. Her badly decomposedbody was found two monthslater in a half-built house inJacana Street, Zeekoevlei.There have been no arrestsin connection with her mur-der.In the past year several

children were killed in Grassy Park and noone has been apprehended for the murdersyet, said Grassy Park Community PolicingForum spokesperson Philip Bam after theservice.“There are children who still play in the

streets without supervision. Adults willstand around and see there are unsuper-vised children, then they do nothing aboutit,” he said.“I want to appeal to the community to

please accept the children as your own chil-dren and look after them. Exhort the chil-dren and the parents who are negligent.”Bam said they are concerned by the

number of children goingmissing in the ar-ea, being assaulted and being abused.“Our police and law enforcement officers

must ensure that our community is safe.The sooner we bring people to justice, the

sooner the community andanyone who has the idea tohurt our children will un-derstand it’s not a goodplace to mess with our chil-dren,” he said.“We want to appeal to all

involved to conclude the in-vestigation as soon as possi-ble.”Provincial police spokes-

service at the Pentecostal Holiness ChurchinLotusRiver. The servicewas attended byfamily, classmates, teachers and communi-ty members.The white coffin with a floral wreath and

a photo of Keana stood in front at thechurch.Her classmates carried the coffin out of

the church.Williams said: “I feel better that we could

bury her and want to thank everyone whohelped with the funeral arrangements.“I feel better. It was very difficult, but

there was help from friends, family and theLord Christ who carried me through.”

Strandfontein Football Club have can-celled plans to enter the professionalranks through purchasing a Safa Sec-

ond Division franchise.The club announced plans to buy a spot in

the third tier of South African football, fromnewly promoted club Knysna Bafana, at its35th anniversary celebrations in late Octo-ber. However, Strandfontein will no longercompete in the Second Division after negoti-ations between the club’s financial backersand Knysna Bafana were cancelled.Sharief Christians, junior chairmanat the

amateur club, confirms theywill not be play-

ing in the Second Division this year.“Wehave decided thatwe are going to con-

centrate on our youth,” he says.Christians, who would have taken up the

chief operations officer role at the profes-sional club, refused to give any further de-tailswhenquizzed aboutwhether thenegoti-ations broke down.His reasons for the withdrawal contradict

statements made in an earlier interviewwith People’s Post on Tuesday 29 October.During the first interview,Christians said

developing young players was the key rea-son for the buying the franchise.He said: “The core of the Second Division

team will be Strandfontein players. A lot ofour youngsters play in our Mitchell’s Plain

Local Football Association (MPLFA) SuperLeague team.”He also stated: “We think we have the

quality of players we need to survive. Theseboys are never given chances. Now we aregiving them a chance to show they can playat this level.”Strandfontein previously played in the

SecondDivision, but a lack of fundingmeantthe franchise was sold to Vasco da Gamaabout six years ago.The club had not yet secured a sponsor at

the time of Christians’ first interview withPeople’s Post, but he said the financial back-ing would come from a clubmember and hisbusiness partner, who were set to bankrollthe franchise purchase.

The franchise would have brought profes-sional football back to Mitchell’s Plain forthe first time since Santos FC left the MPL-FA earlier this year to join Cape DistrictLFA.Although Mitchell’s Plain United FC play

in theSecondDivision, the club is just a feed-er team for Santos and are based at the San-tos Academy in Lansdowne.Mitchell’s Plain is widely considered to by

a hotbed of football talent, but the lack of aprofessional club in the area could be to thedetriment of football development.While themost promisingplayerswill still

be cherry-picked from amateur sides whenspotted, the level of competition and coach-ing could suffer.

Baseball is booming in Grassy Parkthanks to the hard work of a local club.TheDevonshireBaseball Club, based

at Fairmount High School, runs a develop-ment programme that has seen childrenfrom several schools in the area take up thesport.Ivan Gabriel, public relations officer for

Devonshire, says the club has already “seensignificant results”.“We have seen kids nobody even consid-

eredwould be selected forWestern Provincebaseball teams, flourish,” he says.“Earlier this year one boy came to base-

ball practise on a Friday for the very firsttime, not knowing a thing (about the sport).

He was such a natural that we sent him fortrials the very next day and he (was selectedfor) the Western Province under-10 team.”The development programme sees Devon-

shire coach baseball at Fairmount HighSchool and Montague’s Gift Primary.A league has also been started with Mon-

tague’s Gift playing matches against DeDuine, Grassy Park EC and Sid G Rule pri-mary schools every Wednesday. A struc-tured league has not yet been formed for thehigh schools, but Fairmount and GrassdaleHigh play matches every Tuesday andThursday.The programme is run in partnership

with the City of Cape Town and the provin-cial Department of Cultural Affairs andSport, with the City maintaining the fieldand province paying stipends to some of

Devonshire’s coaches who work at theschools.Gabriel says the programme has also led

tomany children joining Devonshire to playin club competitions.“The aim of the project is to stimulate the

sport. A lot of kids already play for clubs, butthe kids who don’t play for clubs join Deven-oshire,” he says.“It’s not like the club is taking kids from

other clubs; it’s children who are new to thesport.”Devonshire is also set to step up its efforts

to expand the programme with the help ofthe Constantia Rotary Club.TheRotaryClubwill help provide funding

and support to feed the children, purchaseequipment and improve the facilities.Devonshire are also set to receive a ship-

ment of second-hand baseball equipmentfrom the US courtesy of the Major LeagueBaseball. “The equipment is important, aswe don’t have resources,” says Gabriel.“Ourmembers are fromtheParkwoodand

Grassy Park areas, and the equipment isvery expensive. Every game we play, eachteam needs new ball and it costs R90. So wespend over R500 on balls every Saturday.Without that equipment we would have hadto turn kids away.”The club will also host a golf day at Kuils
