    What is the intent of the PBNImplementation Plan

    The PBN Implementation Plan should bedeveloped by the State together with the

    stakeholders concerned and is intended toassist the main stakeholders of the aviationcommunity plan a gradual transition to the

    RNAV and RNP concepts.

    The main stakeholders of the aviation community thatbenefit from this roadmap and should therefore be

    included in the development process are: Airspace operators and users

    Air navigation service providers

    Regulating agencies National and international organizations

    What is the intent of the PBNImplementation Plan

    The PBN Implementation Plan is intended to assistthe main stakeholders of the aviation communityplan the future transition and their investment

    strategies. For example, airlines and operators canuse this roadmap to plan future equipage andadditional navigation capability investments;

    air navigation service providers can plan a gradual

    transition for the evolving ground infrastructure. Regulating agencies will be able to anticipate and

    plan for the criteria that will be needed in the future

    as well as the future regulatory workload andassociated training requirements for their work force.5

    What are the objectives ofthe PBN Implementation Plan

    Provide a high-level strategy for the evolution ofthe navigation applications to be implemented inthe State in the short term (2010-2012) and

    medium term (2013-2017). This strategy is basedon the concepts of PBN, Area Navigation (RNAV)and Required Navigation Performance (RNP),which will be applied to aircraft operations

    involving instrument approaches, standarddeparture (SID) routes, standard arrival (STAR)routes, and ATS routes in oceanic and continentalareas in accordance with the implementation

    goals in the Assembly resolution;6

    What principles should be applied indevelopment of the PBN Impl. Plan

    The implementation of PBN in the State should be based onthe following principles:

    Continued application of conventional air navigationprocedures during the transition period, to guaranteeavailability by users that are not RNAV- and/or RNP-equipped;

    Development of airspace concepts, applying airspacemodelling tools as well as real-time and acceleratedsimulations, which identify the navigation applications that arecompatible with the aforementioned concept;

    Conduct of cost-benefit analyses to justify the implementationof the RNAV and/or RNP concepts in each particular airspace;

    Conduct of pre- and post-implementation safety assessmentsto ensure the application and maintenance of the establishedtarget levels of safety.

    Must not conflict with the regional PBN implementation plan.7

    Primary objective of ICAO is ensuring the safeand efficient performance of the global AirNavigation System;

    Improvement of the performance of the AirNavigation System on a harmonized, worldwidebasis requires the active collaboration of all

    stakeholders;8

    The Eleventh Air Navigation Conference recommended that ICAO:

    as a matter of urgency, address and progress the issues associatedwith the introduction of area navigation (RNAV) and required

    navigation performance (RNP);

    develop RNAV procedures supported by global GNSS for fixed wingaircraft, providing high track and velocity-keeping accuracy tomaintain separation through curves and enable flexible approachline-ups;

    develop RNAV procedures supported by GNSS for both fixed androtary wing aircraft, enabling lower operating minima in obstacle rich

    or otherwise constrained environments;9

    Resolution A33-16 requested the Council to develop a programme toencourage States to implement approach procedures with verticalguidance (APV) utilizing such inputs as GNSS or distance measuringequipment (DME)/DME, in accordance with ICAO provisions;

    Recognizingthat implementation of approach with vertical guidance(APV) is still not widespread;

    Recognizingthat the Global Aviation Safety Plan has identifiedGlobal Safety Initiatives (GSIs) to concentrate on developing a safetystrategy for the future that includes the effective use of technology toenhance safety, consistent adoption of industry best practices,alignment of global industry safety strategies and consistent

    regulatory oversight;10

    1. Urgesall States to implement RNAV and RNPair traffic services (ATS) routes and approachprocedures in accordance with the ICAO PBN

    concept laid down in the Performance BasedNavigation Manual(Doc 9613);

    assist States in the implementation of PBN andto ensure development and/or maintenance ofglobally harmonized SARPs, Procedures for AirNavigation Services (PANS) and guidancematerial including a global harmonized safetyassessment methodology to keep pace withoperational demands;

    3. Urgesthat States include in their PBNimplementation plan provisions for

    implementation of approach procedures withvertical guidance (APV) to all runway endsserving aircraft with a maximum certificated take-off mass of 5700 kg or more, according toestablished timelines and intermediatemilestones.
